WaPo: White House forgot that they told McChrystal to defeat the Taliban

To set the scene, this comes from the October 8 war room meeting on Afghanistan, with McChrystal teleconferenced in from Kabul to explain what he’d been doing since receiving his orders in March. Smart power:

In June, McChrystal noted, he had arrived in Afghanistan and set about fulfilling his assignment. His lean face, hovering on the screen at the end of the table, was replaced by a mission statement on a PowerPoint slide: “Defeat the Taliban. Secure the Population.”

“Is that really what you think your mission is?” one of the participants asked.

In the first place, it was impossible — the Taliban were part of the fabric of the Pashtun belt of southern Afghanistan, culturally if not ideologically supported by a major part of the population. “We don’t need to do that,” Gates said, according to one participant. “That’s an open-ended, forever commitment.”

But that was precisely his mission, McChrystal responded, enshrined in the Strategic Implementation Plan — the execution orders for the March strategy, written by the NSC staff.

“I wouldn’t say there was quite a ‘whoa’ moment,” a senior defense official said of the reaction around the table. “It was just sort of a recognition that, ‘Duh, that’s what in effect the commander understands he’s been told to do.’ Everybody said, ‘He’s right.’”

“It was clear that Stan took a very literal interpretation of the intent” of the NSC document, said Jones, who had signed the orders himself. “I’m not sure that in his position I wouldn’t have done the same thing, as a military commander.” But what he created in his assessment “was obviously something much bigger, and more longer-lasting . . . than we had intended.”

They told him — in his official orders — to come up with a plan to eliminate the enemy and, dummy that he is, he thought that meant he was supposed to come up with a plan to eliminate the enemy. Then they told him he didn’t have to. Six months later.

They held another war room meeting the next day, this time with The One himself in attendance:

On Oct. 9, after awaking to the news that he had been awarded the Nobel Peace Prize, Obama listened to McChrystal’s presentation. The “mission” slide included the same words: “Defeat the Taliban.” But a red box had been added beside it, saying that the mission was being redefined, Jones said. Another participant recalled that the word “degrade” had been proposed to replace “defeat.”

Already briefed on the previous day’s discussion, the president “looked at it and said, ‘To be fair, this is what we told the commander to do. Now, the question is, have we directed him to do more than what is realistic? Should there be a sharpening . . . a refinement?’ ” one participant recalled.

So it goes for our supposedly Spock-like president, who made such a pageant during the the past three months of deliberating over Afghanistan lest he waste time and lives by rashly adopting the wrong strategy. He wanted to show his commitment to the war early on, so he installed McChrystal, handed him 22,000 extra troops, stuck him with orders he either didn’t think carefully about or didn’t believe were feasible (Bush-lite?), and then forgot about it for half a year while he went off to chase his health-care dreams. Even more surreally, the only way McChrystal could have misunderstood the orders is if he’d had so little contact with people at the top — Obama, Gates, and Jones — that the occasion never arose for them to clarify that “defeat the Taliban” actually meant “degrade the Taliban.” Remember in September when he said he’d only had one teleconference with The One since taking over in Afghanistan in June? I guess this is the result. Question: How come closing Gitmo was such an urgent priority that Obama sent down the word literally two days after his inauguration, but appointing McChrystal and getting him started on a full strategic review — which would necessarily take weeks — had to wait until late March?

Speaking of confusion, here’s Jones telling the BBC that while some token withdrawal will begin in July 2011, ain’t no way, no chance, no how we’re leaving the country that year. Someone had better tell the left. Click the image to watch.

Nevermind the mind-numbing incompetence and dereliction here…Obama’s highest aspiration is to simply ‘degrade’ the enemy.

My initial thought- the company I work for has a budget in the millions. I have some leadership responsibilities, but am not “executive level.”

If I received guidance, then came back months later with a powerpoint outlining my central mission differently than what my leadership thought they told me to do, either my job or my boss’s would be in jeopardy. And rightly so.

And this is the military strategy of the U.S. Govt. we are talking about!!

Not that our military, unleashed, couldn’t achieve whatever it wanted. Four years to roll back Nazi-occupied Europe, but eight years and counting to roll back Taliban-occupied bedrock? Today’s military, of course, is and will continue to be tightly leashed, bound by criminally restrictive rules of engagement and strategies to serve an unproven theory of “counterinsurgency,” a demeaning campaign to make 20-plus million Afghans like us more than jihad-happy Taliban drug-thugs, no matter what it takes in terms of billions of dollars and the blood of our bravest.

Today’s column is for all hawkish Americans currently wrestling with looming doubts about the pointlessness of the U.S. mission in Afghanistan and clubbing those doubts down with the much-mentioned perils of leaving Afghanistan to “the terrorists.” In short, it’s about how to “lose” Afghanistan and win the war.

And what war would that be? Since 9/11, the answer to this question has eluded our leaders, civilian and military, but it remains the missing link to a cogent U.S. foreign policy.

It is not, as our presidents vaguely invoke, a war against “terrorism,” ” radicalism” or “extremism”; and it is not, as the current hearts-and-minds-obsessed Afghanistan commander calls it, “a struggle to gain the support of the (Afghan) people.” It is something more specific than presidents describe, and it is something larger than the outlines of Iraq or Afghanistan. The war that has fallen to our generation is to halt the spread of Islamic law (Sharia) in the West, whether driven by the explosive belts of violent jihad, the morality-laundering of petro-dollars or decisive demographic shifts.

This mission demands a new line of battle around the West itself, one supported by a multilevel strategy in which the purpose of military action is not to nation-build in the Islamic world, but to nation-save in the Western one. Secure the borders, for starters, something “war president” George W. Bush should have done but never did. Eliminate the nuclear capabilities of jihadist nations such as Iran, another thing George W. Bush should have done but never did — Pakistan’s, too. Destroy jihadist actors, camps and havens wherever and whenever needed (the strategy in place and never executed by Bill Clinton in the run-up to 9/11). But not by basing, supplying and supporting a military colossus in Islamic, landlocked Central Asia. It is time, as Maj. Gen. Paul Vallely (USA ret.) first told me last April, to “let Afghanistan go.” It is not in our interests to civilize it.

But we would “lose face” in leaving Afghanistan, supporters say. News flash: We lose face every day in Afghanistan executing a costly, impotent policy based on massive state bribery, the public devaluation of American life (“population protection” trumps “force protection”), and deference to Islamic custom, as when women Marines are ordered to wind head scarves under their helmets for missions. And the point of this mass American supplication? To win a local popularity contest in which the only competition is the Taliban. Earth to military geniuses: The people are already with you, or they’re against you.

In other words, it’s time to toss the policy of standing up Sharia states such as Iraq and Afghanistan onto that ash heap of history. It’s time to shore up liberty in the West, which, while we are stretched and distracted by Eastern adventures, is currently contracting in its accommodations of Sharia, a legal system best described as sacralized totalitarianism.

If the mission isn’t to defeat the enemy, our troops have no business being there. The local populace will not stick their necks out if we’re just degrading the Taliban.

With this cabal in charge, the only option is to bring the troops home now. Their lives should not be wasted providing political cover so the this president can continue with his domestic agenda.

Maybe I’m missing something here. I mean, we’re going to have kind of a nation-building corps from America? Absolutely not. Our military’s meant to fight and win war. That’s what it’s meant to do. And when it gets overextended, morale drops. But I’m going to be judicious as to how to use the military. It needs to be in our vital interest, the mission needs to be clear, and the exit strategy obvious.

What we have here is the General involved in a great social experiment, with the plains of Afghanistan as his personal laboratory and our Marines and Soldiers as the rats. History is not on your side General and you are losing time and the support of the only segment of the population of this country who would normally support your efforts.

Admiral Mullen said in a letter to Senators Collins and Snowe that the ROE had not in fact changed with the ISAF Commander [McChrystal] back in June 2009; The Rules of Engagement had only been ‘clarified’. Ganjgal is but one example of how that ‘clarification’ is being brought into question. The current investigation, if not buried by the Army, ISAF, SecDef or higher, is going to yield what we already know; that the rules are intentionally vague to offer maximum cover for those who have implemented them while exposing the decision makers on the ground and all at the expense of those prosecuting the war, O-5 and below. It is already painfully obvious to all, especially those on the ground, that before June we were blowing crap up and providing Air and Arty when needed and now; American lives are inferior to Afghan by our own rules and the UN has prosecutors in Kabul, gleaning after-action-reports looking for evidence they can use to prosecute Marines
and Soldiers.

What General McChrystal, Sec Def Gates and President Obama need to remember is that they are sworn by oath to defend this country and our people – not protect the civilian population of another country or rebuild their country with our tax dollars and the blood of our children!

Lately as I ponder Obama’s moves on Afghanistan and see his indecision, I am coming to realize that Obama is not that terribly far out of the mainstream in that I think that the average American’s reasons for why we must defeat the Taliban have grown a bit fuzzy over time.

After all, it has been 8 years since 9/11 and the MSM has suppressed the reminders of the 3K who died. It’s natural to need to re-focus. Obama is not the only one who need to do so. I know a young guy who’s fixing to be deployed over there and I look at him and fear for himm knowing where America’s mind’s at in 2009.

So here goes:

I remember hearing about the Taliban before 9/11 as the goons who destroyed the ancient Buddhas of Bamiyan statues by shelling them with tank fire. I remember thinking that this was the most primitive, senseless, destruction of art I had heard of in my lifetime and that these animals were out of the Dark Ages.

Then 9/11 happens, and I hear that the Taliban sheltered bin Laden and refuse to hand over Mullah Omar. I think that – these vermin are not only primitive – now they have killed 3,000 of us. They must be exterminated like insects – flamethrowers, B-52s, hunted down and shot against a wall to protect the rest of the world from this virus.

Bush sends the guys in and they flee into the border areas and Pakistan. We corner Osama in the mountains. The B-52s are flying. our guys are marching. If you’re not with us, you’re against us. America is about to stomp out this scourge.

Then it all comes undone. Osama escapes. the Talibam are allowed shelter in Pakistan. Pakistan refuses to give up Mullah Omar.

Bush flinches, understandably so, and makes a historic error.

The Taliban gain a reputation as the assholes who fought Booosh and won. Saddam goes down but Mullah Omar laughs from Pakistan. Rumsfeld send too few troops to Iraq. When Fallujah happens, Bush flinches again, instead of immolating the city as an instructive example. The Iraq War comes undone. Fallujah 2 happens but it’s too late. The Democrats cry betrayal, though they are the true betrayers. “Bush lied.” “General Betrayus.” “He betrayed this country.” “This war is lost.” Afghanistan disappears from the headlines. The Taliban grow stronger in the shadows. The Surge works. Iraq is tamed. The calendar rolls on. Bush runs out of time. Obama is elected. The Taliban has metastasized. Obama sets a dealine for withdrawal. The Taliban rub their hands and hunker down to wait us out.

Here we are. About to lose this war. 1972 all over again.

Nixon under fire. Linebacker II. Nixon gone. Democrats betray South Vietnam.

My pondering is complete. The reasons are refreshed in my mind. A friend of mine is about to go over there under a feckless C-in-C.

We MUST do the world a favor and finish this. – Until the Taliban hand over Mullah Omar, as Bush demanded in 2001, KILL ALL TALIBAN WHEREVER THEY ARE, IN MEMORY OF 9/11, including in Pakistan.

Burn the flesh from their bones until they are extinct. Then leave, with a fearsome warning that if we have to come back we will use nukes.
