Biden: Iran not a threat

posted at 11:36 am on September 17, 2009 by Ed Morrissey

Why has the Obama administration decided to toss eastern Europe under the bus in order to make nice with Russia?  According to CNN, Joe Biden says that a missile-defense system in Europe isn’t really necessary, because Iran isn’t much of a threat.  No, really:

Vice President Joe Biden earlier refused to confirm to CNN that the George W. Bush-era plan was being shelved.

But he did explain the logic of doing so, saying Iran — a key concern for the United States — was not a threat.

“I think we are fully capable and secure dealing with any present or future potential Iranian threat,” he told CNN’s Chris Lawrence in Baghdad, where he is on a brief trip.

“The whole purpose of this exercise we are undertaking is to diminish the prospect of the Iranians destabilizing that region in the world. I am less concerned — much less concerned — about the Iranian potential. They have no potential at this moment, they have no capacity to launch a missile at the United States of America,” he said.

This recalls Obama’s analysis of the Iranian threat from April 2008:

Strong countries and strong presidents talk to their adversaries. That’s what Kennedy did with Khrushchev. That’s what Reagan did with Gorbachev. That’s what Nixon did with Mao. I mean, think about it. Iran, Cuba, Venezuela — these countries are tiny, compared to the Soviet Union. They don’t pose a serious threat to us the way the Soviet Union posed a threat to us. And yet, we were willing to talk to the Soviet Union at the time when they were saying, ‘We’re going to wipe you off the planet.’

And ultimately, that direct engagement led to a series of measures that helped prevent nuclear war, and over time, allowed the kind of opening that brought down the Berlin Wall. Now, that has to be the kind of approach that we take. You know, Iran, they spend one-one hundredth of what we spend on the military. If Iran ever tried to pose a serious threat to us, they wouldn’t stand a chance. And we should use that position of strength that we have, to be bold enough to go ahead and listen. That doesn’t mean we agree with them on everything. We might not compromise on any issues, but at least we should find out other areas of potential common interest, and we can reduce some of the tensions that has caused us so many problems around the world.

Nuclear weapons and long-range missiles in the hands of millenial Islamist lunatics in Tehran? No big threat … to us. Why should we risk annoying Russia to protect our allies against it? After all, Russia will use its influence to stop Iran from getting nukes, right? Right? Er …

Imposing swift additional sanctions against Iran over its nuclear programme would be a “serious mistake,” Russian Foreign Minister Sergei Lavrov said on Thursday.

“Today there is a real chance to conclude talks whose results should be an agreement restoring trust in the purely peaceful nature of Iran’s nuclear programme,” Lavrov said in televised remarks.

“Disrupting this chance by demanding swift imposition of sanctions would be a serious mistake,” he added.

So we threw our allies under the bus to not get Russian cooperation in isolating Iran’s mullahs?  This must be that smart power that Obama’s allies like to proclaim.

Don’t worry, the White House assures everyone.  We’re not abandoning the allies who took significant geopolitical risks in standing up to Moscow over the missile-defense shield.  The US will still provide some form of missile defense, even if it is much less reliable.  Michael Goldfarb explains:

The White House has put out a “fact sheet” on their policy of Russian appeasement/missile defense surrender. The fact sheet says that the new approach — focusing on SM-3 and sea-based systems (presumably in Turkey) — will “augment our current protection of the U.S. homeland against long-range ballistic missile threats.” That is a lie. This system will provide zero, nada, zilch protection to the U.S. homeland, providing only defense against short- and medium-range missiles to Europe.

The fact sheet says this system will protect “our Allies in Europe sooner and more comprehensively than the previous program, and involves more flexible and survivable systems.” That is a lie. The system that was being placed in Poland is already operational in Alaska. These new plans will now take years of negotations to implement and will necessarily be less survivable as they will not be underground.

The fact sheet says that “The Czech Republic and Poland, as close, strategic and steadfast Allies of the United States, will be central to our continued consultations with NATO Allies on our defense against the growing ballistic missile threat.” That is a lie. The Czechs and Poles get a midnight phone call from the president while Tauscher is already in the air. They were not consulted with and have been given no assurances — because the president is selling them out.

The fact sheet says, “We also welcome Russian cooperation to bring its missile defense capabilities into a broader defense of our common strategic interests.” If that’s true, our president is totally clueless about Russian capabilities and intentions — even Bush, who looked into Putin’s soul, was not so delusional as to think U.S. missile defense could be dependent on Russian good will and cooperation. How long til the Russians threaten to throw us out of our “joint” missile defense facilities in order to coerce us into staying out of an attack on Georgia or some other democratic state in their near abroad.

We’ve sold out the Poles and the Czechs, who have seen the West do this before.  The Times of London should get the last word here.  Smart power, indeed:

By trading the loyalty of Poland and the Czech Republic to satisfy Russia’s security concerns, the United States is signalling that it no longer contests Moscow’s right to assert its interests in Eastern Europe.

Ukraine and Georgia’s chances of entering Nato over Russian objections have diminished further. The timing is disastrous for Ukraine in particular, given the Kremlin’s determination to reverse the pro-Western Orange Revolution and ensure victory for a pro-Russian candidate at presidential elections in January.

The Baltic States, already in Nato, will be feeling a chill as they ponder an even more assertive Russia. Estonia, Latvia and Lithuania have been among the Kremlin’s most vocal critics but Nato’s new Secretary General Anders Fogh Rasmussen has declared a “true strategic partnership” with Russia his top priority.

The Bush Administration delighted in emphasising relations with the “new Europe” of former Soviet bloc countries, often at the expense of recalcitrant “old Europe” of Germany and France on foreign policy.

Mr Obama has shown that the US is no longer playing that game. He wants Russian help on Afghanistan and Iran and is leaving Europe to resolve its own relationship with Moscow on everything from energy security to historical grievances.

The Kremlin can barely believe its good fortune. Mr Obama has pressed the “reset” button to improve relations without obtaining anything more than permission for US aircraft to cross Russian airspace on resupply operations for troops in Afghanistan.

What I meant was others may perceive our philanthropy as arrogance, but we will always have an ambivalent relationship with those less powerful.
Like a parent-child relationship. Countries that are not evolved enough to stop invading, abusing, & picking on their own & their neighbors need a smack-down.
And I guess that’s what we’re going to keep having to do if we don’t want to end up dead.

Do YOU have a playbook?

When does Russia NOT do something provoking to us?
They are now emboldened bcs we have a weak leader-like JFK.
Kruschev new he was weak & so was born the Cuban missile crisis.
I have a cow at home that is dangerous. As long as I show her who’s boss, she doesn’t dare mess with me.
But when I turn my back & am no longer watchful, she chooses that time to try & get me.
It is respect. And clearly Russia & China do not respect us which is why they are f-ing with us.
Ignoring them does not help.
But this is all pointless with you.
You come off as a peacenick. You evidently do not believe in taking defensive measures to protect our interest overseas along with our safety.

Doesn’t count! The left has sanctioned these as good wars. Only bad wars matter when it comes to civilian deaths.

Bad wars = murdered civilians
Good wars = civilians are moved from the naked aggression category to the unfortunate consequences column.

Simple. A form of moral accounting.

I would pull out of Iraq and Afghanistan. I would end aid to the Pakistan ISI since I believe they’re working against us. I would also end aid to Israel until they pulled out of Palestinian territory. Actually I don’t see why any of these countries need my tax dollars. I would use the savings to bolster border security and intelligence operations within the U.S.

The Calibur on September 17, 2009 at 3:01 PM

Who are we to decide? Do you want the government deciding what’s best for you? I doubt it. Why should our government decide what’s best for them? We could have spent much less money to secure our borders and internal security. But that doesn’t pay the campaign contributors quite as much does it? No. Defense contractors and oil companies make a killing off war (no pun intended). You think I’m not looking at the big picture, and that’s fine but it’s certainly not coincidence that the occupation of these countries is very geo strategic. North Korea is much more a threat than Iraq or Afghanistan, yet here we are.

The Calibur on September 17, 2009 at 1:48 PM

I think you assume wrongdoing where there is none. Wars are not declared to provide work for defense contractors like Raytheon or to provide reconstruction work for companies like Halliburton. While one should maintain a healthy skepticism towards the intentions of government, one should not venture into paranoia. To assume that our government would waste thousands of its own soldiers and hundreds of billions of dollars to yield major contracts to businesses worth nothing in comparison is paranoid. You have mistaken causation with correlation.

Please inform me regarding the strategic importance of Afghanistan. Afghanistan is not the buffer protecting the crown jewel of the British empire anymore. Please spare me the oil pipeline b.s.

Money for health insurance companies (Individual Mandate). Money for political organizers (ACORN). Do you see a pattern developing here? To exempt the defense department from this obvious trend is pure bias and wishful thinking. As for Afghanistan’s strategic importance, it’s a border to Iran and a great conduit for an oil pipeline. Add that to the circumstance of US government created and managed Al Qaeda and there you have it.

President Obama on April 5, 2009: “So let me be clear: Iran’s nuclear and ballistic missile activity poses a real threat, not just to the United States, but to Iran’s neighbors and our allies. The Czech Republic and Poland have been courageous in agreeing to host a defense against these missiles. As long as the threat from Iran persists, we will go forward with a missile defense system that is cost-effective and proven. (Applause.) If the Iranian threat is eliminated, we will have a stronger basis for security, and the driving force for missile defense construction in Europe will be removed.”

Obama made his remarks in Prague.

…that the new approach — focusing on SM-3 and sea-based systems (presumably in Turkey) — will “augment our current protection of the U.S. homeland against long-range ballistic missile threats.” … fact sheet says this system will protect “our Allies in Europe sooner and more comprehensively than the previous program, and involves more flexible and survivable systems.”

This guy is slicker than Willy.

Bin Laden himself has repeatedly denied that he received any American support. “Personally neither I nor my brothers saw any evidence of American help,” bin Laden told British journalist Robert Fisk (search) in 1993. In 1996, Mr. Fisk interviewed bin Laden again. The arch-terrorist was equally adamant: “We were never, at any time, friends of the Americans. We knew that the Americans supported the Jews in Palestine and that they are our enemies.”

In the course of researching my book on Bill Clinton and bin Laden, I interviewed Bill Peikney, who was CIA station chief in Islamabad from 1984 to 1986, and Milt Bearden, who was CIA station chief from 1986 to 1989. These two men oversaw the disbursement for all American funds to the anti-Soviet resistance. Both flatly denied that any CIA funds ever went to bin Laden. They felt so strongly about this point that they agreed to go on the record, an unusual move by normally reticent intelligence officers. Mr. Peikney added in an e-mail to me: “I don’t even recall UBL [bin Laden] coming across my screen when I was there.”

There are many reasons to believe them. They knew where the money went. Both men have retired from the CIA; they have no motive to mouth an agency line. And no compelling evidence has emerged that the CIA ever paid bin Laden: no cancelled checks, no invoices, no government reports.

Those who contend that bin Laden received U.S. funds usually make the following argument: America financed the Afghan rebels, bin Laden was among the rebels, therefore, in one way or another, America gave money to bin Laden.

This ignores a key fact: There were two entirely separate rebellions against the Soviets, united only by a common communist enemy. One was financed by Saudi Arabia and the Gulf states and was composed of Islamic extremists who migrated from across the Muslim world. They called themselves “Arab Afghans (search).” Bin Laden was among them. When the Saudis agreed to match U.S. contributions dollar-for-dollar, the sheikhs insisted that their funds go exclusively to the “Arab Afghans,” possibly including bin Laden. Meanwhile, U.S. funds went exclusively to the other rebellion, which was composed of native Afghans. Mr. Bearden told me: “I challenge anyone to give any proof that we gave one dollar to any Arab Afghans, let alone bin Laden.”

Even if the CIA wanted to pay “Arab Afghans” — which agency officials insist they did not — bin Laden would be a far from obvious choice. Bin Laden himself rarely left the safety of Pakistan’s northwestern cities and commanded few troops of his own. At the time, bin Laden was the Arab Afghan’s quartermaster, providing food and other supplies.

If a CIA officer tried to give money to bin Laden, he probably would not have lived through the experience. The arch-terrorist was known for his violent anti-Americanism. Dana Rohrabacher, now a Republican congressman from California, told me about a trip he took with the mujahideen (search) in 1987. On that trek, his guide told him not to speak English for the next few hours because they were passing by bin Laden’s camp. “If he hears an American, he will kill you.”

Prime suspect in the New York and Washington terrorists attacks, branded by the FBI as an “international terrorist” for his role in the African US embassy bombings, Saudi born Osama bin Laden was recruited during the Soviet-Afghan war “ironically under the auspices of the CIA, to fight Soviet invaders”. 1

In 1979 “the largest covert operation in the history of the CIA” was launched in response to the Soviet invasion of Afghanistan in support of the pro-Communist government of Babrak Kamal.2:

With the active encouragement of the CIA and Pakistan’s ISI [Inter Services Intelligence], who wanted to turn the Afghan jihad into a global war waged by all Muslim states against the Soviet Union, some 35,000 Muslim radicals from 40 Islamic countries joined Afghanistan’s fight between 1982 and 1992. Tens of thousands more came to study in Pakistani madrasahs. Eventually more than 100,000 foreign Muslim radicals were directly influenced by the Afghan jihad.3

The Islamic “jihad” was supported by the United States and Saudi Arabia with a significant part of the funding generated from the Golden Crescent drug trade:

In March 1985, President Reagan signed National Security Decision Directive 166,…[which] authorize[d] stepped-up covert military aid to the mujahideen, and it made clear that the secret Afghan war had a new goal: to defeat Soviet troops in Afghanistan through covert action and encourage a Soviet withdrawal. The new covert U.S. assistance began with a dramatic increase in arms supplies — a steady rise to 65,000 tons annually by 1987, … as well as a “ceaseless stream” of CIA and Pentagon specialists who traveled to the secret headquarters of Pakistan’s ISI on the main road near Rawalpindi, Pakistan. There the CIA specialists met with Pakistani intelligence officers to help plan operations for the Afghan rebels.4

The Central Intelligence Agency (CIA) using Pakistan’s military Inter-Services Intelligence (ISI) played a key role in training the Mujahideen. In turn, the CIA sponsored guerrilla training was integrated with the teachings of Islam:

Predominant themes were that Islam was a complete socio-political ideology, that holy Islam was being violated by the atheistic Soviet troops, and that the Islamic people of Afghanistan should reassert their independence by overthrowing the leftist Afghan regime propped up by Moscow.5
