Pelosi kills trigger on public option

posted at 12:55 pm on September 24, 2009 by Ed Morrissey

Blue Dog Democrats in the House and moderate red-state Senators thought they had won some moderation in the ObamaCare bill over the last few weeks, especially after Democrats got a very loud earful from their constituents during the August recess.  Today, however, Nancy Pelosi tossed the moderates aside in her press conference.  She insisted that the House would produce a bill that includes a public option without a trigger, and with a wealth surtax to pay for it:

House Speaker Nancy Pelosi on Thursday shot down a healthcare compromise that has been viewed as the best chance for getting a bipartisan bill through the Senate.

Pelosi (D-Calif.) rejected the idea of a “trigger” for a public option. That means that the government-run health care plan would be a fallback option, enacted only if other reforms didn’t make healthcare more accessible. …

“I don’t even want to talk about a trigger,” Pelosi said at her weekly press conference. She said the “attitude” of her fellow Democrats is that “a trigger is an excuse for not doing anything.”

Not only did she refuse to consider the trigger, she also will insist on Medicare rates for the public option plan.  That has hit serious opposition, as providers have begun avoiding Medicare patients because of  the low compensation rates and red-tape issues in the system.  Blue Dogs had previously thought they had a deal to offer better compensation rates, at least for a few years, as a pot-sweetener to get providers on board.

This vastly complicates the ability of Congress to pass a bill.  Clearly, a public option and a wealth surtax will not make it through the Senate.  In fact, Pelosi’s hard-line attitude will make it even more difficult for Max Baucus to attempt to woo red-state Democrats, let alone Republicans, into a compromise.  Even before it gets to the Senate, though, this bill has a good chance of failing in the House with Pelosi’s demands.  Democrats may talk big about astroturfing, but the Blue Dogs know well that the reaction in the districts was genuine — and will mean a shortened career for those who support Pelosi’s idea of health-care reform.

Basically, in drawing this line in the sand, Pelosi has said “happy trails” to moderates.  She wants to push through a radical agenda, and she thinks that her progressive caucus will be enough to make it happen.  Pelosi may find out that she just marginalized herself as a party leader — and if she doesn’t realize that soon, she may wind up marginalizing her entire caucus in the midterm elections.

Here’s a question… will the blatant disregard of Pelosi and the rest of the House leadership for members of their own caucus drive any Blue Dogs into the Republican party for the sake of saving their own butts in 2010?

This is her last stand basically as a leader, she will go down with the ship…
A telling turn of events…they know more about their support and attitude then we do.
If their was a chance she would hang onto her leadership, she would dump the public option…like I stated, desperation, a “hail mary”…this is great news.

Not so fast sports fans. I am sorry to be the voice of reason here, but I think that we would do well to keep the pressure up. After cap and tax passed in the house, I am deeply cynical.

To be blunt, I think Pelosi will offer enough inducements to the blue dogs to keep them towing the party line, just like cap and tax. The blue dogs are back in the cocoon of DC and are trying to make themselves believe that the townhall meetings were all a bad dream.

I think it will pass the house. If it does, NOT ONE representative who voted for it should get reelected, if it can be helped. That should be our long term goal.

catlady on September 24, 2009 at 1:16 PM

So what happens when everyone realizes(much like the Baucus bill) this bill has no chance of passing? Was it Biden who said they’d have a bill by Thanksgiving? They’re down to 2 months.

Doughboy on September 24, 2009 at 1:17 PM

Pelosi may find out that she just marginalized herself as a party leader — and if she doesn’t realize that soon, she may wind up marginalizing her entire caucus in the midterm elections.

We may only have two political parties, but it is easy to see the different coalitions within our political system. Liberals, Blue Dogs, Republicans, and Conservatives (it feels almost parlimentarian). Though the factions live under two banners it takes at least 3 of the 4 to get any legislation through under the current Congress and that is not going to happen.

Without the GOP winning back one side of Congress Obama cannot pull of the pivot he needs to save his presidency. Nancy Pelosi is not going to put anything on his desk, while polarizing the country against Democrats. Go Nancy go!

lorien1973 on September 24, 2009 at 1:01 PM

Having the Blue Dogs take over the leadership Democratic party and limited government conservatives in control of the GOP would be ideal. This would move the “compromise” point further towards liberty.

WashJeff on September 24, 2009 at 1:20 PM

This vastly complicates the ability of Congress to pass a bill.

The party leadership believe they can pass the bill despite opposition. So, they must have a plan they believe will work. What are they thinking will work to pass a bill, or are they just insane?

The simplest answer is they have just miscalculated, miscounted the number of votes they control, over estimated the degree to which the control those votes.

This is going to be interesting.

Skandia Recluse on September 24, 2009 at 1:20 PM

I’ve always figured that at some point in time, the Dems would look at that 2010 polls and figure, “screw it, the blue dogs are toast one way or the other, so we might as well push through what WE want and to hell with them.”

catlady on September 24, 2009 at 1:16 PM

What inducements could she offer? Payoffs to their districts? That’ll do a lot of good when they’re voted out in a year.

And yes, I realize some voters out there can be bought like in Murtha’s district, but if Pelosi thinks she can pull that off in every House election in the country, she won’t be the Speaker for much longer.

Federal employees, retirees and their survivors enjoy the widest selection of health plans in the country. You can choose from among Consumer-Driven and High Deductible plans that offer catastrophic risk protection with higher deductibles, health savings/reimbursable accounts and lower premiums, or Fee-for-Service (FFS) plans, and their Preferred Provider Organizations (PPO), or Health Maintenance Organizations (HMO)…
