Great moments in government: Let’s take an insane killer to the Fair!

posted at 8:41 am on September 19, 2009 by Ed Morrissey

Nothing builds confidence in government’s ability to make choices than to find out that the state of Washington took an insane murderer on a field trip to a county fair — and lost him.  Not only did Washington take him from the hospital for the criminally insane to the state fair, they put $50 in his pocket, enough to buy a bus ticket to get out of the area (via Power Line):

A criminally insane killer from eastern Washington is on the run after escaping during a field trip to the county fair that his mental hospital organized.

Why such a dangerous person was out in public was a question many, including Washington Gov. Chris Gregoire, were asking as authorities searched for Phillip Arnold Paul.

Authorities at Eastern State Hospital, where Paul is a patient, are being criticized for allowing him to visit the fair despite his violent criminal past and a history of trying to escape.

Paul murdered an elderly woman in 1987, soaked her body in gasoline to throw off the dogs, and buried her in her flower garden.  Despite all of his attempts to avoid detection, a jury apparently found Paul not guilty by reason of insanity instead of throwing him in jail.  Paul has escaped before, too, in 1991 — when the hospital took him on a field trip to a lake.

If the definition of insanity is doing the same thing repeatedly and expecting a different result, then the inmates are truly running the asylum in Eastern State Hospital.  Why was Paul ever allowed to leave the facility with his history of murder in 1991, let alone 2009?  Didn’t the first escape attempt clue them into the risk Paul represents?  Even Paul’s brother wondered that:

Paul has been on and off a variety of medications over the years, and also been in and out of institutions, his brother Tom Paul said.

“He is in a bad mental state,” his brother, Tom Paul, told The Associated Press. “Why would they load him on a bus and take him to a fair?”

Maybe this will give us a clue:

Thirty-one patients from the mental hospital were on the trip Thursday with 11 staff members. Dreyfus [secretary of the Department of Social and Health Services] said she did not know how many of those had violent criminal backgrounds.

A day after the escape and Dreyfus didn’t think to ask?  Or was it that the asylum itself doesn’t know?

These are the people who will run the Washington state health-insurance exchange under ObamaCare, and make the health-care choices for Washington voters.  That’s a comforting thought, isn’t it?

However, I do feel sorry for this man. He did not choose to be mentally ill.

Blake on September 19, 2009 at 10:53 AM

He was in a protected and quarantined facility where he was safe and the public was safe. Why did the hospital staff feel they had the latitude to trust him outside the facility, alone?

He is 47 years young and looks like he can still do some damage. Perhaps he might be going to meet up with his “hospital administrator girlfriend” so he can completely bamboozle her?

I like your caring spirit but criminally insane doesn’t mean drooling and incoherent. I hope you don’t take offense.

Anyone convicted of murder who does not pass the old standard for insanity (the inability to tell the difference between right and wrong) deserves to pay for their crime with their own life. No other penalty pays for the crime and protects others from another murder.
***
If they are truly insane then life in prison WITHOUT PAROLE is the only other sane penalty. This protects the rest of us against the predators.
***
Taking the killer to the fair is not on my list of approved penalties. However, it does ameliorate the prison overcrowding problems! Shoot him when he comes through your window at night–if you are still allowed to own a gun.

Field trips are common for sex offenders in CA. When I lived near San Berdoo, the State Mental Hospital/Jail used to take the inmates to local discos to learn how to mix nonviolently with women and dance and flirt, etc.!

It’s not hard enough to find a good man…

PattyJ on September 19, 2009 at 11:37 AM

The local news reported that this guy was not the only killer on that field trip. Oh well, we are off to the fair.

BigMike252 on September 19, 2009 at 11:57 AM

Yeah. I think the insane ones are the ones running the hospital. The fact that the workers would physically put themselves in the position they did with out knowing who had a potential for violence is beyond the pale. And I can add, I still remember visiting my mother in a state-run mental institution, it’s not a good memory at all, it was a horrible place.

Almost all of the blame falls on the incompetent peons who were physically there.

The tiny rest of the blame falls on the state government and all previous state governments who allowed this kind of half-chaperoned garbage to be part of the program. So, no, Hussein Hitler Indonesia has nothing to do with it.

Hmmm I see Washington’s governor is a democrat. If the governor of Washington were a republican would you be asking for his/her head on a platter?

Dave Rywall on September 19, 2009 at 7:24 PM

Almost all of the blame falls on the incompetent peons who were physically there.

That’s what government is, Drywall. Incompetent “peons” (interesting choice of words, since it comes from the Third World — where we’re headed — meaning unskilled laborer or someone forced into debt slavery), or government workers.

So, no, Hussein Hitler Indonesia has nothing to do with it.

But this is how President Government wants to remake America. Confiscatory tax policy, high unemployment, complete government takeover of industry. Car companies? Check. Banking? Check. Healthcare? Not so fast. Cap and tax? Maybe not, after all. He’s pushing. Like Hussein and Hitler and Suharto. Lots of peons will be brought on board.

I see Washington’s governor is a Democrat. If the Governor of Washington were a Republican would you be asking for his/her head on a platter?

Dave Rywall on September 19, 2009 at 7:24 PM

Do you really see a connection between Gov. Chris Gregoire and John the Baptist? You’re in dangerous territory, if you answer “yes”.

Remember how her election was fraudulent?

In Washington state, the errors by election officials have been compared to the antics of Inspector Clouseau, only clumsier. At least 1,200 more votes were counted in Seattle’s King County than the number of individual voters who can be accounted for. Other counties saw similar, albeit smaller, excess vote totals. More than 300 military personnel who were sent their absentee ballots too late to return them have signed affidavits saying they intended to vote for Mr. Rossi. Some 1 out of 20 ballots in King County that officials felt were marked unclearly were “enhanced” with Wite-Out or pens so that some had their original markings obliterated.

Most disturbing is the revelation last week by King County officials that at least 348 unverified provisional ballots were fed directly into vote-counting machines. “Did it happen? Yes. Unfortunately, that’s part of the process in King County,” elections superintendent Bill Huennekens told the Seattle Times. “It’s a very human process, and in some cases that did happen.”

There are things we’ve come to expect from Democrats. Fraudulent elections. Illegal campaign contributions. Race-baiting. Sexism. Grievance mongering. And when they get in power, soft on crime. Weakened defense. Vulnerable on national security. Higher taxes. Failed social spending. Bloated entitlements.

This idea of taking mental patients out of the hospitals where they are being treated and unleashing them on the public is something so insensitive and incomprehensibly stupid, only a liberal could come up with it.

Yeah, but it’s interesting/annoying the the right complains more about the government when the left is in power and vice versa.

2
It’s so ironic/annoying/sad that America can’t run a competent election on the state or federal level.

3
“Fraudulent elections. Illegal campaign contributions”
If you think election shenanigans are exclusively perpetrated by the left, then you sir, are amazingly oblivious.

4
“This idea of taking mental patients out of the hospitals where they are being treated and unleashing them on the public is something so insensitive and incomprehensibly stupid, only a liberal could come up with it.”

As soon as you come up with some credentials in the mental health field, you can certainly make that kind of statement. Until then, you’re just another couch quarterback. I have no credentials except for the brutal experience of having an out of control schizophrenic cousin who committed suicide on his 40th birthday. The treatment, the episodes, the sheer helplessness felt by the family, etc etc – mental illness is so incredibly complex to treat I don’t think current treatments have even begun to scratch the surface. And the public are ignorant and terrified of mentally ill people and they act like jacka$$es toward those who are sick. That said, I can see why attempts are made to make these patients have experiences that attempt to make them feel normal or help their treatment in some way. This isn’t 1847 where mentally ill people are just thrown into a room and fed bread and water.

Bottom line: the incompetent peons lost track of their patients. That’s completely unacceptable. Heads should roll and people should be fired. And obviously the outing process needs to be re-evaluated.

But to suggest this situation is a left-right thing is just ignorant.

Dave Rywall on September 19, 2009 at 8:55 PM

Yeah, but it’s interesting/annoying the the right complains more about the government when the left is in power and vice versa.

Actually, the most unpopular government policy of the past decade was amnesty — which Michelle Malkin was most notably opposed to. TARP under Bush was also a moment when the right complained about the government overstepping its bounds and taking too much power. You’re simply wrong.

It’s so ironic/annoying/sad that America can’t run a competent election on the state or federal level.

Imagine if ACORN was conducting the census.

If you think election shenanigans are exclusively perpetrated by the left, then you sir, are amazingly oblivious.

Prove me wrong then. Seems you’ve lost this argument, as well, having fallen back on a false allegation of both sides being guilty — while yours clearly is.

As soon as you come up with some credentials in the mental health field, you can certainly make that kind of statement. Until then, you’re just another couch quarterback.

Actually, the reason the mentally ill are institutionalized is because they are unable to function in society. Taking them out into society does not change that. Especially when they have murdered people.

I have no credentials

STOP RIGHT THERE THEN.

… except for the brutal experience of having an out of control schizophrenic cousin who committed suicide on his 40th birthday. The treatment, the episodes, the sheer helplessness felt by the family, etc etc – mental illness is so incredibly complex to treat I don’t think current treatments have even begun to scratch the surface.

“Out of control” sounds trite and hardly professional or even compassionate. But if your family could not help, and the doctors couldn’t help, then perhaps your cousin would have benefited from hospitalization. It’s sad that they felt their life was not worth living, but that made them a danger to themselves as opposed to other people. Either way, dangerous and dysfunctional.

And the public are ignorant and terrified of mentally ill people and they act like jacka$$es toward those who are sick.

The public are terrified of being chopped up, doused with gasoline and buried in their flower bed by their neighbor. They are terrified of their children being molested by a pedophile. Self-preservation and regard for the well-being of others makes people wary of the mentally ill. They should be terrified of any person with a violent history, like this person.

As for the mentally ill who have not harmed anyone and who are committed to becoming better, these people deserve compassion. Unfortunately, there is a stigma in our society. That by no means excuses criminal behavior by other mentally ill people who belong in a hospital or even jail.

This isn’t 1847 where mentally ill people are just thrown into a room and fed bread and water.

You’re not really elevating the conversation here, or contributing any insight.

No, the point is that criminals should not be at the county fair. Firing these government workers is a no-brainer. But this is the second time this man has escaped. He got loose at a trip to a lake, also.

The problem is that this is “a left-wing thing”. You have even driven that point home. You have some Tinkerbell notion that hoping for the best and believing very hard will defy proven behavior patterns, predictable outcomes and basic common sense. Most importantly, as the original post points out, it validates the public’s skepticism that government can run anything well. Do you want “incompetent peons” involved in your health decisions, if this is the standard and, worse, you can’t sue?

I looked at my wife and said something is wrong with this story, why is a man serving a 35 year sentance in a mental institution for petty crimes. This story is wrong this guy is dangerous.
