Surprise: Demand for new cars collapses after Cash for Clunkers ends
posted at 5:50 pm on September 21, 2009 by Allahpundit
As predicted, the “hangover” is upon us. Here’s the glorious result of dangling $3 billion in free taxpayer money in front of car-buyers: Two months of artificially stimulated demand which spurred manufacturers to ramp up production, leaving dealers now with showrooms full of new cars — and no customers to buy them. At the moment, no one’s even sure if overall sales will be higher for the year. Genius.
Edmunds.com reports that “September’s light-vehicle sales rate will fall to 8.8 million units … the lowest rate in nearly 28 years, tying the worst demand on record. After the cash-for-clunkers program boosted August sales to their first year-over-year increase since October 2007, demand has plunged. In at least the last 33 years, the U.S. seasonally adjusted annual rate has only dropped as low as 8.8 million units once — in December 1981 — with records stretching back to January 1976.”
“Many people regard February as the darkest month of the recession, but even then (sales were) higher, at 9.1 million units,” adds Edmunds.com statistician Zhenwei Zhou.
Thanks to the glories of federal bureaucracy, it’s a double whammy on the dealers’ end:
“It was probably, in the end, a complete waste of taxpayer money,’’ said John Wolkonowicz, a senior auto analyst at IHS Global Insight, Lexington forecasting firm. “The dealers, who were supposed to be the primary beneficiaries, many were forced into cash flow problems because the government didn’t pay them in a timely fashion.’’…
Robert O’Koniewski, executive vice president of the Massachusetts State Automobile Dealers Association, which represents 441 dealerships, estimated that most are probably still owed money.
“This program was very good at getting product off the lot, but there haven’t been long-term benefits,’’ he said. “Dealers are reporting that showrooms are pretty dead right now.’’
Wolkonowicz said the fall slowdown may have been worsened by the program because many buyers came out early to take advantage of the program instead of waiting until now to shop.
No word on the alleged green benefits from chopping up all those gas-guzzling — but otherwise perfectly drivable — clunkers, but you already know from past posts on this site that whatever it is, it ain’t much. Exit fun fact: According to some back-of-the-envelope math by Americans for Tax Reform, the program probably saved around $375 million. After an investment of $3 billion.

Most successful government program ever!
Then again, with the track record, it may be correct. Only a 90% loss.

Ding ding ding ding ding!!! That officially makes it the most efficient federal government program in history.

As I’ve been saying all along–they’re cheering the unemployment numbers dropping the past few months. It’s basically a bubble created by the Cash for Clunker’s program.
Now that it’s over with, all those jobs are going to be cut again. And I expect a return to 500k-700k jobs lost again.

Actually, the timing on this works out well. They were determined to waste some money on some publicity stunt and watching it crash and burn adds a nice touch to the health care debate.

MikeA on September 21, 2009 at 6:01 PM
Now there will be an implicit expectation, or at least hope, that this travesty of a “plan” will be reintroduced at some later date. Nobody wants to be the fool that buys a car right after this program. Sure, circumstances will force some consumers hands and they will be forced to buy but from a macro perspective the consumers will be far better prepared to wait it out than will the manufacturers. Also, for those consumers that can’t wait, buying used will continue to be an option.

Where are the numbers on rejections? A blurb on CNN yesterday, if I saw it correctly, said there were several hundred million dollars worth. That’s a lot of destroyed cars and pissed off dealers.
Side note: Can’t wait for April when people realize they owe taxes on that money.
BadgerHawk on September 21, 2009 at 6:07 PM
I’m looking forward to seeing many of those newly purchased autos get repossessed or given back to the dealers. A discount on a car is not the same as the job required to pay for it over the next 4-6 years.
I enjoy watching people who partake of socialism get burned by it.

It’s just a gimmick. My family received a mailer that if our number matched one of the number on the mailer, you won that prize. We supposedly won $500 gift card. My wife was so happy. She had me take it into the dealership, and without even looking at the mailer, the salesman informed me that we had won a $5 gift card, but if we wanted to upgrade into a newer vehicle, it would increase to $500.
I took the $5 and left.

My 83 year old neighbor and Obama lover bought into the C4C crap. She can’t afford a car payment. She thinks she’s getting a check from the government for that $4500. She plans on making the car payments out of that money

Knucklehead on September 21, 2009 at 6:13 PM
“The scariest words to a person are “I’m from the government and I’m here to help you.” ” – Ronald Reagan.
Nobody should be shocked at the results. It’s economics 101 – Cars aren’t luxury items like iPods, they’re a basic necessity so the customer base is FIXED. By spurring on purchases they sucked out the buyers for probably the next half year to year. No one’s going to buy Government Motors until Obama “I don’t want to run a car company” sets it loose. Meanwhile, credit is still dried up because Obama “I don’t want to run the finance industries” won’t cut the banks loose from TARP control.
But then socialists never did understand economics. “I’m going to cut the deficit in half by adding a trillion dollars to the US Budget per year by nationalizing the economy” – Obama.
But oddly he hasn’t said “I don’t want to run the health care industry”
Skywise on September 21, 2009 at 6:14 PM
Who plans on taking Government Motors up on their pledge to take your new car back if you don’t like it?
Imagine that, millions of new cars sold, tried out, returned, and then put back on the lot as “used” with a markdown sticker on the window. Another taxpayer-funded disaster just waiting to happen.
Bishop on September 21, 2009 at 6:14 PM
This does not suprise me. Hussein and his Posse of Clowns seem to have NO clue on how to stimulate the economy. Govt. involvement in the auto industry may be its failure. Import auto makers benefited from C4C Program more than the Big 3 did.
So what we know, it cost us money for our neighbor to trade in his Chevy for a Toyota which resulted in NO help for Government Motors! LMAO
Jobs off-shore ….. Stimulating the wrong economy!

I guess they’ll need another bailout to save them from cash4clunkers. I’d love to see Obama push that one.
The question is,, how many of these dealers will remember this lesson. When you deal with this government and run for a handout,, you will get burned. It takes a little discipline to hold off when the entire crowd is running for the handouts and promises of free money.

Well, I have to admit that I was absolutely wrong about the clunkers program.
I thought if anything, it would be good to keep workers busy making cars and parts for a bit longer, maybe giving the economy a little time and a tiny injection…an actual stimulus.
Wrong. The economy is SO bad that a minor injection did nothing except delay the inevitable and even short change the fall for auto sales. So, where if no clunkers program had happened workers would be let go in smaller numbers because there was SOME demand, now there is no demand meaning even more workers will go home…to collect federally extended unemployment.
I changed my opinion a bit before the clunker program was done because of all the stimulus money I thought that was the best spent. I didn’t change my opinion enough, because the program did more damage than good.
The stimulus should be targeted at our infrastructure, nothing else. At least whenever the economy comes back around more taxes won’t have to be pulled from wallets and purses to pay for ignored roads and bridges, right? (/sarc)
Nothing this administration even comes close to positive. Not a damn thing.

I saw 3 cars from a dealership marked as C4C on a tow truck / car hauler on Friday. The driver was getting lunch at the same place I was getting my lunch. Curious, I asked him why he was hauling the C4C cars now, since the program had ended a while ago. He said that they were still hauling them off of Dealership lots. Remembering that the requirement was that they had to be rendered inoperable in a few days time from the point that they had been traded in, I asked if they pulled the engine or the transmission to achieve that result. He told me that all three ran great, and that he had driven them into position to get on the tow truck.

The fishy part is that while Bambi is printing money at a supersonic rate, inflation has not hit nearly as hard as expected. Indeed, the economy seems almost static. Suspect the goal is Carter stagflation where misery is the main goal.
Bringing that on this early in the election cycle is a really bad mistake. It is unstable; collapse or rejection will occur and sooner than libfascs desire.
But even amateur economists have two hands. Depression is more manageable by government. Keep everybody poor.
While “the rich” vote with their feet. Yeah, there’s history for that, too.

Jeff from WI on September 21, 2009 at 6:39 PM
If this administration had thought this through, this cold have actually been a really good program.
Instead of that stupid 3mpg increase requirement, they could have just said, any car manufactured before a certain date, say Jan 1, 1980. Then eliminate the requirement the stupid 1 year ownership requirement. What you would have had was a secondary market for cars that really are nasty polluters, and allowed people driving those cars (generally working poor) to sell them to people who would trade them in for a new car. So you have a stimulated market for new cars, working poor putting money in their pockets to buy a not-quite-so polluting used car, and the worst of the worst polluters off the road.
But no. They had to go with a plan that looks like it was formed by someone who had a heaping bowl of stupid for breakfast.

I am wondering; considering how long it has taken, is taking, to process the C4C rebates to the dealers, how are they going to know by tax time who owes and who doesn’t. One way they could do it is do away with the tax on those that did buy cars and just make everyone who pays taxes couph up the tax on $4,500 as an unemplyment redistribution tax.
