All of the spaces were taken into account because the beginning of each line was predicated on the letters and spacing before them. There had to be a string of letters and spaces to bring us my esteemed governor’s magic message to life. No decoder ring required! :)

If what’s shown is the letter itself, then it’s not “full-field justified”, it’s “left justified.”

At first, I thought “gee, it took a bit of work to get the letter to work out right” with justification and everything.

But we’ve seen many examples of the same idea in the comments.

Type the letter you want, hit return, type the next letter, etc.

When you get to the end, go back to the top and fill in words to the right of the letter and make it flow to a word beginning with the letter on the line below. Continue to the end.

It’d still take some work, but it’s not as hard as one might imagine.

Ditto. Not that I care about cryptic messages, but you get what you deserve when you put your check mark next to a name on a ballot. San Francisco, California, and our country are all by-products of ignorance and ideologies.

I loled out loud when I read this.
California Governor Arnold Schwarzenegger  had something to say when he sent a letter to the State Assembly.

Our government lost its dignity long ago. Objecting to this is like fighting for the virtue of a “two-dollah hooka” :-P

Really? As compared to say, the dude in one (two? three?) of his pre-election campaign speeches (as opposed to his post-election (and post-inauguration)) campaign speeches gave the world the middle finger on national, party-owned television?

That said, chances are going to be pretty small. If it’s pure chance it’s an amazing coincidence which is incredibly awesome, and if not it’s still awesome.
