Open thread: Senate debate on approving debate on Reid plan; Update: Cloture passes, 60-39

The cloture vote to enable debate, amendments, and assorted Senatorial nonsense on a bill that would revamp 15% of the American economy and put it under the federal thumb has been scheduled for this evening at 8 pm ET, but the debate on the debate has already begun … and it’s already had a moment of ironic nonsense.  Harry Reid claimed that a vote against opening debate tonight amounted to an Orwellian action:

“Now he said, anyone who votes for this is going to have a lot of explaining to do,” Reid said during his floor speech today. “Now that is really Orwellian. That is Orwellian. Have a lot of explaing to do if they allow a debate to continue?” …

“All were asking today is to have a debate on it. I mean, why would anyone be afraid in supposedly the greatest debating society in the world
to debate healthcare,” he said. “What are they afraid of?”

Reid may have aimed his remarks at the two remaining Democratic holdouts on the motion that needs 60 votes to pass.

You know, a man who wants to put government in charge of making decisions on health care, create “comparative effectiveness” rationing panels, and calls over $500 billion in cuts to Medicare “saving” the program should be cautious about referencing George Orwell and 1984.

Update: Should have mentioned this first, but hat tip to HA commenter Willie for prompting the open thread.

Update (AP): The big question mark, obviously, is Blanche Lincoln, but it’ll be worth watching Nelson’s, Lieberman’s, Bayh’s, and Landrieu’s floor speeches too to see what demands they’re willing to issue publicly for their support going forward. As for tonight’s vote, it’s sort of a free kick for conservatives. Granted, 97 percent of Senate bills that pass this hurdle end up being enacted (so keep calling!), but most bills aren’t remotely as politically fraught as this one. Everyone expects Lincoln to cave and give Reid the 60 he needs — read Jay Cost’s excellent easy peasy three-point analysis for why it’s easy for Blue Dogs to say yes this time — but if she’s sweating now, she’ll be melting down before the final winner-take-all cloture vote a few weeks from now. Notes Cost, “The fact that these Democratic moderates are actually spending time ‘pondering’ whether to vote against starting debate is a sign that they are very skittish about this bill.”

Long story short, tonight is low risk and potentially huge reward. If Lincoln bugs out and the vote fails, it’ll be a nuclear humiliation for the Democrats and will have a lot of people suddenly believing that ObamaCare is un-passable.

Update (AP): Stressing that her yes vote today in no way guarantees a yes on cloture next time, Landrieu says she’s ready to proceed. All eyes on Lincoln now. The Louisiana purchase worked.

Update (AP): Lincoln caves in at 2:30, whining about Republican opposition to any type of reform and demanding at least a debate on how to improve U.S. health care. As I write this, she’s patting herself on the back for resisting both the right and “liberal special interest groups,” but emphasizes that she won’t vote for the Reid bill until the public option is dropped.

That’s 60 votes to proceed, unless someone pulls a very big surprise in the next few hours.

Update: And that’s that. 60-39, promptly at 8 p.m. Next cloture vote, if and when it happens next month or next year, is Armageddon. A hopeful note on a dark night: “It really was that hard for them to get to 60 just to proceed. Very telling.”

Lieberman is YES on this, as it opens debate. He is probably NO on closing debate (cloture), which takes 60 votes, but as noted above, Harry may pull a fast one with procedure.

Lieberman’s said he will vote no if the bill has a public option. Obviuously he can change his mind and/or be bribed. But I have a feeling given how he was treated by the Dems in 2006 he won’t be jumping at the chance.

There are a few ways to get around this where they only need 50 plus plugs. I think that’s the way that Harry is going to go. He knows he won’t have 60 to close debate. He’ll go the procedural route. Then he only needs 50 plus plugs. Harry would not bring this to debate if he couldn’t get it out. Then Botox Nan will pass this bill in the house. This is what we get.

The goal is to make sure as many people as possible are on the dole, thus entrenching the government with Democrats until we’re all dead, because no one can turn the economy around fast enough to get people out of welfare and into the workforce without jeopardizing their standard of living.

So if Obama doesn’t want a second term, he doesn’t need one. The socialist utopia will be accomplished before the 2010 midterms. Then he can go to Hawaii and live in peace watching the rest of us live in equal poverty and hardship.

and therein lies the real truth. It is all about government control, not about the good of the country. if this goes through and the trend continues, ie cap and trade, the weakened military and compromised national security, (see KSM trial) by the time 2012 comes, the damage will have been permanently done and we will no longer be America. Never in my lifetime did I believe that my son would inherit this type of country. Now I have nightmares about it.

If it passes the vote to bring it to debate, it’s over. Because if they don’t get 60 votes on final cloture, they’ll just switch to reconciliation and pass it.

Stopping it from coming to debate was the only way to kill it.

On page 432 of the Reid bill, there is a section increasing federal Medicaid subsidies for “certain states recovering from a major disaster.”

The section spends two pages defining which “states” would qualify, saying, among other things, that it would be states that “during the preceding 7 fiscal years” have been declared a “major disaster area.”

I am told the section applies to exactly one state: Louisiana, the home of moderate Democrat Mary Landrieu, who has been playing hard to get on the health care bill.

In other words, the bill spends two pages describing would could be written with a single world: Louisiana. (This may also help explain why the bill is long.)

Senator Harry Reid, who drafted the bill, cannot pass it without the support of Louisiana’s Mary Landrieu.

How much does it cost? According to the Congressional Budget Office: $100 million.

From this day forth I hereby dub this…LOUISIANA PURCHASE PART DEUX!

The only legal way to influence these folk, aside from Bribes of course, is to confront them or their staff in person…Go to their office and speak sternly to the staff. Find where the Senator is hiding during Next weeks break and confront them one on one…Make it clear your vote and money is going to whoever runs against them.

Remember, the could care less for the desires of their voters…all the react to is the fear of unemployment and they have made that so cushy that the only real down side to their loss is to their ego.

Not unsuprising. Reid would have never let the bill come to a vote if he didn’t already know the outcome.

The more frightening aspect is why the need to rush this bill through. Obama wanted it last summer RIGHT AWAY and now wants it RIGHT AWAY for Christmas.

But we need to *wait* for Afghanistan?

If that 100 million 300 million is essential, put it in a stand-alone bill where it would likely receive bipartisan support. Lets not squirl it away in a healthcare bill as an incentive for a vote.

I’m mad at people who stayed home too. And I’m also mad at all the con pundits who assured us that Obamacare didn’t have a chance, or at best they would only be able to pass a watered-down version. Rubbish. They are going to pass a bill that has everything they want in it. Who is going to stop them?

I think the big mistake was assuming that they cared about being re-elected.

This thing is a done deal. Reid wouldn’t proceed if he didn’t have the votes to pass it.

This debate is all for show, so they can continue to pretend they’re “the world’s greatest deliberative body.” You can rest assured that it will pass.

It’s just like when the House passed their version (or anything else, for that matter). Any “undecideds” are lying. They just await their marching orders (post-bribes) from the leadership so that when the time comes, they can cast a safe vote.

My reps are in Wi, but my husband is in the military and our home of record is WI. Where we are stationed right now we are about 10 hours away.

Why?

Turnout is one of the biggest factors in elections. That’s why the dems do well lately with their free bus rides, cigarette (and other) bribes, scaring people, making people mad with race/class warfare, waking the dead, imaginary citizens, etc…

A lot of people can share the blame, or are you the “blame” police now?

Sold!!! To the highest bidder. All those voters who are against the bill in Louisiana have been sold for money to shore up Medicare and Medicaid…and they had no say in the matter. If you ask me, they were sold for cheap. That is buying votes on a huge scale–and only one vote at that. Folks have gone to jail for less.

I find myself agreeing with you.

Since August I’m finding it harder and harder to believe that we can fix things by electing somebody else. We need a Plan B. I keep thinking that states need to start seceding, or at least finding ways to make federal laws toothless within the state.

It doesn’t matter what state you move to, even if there is an opt out option, the people of that state will still have to pay the taxes. I don’t see many states opting out.

What we need is a new Constitutional Convention to reaffirm our current Constitution, and rid us of those who willfully ignore it.

Granted, an amendment or two might merit change/removal (that could be argued later), but all we really need is to go back to the founding principles and remove the traitors from power.

I know artist, I’m sure the governmnet won’t allow that. We are in uncharted waters with all these huge power grabs coming up for a vote. I’m not sure if they will let Texas go. If they do they can make life hard for Texas. It would have to be more than one state to tell these guys go take a hike.

Thanks for the info. I did 20 in the navy and almost all that time I was outside my state of residence. At least in those days of yesteryear the Congress pretended to represent someone other than themselves..If you know anyone in your home state, ask them to represent you. I used to use family members in SC to holler at my elected folk when they ignored us.

The Medicare cuts are a trap. When they become more unpopular, Dems will want to rescind them. And what Republican is going to vote against rescinding them? So the Dems get the healthcare takeover without Medicare cuts. These cuts are a ruse.

These Dems are not suicidal. If they lose, they are promised jobs in the administration. Then they will be on the receiving end of the power they just doles out to the executive branch. It’s a win-win for them.

Uh, yeah, I think I’m smarter than everyone in the Woooorrrld. So, here’s my sooper smart analysis of McCain’s actions.

Team McCain got a touchdown to take the lead by 2 with 2:30 left in the game. Then his defense intercepted an ill advised pass on 2nd down after the ensuing kick-off. He ran the clock down to :15 seconds, called a time-out, had 4th & 2 @ the opponents 45, but instead of punting or going for it, he just allowed his offense to keep getting delay of game penalties until they were backed up to their own 15, finally deciding to run a play by going for it on 4th. On the 4th down play, they ran a quarterback kneel down.

McCain lost on purpose. Idiot.
