Congressional Dems to open ObamaCare to illegals?

What began as a bug in ObamaCare has now become a feature, according to Rep. Michael Honda (D-CA). The chair of the Congressional Asian-Pacific American Caucus now says that the government exchanges should cover immigrants, regardless of their legal status:
Fearful that they’re losing ground on immigration and health care, a group of House Democrats is pushing back and arguing that any health care bill should extend to all legal immigrants and allow illegal immigrants some access.
The Democrats, trying to stiffen their party’s spines on the contentious issue, say it’s unfair to bar illegal immigrants from paying their own way in a government-sponsored exchange. Legal immigrants, they say, regardless of how long they’ve been in the United States, should be able to get government-subsidized health care if they meet the other eligibility requirements.
“Legal permanent residents should be able to purchase their plans, and they should also be eligible for subsidies if they need it. Undocumented, if they can afford it, should be able to buy their own private plans. It keeps them out of the emergency room,” said Rep. Michael M. Honda, California Democrat and chairman of the Congressional Asian Pacific American Caucus.
There are two problems with this approach. First, anyone can buy private insurance now, regardless of their status. No one prevents illegal immigrants from buying insurance policies. This is a big red herring.
The issue with legal immigrants is another problem. Since legal immigrants pay taxes and enter the country legally, they are already eligible for the tax benefits and subsidies provided by the federal government. However, as the Washington Times notes, the US has in the past set a waiting time to keep legal immigrants from accessing welfare programs for the first five years that they live in the US, in order to keep the US from being a welfare magnet. Honda wants to eliminate that barrier.
Honda is being disingenuous on the question of illegal immigrants and ObamaCare. They will have to buy the policies through government-run exchanges, where federal subsidy programs will exist. Honda apparently thinks that he can split hairs here and say that illegals won’t get subsidies from these same exchanges, but what Honda has not done is provide any enforcement mechanisms to keep them from receiving these subsidies. One can insert language into a bill stating that illegal aliens cannot receive benefits from the program in any number of places in the legislation — which Democrats have already done — but unless there is a mechanism for requiring proof of legal residency in the system, they will receive the subsidies simply by applying for them.
Democrats, by the way, defeated an amendment over the summer that would have provided such a mechanism.
Now, instead of following Barack Obama’s lead in insisting that illegal immigrants would get excluded from the system, Honda and his colleagues are claiming that inclusion is actually a big plus for the program. I doubt that voters will see it that way, and it undermines the claim that concern over federal dollars going to illegals is some kind of “myth”. As a political strategy, it’s sheer folly.

I really have my fingers crossed that the cap N Trade as well as this healthcare scam will get bogged down in the Senate and disappear.
I am trying to keep an eye on the cap N Trade bill right now because it would not surprise me to have the Dems try to slip it throught while all the attention on the healthcare debate.

I think we need some lessons in basic English, here. It gets so tiring hearing the left abuse the word, “immigrant”, but to hear those who claim to be on the right abuse it in the same way is quite beyond disgusting. Illegals are MIGRANTS, not immigrants. For the hard-of-thinking, let’s take a stroll over to a dictionary (Merriam-Webster seems the dictionary of choice to establish the meaning of words that everyone with a brain should already know) to see what the definition of “immigrant” is:
immigrant:
a : a person who comes to a country to take up permanent residence
Now, an illegal cannot be an immigrant, in this sense, since it is almost impossible for someone to argue that an illegal has any real intention of staying permanently – since they can be tossed out at any moment and should not have access to the normal services of government. Illegals are, more correctly, MIGRANTS, who are just moving with the jobs and the opportunities. This is demonstrated by the way they flee whenever there is a minor crackdown, with many having fled further north to Canada after finding the US uninviting.
But, maybe people have some other definition of “immigrant” that they are appealing to when they use the label for illegal aliens? Something like:
b : a plant or animal that becomes established in an area where it was previously unknown
Now, this definition fits, but I doubt people would stand by the actual meaning or intention of it, as thinking is not part of this definition.
Ed, you’ve managed to mangle the Honduran story and you are lending legitimacy to the left’s mangling of English by terming illegal aliens, “immigrants” (the “illegal” modifier doesn’t really help the case, at all). If you feel compelled to use a label that describes the movement of illegal aliens then you could use the more accurate term of “illegal migrants”, though that still carries problems with it.
It would be nice if those on the right could try and get their terms straight. Is that asking too much?

I’m saying that:
1) words have meaning and people should use the appropriate words.
2) the abuse of “immigrant” is intentionally done to confuse the issue and make people think that they are somethign they are not. On top of it, the use of “illegal immigrant” is done so that the “illegal” modifier can be dropped off (after everyone gets tired of repeating it over and over) and the conversation can be twisted into one of immigration, which is not what the illegal issue is about.

My parents live in a ‘sanctuary city’ in Texas. Their next door neighbors are illegal aliens from Mexico. The three women that live there have had a child a year for the past six years they have lived there. They have all been delivered and taken care of on the American Tax Payer’s dime, and this is confirmed because their mail was delivered to the wrong box, with a nice fat welfare check on top. IT looks like the partridge family walking down the street…literally.
My parents have called Border Patrol, ICE, the sheriff’s department, daily, with all the loud music until three in the morning…..their congressmen, both state and federal, to no avail.
San Antonio will not allow their county sheriff’s to do ANYTHING about the problem, even though it is obvious.
Now, we have this waste of skin democrat wanting to give them more more more.
Enough is enough! NO staying home for this next election….it is time to flush the toilet, boot the illegals and their enablers in Washington, DC!

Of course I not only do not want illegals to have taxpayer funded health care, I’d like to see a LAW stating that triage be established at all emergency rooms, and non emergencies be turned away. Clinics aside the emergency rooms can be optional, but it should be illegal to treat illegals without proper medical insurance.
So basically, illegals get no non emergent care, they can just GET THE HELL OUT.

Ah, proper terminology with respect to those who are not of our Nation but come here without our leave! Yes, this is under the Law of Nations, Book I by Emmerich de Vattel, first with the question of settlement:
Now by the Law of Nations those here illegally are vagrants without settlement, seeking to use the ancient birthright Nationality concept to their favor to become citizens. That is not, howver, the end of the matter as we read onwards:

The argument is that these people cannot find sustenance in their own Nation, which we cannot adjudge on an overview of all individuals who are making themselves vagrants. With that said they have the right to seek to LEAVE their Nation. That can be done on a temporary basis for business purposes, of course, but must adhere to the laws of the Nation they are heading to. If they are seeking to leave permanently, then they have the right to leave if they adhere to the strictures between Nations. If they head to a State that has close ties and agreements for consentual citizenship, then that may be done. This is rarely the case, however, thus they have the avenue to appeal to the sovereign of the destination State, which in the case of the US is our federal governmental body assigned this duty which is Congress. Congress has set up rules for this, however, for those seeking asylum, and these vagrants are not seeking that. Thus they are stuck with the Treaty arrangments (or lack thereof) between their mother country and their destination country. As those are in place save for a very few Nations, and we offer asylum to those people from those Nations, that means that under Treaty those individuals seeking to come to the US must go through regularized channels set up between our Nation and their mother country and then abide by all laws in the US for applying to be a citizen.
They are not supplicants who have been banished for one reason or another: they have left voluntarily. Supplicants have an asylum procedure to go through, in any event.
Thus the proper term for those here from another country without following Treaty obligations and US law is: vagrants.
Some few of those are trying to exploit ancient custom while they still retain ties to their mother country and that is: disloyalty to their mother Nation as it has Treaty ties with the US, save for those seeking asylum here.
That means that not only are they breaking US law, they are breaking the Treaty with their mother Nation and liable to be breaking laws in their mother Nation for doing these things, plus liable for any and all punishments stipulated in the Treaty for those not following its obligations signed on to by both Nations.
Thus, our obligation upon finding those that are not seeking asylum, who do not follow our laws and who have broken a Treaty obligation is: try them for violation of our laws and any treaty obligations and, once they have served that term out, they can be sent to their mother Nation for further prosecution. Of course things can be worked out for more expediency in trials, deciding what the punishments will be, etc.
Somehow we don’t need to reinvent this wheel, just use it like it was made to be used.

No one needs to go to a hospital emergency room with less than a serious emergency. Every town and city has at least one Doc-In-The-Box. They can handle most simple emergencies and all non-emergency cases quickly and cheaply. Recently, I cut the tip of my finger off and rather than sit in an emergency room for four hours, I went to a Doc-In-The-Box had it sewed up and was back out on the street in less than an hour. I had to pay them, sure, but it wasn’t bad – about the same amount as taking a family of four to a nice dinner and the theatre. They didn’t even ask me about my immigration status, either.

Which provides a dilemma for Democrats: in order to make a valid point — namely that, in practice, within a few years illegals *won’t* be able to find private insurance, because their health care plan will chase it out of existence, so illegals will have to go without — they’d have to actually admit that their plan does this to private insurance, which they can’t without sinking it altogether.
So the only option they’re left with is to whine, harp & carp about how “unfair” it is, without ever landing a real punch.
And the loyal opposition can keep asking, “well why don’t they just buy private insurance?” knowing full well there won’t be any private insurance, but with the Dems unable to admit this openly.

Agreed. Which is the real reason Dems were so aghast at this outburst — they knew the punch landed squarely on the One’s jowl.
If they try & hang Joe Wilson for this, it’ll just bury the wound deeper. They can never undo it.

The non-partisan Congressional Research Service 8/25/09 report on H.R. 3200 says: (1) All unauthorized aliens who have been in the US for 183 days over 2 years would be required to obtain health insurance. (2) H.R. 3200 does not contain any restrictions on noncitizens—whether legally or illegally present —participating in the Exchange. (3) the Health Choices Commissioner would be responsible for determining how the premium credits would be administered in the case of mixed-status families, e.g. anchor baby families.
House Democrats repeatedly rejected Republican amendments that would explicitly exclude illegal immigrants from participating in the health care proposed by H.R. 3200. If Democrats did not intend that illegals be included either administratively or by the courts, then why did they reject these clarifying amendments?
The President repeated the demand that legislation provide coverage for all 47MM uninsured in the country – right up to the speech to Congress. Before Congress he shifted to talking about providing healthcare to 30MM uninsured American citizens. But that acknowledges that all Democrat bills in Congress do include coverage for 17MM non-citizens. And don’t get me started on it not costing a dime.
This has been part of the plan all along.

These congressmen don’t have a clue about what they’re doing and it would be a first step to improvment if they just admitted it and spent some time finding out.

I think it is a shame that our “undocumented” workers have to live in regular neighborhoods next door to racist, timist people who do not appreciate the multicultural gift of a 3am concert.
Let’s start a libPAC to help these unfortunates acquire housing next door to tolerant people like EVERY congresscritter that supports amnesty or even benefits for these poor folks. We can scrape up a lot of liberal, Berkley, dailykos green, and see what happens when they move next door to Reps. Honda, Pelosi, et al.
