I’ll post the roll once it’s available; the only suspense is in seeing if anyone crossed party lines. The text of the resolution:
Whereas on September 9, 2009, during the joint session of Congress convened pursuant to House Concurrent Resolution 179, the President of the United States, speaking at the invitation of the House and Senate, had his remarks interrupted by the Representative from South Carolina, Mr. Wilson; and
Whereas the conduct of the Representative from South Carolina was a breach of decorum and degraded the proceedings of the joint session, to the discredit of the House: Now, therefore, be it
Resolved, That the House of Representatives disapproves of the behavior of the Representative from South Carolina, Mr. Wilson, during the joint session of Congress held on September 9, 2009.
Wilson used his floor speech to make the “distraction” argument, which is fine and certainly fair, but like I said yesterday, there has to be some penalty for boorishness. This guy went from total obscurity to grassroots rock star overnight for behaving badly, and the first rule of incentives is that it’s a bad idea to reward bad behavior. Ed’s point this morning about a double standard is well taken but that’s an argument for more discipline of bad actors, not less. This was literally the least they could do to reprimand him; he’ll survive. Stand by for the roll.

Even though the vote was largely partisan, there were a few departures from party loyalty. Seven Republicans voted to rebuke Wilson: Rep. Joseph Cao of Louisiana, Joanne Emerson of Missouri, Jeff Flake of Arizona, Walter Jones of North Carolina, Tom Petri of Wisconsin, Dana Rohrabacher of California and fellow South Carolinian Bob Inglis.
But 12 Democrats voted no on the resolution: Michael Arcuri of New York, Bill Delahunt of Massachusetts, Gabrielle Giffords of Arizona, Maurice Hinchey of New York, Paul Hodes of New Hampshire, Dennis Kucinich of Ohio, Dan Maffei of New York, Eric Massa of New York, James McDermott of Washington, Gwen Moore of Wisconsin, Gene Taylor of Mississippi and Harry Teague of Arizona.

I’m now thoroughly convinced these fools do not have enough to do. Instead of wasting everyone’s time doing stupid things, how about we cut their work in half (as well as their salaries, health and retirement/travel privileges) and send them all home. If working people have to take less hours and less pay – so can they. They are a waste of oxygen.
The nation will be better for it. The nation might survive.

As I understand it (the fig leaf the D’s hid behind), there is a specific House Rule that prohibits calling the President of the United States a liar (or, in this case, let’s rephrase it — pointing out that the President is lying). I get all that but what I find interesting is that a legislative body in the modern world would feel that they needed to pass a RULE prohibiting the members from alleging that the President is lying to them and to the American people.
Though, apparently, the President is allowed to call anyone he (or she, someday) doesn’t agree with a liar all day every day, from the Speaker’s podium, in the same chamber.
What exactly are they protecting (assuming they’re the people’s servants — I know, choke me but I said it) when they feel compelled to specifically prohibit a member from alleging (with or without the President in attendance, mind you — it only has to take place on the floor) that the POTUS has told a whopper.
Can they say, “He/She told a whopper?”
Can they say, “He/She’s a faggot?”
Can they say, “He/She sleeps with farm animals?”
Why does “lying” have such a special place as to deserve it’s own House Rule? Is it something they fear would take place far too often if they didn’t pass a RULE against it?
This is something for Doonesbury.
Or Joseph Heller (Catch-22).
Closing question. It the POTUS isn’t called a liar, does that mean the lie doesn’t count? Or didn’t happen? Or does it make what he/she said true, by fiat of rule? If a lie falls in the forest (House of Representatives) and all ignore it, is it still a lie?

I think Wilson was out of line with his outburst during the President’s address, and was glad to see he apologized.
However, when I read this passed, I donated $100 to Wilson. I then emailed my (Democrat) Representative and, citing both Stark and the 2005 SOTU, informed her that I had made the donation in honor of the House Democrats’ hypocrisy.

Rep. Joe Cao represents William Jefferson’s former district in Louisiana, which is mainly comprised of Orleans Parish.
If he hadn’t voted to rebuke Wilson, there’s no chance he’d get re-elected because that’s such a heavily black district.

5 official censures in the 20th and 21st centuries:
- 1 involving “Unparliamentary language” in 1921 (according to Wikipedia, for inserting “obscene language” into the records, whatever that means)
- the rest financial and sexual misconduct.
8 official “reprimands”:
- all for financial/sexual misconduct
2 expulsions:
- both bribery
Likely, the action against Wilson would be classified as a “reprimand”, not a censure, but it’s still over something absurdly trivial when compared with the other historical reasons.
Wilson gets a reprimand from Congress, but Rangel doesn’t?

This has been how politics has been working over the last decade–to pretend there’s any mutual respect for “decorum” these days is to fail to recognize that the Left have abandoned this ideal long ago in favor of a (sadly) more effective means of political engagement. As much as I lament the death of plainspokenness and good faith, the worst thing one can do is pretend that the world works otherwise. Doing so puts us in the strategically disastrous position of operating with a false understanding of our environment, which is a mistake I fear conservatives have been making for decades.
Sure, we can join Obama and whine about the “coarsening” national discourse, but as you’ve aptly noted many times before, why is this even a credible complaint anymore?
I’m as much a believer in the innate goodness in virtue, but we need to get serious. Joe has no business apologizing to these Orwellian A$$h0!3$, who apparently now take issue with the First Amendment:

As if to say that the Democrats would do any such thing. The head of their party has no problem with allowing his House and Senate colleagues act as badly as they wish, and those actors have no problem letting in their psychotic minions to assault Republican cabinet members.
Wilson’s error has already been handled. He publicly apologized for his outburst, and that apology has been accepted. Had he not apologized and recognized the error of his action, then you’d have a leg to stand on. Otherwise, your point has no meaning either in the current political context or the historical context of House censure.

No, the least they could have done is acknowledge that Wilson immediately apologized and the filthy liar accepted. That should have closed the matter and it would have prevented Wilson from becoming a “grassroots rock star” (which from the context I take it you hate because you hate Wilson).
Let’s keep something in mind here. This was not an official function like the State of the Union. It was a forced informercial for a scheme that most Americans oppose. The filthy liar was spewing things that simply were not true including the claim that illegals would not be covered by Obamacare even though there is nothing in the legislation that would suggest that this is a component of the bill. Why should dissent be limited to the “response” aired afterwards.
Exit question: Why should Wilson and anybody else who disagrees be expected to enthusiastically clap along with the others at all the lies being told- like some sort of Stepford Congressman? The floor of the House is not so sacrosanct that dissent should be left at the door lest one be called a “boor.”
