Stephanopoulos to Obama: Isn’t a health-insurance mandate a tax?

posted at 9:21 pm on September 20, 2009 by Allahpundit

In which George S. is reduced to reading the dictionary definition of “tax” to the president of the United States. Obama’s point is that people who can afford to buy insurance but don’t are gambling with house money. If they get hit by a car and run up a million-dollar hospital bill — and some of them assuredly will — you and I are forced to pick up the tab in the form of higher premiums, in which case why not make the freeloaders either buy insurance and cover their own asses or pay a “fine” to help offset the cost to the rest of us of covering the uninsured?

All of which avoids the basic point: Of course that “fine” is a tax. Imagine if you were allowed to “opt out” of police protection, with your annual tax bill reduced proportionately by the cost of police services that you wouldn’t be using. Inevitably, some who opted out would have a huge (i.e. hugely expensive) police emergency and would call the cops anyway and the rest of us would be on the hook for paying for it. Solution: End the opt out and force people to cover their share of the cost of police services whether they want to or not, which is exactly what cities do. You can call that an “individual police-fee mandate” if your heart desires but most of us recognize it instantly for what it really is — namely, a tax. (The next time a cop pulls you over, try telling him, “My individual police-fee mandate pays your salary.”) No surprise at all, though, that the same guy who insists that this colossal boondoggle will be deficit-neutral can’t level with the public here either. He promised you he wouldn’t raise taxes and, darn it, he’s not going to raise taxes. But he didn’t say anything about “fines,” did he?

Exit question one: Isn’t this an oddly regressive tax argument for The One to be making? Many people who can afford insurance but refuse to purchase it are kids in their 20s, whose careers are just starting and who aren’t making much money yet. People who can afford it and do purchase it tend to be older, more established in their careers, and likely a bit better off. Essentially he’s arguing that it’s unfair for these richer folk to have to pay higher premiums to cover those who can less afford it. What happened to redistribution, champ? Exit question two: If he’s so worried about avoidable freeloading, isn’t he overlooking another rather large class of people?

Let’s just change the definition of “tax”

The Notorious G.O.P on September 20, 2009 at 9:24 PM

As Walter Williams would put it, taking care of people who refuse to purchase health insurance is not a problem of liberty, it’s a problem of socialism.

The more freeloading is incentivized, the more freeloading we have, big surprise.

At some point, the productive people who pay the taxes to subsidize the freeloaders, are going to decide that they would like to freeload as well.

What’s Obama going to do then? We can’t run the economy on lawsuits, porn and drugs. What else does Obama’s constituency contribute, really?

NoDonkey on September 20, 2009 at 9:25 PM

TOTUS spent the entire Dem primary bashing Hill for her mandate. He sent out fliers saying it would garnish wages and it was a tax. He argued at every single debate that it was unnecessary and would be a tax. This is the single biggest thing cited to me by young Obots during our primaries as to why they chose Obama over Hillary. Hypocrisy thy name is TOTUS.here are just 2 of the debates in which he did this.

Like I said over at AoSHQ, the tax/fine debate is a loser for Ozero. If it’s a tax, he’s lied about not raising taxes on people making less than $250k. If it’s a fine, then he must defend penalizing people for failing to purchase something they may neither need nor want.

I want to know how you can run up these huge healthcare bills and not have to pay them. How do people get away with that?

I also don’t get how the O administration says on one hand that people sell themselves into into poverty to the nth generation to pay off staggering healthcare debt, but on the other hand they tell us that uninsured people DON’T pay those huge debts and the rest of us get stuck paying for it with higher healthcare costs overall.

Which is it?

There is something being left out of the equation. The people taking the risk and not buying insurance will lose almost everything they own in addition to everyone else. Some cost is recouped. They aren’t risking nothing by not buying insurance.

Regressive taxes are where the money’s at.

It’s funny how Bush who created the 15% tax bracket, ultimately raised the % who pay no federal income taxes, and raised the % of total income taxes paid by the wealthy was criticized for cutting taxes on the rich.

Yet liberals constantly try and squeeze in regressive hidden taxes on energy, gas, property, sales, alcohol, and tobacco.

Not that facts hold much weight in liberal argument.

This debate regarding whether a mandate is a tax increase (I say it is) is precisely the reason why Romney is going to have major trouble garnering the nomination. While this issue dominates the news cycles next week, Romney will be missing from the debate because he can’t defend it either. What’s he going to do; side with Obama?

The young people who don’t buy insurance don’t have any assets to protect as to the older, established people who do have assets to protect.

That is why you buy insurance of any type; life, auto (liability and collision), health, etc. to protect yourself and your assets.

how you can run up these huge healthcare bills and not have to pay them. How do people get away with that?

What will happen is it will eventually drive doctors and nurses out of the profession and they won’t be replaced.

We already have a huge shortage of doctors, nurses and pharmacists. The White House and Congress are too incompetent and corrupt to see what will eventually happen.

Why go to medical school, do an internship and a residency and work like a dog to get government wages, when you can go to Law School (which is a complete joke in comparison) and make twice as much ambulance chasing?

Everything in the world revolves around what the definition of the word “is” is.

When liberals learn something that a previous liberal used to get away with something, they use it to death.

Change (in the definition of words, as conveniently as necessary) you can believe in.

Spiritk9 on September 20, 2009 at 9:37 PM

Essentially he’s arguing that it’s unfair for these richer folk to have to pay higher premiums to cover those who can less afford it.

He may be arguing that, but he’s thinking the young, who will never go to the doctor will be subsidizing the old who need more healthcare. The only way this will work is if the co-pay gets so high that the young can afford their premiums, but not their co-pays.

But that’s not really all, because there’s talk of subsidizing the young’s payments if they can’t afford it. Which will come as a surcharge or fee on those in premium plans (or, more honestly, some other tax). So there you have it – Double Secret Taxation – and the progrssive soak the rich plan you were looking for.

My son is studying American history in school this year. I’m glad, because I obviously need a refresher. I just can’t seem to remember the U.S. Constitution saying anything about the federal government being allowed to “fine” its citizens for not buying health insurance.

And if someone has $30 million in the bank (not myself, sadly) maybe he or she just doesn’t need health insurance. Maybe that person can’t just pay for his or her medical care.

That’s one reason we’ll never have single payer. The weasel lawyer lobby has to realize that single payer would drive physician wages down to the point where they could no longer afford malpractice insurance and they will stop practicing.

Well, what do you think automatic withholding of taxes does ? Precisely what you are talking about.

Automatic withholding – Milton Friedman’s idea while working for the Treasury Department during WW2

http://www.encyclopedia.com/doc/1G2-3437704733.html

http://www.reason.com/news/show/29691.html

Money Quotes:

” We were in a wartime situation. How do you raise the enormous amount of taxes you need for wartime? We were all in favor of cutting inflation. I wasn’t as sophisticated about how to do it then as I would be now, but there’s no doubt that one of the ways to avoid inflation was to finance as large a fraction of current spending with tax money as possible.

In World War I, a very small fraction of the total war expenditure was financed by taxes, so we had a doubling of prices during the war and after the war. At the outbreak of World War II, the Treasury was determined not to make the same mistake again.

You could not do that during wartime or peacetime without withholding.

And so people at the Treasury tax research department, where I was working, investigated various methods of withholding. I was one of the small technical group that worked on developing it.

One of the major opponents of the idea was the IRS. Because every organization knows that the only way you can do anything is the way they’ve always been doing it. This was something new, and they kept telling us how impossible it was. It was a very interesting and very challenging intellectual task. I played a significant role, no question about it, in introducing withholding. I think it’s a great mistake for peacetime, but in 1941-43, all of us were concentrating on the war.

I have no apologies for it, but I really wish we hadn’t found it necessary and I wish there were some way of abolishing withholding now.”

You fail to understand the difference between a pure public good and a private good.

Whether you want police protection or national defense or not, you are covered by it, thus you can be compelled to pay for it.

If I choose to not pay for health care, I should be refused care, period. It’s my choice to not be covered. Huge difference.

I’m sure the courts can hallucinate some sort of right of the government to force us to buy health insurance, but it’s not even remotely constitutional.

With unemployment on the rise, where is the money going to come from, if your not working and don’t have insurance how are you going to pay for the insurance or the fine? What if a family has kids, they are going to put food on the table first, before buying insurance. How is the government going to collect the fines if people don’t have the money?

Are you serious AP? The premise for this scenario is laughable. He’s saying that a person of means who has no insurance and runs up an expensive medical care bill will not be directly charged by the insurance company?!

That’s ridiculous! Not only will the person be billed for their care, people go bankrupt paying “retail” for health care if they have no insurance. You don’t get it for free if you have no insurance! Medical services are a fee for service business that you pay retail for directly or the insurance company offsets and negotiates some of the costs.

Again, this Obama BS is just a different flavor “class warfare” argument of perverted “fairness.”

SouthernGent on September 20, 2009 at 10:09 PM

It now seems that every single time B.O. opens his mouth, you can almost see the arrogance dripping out with every word he says.

The fact that he spent a good part of his media blitz today blasting the media for promulgating falsehoods or something like that is even more a demonstration that this guy is either totally out of his league, or is truly an arrogant, self-centered, legend-in-his-own-mind SOB.

pilamaye on September 20, 2009 at 10:11 PM

What’s next? Are they going to mandate birth control?

I have a client who broke his neck at age 23. He ended up on medicaid. And the truth is even if someone like him had insurance, chances are it would not be enough to pay for his long term care. Things like that are the exception and not the rule however, and most of these young people will end up paying for something they do not use. That is the whole point. Obama wants to force younger and healthier people to pay into the system.

It will come as a shock to a lot of these kids, after all they are expecting free health care.

Terrye on September 20, 2009 at 10:12 PM

If he’s so worried about avoidable freeloading, isn’t he overlooking another rather large class of people?

AP, this is not about helping anyone, it’s about his legacy. He wants his name attached to a big social program and he chose health care.
He must already know he is a one term president so he is throwing his entire presidency to this single item.
This selfishness must not be rewarded.

*We must remember his own wife was involved in patient dumping at one point. I cannot buy that this couple give a rats a$$ about anyone.

I saw Elliot Spitzer tear Mr. Giethner up on an early morning segment of CNN (of all places) last week. I was hoping it would show up here but alas it wasn’t to be.

Cindy Munford on September 20, 2009 at 10:14 PM

That’s ridiculous! Not only will the person be billed for their care, people go bankrupt paying “retail” for health care if they have no insurance. You don’t get it for free if you have no insurance! Medical services are a fee for service business that you pay retail for directly or the insurance company offsets and negotiates some of the costs.

Again, this Obama BS is just a different flavor “class warfare” argument of perverted “fairness.”

enoughalready on September 20, 2009 at 10:08 PM

Ah yes, this is an often overlooked fact, there are people out there who actually do pay real money for their health care.

Terrye on September 20, 2009 at 10:15 PM

The only people Obama could fool with his no tax BS is his Kool Aid crew. When you forcefully extract money from people it’s either a tax or a theft. In this case it’s both. I’m convinced Obama believes the citizens of the country are hopelessly stupid and are unable to count beyond the sum of their digits.

Cindy Munford on September 20, 2009 at 10:16 PM

Obama: Tax is a four letter word.
George: No it’s not, it’s three.
Obama: It’s four letters, now, back to that fine thing.
George: >00< Huh??????

But they won’t be illegal once Obama gives them amnesty, so…

catmman on September 20, 2009 at 10:17 PM

I’m thinking there will be a minimal bounce at best for Obama’s numbers after the media blitz. No one but the Kool Aid Drinkers are believing him anymore.

I don’t know if there will be any bounce. I do not know anyone who actually watches this stuff. Really. How many people watch these Sunday Morning shows? And how many of them care?

Terrye on September 20, 2009 at 10:19 PM

there is too much turmoil for Congress to pass any healthcare bill now & not lose sleep for the 2010 elections.

…..so, not wanting to sit up in Washington & not screw the American people, they are whispering about card check & cap ‘n trade & all the other stuff i am too depressed to keep up with.

My God, I watched this clip 4 times and Obama makes no sense. I feel so screwed right now.

ekuspa40 on September 20, 2009 at 10:21 PM

But you forget AP, the One speaks, and it is so. Stop getting all caught up in what words actually mean. So pedestrian of you. He who walks on water is not limited by such things.

Along the same lines, I think it’s becoming abundantly clear how he’s going to keep the campaign promise of not raising taxes on the middle class. Cap-n-trade, insurance mandates, etc. Plenty of new taxes, but he’ll call them fines, fees and lolipops. Typical of the left – caught up in words and not the meaning behind them. Same as the ever changing moniker assigned to blacks/coloreds/negros/african americans (and I’ve heard it’s trending back to blacks in academic circles again). I am sure every person who was rearranging the chairs on the titanic as it sunk was a liberal – it’s their M.O.

miConsevative on September 20, 2009 at 10:21 PM

I watched the interview with Stephanopolis (sp?) George went to a dictionary which have a definition something like:

noun
1. a sum of money demanded by a government for its support or for specific facilities or services, levied upon incomes, property, sales, etc.
2. a burdensome charge, obligation, duty, or demand.
dictionary.reference.com

Oh bummer poo poo’d the definition and told George (rough interpretation of his words here )that George must be desperate if he was using the dictionary definition.I think the precedent was reaching. The policy of the precedent is a tax under this definition. We are having money (burdensome at that) taken from us under Obama’s plan.

An insufferable ass is an insufferable ass, of course, of course,
And no one can talk sense to an insufferable ass of course
And especially, of course, if the insufferable ass is the famous Barack Obama.

Go right to the source and ask the insufferable ass.
He’ll give you the answer that deceivers will endorse.
He’s always on a dissemblers course.
Talk to Barack Obama.

Barack Obama just yakkity yaks a streak and wastes your time of day
Does any sane person even believe anymore a thing he has to say?

An insufferable ass is an insufferable ass, of course, of course,
And this one’ll talk in circles til his voice is hoarse.
You never heard of a talking insufferable ass?

Well listen to this.

He is Barack Obama.

Call it what you want, but if the government takes money from my pocket by law, it is a TAX. And when you force everyone in the country to buy a product by law, a product that you used to have a choice as to buy it or not, you have lost some, no make that a lot of, your liberty. But then, that’s what it’s all about isn’t it?

I realize that some people choose not to buy insurance, and thus I am subsidizing some of those people to keep them alive when a disaster hits. I don’t necessary like that, but I really like living in a free country, so I guess I can live with it. Remove or control the people here illegally, and our cost will go down. But we can’t have that, too many votes lost if we do that.

Oh, and thanks Mr. President for thinking I am stupid. Believe it or not, even here in fly over country, we can figure out when you are lying.
