ObamaCare may slip to January 2010

The push to overhaul the American medical system may not move forward until after the New Year, Politico reports, which opens a whole new set of questions about the Obama agenda for the 111th Congress. Nancy Pelosi’s new bill and its mushrooming cost will almost certainly get addressed this month, but the real problem is in the Senate — and not just for Senators:
Democrats have blown so many deadlines for getting health reform done this year that insiders are increasingly skeptical they can finish by year’s end — and some even suggest the effort might slip to a new deadline, before the State of the Union address.
The discussions are an acknowledgment that with only two months left in the year, Democrats are still a long way from sending a bill to the president’s desk. The House could take up reform on the floor as early as this week, with a good shot at passing something by Veterans Day.
But in the Senate, Majority Leader Harry Reid is still wrangling with his moderate members to corral 60 votes just to get the debate started. And on Monday, Reid sent a letter to Republicans acknowledging that he is waiting on the Congressional Budget Office’s cost estimates and analysis to finish drafting a bill. Democrats signaled that those estimates would not be ready this week, casting further doubt on their ability to finish reform this year.
Democratic Sen. Kent Conrad said he spoke with CBO Director Doug Elmendorf last week and that it sounded like “it would be quite a while” before the estimates were ready. The news makes a Christmas completion “a challenge,” Conrad said.
Barack Obama knew that he needed to pass this quickly in Congress, which is why he put so much pressure on Capitol Hill to get it done by the August recess — in retrospect, a ridiculous notion. The last thing he needed was having his two big statist agenda items, ObamaCare and cap-and-trade, leaking into an election year Both are widely unpopular with likely voters, but having a full year between their passage and the midterms would have allowed anger to subside, especially since both bills take a couple of years to ramp up their effects.
If the health-care overhaul gets pushed into 2010, that strategy goes out the window — for both bills. The closer their votes come to Election Day, the less enthusiastic red-state Democrats will get about either of them, perhaps especially cap-and-trade. With majorities of likely voters unhappy with both bills, Democrats would be daring the electorate to throw them out of power in the House, and handing the Republicans an easy campaign against big government, high taxation, and undisciplined spending.
That becomes doubly true if the Republicans can pull off the big East Coast sweep tonight, in particular New Jersey. Obama campaigned hard for Jon Corzine, and even a narrow win for the Democrat in a heavily Democratic state will not convince moderates in either chamber that running on Obama’s coattails will help them in the midterms. If Christie wins, expect more Democrats on Capitol Hill to start siding with Joe Lieberman and asking for incremental reforms rather than the comprehensive government takeover proposals being pushed by Pelosi and her progressive allies.
By January, expect a full revolt over ObamaCare and cap-and-trade. And expect the Democrats to look mighty foolish as they choke on items 2 and 3 of their Congressional agenda.

Why do you think “reform” has to be all or nothing? Most conservatives and republicans talk of targeted reforms such as opening the insurance market nationwide, allowing small groups/families/business to pool together, creating a high-risk pool for pre-existing conditions, etc.
Being opposed to this takeover by the govt is not an all-out oppostion to any reform.
Oh, and please…please…list your link to this “conservative” pollster showing that support is gaining (by 42% at that-are you trying to imply that support has grown BY 42%..as in before 10% were for it, now 52% are for it? If so, HA! Thanks for the chuckle.).
Unless you are using the poll that shows that 57% oppose the current bill and 42% favor it…and those that favor it are actually DOWN from 45% a week ago.
That kinda shows that support is slipping, not gaining.
Maybe the libs are the ones that should rethink this whole giant-takeover-or-nothing approach they are so stuck on.

Can you find an example of misconduct of an insurance company…sure, but I will find you a thousand instances, and 100 times the money on fraud from the consumer side.

The Executive Pay Commisar is in violation of the US Tenth Amendment. Shareholders and Board Members are being illegally disenfranchised by Marxists that no business issuing Orders or Edicts. They are not Elected Officials and do not answer to the Electorate, thats You!
Your choice of Insurers is Your Business depending on the Plan or Coverage You select.Not Congress Business or Senate business, Reid or Pelosi Business. Your Business.
Look at MEDICARE and Social Security going broke. The Government has done a fine job at running those items. Look at the VA underfunded every year and not paying timely compensation to returning Vets enrolled and in school.
There are just too many bad examples.

I am of the opinion that Cap and Trade is dead, and has in fact been dead from the beginning. Senators from West Virginia, Ohio, Michigan Indiana, and Pennsylvania just are not prepared to sell their economies down the river to China and India. And furthermore, I think that the Dem leadership, going all the way up to Obama, knew it.
Which is why PelosiCare (nee ObamaCare) was so important. It was a chance for a major legislative victory, and an opportunity to use C&T as a bludgeon against the Rust Belt Dems. I’m sure somewhere along the line, Byrd, Stabenow, and Brown were told, “All you need to do is get behind Health Care Reform, and you won’t have to worry about C&T”.
I’d be very curious to see an experiment which could determine just how late in 2010 Dems in red states can risk bucking the will of their constituents by voting for HCR, and still feel reasonably safe over their reelection. I’m willing to bet it is sometime around March 15.

Dear Friend,
Last week, a new version of health care reform legislation was unveiled in the U.S. House. I was pleased to see major changes in the bill that move us in the right direction. Though I was unsatisfied with the original bill, I’ve been working hard for reforms that I can support, because doing nothing would mean that premiums would double over the next decade for the middle class and small business owners. I argued that we could reduce skyrocketing premiums, bring the uninsured into the system, and reduce the federal deficit through an emphasis on prevention and increasing competition.
When Congressional leaders tried to force a vote on health care reform on July, I fought to delay it so we could spend a month in dialogue with the American people. Taking our time and listening to constituents has paid off in the form of a stronger set of reforms. I took ideas from my 100 hours of town hall meetings and dozens of other consultations and combined them with ideas other freshmen colleagues had heard to produce a letter that set out our guidelines for real reform.
I’m pleased to see that the new version of the bill addresses many of our requests, such as extending the life of Medicare, addressing tort reform, and not just holding the deficit neutral but actually reducing it over the next two decades. Here are some of the biggest victories we gained in the new version of the legislation:
• Protecting Medicare: Begins closing the Medicare Part D “donut” hole immediately (January 1, 2010) by $500 and institutes a 50% discount for brand-name drugs; requires the Secretary of HHS to negotiate drug prices on behalf of Medicare beneficiaries; and extends the life of the Medicare Trust Fund. Phases out the donut hole completely by 2019.
• Deficit Neutrality: The new health care bill cuts over $300 billion from the original bill, and reduces the federal deficit; the independent Congressional Budget Office has also confirmed that the legislation cuts the deficit by about $104 billion with the CLASS Act ($32 billion without the CLASS Act) in the first ten years and reduces the deficit in the second ten years.
• Tort Reform: Establishes new voluntary state grant programs designed to encourage states to implement alternatives (“early offer” and “certificate of merit” approach) to traditional medical malpractice litigation.
• Wellness and Prevention: Provides for the research and inclusion of proven healthy behaviors in the essential benefits package and in community wellness programs; establishes a new grants program to prevent overweight and obesity among children. The cheapest health care is the illnesses we avoid by staying healthy in the first place.
• Protecting Small Business: Doubles the threshold of small business exemption from $250,000 of payroll to $500,000; decreases obligations for employers with payrolls between $500,000 and $750,000. Increases the size of small employers automatically allowed to purchase coverage through the Exchange to at least 100 employees within the first three years, making it cheaper for small businesses to insure their workforce.
• Helping Rural Hospitals: For decades, Medicare and Medicare have reimbursed rural hospitals and doctors at a lower rate than other areas. The new bill is a major step forward towards fixing this problem by directing the Institute of Medicine (IOM) to study geographic inequities in Medicare reimbursement rates and revising payment rates based on the IOM’s findings. It also provides a 10 percent incentive payment for primary care doctors practicing in underserved areas, such as rural areas.
I am reading the bill and looking for stronger provisions to increase competition – particularly competition across state lines – before I make a decision. I have fought tirelessly for these changes that my constituents wanted to see in the bill. If we do nothing, premiums will continue to rise, small businesses will continue to get crushed by skyrocketing health care costs, and Medicare will be endangered. I will continue to push for meaningful reform because we can and must bring down the cost of health care.

Actually, I think this is a serious question people really need to think about, it was this kind of thought experiment that gave me a good reason to buy one.
Consider the scenario that it’s late at night and you hear the distinct sound of someone smashing in a window or door, invading your apartment or house.
You don’t know if the intruder or intruders are armed or not, and they could be at your bedroom or your children’s bedroom door in a matter of seconds, what would you do?
It’s a take off on the saying ‘when seconds count, the police are minutes away’, but gets people to think about a real life scenario.

He is done next year, his goose is cooked and he is actively being campaigned against. much better. Now I understand. I just disagree. Ann always posts some stupid crap and then the rest of the thread is spent pointing out how ridiculousness stupid she is. I usually just move on to another blog because I know it’s just turned into another an AnninCA thread.
I think she is just a troll who is really good as ruining HotAir. That or she is just a narcissist who needs to turn every thread into one centered around her. Either way she almost always succeeds.
