		<description>You know, I actually like debate, for as one translation I&#039;ve seen of Pericles goes, &quot;We think ideas improved by discussion.&quot; And, as one involved in a business of coming up with ideas and turning them into reality, one often does one&#039;s self best if one first brainstorms and does a free ranging discussion, then comes up with several different alternative solutions to a problem--each of a fundamentally different form--and then, after comparing them to each other and the problem at hand, proceeds forward with another discussion to narrow down one&#039;s options. 

And therefore, in the spirit of Harry Reid and the rest of the Democrats, who apparently desire debate, and realizing that I don&#039;t know the rules of the Senate, what I think--from a &quot;discussion&quot; standpoint--would be best, would be for the Senate to set itself up as a Committee of the Whole and discuss the issue without any legislation at hand--so as to not have preconceived solutions cloouding the matter. 

For otherwise it is not a discussion on health care per se, but on the bill, and for that no discussion is necessary if one wishes to kill the bill because one has not been convinced this is the correct solution and other solutions have not been allowed to be discussed. And it is in the refusal to look at other ways, other means, which would mean this debate, and this plaintive cry of the good Senator from Nevada, would be nothing but a sham. 

Thus, the Senate should discuss the issue, without any preconceived solutions, and then issue instructions to a bipartisan committee of, say, 6-10 people (4-6 Democrats and 2-4 Republicans), who will look at the issue and come back with several  proposals, each of a different kind. And then the real discussion can begin. 

Absent that, what Senator Reid is talking about is a bill of a form that is already known well enough to allow someone to determine his/her stance, and thus there is no shame in not allowing &quot;discussion&quot;, for it would not be a real discussion on health care, nor a debate on reform, but merely a step forward for passage of a pre-selected solution, a selection that happened without discussion or debate, and a solution of a kind that for many may need no debate. Thus, refusing to go forward is not attempting to silence debate, but attempting to force a real one to be had, and thus I would encourage the Senate to take this opportunity to show that debate and discussion actually mean that, and to remove this bill from consideration so that the debate is not tainted by political considerations. Then, after having a rational discussion in the best spirit of the Enlightenment, solutions can then be brought forward. 

After all, at the Constitutional Convention there were many months between introduction of the original Virginia Plan (created by none other than the immortal Madison) and the final selection of our current form of government. The Constitution was improved by real discussion, with real alternatives. And so it should be in this health care issue--instead of a ram-down of a specific solution whose time-table for adoption seems to be driven more by fears of waning political power than the needs of the Republic. 

And so may final question for the Senators is this--how noble is it to bind the people of this Republic and future generations to a new system when not only is the public clearly against it, but the party that propose this new system knows that if it waits much longer it will no longer have power to act on the issue, because the people are already signaling they are going to take back the grant of power from that party, in part because of this very issue? How noble is that, indeed? Not very. It is quite a story at that. A party got power for 11 months, elected in part because of issues unrelated to this one, and it became apparent it wouldn&#039;t likely keep that power, &lt;em&gt;and decided to change the Republic forever, anyway&lt;/em&gt;, and to blazes with the people. If true, it seems that would be a mighty slim reed to serve as such a foundation for such a load, as well as a conception of Representation that I cannot countenance. No. Let us have a real discussion, with a real look at the issue on the floor of the Senate, a free ranging discussion, not a final desperate push to pass something that has only been discussed in detail by a very small portion of the political elite, and whose political interests the bill coincidentally favors, and that the people have indicated they do not favor.</description>

A party got power for 11 months, elected in part because of issues unrelated to this one, and it became apparent it wouldn&#8217;t likely keep that power, <em>and decided to change the Republic forever, anyway</em>, and to blazes with the people. If true, it seems that would be a mighty slim reed to serve as such a foundation for such a load, as well as a conception of Representation that I cannot countenance. No. Let us have a real discussion, with a real look at the issue on the floor of the Senate, a free ranging discussion, not a final desperate push to pass something that has only been discussed in detail by a very small portion of the political elite, and whose political interests the bill coincidentally favors, and that the people have indicated they do not favor.</p>
