WH to Congress: Czars won’t meet with Congress because Fox wants it

Barack Obama campaigned on changing the culture of Washington to bring more openness, transparency, and accountability to the Beltway. Yesterday, Congress discovered that change actually meant going in the other direction. The White House informed Congress that it would not make its policy czars available for testimony before Congress, setting up a potential showdown between the two branches of government:
The White House has told Congress it will reject calls for many of President Obama’s policy czars to testify before Congress – a decision senators said goes against the president’s promises of transparency and openness and treads on Congress’ constitutional mandate to investigate the administration’s actions.
Sen. Susan Collins, Maine Republican, said White House counsel Greg Craig told her in a meeting Wednesday that they will not make available any of the czars who work in the White House and don’t have to go through Senate confirmation. She said he was “murky” on whether other czars outside of the White House would be allowed to come before Congress.
Miss Collins said that doesn’t make sense when some of those czars are actually making policy or negotiating on behalf of Mr. Obama. …
The debate goes to the heart of weighty constitutional issues about separation of powers. The president argues that he should be allowed to have advisers who are free to give him confidential advice without having to fear being called to testify about it. Democrats and Republicans in Congress, though, argue that those in office who actually craft policy should be able to be summoned to testify because they do more than just give the president advice.
Let’s revisit the context of the issue with this handy chart from the Washington Post:
Bush created five new czar positions in five years. Obama created 17 new czar positions in 8 months, only one of which needed Senate confirmation and has Congressional oversight. These are essentially end runs around Congressional oversight. The Obama administration denied this earlier this year, but their response to both Republicans and Democrats on Capitol Hill leaves little doubt on the matter. Obama wants to create and implement policy in secret, and doesn’t want his czars having to testify before Congress on what they do.
Is this “transparency”? No, but it is a transparent power grab, and Congress has only belatedly noticed it. In fact, as the Washington Times reports this morning, White House counsel Greg Craig denied this — but spent half of his time rebutting Glenn Beck rather than explaining why Congress should not have oversight over administration officials who set and implement policy.
That’s also pretty transparent. Obama wants to play the Fox card to get Congress to retreat on oversight. If Fox calls for Congress to perform its constitutional duties, apparently that makes it extreeeeeeeeeme. That’s an interesting take on transparency, and an interesting position on the Constitution from the nation’s most, er, celebrated constitutional scholar.

Luckily NBC gave Paul a prime time interview with Leno because they knew how biased Fox was.

“Doesn’t make sense” is an understatement. The White House doesn’t want these Czars to come to light and they are using Fox News as an excuse to do so. I thought the lefts problem with Bush, you know besides the fact he was a ‘murderer,’ was that he tried to grab too much power for the executive branch. I guess who needs checks and balances when your guy is in the White House.

My God, they approved Sunstein and Holdren, both bona fide loons, so why would they be afraid of allowing the others. Congress would have rubber stamped them. Not now. How much autonomy do these positions have? Does the president delegate and direct these individuals, giving them an assigned responsibility and they carry out that assignment, or do these individuals act more like a Washington think tank presenting ideas to the president for his approval?
Do these positions create policy positions, or implement the policy positions of the administration? Do these positions have authority to spend money?
How do these positions differ from Cabinet level positions that require congressional approval and oversight?
What is the criterion that determines whether or not one of these positions rises to the level of a cabinet position or one of the other positions that require congressional approval such as National Security Adviser?
Are these positions political appointments, or policy/executive/administrative positions?

He is abrogating contract law between Corporations and its employees… but not through the legal mechanism of a board vote.
He is not elected, he is appointed, and NOT Confirmed by the Senate…
Thus, we have a guy with NO oversite, using ILLEGAL means to make illegal Policy, which will not be fought by the companys because of basic blackmail (they’ve been told they will get mucho bad press, and be oversited to death, if they don’t play along)…
Of course they won’t let him in front of Congress…

They must stop taking crap from this president. Whatever the next step is to compell them to come should be taken. Otherwise they should FORCE Obama to get rid of them!

These positions have almost total autonomy within the White House. They were created to cut through all the cow puckey that has piled up in DC since about 1800. They are able to direct multiple agencies (their heads are usually confirmed by the Senate) to do a common task. So Van Jones had power over a few different departments to spend money how he saw fit with no supervision other then a memo to Rahm.
They can create policy by creating new rules. This is exactly how Obama is going to force through Cap & Trade. He is going to use the existing rules at the EPA to enforce a limit on CO2 emissions. He will do this if Congress doesn’t start playing ball with his “Green Jobs” initiatives.
They cannot be part of the cabinet, but they can be the boss of cabinet members. Lets say you want to enact wind energy throughout the entire US. Normally you would have to go through at least 2 departments (Department of Energy and Department of Interior). These two organizations would bicker and squabble over who controls what part of the new fiefdom. You put a Czar in charge he is God and decrees what is going to happen. That is why Czars are so annoying and dangerous. They can make sweeping changes in America yet they are all political appointments. I would cut Obama some slack if all of his appointees didn’t have some serious baggage like thinking Mao was a good guy or believing 9/11 was an inside job.

I wonder. Obama now realizes there are some Democrats that will question, and even dissent on things Obama so desperately wants, and needs for himself. I believe it is possible, he’s creating his own government, within the government. If he’s willing to be this blatant, and go this far, is it possible that at some point in time, he’ll try a complete take over, and abolish the Congress? Maybe I’m in over drive, but I do NOT trust this man.
Time to take Obama to task, Congress. Will you make this your bi-partisan moment, and raise some hell over this?

So maybe Obama is more sinister than foolish. He is using Fox as a distraction technique, a wedge to put between himself and congress so he can plot in secret. Who will the liberals in congress side with, Fox News or Their Dear Leader?
This is one of the few times I actually wish Senator Byrd was around to throw a tantrum on the Senate floor. One thing I respected about him was his strong belief in the separation of powers and their accountability to one another, but in his convalescent state the Democrats will just roll over to Obama’s demands.

Theatrics aside, where is Glen Beck wrong when he talks about Obama’s administration or policies? This is why there is a pox on Fox. Beck starts the meme…which moves to Hannity…which eventually goes to O’Reilly and Greta. Once it hits O’Reilly it may be toned down, but it gains legitimacy and stands a chance of going beyond Fox.

As far as Obama being the nation’s foremost constitutional scholar, he apparently spent most of his time in law school trying to figure out how to subvert the Constitution than uphold it.
