Baucus to increase subsidies to sweeten his health-care bill

Senator Max Baucus (D-MT) made a lot less friends on Capitol Hill than he first presumed when he offered his bill to overhaul the American health-care system. He dropped the public plan and lowered the subsidies, hoping to win Republican votes, but instead found himself castigated by fellow Democrats for “middle-class tax hikes.” Now Baucus has reworked his proposal, and in doing so has made it even less likely to pay for itself while aggravating the growth of a dependent class in America:
Mr. Baucus said he believed that the changes would “help smooth the way for passage” of the bill through the Finance Committee, where it has been criticized from both the left and the right.
The changes could add $28 billion to the 10-year cost of his bill, which was originally estimated at $774 billion by the Congressional Budget Office. The revised bill, though, could still meet President Obama’s stipulation that health care legislation not add to the federal budget deficit.
Under Mr. Baucus’s original plan, the government would provide subsidies on a sliding scale to help people pay premiums. People with income at the poverty level ($22,050 for a family of four) would have been expected to pay 3 percent of their annual income on premiums before subsidies would begin. People with incomes of 300 percent to 400 percent of the poverty level would have been expected to pay 13 percent of their income for premiums before being eligible for subsidies.
It was not immediately clear how much Mr. Baucus would increase the proposed subsidies. He said he wanted to reduce the maximum amount that moderate-income Americans would have to pay in premiums, under the legislation, to less than 12 percent of income.
The subsidies “will clearly be more generous,” he said. However, it was not clear if they would be as generous as those called for under bills approved in July by the Senate health committee and by three House committees.
One of the more ludicrous aspects of Baucus’ plan was the expectation of $259 billion in revenue over the next decade from an excise tax on insurers and employers who offered plans that cost more than $8,000 per individual or $21,000 per family. Colleagues such as Jay Rockefeller (D-WV) objected on the basis that some high-risk occupations require those kinds of policies. Baucus has responded by tweaking the limits upward, saying, “there is less of an impact” in the new parameters.
However, that won’t solve the actual problem with this excise tax, which is that it won’t generate any substantial revenue at all. Once insurers and self-insuring employers see a 35% excise tax for offering plans of any particular price point, those plans will get dumped in favor of plans that cost less, so that they fit under the cap. That excise fee in Baucus’ original proposal funded at least a third of his program; even with his static tax analysis, he’ll get less by raising the limits and spend more by adding more subsidies. Without that revenue, the Baucus plan is a deficit buster at a time when we can hardly afford it.
The existing subsidies in this plan, which stopped at an income level for a family of four at $66,000, would have made 62% of American households dependent on federal aid. By expanding this to $88,000, the level which Democrats want to cap subsidies, 74% of American households will depend on federal aid. Baucus wants to limit subsidies between those two levels by means-testing whether the household has to spend 13% or more of its income on health insurance, which would by $11,400 for a family plan, or just under $1000 per month of total cost, not just employee contributions. That would include most plans in the market for comprehensive health insurance (medical and dental), which means that most of the people between 300% and 400% of poverty level would get those subsidies.
What happens when 74% of Americans winds up on the federal dole? We eventually go bankrupt. That creates a situation where 5.8 million households get taxed heavily enough to pay for subsidies to 87.3 million, which is impossible — which means that taxes will rise on all households eventually when the revenue doesn’t meet expectations. It’s practically designed for disaster.

I have a buddy who is an optometrist.
He sees a lot of Medicaid patients.
A good many of them use Medicaid to pay for the eye exam (about $40) and then peel off $100 bills to pay for designer eyeglasses.
Great to know that I’ll be subsidizing even more of these “poor” people.

You know, that thought occurred to me when someone I was talking to pointed out the lack of racial diversity in the Republican party. Democrats favor affirmative action, write requirements into bills that money go to minority-owned businesses, and favor wealth redistribution through taxation (and unfortunately a greater proportion of the poor are racial minorities than the general population.) With all those financial incentives it’s amazing the Republicans are as diverse as they are.

Reminds me of a woman I saw in our tiny town’s grocery store a coupla weeks ago:

(OK this is wierd for SW ND).

I get outside & see she has IN plates.
Why does that matter?
Here in ND we have had a large influx of out of staters coming to live here & they immediately get on welfare.
Our state is very generous when it comes to welfare benefits of ALL kinds (LIHEAP, Govt housing, food stamps, etc).
And it’s cheap to live here.
Welcome to the new age of dependency.
Meanwhile, I scrounge in my little changepurse for enough quarters to buy a gallon of milk.
I can’t get on welfare bcs I own land & assets, but have no $$.
So I pay for myself & learn to do without bcs I’m not on the public welfare rolls.

Section 8 housing, which is used to move the poor out of areas with high concentrations of poverty, sets the subsidy according to the prevailing rent at their previous residence. This means someone moving from the Chicago area receives a larger government subsidy than those native to their new location.
I’ve heard complaints about them displacing local residents from low income housing because they are able to outbid them.

I would like it to be put in the regulations, or a law (which can be used as Alaska does this with their PFD) that you have to be living in said State for two years before you can aquire welfare, etc.

Subsidies – a way for government to increase taxes, lose 35% of it to overhead, inefficiencies and ‘oversight’, and then hand the rest out to those ‘in need’.
Tell ya what – don’t increase the taxes, give us 100% tax breaks for donating to charities that support health care for the poor and keep government out of it. I will have more money at the end of the day, those who really want to work at supporting the poor for the lowest overhead will get an influx of cash and more of the ‘poor’ will get treated without having to expand any insurance system which has its OWN overhead, waste, and ‘oversight’ losses. Lets cut the bureaucrats out of the system as they are useless middlemen and give to those who actually WILL help the poor, hmm?

Im a Physical Therapist. I see a few Medicaid patients myself, primarily those 18 and under because anyone in the state of Missouri 19 and over with Medicaid, the reimbursement for physical therapy is a big fat $0. But, alas, we got a whopping $10 bucks per unit (every 15 minutes of direct care) if theyre 18 or under. I take them, not because Im making any sort of reasonable profit off of them, because Im not..Im actually losing money when I schedule one because in that same time slot I could have a much higher paying insurance patient…but theyre kids and I figure they cant help their situation.
Funny thing is though, most of these “poor” kids with Medicaid…they have the nicest damn clothes, shoes and “accessories” Ive ever seen. Most are wearing the latest Nike or Adidas sneakers, Abercrombie and Fitch jeans and shirts, and every single one of them has the latest ipod and either Blackberry or Iphone. I often find myself looking at these “poor” kids, recieving free therapy (at a paltrey rate to me) and Im in awe by the material wealth they have. Im usually stunned as I look at their fancy new iphone or blackberry and ipod as I look down at my beat up piece of crap phone that I paid for with the measley reimbursement I got from treating them…knowing that of that 50 bucks I might make from treating them that day, Ill get to keep about 15 bucks of it…the rest goes toward taxes to help pay for their fancy phones and toys and clothes. This got me to thinking that I should just offer these “poor” kids 5 bucks to let me treat them..it would save time when I do my taxes.
Heres to funding even greater numbers of “poor” people, as I work my ass off just trying to get by.
