What’s in the White House’s ObamaCare bill?

posted at 1:36 pm on September 30, 2009 by Ed Morrissey

A month ago, as Congress prepared to return to Washington DC in total disarray on overhauling the American health-care system, the White House proclaimed that Barack Obama himself would draft a proposal to restart the process.  His joint speech in Congress mentioned no such plan, however, and the media quickly shifted its focus to the Senate Finance Committee, where moderates would have more influence than in Nancy Pelosi’s House.  Today, though, Roll Call reveals that the White House did craft its own plan — but wants to keep it under wraps now that Congress has returned to its own deliberations:

The White House has been secretly drafting its own health care legislation that it may unveil at some point during the debate if officials believe it would help secure passage of a bill, according to sources familiar with the effort.

Sources differed on how far the process has gotten, with some saying a bill is basically finished and others saying they are aware only of a partially completed effort. White House officials, though they know their preferences, also appear to be constructing different options that could be thrown together depending on how the legislation is shaping up in Congress. …

“They are getting ready for a backup,” said one veteran observer of health care debates who was knowledgeable about the effort. “It will be parachuted in if necessary.”

The White House measure appears designed to entice moderate Democrats and perhaps even Republicans into supporting a health care overhaul if legislative efforts in Congress fail or if they move too far to the left. Sources said one possibility would be to invoke the measure if the Senate cannot rally 60 votes to break a filibuster. Another option may be to present details of what the White House wants during a conference between the House and the Senate.

This creates another problem for Democrats.  Both moderates and progressives in their caucus need traction over some contentious points of the plan, especially the public option.  With the White House super-secret plan known, members of both chambers may demand to see it to gauge where they stand with the administration.  Both groups would also be concerned, as Roll Call notes, that Obama was preparing to “sell them out.”

No matter how one looks at it, though, it’s a strange notion of leadership.  Barack Obama insisted that he had the “judgment to lead,” but on his highest priority domestic-agenda item, Obama leads by … hiding.  A real leader would have produced this plan months ago and shaped the legislation through assertive engagement.  Instead, Obama has waited until the end of the process, and even then keeps his thoughts a secret.

What’s in the White House plan?  Why is Obama afraid to show it to Congress, and more importantly, to the rest of the nation?  Is this Obama’s idea of “the most transparent administration in history”?

He meant “invisible”. English isn’t one of his fortes … the Indonesian schools weren’t big on it.

progressoverpeace on September 30, 2009 at 1:39 PM

So Obama has drafted a series of plans based on what position congress is taking? Is his goal to fix healthcare (from his point of view) or is his goal to just pass *something* so he doesn’t look like failure. This guy is disaster of a leader.

tflst5 on September 30, 2009 at 1:40 PM

Since every day cost him in the polls, he can’t afford to delay things any further by throwing another version into the mix.

He couldn’t care less about what’s in the bills. He doesn’t even know what’s in them. Whatever is in them he will lie about anyway.

So if the Senate bill has some traction, he will go with that.

Later, he will illegally make changes to force Single Payer on the country, being careful of course to hide his actions until after the 2012 election.

Whatever version passes (if one actually does pass) will not go into effect until 2013. The Democrats deliberately planned it this way so that Obama’s re-election will not be hampered by the public’s finding out how badly they’ve been screwed once Obama’s “signature domestic policy issue” finally makes its debut.

If we didn’t already know that the plan is going to be a disaster, the Democrats’ cynical scheduling ploy would tell us that even they know it’s going to stink big time.

AZCoyote on September 30, 2009 at 1:50 PM

It’s not even just about transparency. The overarching complaint that independents have -those voters who voted for Obama but are now voicing their concern- seem to be upset that they don’t know what’s in the plan. There’s one jumbled mess in the Senate, and what, twenty, thirty bills in the house? Seriously, even an idiot would understand that having failed in the debate thus far, and with the loudest voices saying, “show us a plan” that he should unveil the plan! Worst case scenario, he should be discussing it with the Dems in Congress so they know which way to shape the current bills.

This is clearly the most unprepared, juvenile bunch of rookies to ever hold high office.

Wish this was going to be the case.

Once any bureaucracy is established in DC, it stays there and continues to suck away at or dwindling resources. Once the money has been spent, it’s spent.

This is the true danger from Osama Obama and the corrupt America-haters who are running the government: once they get their hooks set, the damage they do will take decades (or longer) to repair.

ObamaCare = wet kiss to unions (necessary to unionize heath care workers).

If this was about the uninsured, we would offer heath care vouchers to the uninsured like we provide food stamps to the poor.

If this was about portability, we could pass legislation to mandate coverage for pre-existing conditions.

If this was about cost saving, we would make available the sale of health insurance across state lines.

Like everything Obama’s Administration does, Obama Care is a politically motivated power grab.

FNC had a story on this morning about how the Senate HC bill exempts five states (including Nevada) from paying for the increased Medicaid costs (for 5 years) that are going to be heaped onto the states so that the federal HC bill can pretend to be “deficit neutral.” Basically, five Senators who are facing re-election problems (including Harry Reid) worked out a deal with Baucus to force taxpayers in the other 45 states to pay their share of the increased Medicaid burden for the next 5 years — so that creeps like Harry Reid can improve his chances for getting re-elected. Nice, huh? Good thing these Democrats are so ethical. Can you imagine what they’d be doing if they weren’t?

thomasaur on September 30, 2009 at 2:09 PM

You are most likely correct but the authors will be:

Jacob Hacker:

Berkeley Professor, Jacob Hacker is the Architect of the government take-over of health care. In his speech before the Tides Foundation, he said, “Someone told me this was a Trojan horse for single-payer. Well, it’s not a Trojan horse, right? It’s just right there. I’m telling you. We’re going to get there, over time, slowly, but we’ll move away from reliance on employer-based health insurance as we should, but we’ll do it in a way that we’re not going to frighten people into thinking they’re going to lose their private insurance. …” He calls Government run health care “risk shift” – we call it taking your money and taking your liberty.

Hacker is a major player in the entire health care debate – yet he is all but ignored by all media outlets. He is a wolf in sheep’s clothing. Watch him in the Tides Foundations videos on Youtube. You must make yourself familiar with him and his work.

Another likely author is Roger Hickey:
Hickey is the connection to the money & influence of groups like Tides & Apollo and SEIU etc.
You can trace all the “Green” or “Social Justice” groups Hickey has connections to. His main group, Institute for America’s Future, was the incubator for the Apollo Alliance.

No one should be surprise about this development. The Baucus’ staffer,Liz Fowler the ex-Wellpoint executive who wrote his bill, had some professional relationship with Hacker/Hickey in the past but apparently didn’t stick with the Obama Public Option she had previously supported with them. Frankly if Hickey or some other SEIU-esque HCAN/ACORN rep is involved I wouldn’t be surprised if EFCA gets inserted in there somehow.

What will happen here is when the bill (in whatever form) gets past the houses and zero doesn’t like it, he’s going to throw his own bill at their heads and the process will basically be start from scratch…zero’s personal reset button.

It’s not only stupid and a waste of taxpayer money, it’s completely unfair. Congress refuses to allow the people that put them there and are supposed to represent to read the bills, and it’s for damn sure we won’t get to see what zero proposes, they’ll just rubber stamp it, send it through reconciliation, and we won’t get to see anything but the tax bills and government intrusion into our personal affairs times 1000, as well as a serious degradation of our civil rights.

Dammit, the lot of them need to be removed from office, zero included. I mean NOW, not in a couple years. We need recourse to this dictatorial fashion of government, even if it takes a bloody, violent revolution. AGAIN.

Obama has one goal – the financial destruction of America. He knows there are a number of ways to get there. One of them is to push through a government-run health care plan.

maryo on September 30, 2009 at 3:27 PM

What’s in the White House’s ObamaCare bill?

Same as what’s in the Boobsters brain:
NOTHING
NADA
ZIP
ZILCH

Here’s a clue: It doesn’t exist. It never did. It’s not going to. Akbar lied. He is a liar. Everything he says is a lie.

Is this Obama’s idea of “the most transparent administration in history”?
As transparent and warm as Lake Michigan, in February.

highhopes on September 30, 2009 at 1:54 PM

Nice and warm, because Obama wee-wee’d up and peed in it.

I don’t believe they have written anything. He will sign whatever comes to his desk and call it a victory.

Why so coy? I wonder if there really is a plan at all. Or if Obama is just blowing smoke.

I hope it doesn’t resort to blood, but if they pass this thing, I believe there will be a heck of a lot more than just a million teapartyers out in the street. There will be some sort of uprising. It’s kind of like the movie “Tora, Tora, Tora” where after the Japanese attack Pearl Harbor, the Prime Minister says quietly, “I believe we have just awakened a sleeping giant”.

I don’t know, the Republicans have done a pretty good job of just saying Hell No, thus far. In fact they have done better than I thought they would.

Suanboo:

I don’t think this is true, and I also don’t think statements like this help that much. In fact today that idiot Bette Midler said that Beck was going to lead the Tea Partiers on some Rwanda like massacres of the innocent or something. They just use remarks like this to make conservatives look scary. That way they can justify reports like the one from DHS saying that there were right wing extremists who are a threat and all that nonsense.

If they pass it, throw them out of office and elect people who will repeal it. Elect people to state government who will refuse to adopt the plan in your state. There are things that can be done.

Do it anyway I am. Its’ that POS Harkin that needs to be gone but the liberal side of the state keeps puttin the guy who lives in the Bahamas back in.
I wrote him twice and both times got how great the public option is back from him. Last time I told him he was either a Liar, an Idiot, a Buffoon or all three and I will do my best to see he’s gone . Tool wouldn’t even do townhalls on Healthcare only windmills or green crap.

dhunter on September 30, 2009 at 4:08 PM

Ed, nice closer. Barack Obama is the king of the strawman arguments. Since he cannot argue facts with logic, truth and coherent facts, Obama simply sits on his hands and lets the debate rage as a means to let the strawmen emerge that he can summarily defeat.

His language for instance: “There are those who say that…”
or “Many on the other side have indicated that….” or “You’ll hear stories about how my plan will….”

You see, the only way he can set up those weak arguments is to try and bat cleanup and mischaracterize the oppositions position. There is absolutely no way he can use his signature tactic if he is out in front of something–no effing way. He has to give an issue time to stew–he’s doing it right now in Afghanistan–watch his next speech about it and I’ll guarandamntee you there’s at least two strawment arguments in there.

Upon slaying a squad of strawmen, Barack Obama positions himself to look like the only reasonable guy in the room a la deus ex machina–the savior who inserts himself at the last minute to save us from ourselves. There’s no way he can look like this or use this tactic if he is out in front of a debate. He is a reactionary president. He is the antithesis of leadership, because the term leadership connotates someone leading, and others following. He creates a leadership vacuum ahead of himself, then fills it only when he can slay a strawman.

Obama routinely violates the rules of logic and rhetoric.

Ivy League.

Terrye on September 30, 2009

This is my problem with open, violent rebellion. The military will be called out to protect the Conressional scum-suckers and we don’t want to harm our military or be lined up like ducks in a shooting gallery for them. Why risk thousands of American lives in an overt, frontal attack?
I will believe in the democratic system until it’s proven to me that Americans are overwhelmingly in favor of serfdom. Then will be the time for the remaining minority of free men to take up arms against their oppressors. Even then, if democratic, non-violent action fails, there are options that don’t require massive loss of innocent life.

Well yeah, when you talk about violent revolution, this is who will be getting violent with.

And I don’t think most Americans have any intention of being serfs, but the truth is elections really do matter. And if you want to know the truth, this is why I get so frustrated with people on the right when they go after each other for silly petty crap that often as not does not mean much in the scheme of things…not when you are confronted with someone like Obama and Pelosi anyway.

I e-mailed Senator Ben Nelson (NE) and will follow up with a phone call. NE’s other Senator and 3 Representatives are all Republicans and will not vote for the Health Scam.

We need to stay on the Congress and burn the telephone lines up and make sure they know we won’t forget if they for vote for this SCAM.

yoda on September 30, 2009 at 4:48 PM

it doesn’t matter if we call or not, they don’t listen to us.

I’ve written Senator Mark Warner(D-VA) regarding my opposition to these piece of Marxist sewage several times. Last week I received an email from his office stating that he wasn’t going to give up until he “fixed” our “broken health care system”. His email was marked “Do Not Reply”. THAT’S how much these clowns listen.
