 The success in Iraq was achieved before and during the process of instituting a stable government.(you know, the success of the surge that Obama/Biden said would make things worse).&lt;/em&gt;

 EARTH TO OBAMA...defeating the enemy and securing the population is a major step in getting the government stabilized.&lt;/strong&gt;
