AIP column: The cap-and-trade 3-card Monty
posted at 1:25 pm on October 16, 2009 by Ed Morrissey
Earlier this week, I asked “Cui bono?” on the allocation of emissions credits from the Waxman-Markey cap-and-trade bill. senator Russ Feingold (D-WI) wants to know the same thing. An EPA analysis showed that the pattern or emissions credits favor coastal states much more than Midwestern and Rust Belt states, and Wisconsin’s Feingold has already objected to it as disastrous for his state and the region.
For this week’s AIP column, I dug deeper into the numbers and found that the pattern is even more pronounced than first thought:
The table from the EPA analysis shows the current assumed emissions of each state and the allocation of emission credits for 2012. In Waxman-Markey, the formula supposedly used to derive this weighs emissions and load equally to determine which state gets how many credits, in millions of tons, for emissions for the year 2012, when the system takes effect. States that need to emit more would have to buy carbon credits from other states willing to sell excess credits.
So who would need to buy those credits? Seventeen states have at least 25% of their current emissions stripped from them in this process, again in millions of tons of carbon emissions:
Twelve states lose no emissions credit at all, one loses less than 5%, and two actually get more credits than their current emissions require:
Why does this matter? States that need to emit more have to buy credits. States that emit less than their allocation can sell credits. This plan does nothing more than force some states to send cash to other states, and cui bono? Why, it’s California, Henry Waxman’s state.
Read the whole post. While you’re at AIP, catch up with all of my colleagues. Kim Priestap wants Obama to know that Americans don’t want a grand transformation. Lorie Byrd wonders about presidential priorities. Matt Margolis offers his strategy for 2010 and 2012.

Twelve states lose no emissions credit at all, one loses less than 5%, and two actually get more credits than their current emissions require:

You know what federal government does qa great job at?
Pitting state against state. Group against group. People against people.
WashJeff on October 16, 2009 at 1:30 PM
Marxman-Whackey is an America-killing POS that should get its sponsors thrown in jail for the unbelievable fraud they are trying to perpetrate on our nation. This is sheer insanity, regardless of how unfair the distribution among states is.
America seems unable to recognize obvious attacks on our very existence.
progressoverpeace on October 16, 2009 at 1:31 PM
This is perfectly in keeping with the Democrats’ culture of corruption.
As for 3-card Monty, you can walk away a winner every time by walking away before agreeing to play. Matters not a whit whether the game operator is a guy on the streets of New York or a guy at 1600 Pennsylvania Avenue. Just walk away.
FlameWarrior on October 16, 2009 at 1:31 PM
We no longer have a federal government. It has been returned to a state of nature and is now The Feral Government.
progressoverpeace on October 16, 2009 at 1:32 PM
The goal of govt is to take money from those who work, and give it to those who vote.
MarkTheGreat on October 16, 2009 at 1:33 PM
And why is that? Who got to decide who gets what?
Hmmmmmmmm………..
UltimateBob on October 16, 2009 at 1:33 PM
And to think Proud RINO is actually surprised that some people are ready to give up on this govt.

Freedom is forcing states to buy mythical credits from another state to continue to sustain their economy. – Bleeds Blue
lorien1973 on October 16, 2009 at 1:37 PM
EPA=nominated b’crats enforcing unlegislated rules.
They get to interpret how ever they want.
ND sells a lot of its ‘carbon’ based products as, like, electricity and gas and petroleum.
So look forward to higher prices for those tings in your future.
Those in other states that don’t emit ‘carbon’ may get $$ from those that do, but they will still end up paying through the nose even more for their power since they are too regulated to produce it themselves.
Belt up folks. It’s going to be a long and bumpy ride.
Badger40 on October 16, 2009 at 1:37 PM
I say all the states selling electricity and any other energy to California needs to immediately stop selling them anything if this takes effect.
I also think we need to set up a perimeter around Washington DC and not allow anyone in or out until they restore capitalism, democracy, and the free market. Shut down the roads, rails, and airports, and start burning cars parked at the capitol buildings until they get the point.
Spiritk9 on October 16, 2009 at 1:37 PM
You know if I was a senator and I was going to do favors for my state, I would do it in small increments, not one friggin huge silver bullet that the entire country can see coming from ten miles away. I mean seriously a 13% increase in emissions credits? And most states are getting decreases? Isn’t the “legal” population of California decreasing anyawy?
Johnnyreb on October 16, 2009 at 1:38 PM
Does these emissions cuts effect cows and pigs? I am trying increase my bacon and steak intake to spurn on demand for cows and pigs. I figure if there are more cows and pigs, and if Al Gore is right, their farts will warm up IL. This 15 degrees below normal sh*t is getting old.

capejasmine on October 16, 2009 at 1:50 PM
Who cares about cap and trade. It’s a distraction.
The problem with Obama, Geithner and our congress is that they act as if the economic meltdown is due to a bunch of honest mistakes – or, that is what they think us rubes will believe.
This is 180 degrees wrong; the economic meltdown is the result of outright thievery by Wall Street insiders, in the mold of Enron (remember them?) but writ far larger – aided and abetted by the enforcers of finance regulations in the Bush administration deliberately looking the other way and a congress awash in dirty money (euphemistically called “campaign contributions”) passing legislation making this thievery ever easier.
Right now, there should be a couple of hundred executives of financial institutions being frog-marched off to jail; but, instead, we get Geithner rewarding their criminality with MORE money, because “they are too big to fail.” Bullshit! Take over these institutions, bring in new management and/or government auditors (ever mess with the IRS?!) and break them up as a matter of national security; reinstitute Glass-Steigel, tell the investors who bet big-casino on the financial malfeasance lining their pockets that they are simply going to lose some of THEIR money, and use the trillions being wasted now to put people back to work investing in AMERICA’S future, on infrastructure and alternative energy projects.
This stuff is not rocket science; so the only question left is: Is the Obama administration still feeding the Wall Street Beast out of ignorance and misplaced trust, or are they willing co-conspirators?
rickyricardo on October 16, 2009 at 1:50 PM
This must be tearing John McCain’s poor widdle heart in two — his best buddy Lindsey is willing to throw in with Crap & Tax, while his other good pal Russ is having reservations.
Time for a magical compromise to get this abomination passed, right, John?

Ltlgeneral64 on October 16, 2009 at 1:53 PM
Huh.
One of those politically incorrect theories no longer taught in public schools was that our Civil War was brought about in part by Southern states dislike of paying taxes for Norther states’ industrial growth.
BowHuntingTexas on October 16, 2009 at 1:53 PM
Obama is playing global thermal nuclear war with the economy.
Watch.
Three take aways: Katrina and the gas price boom of a year or so ago. Then Obama.
lorien1973 on October 16, 2009 at 1:55 PM
And the topper that is getting buried in the details is:
We don’t fricking need this unnecessary bill that will accomplish nothing (except wealth loss in the US) even if followed to the ‘t’.
Don’t concentrate on the impact, concentrate on killing it.
WitchDoctor on October 16, 2009 at 1:57 PM
And you know, those farming states that emit all that CO2-you’d have to go back to farming with horses to stop ‘emissions’, but of course the horses have emissions all their own, hence the cow & pig tax they want to institute.
They won’t be happy til we’re all living like animals.
Badger40 on October 16, 2009 at 1:58 PM
Dumbfounded.
This congress is turning out to be nothing more than mobsters. Protection money due to your liberal representative at election time.

@DougDavis
Is that what you are referring to? It does sound ominous, but I’m pretty sure an actual treaty needs 2/3 majority of the Senate…not just a Presidential signature.

” Polluted energy bill kills civilization

Mark my words on this – ain’t gonna happen. I’ll say this right now I will never obey even the most common sense law that is dictated by a foriegn power to me. Any man who comes to my house to force me to obey a foriegn power will get a face load of buckshot. Fair warning.
The constitution makes the United States Soveriegn. If they want to make a one world government – they have to repeal the constitution.
They can have some fun with that. They’ll lose half the states in the union if they try it.

It’s good to see Minnesota on the list to reduce emissions or pay more for energy. They keep electing left wing Luddites like Al Frankin. Maybe they can burn the B.S. “cowpies” he keeps putting out. Or some ACORN SHELLS or leftover ballots that keep showing up in car trunks.

No need for real gas, oil, or electricity to keep warm this winter. I recommend mink lined Boxer shorts for all.

I agree without reservations. I regard any such act as a ‘deal breaker’ with all the consequences that will follow.
Let me add this, a comment left by Monckton of Brenchley on the WUWT thread concerning this article.
I’ll let him speak for himself:
