WSJ: CIA knew of Qom site before 2007 NIE

In 2007, the CIA published the now-notorious National Intelligence Estimate that reversed its earlier position and claimed that Iran had stopped working on nuclear weapons after the exposure of its program and the AQ Khan network.  At the time, many accused the CIA of producing a political document rather than an honest assessment, attempting to derail George Bush’s efforts to rally other nations into tougher sanctions against the mullahs in Tehran.  Western allies such as Britain and Germany openly mocked the findings, but the CIA insisted that they had addressed all of their latest intelligence on the subject.

Today, the Wall Street Journal reports that the CIA knew of the secret uranium-enrichment facility in Qom when it wrote that NIE (via Instapundit):

When it comes to politicized intelligence in the Bush years, the critics may finally have a point. Perhaps the work of America’s intelligence agencies was manipulated to suit the convenience of a small group of willful officials, intent on getting their way against the better judgment of their colleagues.

Except the intelligence was about Iran, not Iraq, and the manipulators weren’t conniving neocons but rather the Administration’s internal critics on the left.

That’s one way to look at last month’s revelation that Iran is building a secret second site to enrich uranium, among other emerging intelligence details. The Qom site—too small for civilian purposes but ideal for producing weapons-grade uranium—is supervised by Iran’s Revolutionary Guards and was only declared to the International Atomic Energy Agency after Tehran got wind that the nuclear watchdogs knew about it.

But the more telling detail, as a recent White House “guidance paper” acknowledges, is that the U.S. has been “carefully observing and analyzing this facility for several years.” That timeline is significant, because it was less than two years ago, in December 2007, that a National Intelligence Estimate on Iran’s nuclear programs asserted with “high confidence” that Tehran had “halted its nuclear weapons program” in the fall of 2003.

This cannot be explained merely by incompetence.  The facility at Qom had not been declared by Iran as part of its “peaceful” nuclear program in 2007 when the NIE was written.  It is, as the Journal notes, too small for commercial purposes, but perfectly suited for military purposes, which is probably why the elite Revolutionary Guard secures it to this day.  No one with this information could possibly have concluded anything except that the Iranians had hidden its military applications of uranium enrichment in Qom.

As Glenn Reynolds says, the NIE has been exposed as an effort by a handful of people at the CIA to kneecap Bush on national security.  It deliberately misled Congress and the nation on the threat posed by Iran, a lie that has cost us valuable time in stopping the nuclear threat.  If Iran gets the bomb, we can thank Tom Fingar and his colleagues for distracting the US long enough to allow them to do so.

Congress needs to investigate what happened with the 2007 NIE and pursue this politicization of intelligence with the same fervor that they did with the Iraq War intel a few years ago.  In that case, our intel matched that of our allies, although they had different policies in how to handle Iraq.  In this case, we undermined ourselves and our allies and made the world a more dangerous place.

Ok, ok, so the CIA fudged a report. You don’t think that Bush wasn’t aware the report was B.S.? The biggest problem with the whole Bush administration was that he was arrogant. He did not feel the need to communicate with the people. He did not feel he should take time, as much time as needed, and as often as needed, to go before the American people and MAKE HIS CASE! He NEVER EVER took a serious stand against the false reports in the press, he NEVER EVER took a stand against those who were clearly undermining his policies. We all just sat here all those years frustrated as can be that all this crap was going on yet little if anything beyond bloggers blogging was being done, and most Americans weren’t reading the blogs, so most were totally misinformed.

Bush should have been FAR more proactive than he was. He should have interacted with the American people, and as well as challenged very publicly and very clearly those who were lying to the public.

what? Kneecap national security? I don’t recall anyone from the CIA doubting this report. Not only that but what is this nonsense about the facility being too small? Last time I checked it can house 3000 centrifuges which is 5000 smaller than Natanz. Not only that, but enriched uranium for nuclear power needs to be enriched to 5 percent while weapons grade needs to be enriched to 90 percent. Why would a smaller facility enrich uranium to a higher percent than a bigger one?

When forced into a war, it’s best to carry it out on our terms, rather than having it unfold for us. This is just common sense.

For some reason you seem to think that a nuclear Iran will act no different than a non-nuclear Iran and that oil will be unaffected by that development. That is an odd view that doesn’t seem to take reality into account.

I have to say that, if this is correct and those that crafted the NIE KNEW about this site and its capabilities, but neglected to put it in the NIE to the president and congress, then that is an act of treason. Within every organization there are those that lean right and those that lean left. This article isn’t saying that everyone in the CIA was responsible for the NIE, but those that were leaning left against President Bush. Perhaps those that were involved with the detainees leaned right and believed what they were doing was right for the safety of the nation. Those that would deliberately withhold information from the president on a serious national security issue could NOT be doing it because they “thought it was the right thing to do for the nation”. The only reason to withhold information like that is for political and infantile reasons to “get back” at Bush.

Without the political power or money that control of the oil fields provides, or the threat of “the oil weapon” to use directly, the arab/persian/muslim world has nothing. UCMJ is entirely appropriate and agreed, it should implented immediately! As far rank, there is no complication in this regard, as intel civil servants fall under “GS” equivilents to “E” or “O” rankings in the military.

For my two cents worth, treason laws have been extensively ignored and unenforced for far too long. Traitors should be tried for treason and summarily shot in reasonably short order, all appeals (necessary, sorry) to be concluded within 6-12 months and sentence carried out.

No ifs, and, or buts.

I doubt the 2007 NIE was an act of “treason.”

However, those responsible for the 2007 NIE appear to be guilty of either gross incompetence or criminal wrongdoing. They should be investigated and appropriately punished.

Unfortunately, both the Democrats in Congress and President Obama benefited politically from the 2007 NIE report. This is another reason for Obama opponents to work together toward a retaking Congress in the 2010 elections.

FIFY. The Iranians have already claimed improvements in centrifuge rotor materials, and that their new centrifuges are 2x more capable than the previous (P-1) version. That means that if they install the new version, 3000*Px == 6000*P1. The building (actually a tunnel) is not empty; the United States knew about the construction of the facility in 2007, but didn’t know what it was doing. The Iranians have begun moving equipment in, and it’s quite obvious what it is. That’s why they’ve owned up to it being an enrichment facility, not an “empty building” as you would put it.
