Obama WH bought COIN without understanding the cost: WaPo

If nothing up to this point convinced people of the amateurish and bungling nature of Barack Obama and his administration, this Washington Post story makes the case all by itself. For two years, Obama campaigned on changing the strategy in Afghanistan to a more effective counterinsurgency (COIN) strategy, claiming that the Bush administration had dropped the ball in the Af-Pak theater in large part by not committing the resources needed for an effective battle plan (an assessment shared by John McCain). On taking office, Obama quickly increased troop levels in Afghanistan and appointed COIN strategist Gen. Stanley McChrystal to lead the mission.
However, the Post reports that Obama and his team never understood the implications of his demand for the new strategy. McChrystal’s assessment of the needs for his COIN plan sent them into “sticker shock,” according to one Post source in the White House (emphasis mine):
In early March, after weeks of debate across a conference table in the Eisenhower Executive Office Building, the participants in President Obama’s strategic review of the war in Afghanistan figured that the most contentious part of their discussions was behind them. Everyone, save Vice President Biden’s national security adviser, agreed that the United States needed to mount a comprehensive counterinsurgency mission to defeat the Taliban.
That conclusion, which was later endorsed by the president and members of his national security team, would become the first in a set of recommendations contained in an administration white paper outlining what Obama called “a comprehensive, new strategy for Afghanistan and Pakistan.” Preventing al-Qaeda’s return to Afghanistan, the document stated, would require “executing and resourcing an integrated civilian-military counterinsurgency strategy.” …
To some civilians who participated in the strategic review, that conclusion was much less clear. Some took it as inevitable that more troops would be needed, but others thought the thrust of the new approach was to send over scores more diplomats and reconstruction experts. They figured a counterinsurgency mission could be accomplished with the forces already in the country, plus the 17,000 new troops Obama had authorized in February.
“It was easy to say, ‘Hey, I support COIN,’ because nobody had done the assessment of what it would really take, and nobody had thought through whether we want to do what it takes,” said one senior civilian administration official who participated in the review, using the shorthand for counterinsurgency.
The failure to reach a shared understanding of the resources required to execute the strategy has complicated the White House’s response to the grim assessment of the war by the top U.S. and NATO commander in Afghanistan, forcing the president to decide, in effect, what his administration really meant when it endorsed a counterinsurgency plan. Gen. Stanley A. McChrystal’s follow-up request for more forces, which presents a range of options but makes clear that the best chance of achieving the administration’s goals requires an additional 40,000 U.S. troops on top of the 68,000 who are already there, has given senior members of Obama’s national security team “a case of sticker shock,” the administration official said.
After two years of campaigning on this new strategy and eight months of ordering it as Commander in Chief, Barack Obama now has to make up his mind what he meant? It was the single most important issue on the war during the general campaign, thanks to the sharp improvement in Iraq that Obama predicted would never happen. He had hundreds of military officers and foreign-policy experts advising him on this issue — and none of them apparently ever taught the young candidate what COIN actually entailed.
This is a damning indictment of the President and his lack of preparation for the job, but it goes farther than that. Obama has essentially been “on the job” since the transition, which started eleven months ago. Considering the priority of any policy that puts American men and women in battle, Obama should have worked to understand the implications of his COIN solution from Day 1 in the transition, if not Day 1 of his term in office. He appointed McChrystal for this specific purpose in the spring without bothering to understand the concepts and the resources required for COIN.
In other words, Obama has half-assed it, and has gotten caught.

Again, it appears one of two things are true:
1) Obama believes he knows better then the commanders on the ground how to win the war AND that it can be done with the current strategy and troops allocations.
2) Obama does not give a damn about the war or the troops fighting and dying in it.
Could you imagine FDR in 1941 publicly calling for a strategy change, then doing nothing about implementing it, all while spending his valuable time on vacations and lobbying for the Olympics?

When you take a leftist out of the theoretical world and put them into the real one, they will attempt to bend reality to fit their ideology. For civilians, that usually means higher taxes to pay for reality bending projects and, ultimately, a poorer population. For the military, it means death.
Apparently the left isn’t as anti-war as we thought they were. Their calls to end the war are much quieter now. They just need more time to figure out how to bend the Taliban to fit their reality.

Winning a war is NOT their priority and neither are the lives of the Afghan people. The creation of “another Viet Nam” may very well come to fruition because A),the media–(think Walter Cronkite, who claimed the Tet offensive devastated our troops—which was a lie), will promote every insurgent attack and civilian death, while ignoring our military’s prowess. This is why I supported McCain, even with his egregious faults. There are very few national level Democrats who know anything about national security, and the ones who do always side with our enemies.
As candidates for the presidency, Democrats are simply not an option.
Obama was chair of the Senate subcommittee on Afghanistan, and never held a hearing. This whole situation borders on criminal negligence.

George W. Bush was convinced of the wisdom of COIN by General Petraeus, and gave Petraeus the resources to carry it out in Iraq, and it worked.
So Obama campaigned on using the same strategy in Afghanistan, and blamed Bush for applying it in the wrong country.

That’s impossible. There are only about 550,000 active duty army soldiers, plus another 350,000 army national guard. There are only about 200,000 active duty Marines and another 40,000 reservists.
So add it up and you’re looking at one year on, one year off, and that would be assuming no one in Iraq.
*Ah, from your 9:52 update I already see where the 400k came from, but the military end strength numbers are good info to have so I’m posting this anyway.

That’s not entirely a true statement. Jay Rockefeller, for example, knows all about national security but, for Democrats, politics trumps all. Rockefeller used his position on the Senate Intelligence Committee to time a leak about Iraq to the NYT in order to help John Kerry’s campaign. That’s a textbook case of treason.

It’s not what we need, though. I really don’t know what we need, but I know what I’d LIKE. I’d like to kick out the president and all the members of Congress who have failed to uphold the constitution. Boot anyone (like Maxine Waters, for example) who has even HINTED that they want to usher in socialism (she stopped herself and changed her wording to “total control” or something). Hold special elections and replace those members.
It would also be nice to have a system where we can have some sort of state or national vote to boot members of congress on some sort of “no confidence” charge when they’re obviously corrupt or violating the constitution. It is criminal that people like Rangel get away with what he does.

Obama had no clue on 99% of the issues he blabbed about in the campaign. He didn’t have to. The media never once bothered to ask him what he meant or asked for specifics.
Any hint that he was unprepared was met with a roar about racism.
When he was in one debate, the man actually didn’t know what capital gains taxes were. I was shocked. He covered it up, but it was clear that he was mixed up.
That’s ridiculous to even think about being president with such a weak foundation. But alas, here we are.

The President of the United States expressing doubt about the military campaign in Afghanistan, either explicit doubt or implied, is exactly the same thing as Secretary of the Treasury Hank Paulson explicitly expressing panic over the impending total collapse of the US Economy. It’s for the same reason, comes from the same source.

I don’t think Pinnochio will announce a thing on troops until after he gets his HealthScare done because his answer will infuriate the popolace even more.

It is interesting to ponder that if we had a media interested in investigative journalism and not just narrative based paint by numbers that none of the three major Democrat candidates would have had a shot.
Obama had no experience, a checkered record, and toxic connections.
Clinton’s hands are about as dirty as a politician’s ever get, and only slightly more experience then Obama.
Edwards used his wife’s illness as his primary campaign argument all while cheating on her.

I still don’t get how he could spend time on the Olympics while his commanders are awaiting a decision from him on Afghanistan. If not for that magic D next to his name the media would have, rightly, crucified him.

I saw that in the primaries. That’s why I voted McCain. When McCain actually knocked off the campaign tone and just talked, he was 100% sharper than Obama on issues.
Alas, he rarely let himself talk that way.

There is no question that the current Democrat party/MSM government is providing the most significant test of our Constitution since 1865.
Yes, we have the elements to keep them in check, but the government just ignores them. This is, incidentally, the unanswerable weakness of any nominally representative political system. You can write whatever rules you want, but in the end you need actual human beings to abide by them and carry them out.
I think that what we need right now is return to federalism. We could then have the case where Obama and his cronies pass socialized medicine, and the majority of the states tell him to pound sand.
