U.S. intelligence: We’ve infiltrated Al Qaeda

posted at 5:25 pm on September 30, 2009 by Allahpundit

Imagine the odds of a scoop like this appearing in WaPo smack dab in the middle of the White House’s debate over whether to pursue counterinsurgency in Afghanistan or counterterrorism in Pakistan. Who, oh who, could be responsible?

Those within the administration who have suggested limiting large-scale U.S. ground combat in Afghanistan, including Vice President Biden, have pointed to an improved counterterrorism effort as evidence that Obama’s principal objective — destroying al-Qaeda — can be achieved without an expanded troop presence.

The most important new weapon in the Western arsenal is said to be the recruitment of spies inside al-Qaeda and affiliated organizations, a long-sought objective. “Human sources have begun to produce results,” Richard Barrett, head of the United Nations’ al-Qaeda and Taliban monitoring group, said Tuesday. Barrett is the former chief of Britain’s overseas counterterrorism operations.

Current and former senior U.S. officials, who spoke about intelligence matters on the condition of anonymity, confirmed what one former CIA official called “our penetration of al-Qaeda.” A senior administration official said that success had come “because of, first of all, very good intelligence capabilities . . . to locate and identify individuals who are part of the al-Qaeda organization.”

The real scoop here is that this isn’t a scoop. If you follow the news about U.S. airstrikes in Pakistan even casually, as we do at HA, you know that something unusual’s been going on over the past 18 months. Check out the graph Bill Roggio put together over the summer, then scroll down and examine the dates on which most of the big jihadi fish were caught. Virtually all of them are from January 2008 or later, and Roggio’s list doesn’t even include now-liquidated Taliban leader Baitullah Mehsud, who was iced in August. Part of this can be explained by a command decision to simply use drones more often — the more bullets you fire, the more targets you’re likely to hit — but the U.S. isn’t in the habit of firing haphazardly in Pakistan given the concerns about a popular backlash, which can only mean that something dramatic has changed on the ground in terms of intelligence. In fact, here’s something I wrote all the way back in February:

The pace is remarkably consistent: Every two months or so for fully a year now, one of the AQ illuminati has gotten a ticket to meet Allah. Something profound’s happened to our intel capabilities over there but I can only marvel at what it might be. More informants, sure, but how many and how close are they to the top? The more big fish we kill, the more paranoid AQ must be, yet somehow they still haven’t caught whoever it is that’s ratting them out. A French analyst told the LA Times as far back as last May that he suspected the U.S. is using better technology too, a point the NPR story supports in touting the advantages of the new Reaper drones over Predators. And yet … it seems like there’s something bigger going on.

I guess now we know what that “something bigger” is. Given all the above, I have no objection to intel agents leaking to WaPo that we have spies in place — surely AQ has figured that out by now — and frankly, I wish they’d do more of it as psyops to sow paranoia among the jihadist elite about turncoats in their midst. There are, reportedly, rifts inside Al Qaeda that a shrewd strategist could exploit. (Imagine if the U.S. decided to target a single faction inside the group for, say, six months; that faction would inevitably suspect that the other faction was ratting them out and the odds of an AQ civil war would skyrocket.) Let’s start exploitin’.

Is it good form to announce one has cracked an organization and has people on the inside? I don’t remember Masad bragging, or UK advertising that it broke German codes. I guess this is more hope and change being exercised in the intelligence gathering arena, which is something that both B.O. and his dummy VEEP seem to be very lacking in.

Al Queda already knows we’ve infiltrated them. Let them destroy eachother trying to figure out who the “zionist Mole” is. I hope they all kill eachother through suspicion and paranoia.

ted c on September 30, 2009 at 5:41 PM

We’re all talking through our pants on this stuff. If any of us actually knew what was really going on, we wouldn’t be posting here.

You don’t really need to infiltrate to get information like this, all you need to do is sit and watch long enough. If you have unarmed drones in the air 24×7 and are watching everything going on, it doesn’t take long to figure out what is where. Wait for an attack someplace and play the surveillance backwards to see where it came from.

By now we should know every rock, goat and tree in that region on a first name basis. We have had 8 years to just sit there and watch.

If that region isn’t under 24x7x365 surveillance, then someone should be fired.

I agree with AP that the real scoop is that this isn’t a scoop…but can’t we pretend it is and rag on the Obama administration that they are Keystone Cops for letting the enemy know what we are doing via their BFF’s, the media. Isn’t it more fun to rant on and on about how the Obama administration not only let AQ know that we have infiltrated them, but provided a map that shows exactly were our intelligence officers are currently staying.

Isn’t that more fun?

Knucklehead on September 30, 2009 at 5:50 PM

I figure this out over a year ago. We built a fort on the AfPak border., There was a tremendous firefight and our people barely held on. Who do you think they used as labor?

Locals. Many locals can be recruited as helpers. AQ killed a lot of them but the area is rift with villagers and runners. This is very old tactics. Recruit lots of locals once you get to know them give them goodies and they run messages.

Once we have had troops in the area just like Iraq we got the assistance of the locals. Taliban has been oppressing them also.

I have read of some really good intelligence operations run in Bush’s last year. Those people are still on the ground. The pace was stepped up to get some sucesses before Obama came in and thankfully they have been allowed to continue under Obama

It was obvious that we had some inside talking when we had a drone hit and were waiting for confirmation on whether a target was killed.

Taliban killed Mehsud’s father-in-law where the hit was under the presumption that he colludr in Baitullah’s assasination.

The humint recruitment was done 2-3 years ago and has been continuing. Just that we have been more willing to act on the Pak side of the border. Especially since the Paks were figuring that they better not make a fuss since they were in danger of being overrun.

I don’t care: if al-Qaeda figures it out for themselves, good for them, but the US should not be in the business of providing intel to the enemy. We need a secrets law, and one with the teeth to put “leakers”, both military and civilian, to death. There should be no discussion of secrets allowed, period.

They paranoia over who is a traitor in their ranks has been wonderful to behold. But this piece of candor was not needed. There has been a lot of killing of suspected spies by the Taliban and many of them may have been our spies.

We need humint and should not let the press waste them by being outed. Even if they suspected, it is better to not to have it admitted in the US press.

Steve Z on September 30, 2009 at 5:56 PM

Is it really a good idea to let AQ know that we have infiltrated them? Before hand, they might have had an inkling, now, they know, and will work to cleanse the ranks.

William Teach on September 30, 2009 at 5:56 PM

It’s one thing for people to suspect or deduct that we have someone on the inside…it’s quite another for some blabbermouth “source” to admit it. Why can’t anyone in govt keep their mouth shut?

On a side note, I noticed last night how much the moon (1/4) with Jupiter beside it looked like the symbol of Islam, except that it was backwards. (The moon was in first quarter, with curve facing right and Jupiter was the “star” to the right of that) It made me wonder if those wishing to kill all infidels might use such a thing as a sign to attack…except when facing the right way.

Well, I researched what the night sky was on Sept 10th 2001, and what do you know, the moon was in it’s last quarter (curve facing left) and the moon was around 1 degree north of Jupiter that night, meaning they were in proximity and the makings of the perfect glowing symbol of Islam.

That creeped me out. I’m really not a freak, and I do not think it is some astrological sign of doom or that moonbeams can fly out of my butt or anything like that. I just wondered if the terrorists might have used it as a sign to attack.

Does anyone know how often that can happen? I know Jupiter is prevelant every September, but it is not always high in the sky and right next to the moon, especially when factoring in the quarter moon stuff.

But he maintained that other governments and intelligence services “have been much more amenable to cooperating with Washington because of the new image that has been projected” by Obama. “I don’t want to criticize the previous administration, because they were equally motivated,” he said, “but cooperating too closely with Americans at that time tainted them.”

“If the United States is heavily engaged in certain activities, whether on the ground, air or sea, it requires cooperation with certain countries,” the official said. “Over the last nine months . . . the environment has been much more conducive to cooperation.”

Similarly, if you brag that if you’ve infiltrated Al Qaeda, odds are good you have, in fact, not infiltrated Al Qaeda. Not that I’d put such a profoundly stupid move past this administration. I posted on a prior “anti-terrorist success” thread. Why are these BOZOS crowing about this? Can’t they keep their mouths SHUT. They risk valuable intelligence by bragging about their successes.

Dave…
we used the same strategy over here in Iraq back in 2005/06 timeframe and had a lot of red on red all started by the good ole US of A. This is nothing new I am revealing as it has been an old war tactic for thousands of years. nothing like getting the head of your adversary as this helps them to make more mistakes to your advantage…

The tactic of announcing the infidels have traitors among the faithful did work well for the French in Algeria too. Insurgent counterintel doesn’t involve wiretaps or auditing tax returns, they start torturing their own rank and file, and soon it becomes a matter of factions proposing each other for the Question.

By now we should know every rock, goat and tree in that region on a first name basis. We have had 8 years to just sit there and watch.

If that region isn’t under 24×7×365 surveillance, then someone should be fired.
