Did the White House cut a deal with drugmakers for an ad campaign?

posted at 2:20 pm on September 23, 2009 by Ed Morrissey

Via Jim Geraghty, this looks like a pattern now at the White House. Offer a few concessions in exchange for a bit of third-party campaigning, and everyone wins! In this case, it’s more that the pharmaceutical manufacturers won’t lose as much as they fear, but otherwise the concept is the same as with the NEA’s efforts to get its grant recipients to make art about universal health-care coverage. If the deal explicitly included a requirement for the pharmas to launch their upcoming $150 million ad campaign, this could cross the lines of campaign-finance laws:

I’ll tell you — if someone negotiated a deal with me and I agreed to put up say, 80 dollars or 80 million dollars or 80 billion dollars and then you came back and said to me a couple of weeks later — no no, I know you agreed to do 80 billion and I know you were willing to help support through an advertising campaign this particular — not even this particular bill, just the idea of generic health care reform? No, we’re going to double — we’re going to double what you agreed in those negotiations to do. That’s not the way — that’s not what I consider treating people the way I’d want to be treated.

Rep. Tom Carper (D-DE) says this not to expose the corporatism of the White House, but to explain why the Left should lay off of the pharmaceuticals. As Jim notes, it hasn’t convinced them yet, and Carper’s apparent admission of quid pro quo will likely raise howls on both sides of the political spectrum. We may even reach a bipartisan consensus on the issue of White House corruption, but the biggest realization should be that government has no business redesigning the private sector so it can pick its favored winners and losers. When we give government that kind of power, it expands the opportunities for corruption.

I thought this was already settled. Didn’t the White House announce a deal with big pharma?

We already knew this, but it’s nice to get it caught on video.

And note to Big Pharma: You’re totally going to get stabbed in the back no matter what kind of ads you run on behalf of ObamaCare.

That was just one of the “asks”. They wanted more.

The lefty blogosphere has been screaming about this deal for weeks. It has really tarnished Obama’s halo with a lot of them.

I live in an area where thousands of pharmaceutical company employees live. All of them I have talked to are furious about this deal too. They know their jobs are on the line and they feel like their bosses have “sold them out just to get a ride on Air Force One,” as one of them told me recently.

AstraZeneca has a huge facility in Delaware, so Tom Carper knows all about this deal.

of course! this was a couple months ago and it was Billy Tauzin and TOTUS

Boehner wrote a letter to Tauzin in August
calling him out on it

…Drugmakers agreed to find tens of billions in savings in order to trim the federal government’s prescription-drug tab under Medicare in exchange for other protections, like allowing the industry to preserve a lucrative rebate structure under Medicare Part D and the White House’s agreement to oppose any move to force the government import lower-priced drugs from Canada. The industry also committed to spend $150 million to advertise in support of health care reform – although it has not yet endorsed any of the four bills to pass out of committee.

Campaign finance laws apply to advocacy campaigns, not just to elections. PhRMA can spend as much as it wants on ads, but if there is an explicit government benefit given to its members as a quid pro quo that could be illegal.

On the bright side, the Democrats were already pushing the envelope, so how much more really can they steal?

And since we’re so far down the road of devaluing our currency, Democrats will have to steal wheelbarrows of money in order to by a nickel bag of crack.

And for the leftrolls who will fly in to no doubt claim that this is somehow just how “free market capitalism” works in America, it isn’t.

This is corporatism – the state “cutting deals” with industries in which they agree not to destroy the industry in exchange for support for their political machinations.

The removal of a threat is not an incentive to produce.

Here are the details on how the Dems KILLED the amendment to allow RXS from Canada:

Update: From CQPolitics the real deal on who killed RXs from Canada:

In spite of its overwhelming focus on overhauling the health care system, the administration has been silent on one of Obama’s signature health care promises: allowing consumers to import drugs made in FDA-approved facilities in countries where they are often sold for less.

During the campaign, Obama charged that some drugmakers were exploiting Americans by charging premiums of as much as 67 percent higher than the prices they charge for the same medicines in Europe and Canada.

But Obama’s administration has since cut a deal with the pharmaceutical industry in which drugmakers promised to provide $80 billion in discounts to seniors and the government over 10 years to help pay the cost of a health system overhaul.

Here’s some more of that irony we referred to:

Ironically, Obama’s 2008 presidential opponent, Sen. John McCain , R-Ariz., offered an amendment during debate on a Senate Health, Education, Labor and Pensions Committee health plan that would have written such an importation provision into law. Democrats helped defeat it by a 10-12 vote, arguing that allowing access to the cheaper drugs from abroad was potentially dangerous in light of all the hazards Americans have faced in recent months from risky imported products.

ginaswo on September 23, 2009 at 2:41 PM

I’m beginning to wonder what difference any of this makes? Obama, and company are given pass, after pass. Nothing is ever done about this. No charges of corruption, no investigations, no calling to the mat on the lies, manipulations, outright trounces on the Constitution. They don’t fear us, and I’m beginning to believe …why should they? They have it all ready, that as that Libyan Liar said this morning, Obama should be president for life? Why do I feel this is the plan?

Sorry. Just feeling frazzled today over all of this. We have enough evidence, and examples of most all of them breaking their oaths, and yet nothing is ever truly done about any of it!

As long as the Americans’ “federal” government has 1,000,000,000,000′s of dollars to spend every year, without even a glance at the enumerated powers of the Congress, this sort of corruption seems certain to continue. It’s true that one must blog the news on a day-by-day basis, but it seems necessary also to blog the enduring truth on a day-by-day basis: We don’t know of a way to restrain a “federal,” “constitutional” government that is already being allowed to ignore the federal limits specified in its own Constitution.

I’m in my thirties, and I’ve never seen such blatant attempts at restriction of speech in my lifetime. It starts with the names (Nazi, racist, etc.), moves to explicit silencing of dissent, and ends with a complete loss of liberty.
