Open thread: Senate debate on approving debate on Reid plan; Update: Cloture passes, 60-39

The cloture vote to enable debate, amendments, and assorted Senatorial nonsense on a bill that would revamp 15% of the American economy and put it under the federal thumb has been scheduled for this evening at 8 pm ET, but the debate on the debate has already begun … and it’s already had a moment of ironic nonsense. Harry Reid claimed that a vote against opening debate tonight amounted to an Orwellian action:
“Now he said, anyone who votes for this is going to have a lot of explaining to do,” Reid said during his floor speech today. “Now that is really Orwellian. That is Orwellian. Have a lot of explaing to do if they allow a debate to continue?” …
“All were asking today is to have a debate on it. I mean, why would anyone be afraid in supposedly the greatest debating society in the world
to debate healthcare,” he said. “What are they afraid of?”Reid may have aimed his remarks at the two remaining Democratic holdouts on the motion that needs 60 votes to pass.
You know, a man who wants to put government in charge of making decisions on health care, create “comparative effectiveness” rationing panels, and calls over $500 billion in cuts to Medicare “saving” the program should be cautious about referencing George Orwell and 1984.
Update: Should have mentioned this first, but hat tip to HA commenter Willie for prompting the open thread.
Update (AP): The big question mark, obviously, is Blanche Lincoln, but it’ll be worth watching Nelson’s, Lieberman’s, Bayh’s, and Landrieu’s floor speeches too to see what demands they’re willing to issue publicly for their support going forward. As for tonight’s vote, it’s sort of a free kick for conservatives. Granted, 97 percent of Senate bills that pass this hurdle end up being enacted (so keep calling!), but most bills aren’t remotely as politically fraught as this one. Everyone expects Lincoln to cave and give Reid the 60 he needs — read Jay Cost’s excellent easy peasy three-point analysis for why it’s easy for Blue Dogs to say yes this time — but if she’s sweating now, she’ll be melting down before the final winner-take-all cloture vote a few weeks from now. Notes Cost, “The fact that these Democratic moderates are actually spending time ‘pondering’ whether to vote against starting debate is a sign that they are very skittish about this bill.”
Long story short, tonight is low risk and potentially huge reward. If Lincoln bugs out and the vote fails, it’ll be a nuclear humiliation for the Democrats and will have a lot of people suddenly believing that ObamaCare is un-passable.
Update (AP): Stressing that her yes vote today in no way guarantees a yes on cloture next time, Landrieu says she’s ready to proceed. All eyes on Lincoln now. The Louisiana purchase worked.
Update (AP): Lincoln caves in at 2:30, whining about Republican opposition to any type of reform and demanding at least a debate on how to improve U.S. health care. As I write this, she’s patting herself on the back for resisting both the right and “liberal special interest groups,” but emphasizes that she won’t vote for the Reid bill until the public option is dropped.
That’s 60 votes to proceed, unless someone pulls a very big surprise in the next few hours.
Update: And that’s that. 60-39, promptly at 8 p.m. Next cloture vote, if and when it happens next month or next year, is Armageddon. A hopeful note on a dark night: “It really was that hard for them to get to 60 just to proceed. Very telling.”

I just spent 15 minutes trying to get a functioning voicemail for Voinosquish. I struck out in his Cincy, Cleveland, SE Ohio, and DC offices–all boxes full. Finally, I got a working voicemail in Toledo.

If you want to puke, watch C-SPAN to listen to Landrieu and Lincoln to two whining politicians. What a couple of cracks.

But any way you slice it, it’s a mortal sin. Catholics who voted for Obama will be very sorry when these chickens come home to roost. Catholic hospitals will go Little House on the Prairie before we allow Obamacare to perform abortions or assisted suicides in our facilities.

I understand where you are coming from, and the fact is that war you speak of that aims to basically outlaw the practical application of Catholicism is not yet finished, and I think an resolution acceptable to you will one day be reached.
Having said that–and once again, not being a lawyer, so I can always be amazed at what the law can be made to do– for the example of “faith healing” believers that I used there is an already existing body of case precedent, and if that body is what I think it is–that intervention of the state for medical care is justifiable in these religious conscience cases because the individual is a minor, and not because the “greater” wisdom of the state overrides religious belief in general. Thus, when the state has forced medical action to be taken in the past, is has not used the kind of argument that would be needed to force religious objectors to obtain insurance for themselves, especially when there is no medical condition at all.
For the state to now turn around and use the argument that the supposed wisdom of the state allows for violation of religious conscience would be noted by the courts, surely, and at some point “free exercise thereof” has got to mean what it says it means, even if it is something society in general does not approve of–otherwise the clause is meaningless, for society could just as easily disapprove of the form of worship service or vestments worn by the priests. This one’s winnable, and if it loses it is only because a court chooses to be imperial–and that is also something useful for the old hip pocket.
Same thing with the 9th, 10th amendment, and Article I Section 8 arguments, in case a state decides to step up to the plate and challenge the Federal government. No matter which way it goes, it’s a win. A court win is obviously a win outright, while a loss helps erode the legitimacy of courts that can’t seem to understand that sometimes something may just not be possible under the clear language of the Constitution, even if it be thought a good thing. That is what the amendment process is for, and that should be the vehicle used in cases like this health care debate, so that major changes in the national structure are not initiated for light and transient reasons or by light and transient momentary agglomerations of political power.

I am not Catholic bashing, I love my Church, but I am upset by the lack of leadership and by how they allowed the Kennedys, Pelosi, Biden, Kerry to garner the Catholic vote. These people should have been excommunicated. Obama recieved over 50% of the Catholic vote. How does that happen? The Church allowed it to happen.

Nothing has passed the senate and there has been no vote to end debate. The only vote that has taken place is a vote to open debate. They will need another 60 to end debate and many senators have promised to filibuster so this isn’t going anywhere for a while.

Almost every human I know in my area is liberal. It’s sort of scary.
Obamacare is a great test bill for Catholics given it’s potential adverse impact on Catholic hospitals. If any Catholic in Congress votes for this bill, with the Stupak amendment stripped from it, and their local priest and Bishop allow that person to receive communion, that diocese should be flooded with emails, phone calls and vigils until they wake up and do what is right.

I don’t see why people like Grow Fins and Simplesimon are so giddy about this possibly passing. Republicans are going to wipe the floor with these people next year. Funny how they cast Republicans, conservatives, and libertarians as evil, uncaring, and corrupt, but their heroes are ramming all kinds of legislation that a majority of the American peoople don’t want or care for. Look at the pots calling the kettles black.
I for one cannot take this b.s. anymore. I consider myself a centrist, not partiularyly partisan, but it is becoming increasingly obvious the the leftist Dems in this country are going to mow down anyone who stands in their way. I like centrist Democrats like Lincoln and Landrieu, but they obviously don’t see the forest for the trees. There’s nothing wrong with them bringing this to debate, but what they are doing is biding their time. Gilbert Baker currently polls ahead of Lincoln, as do other Republican opponents. Landrieu,Lincoln, and Nelson could only have been part of the show, folks. It was all a show for the numbskulls who put them in office and will do so again if the rest of us don’t fight this like hell. I tell you I think the dems think they can win in 2010. If not why do this . If it’s all about power for them, they have to think they’re going to be around to bathe in it. Otherwise it looks like mass suicide. We might think it is, but really is it? Unless a lot of people get off their ass they’re gonna do this and be there to enjoy it. We have got to fight to the bitter end!!

People who believed that sh!t sat around twiddling their thumbs and doing nothing because, after all, this is America, and we’ll have plenty of chances to make it all okay later.
Only this isn’t America any longer. It is a totalitarian-state-in-the-making, with all the economic stability of, say, Somalia.
In the past weeks, I’ve lost a lot of respect for those who purport to be politically astute and “thoughtful” (like Ed Morrissey, I’m sorry to say) because they persist in seeing this as some kind of game, not the thugocracy it is becoming.
When one side spits on the Constitution and establishes its own rules, the game changes, and it’s time to look again at the Declaration of Independence for guidance and inspiration.

This is not a done deal yet.
But, should it become so…………..this is the single biggest club in recent American history provided by one party to another to beat it with. No modern party has owned an issue like the Rats have this one…..they can never hide from nor disavow this.
Every medical related conundrum from here on out will remind people about the issue and who did what.
I said it in another thread, but, this is the issue that will keep on giving for GOP/conservatives for time to come.

In my long life I’ve seen political movements come and go. I’ve got a gut feeling along with the experience of watching these movements. My gut says the Tea Party movement has that intangible thing, that life in it, that could be the start of the next big thing. It’s still a dangerously low flickering flame tho. The media won’t help as in some past movements (mostly liberal),so it’s going to be personal. People joining and encouraging others to do their utmost, to fight the good fight. To feed off of one another, to recruit , to encourage, and never give up. It’s America, as it was meant to be at stake. Most of all, we need that leader who only comes around once in a great while to lead this. Im still praying.
