Actual cost of Pelosi bill: $1,200,000,000,000

posted at 8:48 am on November 3, 2009 by Ed Morrissey

Nancy Pelosi rolled out her 1,990 page bill to overhaul the American health-care system like a Hummer on the showroom floor (and almost as heavy).  Like any good car salesman, Pelosi told the press her version of the low low price! for her new model, getting a credulous press to report that the monstrosity would only cost $894 billion — and the media dutifully reported that number, as well as Pelosi’s contention that it would not bust the deficit, without any of their (Bush-era) skepticism.  Last night, though, the AP discovered that Pelosi left a lot of things out of that final price, and experienced their own kind of sticker shock:

The health care bill headed for a vote in the House this week costs $1.2 trillion or more over a decade, according to numerous Democratic officials and figures contained in an analysis by congressional budget experts, far higher than the $900 billion cited by President Barack Obama as a price tag for his reform plan.

While the Congressional Budget Office has put the cost of expanding coverage in the legislation at roughly $1 trillion, Democrats added billions more on higher spending for public health, a reinsurance program to hold down retiree health costs, payments for preventive services and more.

Many of the additions are designed to improve benefits or ease access to coverage in government programs. The officials who provided overall cost estimates did so on condition of anonymity, saying they were not authorized to discuss them.

Few of us are surprised.  The new AP total may not include the so-called “doctor fix” either, which would increase the Medicare rates for providers, as their original bill relied on earlier-enacted cuts to those fees for the lower overall cost number.  However, even without it, only the gullible would have believed that the cost of the bill went in the opposite direction of the number of pages it took to contain it.

Essentially, Pelosi lied about the cost.  When the AP attempted to get a response from Pelosi on the false number she had trumpeted earlier, they got a non-sequitur instead:

Asked about the higher estimate, Pelosi spokesman Brendan Daly said the measure not only insures 36 million more Americans, it provides critical health insurance reform in a way that is fiscally sound.

“It will not add one dime to the deficit. In fact, the CBO said last week that it will reduce the deficit both in the first 10 years and in the second 10 years,” Daly said.

No, that was what Pelosi said the CBO said.  As the AP reports, there seems to have been something lost in the translation … which amounts to over $300,000,000,000 … and counting.

House Republicans found a few more things lost in the translation — namely, over a hundred new bureaucracies created by Pelosi’s bill:

House Republicans claimed Monday that the health care reform bill pushed by Speaker Nancy Pelosi would create a whopping 111 new “federal bureaucracies.”

In its latest attempt to portray the Democrats’ reform package as an unwieldy expansion of federal government in the health care sector, the House Republican Conference circulated what it called a list of “new boards, bureaucracies, commissions and programs” created in the House health care bill.

Among some off the new agencies, the list cites a Health Insurance Exchange; the Center for Medicare and Medicaid Innovation; the Public Health Investment Fund; the Public Health Workforce Corps; an Assistant Secretary for Health Information; the Food and Drug Administration Office of Women’s Health; grant programs for alternative medical liability laws, infant mortality programs and other issues; and about 100 other government-sponsored creations.

Democrats scoffed, calling many of these “demonstration projects.”  The problem, though, is that even demonstration projects have bureaucracies — and they have an annoying habit of becoming permanent.  Do 111 “demonstration projects” belong in a bill that purports to reform an industry in order to save money?

The health care bill headed for a vote in the House this week costs $1.2 trillion or more over a decade, according to numerous Democratic officials and figures contained in an analysis by congressional budget experts, far higher than the $900 billion cited by President Barack Obama as a price tag for his reform plan.

While the Congressional Budget Office has put the cost of expanding coverage in the legislation at roughly $1 trillion, Democrats added billions more on higher spending for public health, a reinsurance program to hold down retiree health costs, payments for preventive services and more.

REFORM BY THE SOTU? — Democrats have blown so many deadlines for getting health reform done this year that insiders are increasingly skeptical they can finish it by year’s end. Some even suggest the effort might slip to a new deadline: before the State of the Union address. The discussions are an acknowledgement that with only two months left in the year, Democrats are still a long way from sending a bill to the president’s desk. The House could take up reform on the floor as early as this week, with a good shot of passing something by Thanksgiving. But in the Senate, Majority Leader Harry Reid is still wrangling with his moderate members to corral 60 votes just to get the debate started. And yesterday, Reid sent a letter to Republicans acknowledging that he is waiting on the Congressional Budget Office’s cost estimates and analysis to finish drafting a bill. Democrats signaled that those estimates would not be ready this week, casting further doubt on their ability to finish reform this year.

Politico.

And SOTU is uncomfortably (for the Dems) close to Election Day, 2010.

If they really wanted to pass something “acceptable” we wouldn’t be having this dog an pony show from Pelosi. They’re not even trying to lie about the cost, they just won’t answer the question, which says to me that they know that this beast is really bad. To put this out there is a major sign of weakness on their part and could simply be a setup for it to fail in the Senate.

OT: I heard a really cute joke.

In Washington, D.C. an old priest lay dying in the hospital. For years he had faithfully served the people of the nation’s capital. He motioned for his nurse to come near..
“Yes, Father?” said the nurse.
“I would really like to see President Obama and Speaker Pelosi before I die”, whispered the priest.
“I’ll see what I can do, Father”, replied the nurse.
The nurse sent the request to The President and Congress and waited for a response. Soon the word arrived; President Obama and Nancy Pelosi would be delighted to visit the priest.
As they went to the hospital, Obama commented to Pelosi, “I don’t know why the old priest wants to see us, but it will certainly help our images and might even get me re-elected. After all, I’m IN IT TO WIN.”
Pelosi agreed that it was a good thing..
When they arrived at the priest’s room, the priest took Obama’s hand in his right hand and Pelosi’s hand in his left hand. There was silence and a look of serenity on the old priest’s face.
Finally President Obama spoke. “Father, of all the people you could have chosen, why did you choose us to be with you as you near the end?”
The old priest slowly replied, “I have always tried to pattern my life after our Lord and Saviour Jesus Christ.”
“Amen”, said Obama.
“Amen”, said Pelosi.
The old priest continued, “Jesus died between two lying thieves; I would like to do the same.”

They don’t care because it is not their money. When you say ‘actual cost’, you really need to multiply that number by about 10 like Medicare ‘actual projected costs’.

jinx red cloud, I just read yours when I wrote mine.

This bill isn’t an attempt at a ‘good bill’. This is a litmus test to see how liberal of a bill they can get before they start tackling things like global warming, global wealth distribution. Once they determine they can spend this much money, they’ll find LOTS of things to spend other peoples’ money on.

They had the political clout to pass this earlier this year but O and Co. are slipping by the day. The longer they beat this dead horse while not addressing the economy (Obama’s Econ. Council “press briefing” was no coincidence yesterday – UE comes out Thursday), the greater the chance that it collapses under it’s own weight.

Two points:

First the Pelosi-bill uses 10 years of taxes to fund a ramping up of 6 years of benefits. Might be a little light, let’s figure out how much —

Second if you look at the second ten years, take the tenth year, which is scored at $269-$300 billion depending, and rising — Then extrapolate that over the second ten years. You then find costs are in the range of deficit $300 billion a year.

Medicare was supposed to cost $12 billion a year, it now costs over $700 billion. See the trends?

What? You thought it was free? Must be an Obama voter.

+1000. The ‘costs’ measured by the CBO are dollar outlays chargeable to ‘the government’. The CBO does not attempt to measure the resulting dependence, perverse incentives and altered relationship of citizens to the federal government. This bill subsidizes people making 400% over the poverty line. It punishes work directly. It forces free individuals to ‘purchase’ something they do not necessarily want. It will result in governmental busybodies infiltrating all personal decisions. Freedom is priceless. The catastophic costs of this program are immesurably gigantic.

clorensen on November 3, 2009 at 9:10 AM

This on top of everything else. Unfunded Social Security and Medicare promises on top of its current massive debt obligations. This Congress under Reid and Pelosi has no idea at all what constitutes real money anymore. Tossing around a few hundred billion here and there, acting as if shaving off a few billion is doing us a favor?

The real money costs? Not the $894 billion, nor even the $1.2 trillion.

The real costs will be the several trillion dollars lost forever due to a shattered economy, a shattered dollar, lost wages and dreams of those who work with their hands and minds to build just a little something for themselves and their kids…and the norm of billions and billions lost from government programs run by government bureaucrats who are never held responsible for the grave inefficiencies, graft, corruption and just plain lack of fiscal control found in just about every social services government program since the day one.

Our GNP is approximately $14 trillion. This $1.2 trillion is a major slice of that GNP, and it will grow larger in a very short period of time. Bet on it.

Take away the “free” Congressional ATM/debit cards!

We simply cannot afford to have the children loose in the federal candy store anymore. Gear up for 2010 and make sure that half of this Congress joins the ranks of the unemployed in 12 short months.

There will also be a ‘Federal Coordinating Council for Comparative Effectiveness Research’ (FCCCER) (page 73) which will be made up of 15 individuals who ‘foster’ coordination of the research as well as advise, assist and report. This Council will not be allowed to mandate coverage, reimbursement, or other policies for any public or private payers such as clinical guidelines for payment, coverage or treatment.

STOP SCARING THE CRAP OUT OF ME WITH THAT CREEPY PHOTO!!!

Debbie Wasserman Schultz (D-Florida) on Corzine: “Republicans and Chris Christie are so out of touch with the pulse of this nation” (paraphrased)

I spit my coffee all over the place…..2010′s going to be sooooooo much fun, I can’t wait to see who’s really “out of touch” and OUT OF A JOB!

Anybody going to Washington this Thursday?

neuquenguy on November 3, 2009 at 9:45 AM

I’m going to try to get one of my Corzine “Voluntary” Furlough Days on Thursday and if I do, I’m there.

Man I wish Sarah Palin could come. That would guarantee AT LEAST 20,000.

Let’s put it this way to the trolls here: It’s the same as you paying $2 for a gallon of milk but walking from the store with only a pint and it is spoiled.

THE HEALTH CARE THAT WILL MAKE A NATION GET SICK AND DIE!

Cybergeezer on November 3, 2009 at 10:39 AM

Essentially, Pelosi lied about the cost.

I’m SHOCKED! SHOCKED, I tell you!

GarandFan on November 3, 2009 at 10:49 AM

Michael Savage said liberalism is a mental disorder, and he was so right. If Nancy Pelosi believed in God, she would know that God loves all his creatures, and she only loves herself and her God, Obama.

theaddora on November 3, 2009 at 10:59 AM

I just think the plan is old thinking. It’s one-size fits all kind of program.

The reality is that people who are worthy of help cannot figure out how to get it, as it is.

It’s just busywork.

People are sick of this.

AnninCA on November 3, 2009 at 11:02 AM

Does the price include the cost of all of the new bureaucracies? You know there will be thousands of people hired (to inflate the jobs created or saved number).

txag92 on November 3, 2009 at 11:06 AM

I’m glad to see the use of zeros to make points about $1,000,000,000,000s (trillions of dollars) in greed and waste is catching on. I regret our use of decimal numbering, however, because the 10-fold increase in scale with every digit scarcely gives one a feeling of the difference between a trillion dollars and a mere few thousand dollars. So here is $1.2 trillion dollars, expressed in binary.

$1,00010111,01100101,10010010,11100000,00000000

For comparison, here is the median income of a family of four in the United States, as of 2005, also expressed in binary.

$1,00000101,11001011

Perhaps now you will more nearly feel the extent to which your finances are dwarfed by the scale of the American leftists’ acquisitiveness.

Kralizec on November 3, 2009 at 11:06 AM

Anyone else look at that picture of her face and immediately think the cost was… *zoom-in* “One MILLION dollars!”?

teke184 on November 3, 2009 at 11:18 AM

Let’s not forget that even after this “reform” is paid for (by us, or our kids, or their kids-actually all of the above) your cost of health insurance will skyrocket. One estimate is TRIPLE the cost in a single year, depending on the plan.

doomed if this POS gets anywhere near law…

JusDreamin on November 3, 2009 at 12:06 PM

Do 111 “demonstration projects” belong in a bill that purports to reform an industry in order to save money?

These 111 “demonstration projects” are part of the government-growth jobs that Obamao has “created.”

Massachusetts, Maine, Tennessee, and Hawaii provide enough “demonstration projects” to demonstrate that government take over of health insurance is too costly and too unwieldy.

Don’t forget the medicare “doc fix” – Heritage has the total at 1.5 trillion.

iamse7en on November 3, 2009 at 12:50 PM

Lot’s of zeroes so appropriate for Zerobama.

Brat on November 3, 2009 at 12:51 PM

I will never forget seeing a pathetic old beggar woman on the streets of Budapest about ten years ago, the victim of the collapse of the Soviet “utopia.” Too many citizens of her age were victims of the State during their productive years and ended up even more impoverished afterward. Socialism/communism/fascism treat people like throwaway pawns.

onlineanalyst on November 3, 2009 at 12:58 PM

How long ago was it when DearLeader was saying the cost would be zero because it would come out of saving? That is a zero in the first didgit rather than a one in the tenth digit.

burt on November 3, 2009 at 1:35 PM

Apparently Pelosi is also working on an 800-page attachment to the 1999 pages, to benefit bureaucrats – on Ingraham show today.

Schadenfreude on November 3, 2009 at 1:59 PM

The photo of Pelosi is her explaining how many zero’s there are in that number.
