Shhh: White House negotiating for public option behind the scenes

I’ve always thought that they’re better off going for a liberal bill that the left will love and the right will hate rather than some weak-tea compromise that will only irritate both sides. In the former scenario, they get rapturous press and GOTV support from progressives next year; in the latter, they get a disaffected base and plenty of angry conservatives at the polls regardless. The GOP picks up seats either way but there’s no reason necessarily to think they pick up more in scenario one than scenario two.
Sounds like The One’s figured it out, although predictably he’s unwilling to gamble his political capital on full-throated support for a government plan. Better to save that sort of thing for, say, the Olympics, where there are few political consequences to flaming out spectacularly.
But now, senior administration officials are holding private meetings almost daily at the Capitol with senior Democratic staff to discuss ways to include a version of the public plan in the health care bill that Senate Majority Leader Harry Reid, D-Nev., plans to bring to the Senate floor later this month, according to senior Democratic congressional aides…
At the same time, Obama has been reaching out personally to rank-and-file Senate Democrats, telephoning more than a dozen lawmakers in the last week to press the case for action…
“The challenge is to go to the (Senate) floor, hold the deal,” said Steve Elmendorf, a lobbyist who was chief of staff to former House Democratic leader Dick Gephardt. But “they are more involved than people think. They have a plan and a strategy, and they know what they want to get and they work with people to get it.”…
He has met repeatedly in private with Sen. Olympia Snowe, R-Maine, who has floated a proposal to allow states to set up government plans as a fallback if commercial insurers do not control premiums.
Any problem with setting up the public option as plan B if and only if private insurance premiums spiral out of control? Why, yes: Between requiring all Americans to carry insurance and requiring all insurance companies to cover people regardless of preexisting conditions, the final bill’s practically guaranteed to generate that spiral. Robert Tracinski:
The Baucus bill includes an “individual mandate” that requires everyone to buy health insurance-but not inexpensive, high-deductible catastrophic health insurance. Instead, it imposes a requirement for pricier comprehensive coverage that pays for routine costs like annual checkups. The bill then requires that insurance companies provide coverage to people with pre-existing conditions, and that they charge customers at high risk of medical problems the same rates as those with lower risks-which means that these extra expenses will have to be paid for by raising everyone else’s premiums.
And then the Baucus bill delivers the knock-out punch: after forcing us into expensive comprehensive insurance plans and driving up the cost of those plans, the bill would impose a massive 40% tax on “gold-plated” plans-which turn out to include the health-insurance plans of many in the middle class. So that drives up the cost of insurance even higher.
You can see why it doesn’t much matter whether or not we have a “public option” in the original bill. Everything else in the bill is designed to make private health insurance unaffordable-so that in a few years, people will clamor for a government-subsidized “public option,” and the same politicians who destroyed private health insurance can make a big show of coming to the rescue of their victims.
A fascinating hypothetical: What if the Democrats push through a bill without a public option, the GOP takes back Congress next year, and then Tracinski’s nightmare comes to pass? Would the GOP have the stones to try to repeal the individual mandate (quite possibly) or the requirement that preexisting conditions be covered (quite impossibly)? Would they dare consider “riding to the rescue” by passing some sort of limited public option? That sounds like an insane question to ask, but remember who we’re talking about here.
Follow the Tribune link and read down to the end and you’ll find the Democrats leaning hard on congressional waverers with polls about how much support the public option allegedly draws. Funny how those polls change once you introduce the possibility of adverse consequences. I’m tempted to say that the GOP should start a message blitz about those consequences ASAP, but given the near certainty that the individual mandate and preexisting coverage provisions will pass, what good will it do in the end?

Polling? Ha…I listened to most of Boehner’s presser the other day and he got a question from a neutral reporter asking why R’s oppose the bills since polls show most Americans want the public option?
Boehner gave a fuzzy answer…natch.
And so it goes with our R leaders. We can doing nothing but lose if our leaders can’t school the press. Maybe I look at too much wonk stuff, but I mean get out a powerpoint slide and at least try to educate the morons in the press (I mean, yes, give them an alternative to HuffPo and DailyKos)

Unless you are one of those anti-American traitors who want to destroy the current healthcare system, you can’t prohibit pre-existing conditions without an individual mandate. The very people that would need to maintain health insurance would blow it off until they got really sick and then demand coverage. In other words they would be subsidized by the productive responsible people who are paying into the system they did not.

This can only happen if government buries the real costs. Eliminating pre-conditions and co-pays will make everything brutally expensive. Government will eventually go the route of the Post Office- have the private sector do something for you because they can do it cheaper.

If one assumes that Soros is pulling the strings, it makes sense that the current administration is trying to destroy the economy. Soros made his billions by destroying the economies of small countries. he should stand to make trillions by destroying the American economy.

While I agree 2010 will put a number of the congressional libs out on their ears, it may be an exercise in futility if the Repubs sit on their hands. After the elections, if even some of the Repubs fail to repeal the healthcare legislation the Dems push through now, the nightmare will continue into political perpetuity.
Every constituent must demand that Republican candidates publicly declare, affirm, and contractually pledge to rescind and/or repair whatever legislative and policy damage the Dems manage to exact on us.

For some reason, people on this site seem to think that the 2010 elections would allow the Republicans to repeal bills passed between now and then. Even if the Republicans take back both houses of Congress, we will still have the same Nerd in Chief in place, and he will veto any Republican bill that repeals any of the bovine fecal matter bills that he gets passed before that election. It is unlikely to the point of impossible that we can get veto proof majorities in both houses.

One thing working against them is that so much time has elapsed that the public is far more educated than the filthy lying coward in the White House wanted us. The whole reason for pushing this through before the August recess was to make it an accomplished fact before the public really understood the legislation. Well, unlike John Conyers, the public has read the legislation and has educated itself on the facts. It will be far harder for the Congress to push through a bill with end-runs on public funding of abortion, death panels, individual mandates, and the public option.
Traitors like Obama hate it when the public knows more about a subject than he does.

The GOP needs to galvanize behind an individual or “schoo” of thought. Are they the social liberals of the McCain wing who hates Christians. Or is the GOP a place where social and fiscal conservatives have a home. It’s “Sophie’s choice” time here. Covering more people
Bending the cost curve down
Taxing high cost insurance (overutilization)
Eliminating low cost coverage by mandating low out-of-pocket costs

obviously anyone in high school or beyond can see that this is preposterous, it is pure blind ideology.
other countries really are having problems with their healthcare systems…they are not sustainable. so do the Dems/Press try to figure out the best solution? no, they hanker after the good old days of FDR/Truman, they love that old fashioned rock and roll.
the result will plainly be rationing and lower quality care for most people.
the result will be endless petitions to government to increase funding for this group or that. that power must give them a thrill up their leg big time.

As a physician, and given the fact that this all plans to be implemented in 2013 (?) and I’ve reached the age of 50, I wonder how he is going to combat the massive exodus of physicians out of health care. Which page again mandates that every physician no matter what the specialty receives the same salary? I’m sure the neurosurgeon who removed Ted Kennedy’s “inoperable” malignant brain tumor, allowing the Senator some more months that others would no doubt have been refused by law, would be most interested in this. His malpractice policy premium is probably the norm for neurosurgeons, over 100,000.00 per year.
This man will ruin medicine. The best and brightest will go to dental, vet, and law school.

Somehow, talking about the likely congressional shift in 2010 gave me a momentary sense of optimism and lapse of realism. Of course, you’re right about Barry. He will attempt to veto any future conservative legislation that aims to restore balance to the system, which is why I’ve been permanently sick to my stomach all year. Anguish until 2012, and probably beyond, is a bit more than my tummy can take these days.

There is no way your comparison makes sense.
Reason 1: If everybody bought a new car every year the price of cars would not be lower. There would be a glut of used cars which nobody wants. Since the auto industry couldn’t possibly meet the demand of 100% new cars, the price of the new cars would be higher since market demand is at a premium.
Reason 2: When cars “get sick” any cost offsets (what you call subsidies) are based on the value of the trade-in. If everybody wants a new car every year, there would be no trade-in value. At no point in the process is anybody demanding a free car.

Congressmen with a 65% mandate for health care reform a year ago now only have a 40 % mandate but THEY’RE STILL IN POWER.Obama will encourage a congressional nuclear option because 1 His stimulis plan is tanking (9.8 % unemployment) 2 The egg from his Chicago Olympics disaster is permanently embedded in his forehead. 3. If he loses health care, it’s three strikes and you’re out. I would suggest that we should be less interested in political parties than positions. Let’s get down to brass tacks and demand answers about the issues we care the most about. Let’s not let a political candidate hide behind a party and its financial support.
I don’t say this lightly but I predict that we will still be a two party system twenty years from now but either the Democrat or Republican party will be gone.

Thinking of Iran, nuclear proliferation, and electromagnetic pulses, I’m reminded that one of the reasons I think increased “federal” control of medicine is a bad idea is that the Americans risk losing their “federal” government.

I agree with the “party” thing. It’s the only thing we have right now. And the only party coming close to having a sane view seems to be the conservative republicans.

How about this, AP? What if the GOP takes over and changes the requirements of the mandate to a high deductible policy with a Health Savings Account? And what if they make those with pre-existing conditions to at least pay a higher premium?
If the mandate actually improves health care costs by connecting the patients with the prices, this might work out much better than expected.
