Open thread: Senate debate on approving debate on Reid plan; Update: Cloture passes, 60-39

The cloture vote to enable debate, amendments, and assorted Senatorial nonsense on a bill that would revamp 15% of the American economy and put it under the federal thumb has been scheduled for this evening at 8 pm ET, but the debate on the debate has already begun … and it’s already had a moment of ironic nonsense. Harry Reid claimed that a vote against opening debate tonight amounted to an Orwellian action:
“Now he said, anyone who votes for this is going to have a lot of explaining to do,” Reid said during his floor speech today. “Now that is really Orwellian. That is Orwellian. Have a lot of explaing to do if they allow a debate to continue?” …
“All were asking today is to have a debate on it. I mean, why would anyone be afraid in supposedly the greatest debating society in the world
to debate healthcare,” he said. “What are they afraid of?”Reid may have aimed his remarks at the two remaining Democratic holdouts on the motion that needs 60 votes to pass.
You know, a man who wants to put government in charge of making decisions on health care, create “comparative effectiveness” rationing panels, and calls over $500 billion in cuts to Medicare “saving” the program should be cautious about referencing George Orwell and 1984.
Update: Should have mentioned this first, but hat tip to HA commenter Willie for prompting the open thread.
Update (AP): The big question mark, obviously, is Blanche Lincoln, but it’ll be worth watching Nelson’s, Lieberman’s, Bayh’s, and Landrieu’s floor speeches too to see what demands they’re willing to issue publicly for their support going forward. As for tonight’s vote, it’s sort of a free kick for conservatives. Granted, 97 percent of Senate bills that pass this hurdle end up being enacted (so keep calling!), but most bills aren’t remotely as politically fraught as this one. Everyone expects Lincoln to cave and give Reid the 60 he needs — read Jay Cost’s excellent easy peasy three-point analysis for why it’s easy for Blue Dogs to say yes this time — but if she’s sweating now, she’ll be melting down before the final winner-take-all cloture vote a few weeks from now. Notes Cost, “The fact that these Democratic moderates are actually spending time ‘pondering’ whether to vote against starting debate is a sign that they are very skittish about this bill.”
Long story short, tonight is low risk and potentially huge reward. If Lincoln bugs out and the vote fails, it’ll be a nuclear humiliation for the Democrats and will have a lot of people suddenly believing that ObamaCare is un-passable.
Update (AP): Stressing that her yes vote today in no way guarantees a yes on cloture next time, Landrieu says she’s ready to proceed. All eyes on Lincoln now. The Louisiana purchase worked.
Update (AP): Lincoln caves in at 2:30, whining about Republican opposition to any type of reform and demanding at least a debate on how to improve U.S. health care. As I write this, she’s patting herself on the back for resisting both the right and “liberal special interest groups,” but emphasizes that she won’t vote for the Reid bill until the public option is dropped.
That’s 60 votes to proceed, unless someone pulls a very big surprise in the next few hours.
Update: And that’s that. 60-39, promptly at 8 p.m. Next cloture vote, if and when it happens next month or next year, is Armageddon. A hopeful note on a dark night: “It really was that hard for them to get to 60 just to proceed. Very telling.”

My Catholic Church took a hard stance against supporting Obama without ever saying his name. We had many sermons that told us that we could not call ourselves Catholics if we voted for the candidate that was supporting abortion. Of course I live in Texas so maybe it’s different in other states.

I am particularly Thankful at this time of year.
I’m also thankful at this particular time.
You see, today the evil insurance companies of America
sent me two checks for nearly $1400 today. [I did not mention this earlier for obvious reasons] Sure it could have been more if I’d elect to be a “par” physician. But, I don’t par-ticipate in the charade. It also could have been a lot less, or none at all.
I treat whomever I please, whenever I please.
Does “any willing provider” strike a chord?
Does health care need to be ‘Reformed’, or ‘Reformulated’?
I think that is the argument here.
OkieDoc on November 21, 2009 at 10:48 PM
Barring a Grade-A miracle, if they’ve got 60 votes now they’ll have 60 votes later.
We can and should fight to the end…but we will have to keep in mind that the final outcome is almost certain to be.

Irony:
#25 California just beat #17 Stanford 34-28 and the winning trophy is an axe. The axe signifies the lumberjack, who cuts down trees to supply the product necessary to build homes that grows this nation. Both these schools hate cutting trees and hate loggers. Both these schools think universal healthcare and their education should be free—paid for by you—-the working class.

I’ll go to prison before I participate in Obama care. And I won’t verify my insurance to the IRS either. What the hell happened to the right to privacy? I hate these people. Is congress going to be penalized for their Cadillac healthcare? Or, did they exempt themselves on that, too?

I pretty sure it never was up in the air or in doubt. The Democrats were going to do this and don’t really care about the results. The fact that they would do this knowing the number of people oppose to it or to proceed with this big a change without some kind of bipartisan consensus is what scares the hell out of me, because it makes zero sense. I hope they pay dearly for it, but the fact that they are going forward and politicians aren’t known to be risktakers has got to make you wonder what is really going on.
whbates on November 21, 2009 at 11:20 PM
It seems useless to spend time and effort calling and emailing these people. Even when you do, they don’t listen. I’ll be more than happy to vote against Lincoln next year: She voted for TARP, Porkulus, and now this horse crap. I think she’s pretty much already guaranteed to lose her re-election bid so she may figure she might as well go out with a bang and vote for this thing when it comes to a vote. This is a woman who up and quit the Senate once before in order to stay home with her twins, so I don’t think she will shed many tears over being booted out of office. The problem is, the damage may already be done by that point.
NoLeftTurn on November 21, 2009 at 11:24 PM
That doesn’t mean it’s useless. Whether or not they listen, they know you’re there. And they know where you’ll be in 2010.

Great video bill. I too will not give into the tyranny that this government has bestowed upon us this day. When a congress rejects the will of the people, we will rise up to throw the tyrants out of power. Light the candles and then the torches, but we will remain a free nation. “No taxation without representation” is the law. If the Democrats choose to ignore this law, let it be their undoing.

Only if you still hold to the view that they’ll need to be elected again.
This is the political equivalent of a mass kamikaze attack, except the strikers are carrying H-bombs for warheads. Sure, they’ll get fried, (career-wise) but the level destruction caused by a successful mission will guarantee total victory.

It’s simple. Progressives are in power; i.e. a criminal conspiracy is in charge of the Federal Government. Every single politician who voted for this should be in prison for participating in a scheme to violate the Constitution and defraud the taxpayers.
Don’t hold your breath waiting for any prominent Republican to say so.

I know — I’m just so incredibly frustrated. She refused to meet with her constituents over the summer despite demands for our voices to be heard. Both Obama AND his health care boondoggle poll very poorly in Arkansas, and this is a state with a high percentage of uninsured. People still don’t want it. It should be a no brainer for her to be opposed to it and yet she’s been on the fence all this time, only to betray the people of her own state in the end. It is maddening. Of course I will vote against her next year, but it may all be moot if this thing passes in the meantime.

Yes. I have wondered that too. What is in it for them? Soros money? Why in the world would so many put their careers on the line for something this impossibly flawed?
They surely aren’t stupid enough to believe that what went wrong in 93 was people were unhappy they didn’t pass something! That is just too stupid!
Americans are not socialists! We don’t want this! What is so hard to understand about that?
petunia on November 22, 2009 at 1:44 AM
Here is an excerpt of the three so called blue dogs. Notice the clever wording they use. What will happen is Reid will insert a trigger in the public option and all three of these people will vote for it in the end.
Notice how they never mention the taxes or increase in medcaid or all the other things that are wrong with this bill. This is a F^^cking sham my friends and I fear the fix is in.
And why is there on 39 vote against it ? Who was missing?
“If the bill remains where it is now, I will not be able to support a cloture motion before final passage,” Sen. Joseph Lieberman said. “I’m prepared to vote against moving to the next stage of consideration as long as a government-run public option is included,” said Sen. Blanche Lincoln. “My vote to move forward on this important debate should in no way be construed by the supporters of this current framework as an indication of how I might vote as this debate comes to an end,” said Sen. Mary Landrieu. And Sen. Ben Nelson said he will “oppose the second cloture motion — needing 60 votes — to end

It’s time we got to use Saul Alinski’s methodology and see if they like it. I’m sure the founders would be proud.
It appears the left do not respond to old methods anymore.

When you’ve been around liberals as long as I have you learn that logic and reason are b!tches, ok?
They do not give a sh!t whether you like it or not.
Their socialist dreams are on the line here. It’s the USSR 2.0.
They think they are smarter then you. No, that’s not right. They “know” in their warped anti-american anti-capitalist world that they are better then us.
And this country gave them a license to do all of this last year.
What was Newsweeks headline, oh yes, “We’re ALL socialists!”
You think elections don’t have consequences?
BS. How many people on the right stayed home to do a stupid little protest against McCain. Too f’in many.
I still think Obama was going to win no matter what like Sarah Palin correctly said on Walter’s interview, people were wild for change and the economy “crashed” suspiciously close to the election. Rigged?? Nah.. (yeah right)
Personally, I think the democrats are beyond stupid these days, their intense hatred and contempt for all things american is for all to see now.
In a way it’s a good thing that all of this commie / socialist “F you if you don’t like it Amerikkka!” bs is happening. The country is almost seething with anger now.
It’s like the democrats are being told by republican moles what to do and they’re doing it.
They are going to reap the whirlwind of anger next year, for sure.
But I just gotta say, if you spend time around people on the left this was ALLL extremely predictable.

Landrieu is my Senator. I’m so sorry, but I didn’t put her in office and worked hard for her defeat last year. We thought that once New Orleans was cleaned out, we had a good shot at defeating her.
I’m convinced that these Democrats don’t care about defeat. That sticks not big enough to offset all the $$$$’s going into their pockets from the stimulous ripoff/payoff. They’re being paid off to sell us out.
We need to move the tea parties to their front lawns!
SoldiersMom on November 22, 2009 at 2:17 AM

Fed45 on November 22, 2009 at 2:53 AM
I figured she would vote “yes” given the way she avoids meeting with voters like the plague, even when they’re picketing outside her offices. Nevertheless, I have been pestering her to do the right thing, and I know I’m not the only one, yet she votes with the leftists anyway. I am gobsmacked that these people so blatantly defy the wishes of their own constituents, as if there are no consequences. There may be consequences for Lincoln next year, but I’m not even sure if she cares. Pryor seems completely oblivious to how this may affect his re-election. Either that or he’s counting on us all to forget by 2014.
Lincoln sealed her fate with this vote. She can dismiss it as “just a vote to open debate,” but we all know that the thing will pass now, even without her participation. This chicanery has been the plan all along.
All I know is, as bad as this bill is for the country, it will be even worse for Arkansas. Even with our 19% uninsured of whatever the figure is. This is a state where a very large number of people are employed by small businesses or are self-employed and if this passes, it will break us. Who will be able to absorb those new costs? Certainly not I — not in this craptastic economy.
There are so many other solutions and they are all being rejected in favor of this disastrous one-size-fits-all approach.
NoLeftTurn on November 22, 2009 at 4:03 AM
One can only conclude that they KNOW they’re going to pay a price for this politically, they KNOW their window of opportunity is limited, which is why they’re trying to ram as much of this stuff through as quickly as possible before they’re thrown out of office. Because they know it’ll be nearly impossible to repeal.
If that doesn’t scare the hell out of you, it should.
Cylor on November 22, 2009 at 4:27 AM
I live in MA where conservatives are few and far between and leading up to the election I said conservatives were going to get BO elected just because McCain wasn’t perfect.
Unlike many I don’t think the left will take a hit next election mainly because I’m leaning towards there being a national emergency that will delay or suspend elections. BO has spent a lot of time alienating allies that may aid this country during a coup and making friends of those that would aid the coup. I also think this KSM trial is a way to purge both the military and intelligence services of BO unfriendly elements.

There are so many people who are afraid that something will delay or cancel the future elections…what ever happens things will change.
If O and his idiots think this country will sit tight and just let this all happen, they should think twice.
I don’t believe any of the conspiracy theories, all of the elections will surely happen when they should and it’ll be a bad time for the democrats.
Obama stopped 5 times in NJ and told his goons to come out and make it happen for Corzine; he lost by 5% in a 3 way race.
If that can happen, ’10 and ’12 can go the same way.
I think in the end he’ll just fade away.
He’ll talk tough but he’ll be a nothing and the country will wash it all away.

Two reasons for hope:
1) The amnesty bill was killed in the senate AFTER the first cloture vote to proceed to debate.

I cannot fathom why state officials are not rallying behind defeating these assorted federal “health care” bills. Both versions in the House and the Senate play shell games of “affordability” by shunting more people into eligibility for Medicaid. State budgets are currently struggling to meet their own obligations funding Medicare and Medicaid (in addition to their underfunded pension programs)<
Not only will the federal government begin immediately to raise taxes to cover the costs of this bill–for three or four years with no benefits in that interim, but States will have to do the same to cover their new "clents."
Enacting any federal program to provide health insurance to the uninsured will bankrupt not only the federal government but also the state governments.
Every entity affected by the increased tax burden should be raising hell over this bill.

When Teddy died, I saw a post at NRO that said one of the wrost things he did was to make it accpetablr for a Catholic politician just ot be “personally opposed” to abortion, but still vote for it.
I’d guess since the Catholic Church didn’t silence Teddy when he originally changed (he started out as pro-life in the House, as did Dick Durbin), then it was too hard to sstart criticizing. I assume the Church (at least in Boston) was so sensittive to the “Catholic issue” that cme up when JFK ran for president, that they didn’t want it to look like JFK took his orders from the Vatican.
Patrick has been more clumsily vocal about it several times recently, so they slapped him down promptly. Teddy is no longer around to tell him to shut up.
Nancy”s bishop in DC just told her to come in for a chat last year when she claimed th Catholic position on abortion was fairly recent and still developing, or something like that.

Also, please note how Bleeds Brains says this without the slightest hint of irony, completely ignoring the fact it took $300 million to buy off the vote of Sen. Mary Landrieu from Louisiana.
So in Bleeds Brains’ world, “greed” is defined as wanting to make sure you have enough money to provide adequately for your family and “fear” is expressing concern that Harry Reid may decide whether or not you get that chemotherapy or if you’ll get a pap smear/mammogram in time to catch cancer.
Buying votes with hundreds of millions of taxpayer dollars is not, however, greed.
If this bill were so good, Bleeds Brains, why does it take massive amounts of bribery to get people t support it.

Every single abortion supporting “Catholic” should be excommunicated. Actually, they’re automatically excommunicated, Bishops should just actually refuse them.
Being pro-life isn’t an option for Catholics. It’s a requirement. All those pro-abortionists who call themselves “Catholic” need to hit the hills. I’m sure there’s a nice cozy Episcopal church that will take them in and lead them to Hell.

Has anyone heard if this amendment really made it into the bill? As I understand it, those with employer offered health insurance can opt out of their employer plan and get a voucher from the employer to buy their own insurance on the ‘exchanges’. This will destroy private insurance by allowing young/healthy employees to opt out, leaving older/sicker employees and forcing the premiums higher than government insurance.
If this is such a good idea, why not go all the way to my plan: Make employer based health insurance illegal, with all the benefit cost immediately transferred to the employee in wages. The employees would be free to purchase insurance or not, at whatever level they desire, from any insurance company they want. This solves the portability problem, and works on the cost problem in all the right ways. Coupled with tort reform and HSA’s, this should drive costs down and keep the government out of our healthcare. Oh, I guess that’s the reason it’ll never happen.

I’m not usually a cynical person, but I sometimes can’t help but feel as though this country has lost its soul. Thomas Jefferson famously said that from “time to time” our “tree of liberty” would need to be refreshed with the “blood of martyrs and patriots.” What he meant was that eventually the spirit of our revolution would probably die, that we’d begin to again let the “powers that be” begin to encroach upon our liberties and that it would take another revolution to free us.

I don’t know whether to laugh or cry at this–did he really say that? Just more evidence that the level of scam and superficiality in this country is out of control–especially in DC.

Shouldn’t the tea party movement or someone set up a boycott of New Orleans and the entire state of Louisiana? If rogue politicians can give out $300 million dollar bribes there must be some way for the People to make them pay for their crime.

Wow, exactly 60 votes…fancy that. Who woulda thunkit?
Wonder if the reporters on this site and elsewhere will continue to announce that Cap and Trade is dead as well?
All squishy disinformation.
In the meantime others will continue to malign Sarah Palin as she is just sooooo dangerous for this country.
I’d LMAO, but unfortunately I live in this country and don’t find very much amusing about all this.

Take your faux-friendliness and shove it where the sun don’t shine, loser. I hope you go take a walk on your “beautiful day” and get hit by a Mack truck.
venividivici on November 22, 2009 at 11:03 AM
What we know: They got 60 votes.
What we don’t know: The ease with which they got it. There could easily have been 15 more people who would have voted for it, but weren’t needed. That’s the way the game is played. Many thought the bill would never leave the House.
Stop thinking margin. It’s win/lose.

Teddy was a very vocal supporter of Roe. When Robert Bork was nominate, Teddy went to the Senate for a screed against Bork (a conservative), and said if Bork made it to the Supreme Court women would be getting backalley abortions again. (Also claimed blacks would be sitting in the back of the bus because Bork would strike down civil rights laws.)

If you are planning to e-mail or call your own Senators to complain about Landrieu/Reid bribery(I just finished e-mailing Judd Gregg–not to complain about him but to complain about Senatorial ethics)ask them why a body of lawmakers, who should be among the most honest folks in this country, are among the most dis-honest.

We have read the Legislation that was developed behind closed doors (Um – why?) and have embarked on the “good” fight to save America from those who work in the dark to diminish (actually – destroy) the greatness that has been us for almost two & a half centuries. Were you to read what we have – you’d be a tad fearful for your (is it your?) country also.
You see, the devil is in the details. Something the Democrats have tried mightily to keep from American Patriots.
We are all aware that changes have to be made to the health care system. We want the changes to be “good” for our beloved land – something that isn’t priority one in the Democrat’s agenda.
Matter of fact – “good” looks to be way down on their priority list.
Oopsdaisy on November 22, 2009 at 11:15 AM
I know this was just a typo, but you’re right: where now there is one nation on the geographic landmass known as the United States, there needs to be two. One for parasites and their enablers (that’d be you, with your “instincts” of short-term thinking and ignorance of reality) and one for people who believe we are entitled to the fruits of their own labors and not handouts from the State.
You’re no less “greedy” or “fearful” than anyone else, either, skippy. Only your greed is for power rather than money and your fear is that others will not do as you wish them to do. Your self-delusion on this point shows how little you have taken the old maxim “Know thyself” to heart. And, since “the unexamined life is not worth living”, I would say your life is worthless.
Have a nice day.

Redstate.
Offer the Stupak Amendment.
Offer an amendment eliminating an exemption of union health care plans from the Cadillac plan tax.
Offer an amendment eliminating all public options.
Offer an amendment clearly banning illegals from the exchange or any federal subsidies.
Offer an amendment eliminating the individual mandate as unconstitutional.
Offer an amendment eliminating the health costs panel (“Death panel”).
Offer an amendment (like done in the House) by saving the Medicare cuts with malpractice reform (Pit the trial lawyers against the old people. The Dems will go with the ambulance chasers).
Fracture their base and drag this out to get it as close to the 2010 elections as possible.

The great thing about this bill is it provides even more motivation to not work, earn too much, or do much of anything. That means the lazy liberals fall apart, while the hard working build up. That’ll make kicking the lazy debt ridden States like CA and MA out of the Union that much easier.
People who want to work come on down south. Socialist parasites keep out.

Backroom deals still going on, including Obama talking to Olympia Snowe.

ms. lincoln knows what she was doing. She had no intention of stopping this…she just wanted STUFF.
tomas on November 22, 2009 at 11:53 AM
Olympia is certainly one example of someone who can be bought. She, like Landrieu, says she does it for the good of her constituency, and maybe she does as she sees it. Both women seem incapable of seeing it for what it is–selling their voter’s integrity for money and favors no matter how those voters might see the issue. If you told these two they are very basically unprincipled they would be honestly amazed. If both had said from the start that they liked the bill and were going to vote for it, at least they would have been basically honest. Not so, they shake down the rest of us by phony and malicious pretense. Both ladies are perfect indicators of one of the Senate’s major problems.

I’m interested to see that our deaths at the hands of our big and bloated governemtn is such a source of joy for you.
I hope your disease goes first before the death panel and you are told point blank that your life is not worth the money it would take to save it.
Then your attitude today will haunt your survivors.
petunia on November 22, 2009 at 12:06 PM
Typo? You assume much. World government is the final goal of bankrupting this country with such a mess as this.
petunia on November 22, 2009 at 12:08 PM
$300 million, $100 million, whatever. They overpaid. I hear Mary Landrieu would have serviced them all for about $50.
Going along this line of reasoning, we are also warned prostitution increases due to climate change. Because of course there was no prostitution in the Philippines (or Louisiana) prior to climate change.
Oh btw: American Gothic
