Obama claims 650,000 jobs “saved or created” via Porkulus

posted at 9:30 am on October 30, 2009 by Ed Morrissey

By which we should deduce that over a million jobs got saved or created, indirectly, according to the White House.  The official report will come out later today, but Jake Tapper grabs the advance leak from the White House and runs it down.  Pay very close attention to the sources of this data:

The Obama administration’s $787 billion stimulus bill directly saved or created about 650,000 jobs as of the end of last month, administration officials announced this morning.

The numbers come from Congressionally-mandated reports submitted earlier this month by tens of thousands of state and local governments, private companies, colleges, universities, and community organizations nationwide, administration officials said, with the majority of the funds coming from state governments.

Factoring jobs indirectly created from the stimulus — not reflected in these numbers — an administration official says in a statement that “because these reports show that less than half of the spending through that date created or saved about 650,000 jobs, they confirm government and private forecaster’s estimates that overall Recovery Act spending has created and saved at least 1 million jobs.”

Moreover, the administration emphasized, these reports do not reflect the job impact of the stimulus plan’s tax cuts, direct payments to individuals, and grants and awards of amounts under $25,000 per recipient. Nor, officials cautioned, do they reflect the indirect job impact of the funds, such as when employers for stimulus projects hired to meet new demand or when hired workers spent their paychecks.

The “majority of funds” came from state governments because Porkulus distributed the money in block grants to the states.  What did the states do with that money?  They did save jobs, but primarily bureaucratic jobs.  States used the money to temporarily paper over budget gaps which would have forced the layoffs of state employees, which should have been a necessary step in slimming down state-level spending.

The administration will claim that it saved the jobs of teachers, police officers, and firefighters with the data submitted by the states.  Indeed, we have already seen this in New Hampshire, which listed almost all of its “saved or created” jobs from their education system. What I wrote at the time is just as applicable now:

In looking at the table on the last page of the report, it becomes clear that New Hampshire and the federal government directed the money primarily at politically sensitive government jobs.  Over two-thirds of the jobs are in the Department of Education, and another 745 in “government services.”  Directing the money there allowed New Hampshire to avoid the politically difficult job of downsizing and streamlining in response to the downturn in revenues during the recession.  The White House can claim that they saved the job of teachers, police officers, and firefighters whose jobs were never in jeopardy, and New Hampshire avoided cutting jobs elsewhere by shifting the money to cover budget shortfalls.

Meanwhile, what happens to these jobs when Porkulus runs out?  Almost none of these jobs are established on new economic growth.  They’re either jobs that New Hampshire has to fund anyway (teachers, police officers, firefighters) or one-off project jobs that will disappear when the money does.

No one was going to have a mass layoff of police officers and teachers in New Hampshire or anywhere else.  The jobs really at risk were administrative jobs within state government, primarily union jobs (in large part represented by Obama’s ally, the SEIU), as states had to confront an economic reality of lower revenue and rising spending.   Porkulus provided a one-time method of ignoring that reality for a few months by burdening the entire nation with the bad policy decisions of the individual states.

But all that did was to delay that day of reckoning, not eliminate it.  When the grant money runs out, those states will still have to make tough decisions on the size and costs of their bureaucracies.  They will still have to either raise taxes or start trimming their payrolls, and it won’t be the teacher or the firefighter who gets the pink slip.  Porkulus will do the same thing that Cash for Clunkers did, which was to postpone the inevitable — and cost us a fortune in doing so.

Update: By the way, it was almost two months ago when the administration first claimed it had saved or created one million jobs.  I guess nothing much happened after September 10th.

He will help create and retain jobs in Illinois through employer incentives and cut taxes and fees to make Illinois competitive again.

WashJeff on October 30, 2009 at 9:38 AM

This coming from the same people who overstated the number of jobs they said by 5,000. That may seem like very little, but when the number is only 30,000; 5,000 is a lot to overstate.

They are doing their best to play Jedi mind tricks because an MSNBC poll has 82% of people saying that the economy is still horrid and there is no recovery and most of the 9% that says the recovery is in says that this is the best it will get and unemployment will still stay high.

And that’s MSNBC. This administration is in DEEP trouble.

From the headline thread.

Anders on October 30, 2009 at 9:47 AM

I’m curious. In the case of Chicago where police and firefighters will have 24 days of furlough (which as I understand it means you don’t get paid), are those considered “lost” or “saved”? If you HAVE a job, but don’t get PAID for that job, which is it? Seems they aren’t even really saving jobs in the government that they are claiming are saved.

And it’s worse than that, because it’s not neutral. For the govt to be able to put $787B into people’s hands, it has to take significantly *more* than that out of people’d hands.

We know this, but as an example, take the recent ‘cash for clunkers’ story – they took ~$24k out of people’s hands for every car, and put back into people’s hands about $4k each?

Well I am sure 200,000,000,000 already spent has created or saved about 650,000 jobs for now…but at 1 job for each $200,000 spent (or roughly $40,000 per job per month) that is hardly an impressive number.

And “saved or created” is not exactly the right word. Since this is deficit spending, the jobs “saved or created” for right now come at the cost of an equal or greater number of jobs “lost or destroyed” in the future.

All in all, President Obama,,,,,,,this goes down as a “FAIL”.

marklmail on October 30, 2009 at 10:16 AM

In GA the unemployment rate continues to creep up, right now it is over 10% and nobody here is fooled. The only jobs “saved” have been teachers and like you said bureaucrats. The cities and counties have had to cut back on employees but that seems to be where the line gets drawn. There has been very little evidence of layoffs at the state level.

Private sector creates jobs and right now they are just not there. One other disturbing part is that companies are managing to weather the storm right now after cutting back and they are in no hurry to start hiring. The few of us who still have jobs are getting worked to death, and I think most people are in a similar situation to me. While I am thankful for still having a job, although that could change in an instant, the work has not gone away. So where we once 10 -12 people to handle the work load we now have 1 or 2.

It has gotten so bad that the company I work for is going to buy back our vacation days this year. Nobody could take time off because there was nobody left to do your job.

They may talk of a recovery on Wall St but it ain’t happening on Main St and I think the other numbers released today about consumer spending reflect that.

Just A Grunt on October 30, 2009 at 10:16 AM

Factoring jobs indirectly created from the stimulus — not reflected in these numbers — an administration official says in a statement that “because these reports show that less than half of the spending through that date created or saved about 650,000 jobs, they confirm government and private forecaster’s estimates that overall Recovery Act spending has created and saved at least 1 million jobs.”

Except if the “other” half of the spending was wasted, instead of being used for creating jobs. Given the track record of Federal Government spending, I would bet on “wasted” instead of “creating jobs”.

Hey, did you see that beautiful new golf course in Chicago?

Steve Z on October 30, 2009 at 10:16 AM

That sheeple spending dropped in September, according to Bloomberg:

http://www.bloomberg.com/apps/news?pid=20601087&sid=aRU4Kq.dAabo

which shows that the second Uncle Sugar withdraws the bribes, the lambles snap shut their wallets (or more accurately, curtail their credit binge) and scurry for cover, awaiting the next incentive program from dear old Uncle Sugar.

LOL, this is what happens when tens of millions of sheeple become addicted to stimulus:

It becomes impossible to withdraw it.

KentAllard on October 30, 2009 at 10:17 AM

Only an idiot could take seriously the “saved or created” line.

We have lost almost 3 million jobs since the stimulus was signed and by the Obama’s administrations own numbers, the stimulus has been a failure:

Obama’s Stimulus Plan: Failing by Its Own Measure
By Stephen Gandel
http://www.time.com/time/printout/0,8816,1910208,00.html

The $787 billion stimulus plan is turning out to be far less stimulating than its architects expected.
Back in early January, when Barack Obama was still President-elect, two of his chief economic advisers — leading proponents of a stimulus bill — predicted that the passage of a large economic-aid package would boost the economy and keep the unemployment rate below 8%.

But hey, let’s not pay attention to the facts or reality, let’s just make up numbers and unverifiable circumstances of “what might have happened”.

New barometer of success liberal style:

OBAMA: I SAVED THE ECONOMY!!!!!!!!

This new barometer of success by liberals is great since there is no measurable way to determine what “could have happened”.

In other news:

Ex-Detroit Lions head football coach Marinelli declared his 0-16 season a success stating “if they had not hired me,they would have been 0-16 several seasons in a row”.

I know Detroit fans are a lot happier now.

President Bush declares ” My tax cuts created and saved over 50 million jobs.”

See how this works,it’s great.
Bush can claim all kinds of success now that the goal posts have been virtually moved out of the dam# stadium.

President Bush declares ” I saved the world by taking Saddam out, thus preventing all out war in the middle east.”

That’s right,if Bush had not intervened to take out a madman that had started war after war and killed hundreds of thousands with WMD’s,all out war would have engulfed the mideast, spreading to all lands that have significant Muslim populations.
According to the liberals new determination of success and accomplishment, Bush can now claim just about anything because proving it could not have happened is impossible.

The UN declares success in dealing with the Rwandan and Darfur genocides:
“If we had not passed those resolutions and had so many “Save Darfur” bumber stickers made, millions more would have died.”

Now I understand why liberals love the UN so much.It is not the fact that they accomplish nothing, stop no genocide or wars, and their sanctions and condemnations accomplish nothing.
It’s what the UN “Prevents from happening” that is so impressive.

I know the people in Iran, the genocide victims in Darfur,Rwanda, and Iraq all feel so much better knowing what the UN “Prevented from happening.”

Neville Chamerlain declared his negotiations with Hitler a success according to documents found in the leaders archives.
“If I had not appeased Hitler when I did, many more millions would have died.”

And all this time I thought that appeasing Hitler only strengthened his resolve and brought on war.

We didn’t need Chruchill and FDR after all.

It is going to be hilarious watching the Obama administration and their lapdogs in the press peddle this idiotic, unmeasurable line of success because of what “might” have happened.

It was bogus when used with the “150,000 jobs saved” line and it is bogus now.

I guess watching the press with their prepared talking points to help support Obama’s baseless drivel is no sign of White House/Press coordination
either.

Oh and to Robert Gibbs, to quote that great philosopher Ross Perot, or was it Dan Rather? anyway “Don’t piss on my boots and tell me it’s raining.”

Happy Halloween, Wolfman.

Even a man who is pure in heart and says his prayers by night, may become a wolf when the wolfbane blooms and the autumn moon is bright.

Government jobs were protected. In other words, no real jobs were saved or created. Figures.

pdigaudio on October 30, 2009 at 10:24 AM

These people are either dangerously insecure, or just down right dangerous because they are trying to control the media outright now.

How many jobs did Mao save?

faraway on October 30, 2009 at 10:29 AM

With all of this progressive un-American crap funded by Soros, isn’t it time to deport him? Wouldn’t that save or create real American jobs? Hasn’t he done enough meddling in the world, creating havoc and poverty for his own gain? Isn’t he more responsible for degrading the human condition than capitalism? Time to stop his communist take over NOW.

How many jobs did Mao save?

faraway on October 30, 2009 at 10:29 AM

Well I don’t know about saved,,, but he sure did create a lot when he killed all those people, I mean, someone had to take their places, and then the killing and disposal created quite a few jobs also…

4shoes on October 30, 2009 at 10:34 AM

Since when is “DISSENTER” a job?

Cybergeezer on October 30, 2009 at 10:35 AM

It is funner. Had to respond. You had me scared there with that ’smartest people’ talk jib jab. I shouldn’t be so serious in the morning.

RepubChica on October 30, 2009 at 10:05 AM

If it makes you feel better, I think your point is an important one. The enemy media can cover an awful lot of ills, and the only thing particularly special about this administration is that they’ve been able to fool at least half the media into thinking they’re all on the same lib-but-not-radical-lib side, and so won’t be dispensed with when they’re no longer useful.

The other half of the media are, of course, actual communists, fantasizing about their new jobs in a state-run reporting agency (but who will also be dispensed with in favor of commies with connections).

LibTired on October 30, 2009 at 10:35 AM

Yes they are probably including two jobs in a grant I wrote for a new prosecutor and victim’s advocate for my office. The funds were supposed to be awarded by October 1, 2009, and we are still awaiting the funding. So is every other applicant in Texas, so who knows whether these new jobs are listed?

skatz51 on October 30, 2009 at 10:36 AM

AP yesterday – Job claims overstated by thousands.

BOZO today – Job claims understated by HUNDREDS OF THOUSANDS.

Unemployment understated every week.

The Bozo regime is having a really hard time keeping their lies straight.

Like the recession is over, LOL that’s rich. Tell it to all the folks who lost their jobs, their homes and everything they owned.

They are not buying it. No one is.

bluegrass on October 30, 2009 at 11:01 AM

If this was such a scientific number based on information fed into the analysis group by “thousands” of organizations, wouldnt that number be like 650 713 not just a rounded 650 000. I mean Excel can add up numbers quite precisely now days. Liers.
