Unemployment hits 10.2%

Unemployment hit double digits for the first time in 26 years as more than 558,000 lost jobs in October.  The jobless rate went from 9.8% to 10.2%, a leap that quadruples the increase from August to September and indicates a rapidly-worsening situation for American workers:

The unemployment rate rose from 9.8 to 10.2 percent in October, and nonfarm payroll employment continued to decline (-190,000), the U.S. Bureau of Labor Statistics reported today. The largest job losses over the month were in construction, manufacturing, and retail trade.

In October, the number of unemployed persons increased by 558,000 to 15.7 million. The unemployment rate rose by 0.4 percentage point to 10.2 percent, the highest rate since April 1983. Since the start of the recession in December 2007, the number of unemployed persons has risen by 8.2 million, and the unemployment rate has grown by 5.3 percentage points. (See table A-1.)

Among the major worker groups, the unemployment rates for adult men (10.7 percent) and whites (9.5 percent) rose in October. The jobless rates for adult women (8.1 percent), teenagers (27.6 percent), blacks (15.7 percent), and Hispanics (13.1 percent) were little changed over the month. The unemployment rate for Asians was 7.5 percent, not seasonally adjusted. (See tables A-1, A-2, and A-3.)

The number of long-term unemployed (those jobless for 27 weeks and over) was little changed over the month at 5.6 million. In October, 35.6 percent of unemployed persons were jobless for 27 weeks or more. (See table A-9.)

The civilian labor force participation rate was little changed over the month at 65.1 percent. The employment-population ratio continued to decline in October, falling to 58.5 percent. (See table A-1.)

The job losses accelerated in manufacturing.  The average losses in the previous four months was 51,000 per month, but October beat that by 10,000, coming in at 61,000 jobs lost.  Construction lost 62,000 in October, down slightly from the 4-month average of 67,000.  Retail lost 40,000 jobs — and that may be a very bad portent for the Christmas season, which usually accounts for about 30% of all retail sales.

Yesterday’s productivity numbers foreshadowed this result.  Productivity hit decade-long highs last quarter, and I asked King Banaian what that meant:

UPDATE: Ed Morrissey asks via email whether this has any portent for unemployment? I think it does. The investment in equipment and software may be either of a deepening or broadening variety. If you are dumping many workers you can also cut your capital budget. But if that category turns around while you are still cutting workers — the ADP projection for private sector payrolls is a loss of 203,000 jobs, above the consensus forecast of -175,000 overall jobs — that would suggest capital deepening. I think this is what’s driving increased productivity. This also means each new worker now comes with a higher “capital budget requirement”, and between that and the payroll taxes contemplated under Pelosicare you probably have a greater drag on employment than otherwise contemplated.

While these data are for the third and tomorrow’s report is for the first month of Q4, I am inclined to think we will see both a number closer to 200k for jobs lost. That might make the unemployment rate 10%.

The breaking of the psychological barrier of double-digit unemployment is a watershed moment for the Obama administration.  It has continued to claim success in its Porkulus effort with shell-game “saved or created” metrics for jobs while unemployment rises unabated.  Meanwhile, Obama pushed Congress to spend trillions of dollars we don’t have on efforts that have nothing to do with employment or revitalizing the economy.  Even the latest CNN poll shows a 17-point swing to the worse for Obama on economics.

This is now Obama’s economy.  He owns the double-digit unemployment level, having bought it with the $787 billion stimulus plan that he promised would keep unemployment no higher than 8%.

But the loss of jobs last month exceeded economists’ estimates. It’s the 22nd straight month the U.S. economy has shed jobs, the longest on records dating back 70 years.

Counting those who have settled for part-time jobs or stopped looking for work, the unemployment rate would be 17.5 percent, the highest on records dating from 1994.

OK, I am a numbers person. These numbers don’t seem to jive.

How does the payroll shrinking only 190,000 jobs match up to the number of unemployed increasing by 558,000?

The 190,000 is from the Establishment Survey, and the 558,000 is from the more expansive Household Survey.

From the BLS FAQ’s:

Why are there two monthly measures of employment?

The household survey and establishment survey both produce sample-based estimates of employment and both have strengths and limitations. The establishment survey employment series has a smaller margin of error on the measurement of month-to-month change than the household survey because of its much larger sample size. An over-the-month employment change of 107,000 is statistically significant in the establishment survey, while the threshold for a statistically significant change in the household survey is about 400,000. However, the household survey has a more expansive scope than the establishment survey because it includes the self-employed, unpaid family workers, agricultural workers, and private household workers, who are excluded by the establishment survey. The household survey also provides estimates of employment for demographic groups.

I will agree with everyone that this unemployment rate is getting ugly, and will likely hit the November 1982 rate of 10.8% THIS YEAR.

But I have to ask: What is this category called “discouraged worker?” In my native South Dakota (and Ed, being in neighboring MN, can vouch for this), there is no such animal as a “discouraged worker.” If a principal breadwinner lost his/her job, and the family is down to 1/3 of income, it is mighty incumbent upon that worker to find work to replace that income. If it means working @McDonald’s or Starbucks, that’s what that worker did. Not coincidentally, you find a fair number of folks over 40 who work behind the counter of both aformentioned places in SoDak.

So, I have to ask: Is this “discouraged worker” category a proxy for something else? Namely, how many illegals have left the workforce and hightailed it back to Mexico? Remittances are down something like 25-40% over 2007, you know.

Everything pretty much. I’m -praying- that it’s like last year, where Christmas sales are down, but we still did good because people may not spend as much, but they’ll still plunk down $20-$30 on smaller stuff. Last year, we sold a crap load of Chia Pets and other items around $20 and the season turned out pretty well, even though it was down across the board – for obvious reasons. Even though, in the end, you don’t really get very far selling $20 items – it’s like driving in mud. But at least it’s something.

I’ve been expecting a 10% unemployment rate this christmas for months now, but now that I see it. I wanna hang my head and cry. It’s been an awful year for us (down 40% in sales) and we need this holiday to try and make it through next year.

I know people who sell really expensive stuff (jewelry, clothes, high end purses) and their year has been just awful. I mean, like blow your brains out awful. Consumer spending has been dead all year, “non-necessary” spending has been in the toilet all year too. It’s just amazing. There not been any improvement in spending in an entire year? And what people have been buying are almost purely essential items. It’s frightening.

You need to drop this “unemployment no higher than 8%” justification. Clearly there was nothing — nothing — in the Porkulus Plan that was intended to reverse the trend toward higher unemployment. And there is nothing — nothing — either in the queue or under consideration by this Administration and this Congress intended reverse it now. This is a purposeful and willful destruction of this country’s economy; it is tantamount to a declaration of war. NoJobs = NObama

Yes. I found the easiest way is to disconnect the modulating transponder and soak the sparktube transmoder in lime flavored Kool Aid., then take the transmoder top and sprinkle with cinnamon. But be careful and always deep fry the modulator tube.

Been unemployed for six months. Just finished a second graduate degree in business from an Ivy league school and simply came out of school at the wrong time. My unemployment isn’t even in either of these numbers, since I was never counted as being laid off. My life ******* sucks.

Wait until they release the revised numbers in February. They already told us their birth/death model was off and they were underestimating job loss. They told us they’re going to add 800k more to unemployment totals in Feb. And yet people who don’t read finance blogs are going to be surprised when they have to revise unemployment up in a few months.

I strongly suspect we have a Bradely affect going here. People are afraid to tell a stranger on the phone that they oppose a black man. However they feel less reluctance towards criticizing one of his policies.

Secondly, he still gets great personal PR, so there are people out there who actually do like him, even if they oppose everything he is trying to do.

WHich doesn’t mean they’ll vote for him next time around, but they do like him.

What’s sad is that this “administration” is doing NOTHING to persuade private businesses to hire.

Businesses cannot hire when they don’t know how health “reform”, Cap & Tax and Card Check (among other anti-employment policies) will affect them.

Unfortunately, I don’t see any business hiring until at least 2010 and that’s only if Democrats lose or are closing to losing Conress.

Not good news. I’ll bet it is probably higher than they want to openly admit. In any event, I can only imagine how a President McCain or President Palin would have handled it (although we can imagine that it would NOT have been the way we’ve seen it over the past year).

2010 better yield some results for the Dems prior to November or there will be even more House cleaning than they could ever bare.

As an aircraft contractor, I travel a lot.

I’ve recently started at the Mayport Navy base in Jacksonville Fl. on a Seahawk project.

When our crew goes to lunch, or, when my buddy and I go to dinner after work, we have noted how few customers the restaurants have. As well, we’ve noted a lot of people walking in lieu of driving or having a car.

Being new to the area, I’ve been exploring my new local. I detect some desperation in the air of many shops, stores, and restaurants. I see it in the eyes of a lot of employees, managers and owners.
