Pelosi kills trigger on public option

posted at 12:55 pm on September 24, 2009 by Ed Morrissey

Blue Dog Democrats in the House and moderate red-state Senators thought they had won some moderation in the ObamaCare bill over the last few weeks, especially after Democrats got a very loud earful from their constituents during the August recess.  Today, however, Nancy Pelosi tossed the moderates aside in her press conference.  She insisted that the House would produce a bill that includes a public option without a trigger, and with a wealth surtax to pay for it:

House Speaker Nancy Pelosi on Thursday shot down a healthcare compromise that has been viewed as the best chance for getting a bipartisan bill through the Senate.

Pelosi (D-Calif.) rejected the idea of a “trigger” for a public option. That means that the government-run health care plan would be a fallback option, enacted only if other reforms didn’t make healthcare more accessible. …

“I don’t even want to talk about a trigger,” Pelosi said at her weekly press conference. She said the “attitude” of her fellow Democrats is that “a trigger is an excuse for not doing anything.”

Not only did she refuse to consider the trigger, she also will insist on Medicare rates for the public option plan.  That has hit serious opposition, as providers have begun avoiding Medicare patients because of  the low compensation rates and red-tape issues in the system.  Blue Dogs had previously thought they had a deal to offer better compensation rates, at least for a few years, as a pot-sweetener to get providers on board.

This vastly complicates the ability of Congress to pass a bill.  Clearly, a public option and a wealth surtax will not make it through the Senate.  In fact, Pelosi’s hard-line attitude will make it even more difficult for Max Baucus to attempt to woo red-state Democrats, let alone Republicans, into a compromise.  Even before it gets to the Senate, though, this bill has a good chance of failing in the House with Pelosi’s demands.  Democrats may talk big about astroturfing, but the Blue Dogs know well that the reaction in the districts was genuine — and will mean a shortened career for those who support Pelosi’s idea of health-care reform.

Basically, in drawing this line in the sand, Pelosi has said “happy trails” to moderates.  She wants to push through a radical agenda, and she thinks that her progressive caucus will be enough to make it happen.  Pelosi may find out that she just marginalized herself as a party leader — and if she doesn’t realize that soon, she may wind up marginalizing her entire caucus in the midterm elections.

I agree with your logic, it is just not possible to cover all the blue dog districts, but she might be thinking she just has to cover “some” to keep her majority next year. Also, I do not think that Pelosi takes the tea party movement seriously and thinks that it will die before the effects can be felt on the 2010 elections. By that time the issue of Immigration will be the big topic, and that has the potential to negate any potential Republican conservative wins in the house.

Also consider what was voiced by other posters: the scorched earth theory. She might be willing to go that rout.

If the Blue Dogs can’t figure out now that they are completely expendable to whatever Pelosi wants, and that whatever she tells them or agrees to with them is null and void at any time at her option, then they need to be turned out.

Over on The Hill.com, they are whining about how Pelosi isn’t giving them any “cover” so they can shaft the people who voted for them and get away with it. No wonder “congressman” is so far down the ranking of “people you trust or admire”.

The country is getting a real lesson in who works for whom, just as the Blue Dogs just got. Hopefully good conclusions will be drawn and good things will happen.

Do the White House, Pelosi, Reid and others in the DNC have enough carots and sticks to use to trick/beat the Blue Dogs into submission? They were successful in the House with Cap and Trade… but that was earlier in the year.

That was before the polls had changed and before the August town halls….

So while, yes, I worry that they could try some tricks to get the Blue Dogs to go along with the party line, I’m not sure they will be as successful as they were the last time.

So maybe Pelosi does realize that she isn’t going to get a bill passed (to her liking, so she is just pretending to be tough and put on a good show to please her ultra-lefty constituents, so that she could say she tried and never wavered from her principles.

GeorgiaDoe on September 24, 2009 at 1:40 PM

How do you appease the House of Soros and the rest of the loons in your base by failing after you’ve known for a long time that you were going to fail? Make the language in the Bill so onerous, and appealing to those loons, that no Congress in their right minds would pass it. Then, all of a sudden the loons feel sorry for you.

Did Nancy include Government Doctors in the HealthCare bill? Why not? Wouldn’t that be the best way to insure that those on the Public Option would be getting the very best doctors available? I mean, the nepotism would be rampant, but still, I’m sure they would be the best doctors available. Nancy and Obambi would guarantee it, No?

PappaMac on September 24, 2009 at 1:49 PM

Pelosi is purely a distraction now, creating the illusion that the bill in the Senate is moderate.

The Baucus bill requires everyone to have health insurance. Those who cannot afford it will be subsidized by who? And what entity will administer these new enrollments?

There are other ways to create the public option without doing so in writing…

I can’t believe we allow ourselves to be treated like this…

Ed Graef on September 24, 2009 at 1:49 PM

To be blunt, I think Pelosi will offer enough inducements ARM TWISTING and outright bribery to the blue dogs to keep them towing the party line, just like cap and tax. The blue dogs are back in the cocoon of DC and are trying to make themselves believe that the townhall meetings were all a bad dream.

I think it will pass the house. If it does, NOT ONE representative who voted for it should get reelected, if it can be helped. That should be our long term immediate goal.

Forcing all of us to buy officially approved health insurance is essential to a functioning government-run system. Since when does the Constitution get in the way of liberals? McCain-Feingold and Kelo come to mind. Other than “equal protection under the law”, liberals second favorite passage is “promote common welfare”. They take those two phrases in the Constitution, interpret them to mean whatever they want and get their accomplices on the Supreme Court to agree with them.

Have you ever wondered why we don’t routinely amend the Constitution? Have you ever wondered why we haven’t put abortion and gay marriage up for an amendment? If, we the people amend the Constitution, we take away the control from the Washington elites.

The Constitution means absolutely nothing to those people. They swear to God a pledge to uphold it and then spend their entire political careers defecating all over it. So the bottom line is…they’ll make us do whatever they want us to do regardless of what that pesky Constitution, written by a bunch of old men over 200 years ago, states.

I think Nancy has been lunching in her own vineyards too long and I agree with Conservative Voice. The trigger needed to be removed. No wiggle room for later.

I am glad the trigger was removed…

Ohhh…Thank you for the image of the Balrog dragging Pelosi down into the abyss.

What a boost it would be for our country if Obamacare, Pelosi, and Reid crash and burn.

A bottle of Johnnie Walker Blue to myself if nothing passes by the end of the year.

catmman on September 24, 2009 at 2:57 PM

I’ll drink to that.

By that time the issue of Immigration will be the big topic, and that has the potential to negate any potential Republican conservative wins in the house.

On what evidence do you make that claim? When Bush and congress tried to push for immigration “reform” so many calls came in to the houses of congress that it shut down the phone system. People of both parties opposed it, and I would be you a dollar to a box of donuts that those people are also a majority of our tea party folks. In this economy, people are not going to be any more amenable than they were in the summer of 2007.

It’s time Nancy returned to Damascus, for good.

I’m impressed, Roy, did you change your profile just to match the “Trigger” “Happy Trails” motif or is it just serendipity?
