CNN: Baucus plan to exclude public option

Max Baucus (D-MT), chair of the Senate Finance Committee and one of six Senators attempting a bipartisan compromise on health-care reform, has threatened to write his own plan if those negotiations fail.  CNN reports that Baucus has his plan ready to drop in the Senate, and that it will not include the public option that Barack Obama has wanted and that the House Progressive Caucus has demanded.  It will cost less than other proposals, but its funding will trigger yet another attack on one of Obama’s pet arguments:

A proposed health-care bill by the powerful chairman of the Senate Finance Committee does not include a government-run insurance plan, a source close to the discussions said Monday.

Although the proposal from Sen. Max Baucus excludes a “public option,” it would allow for the creation of nonprofit health care cooperatives, an idea that some moderate Democrats and Republicans have expressed possible interest in supporting. …

Baucus’ bill would cost less than $900 billion over 10 years, according to the source. The price tag is at least $100 billion less than any other health-care reform bill currently under consideration by Congress, the source said.

It would be paid for, in part, by a new tax on health insurance companies that provide high-end “Cadillac” insurance plans, the source added.

Supporters of such a tax, initially proposed by Massachusetts Sen. John Kerry and other Democrats several weeks ago, say will it help curb the cost of health care by discouraging employers from offering such plans.

Obama is often fond of claiming that ObamaCare won’t force people to change insurance plans.  This tax intends to do just that, in the name of preventing “overuse” of medical resources.  This is the usual attempt to impose parity not by improving the lives of others, but by rationing resources so that a certain equality of mediocrity exists instead.

Of course, the better way to proceed in curtailing the overuse of resources is to eliminate third-party payers from most medical care.  When consumers have to pay for services and goods directly, pricing mechanisms keep the market from overuse as demand escalates price before it increases supply.  For that reason, any reform should involve the end of tax breaks for comprehensive insurance policies and the encouragement of health-savings accounts (HSAs) along with the creation of catastrophic health insurance coverage that would be readily available to all for a much lower price.

Instead, Baucus wants to use the tax code for even more social engineering, making the IRS responsible for enforcing not just the presumed individual mandates that are already part of HR3200, but also to determine what exactly qualifies as a “Cadillac plan” and enforcing compliance.  Does anyone in this country truly believe that the IRS plays too small a role in American lives?

I imagine that people who have these Cadillac plans like them.  So what happens to this Obama argument?

Now, I don’t know how clearly I can say this, but let me try to repeat it: If you’ve got health insurance that you’re happy with through the private sector, then we’re not going to force you to do anything.

The Baucus plan will force people out of “Cadillac plans,” which makes that inoperative — although I don’t think for a moment that Obama will stop using that argument.

As for co-ops, I’ll stick with what I wrote late last month.  Nothing prevents co-ops for health insurance from forming now, without government intervention.  Putting government behind the co-op movement makes them dependent on government for continued operation, and we can expect them to feed at the federal trough just as electric-power co-ops have done for decades.  Why are we recycling this bad idea in order to rescue another bad idea?

I like taxing excess benefits as income. It will prevent overusage of the system if copays are higher. But this;

makes it seem as though they will be taxing insurance companies. They won’t be. They will tax the employees who get the benefits. Insurance companies don’t create these plans. The employer determines what the benefits will be. The IRS just doesn’t tax it. But this tax is not an ‘insurance company’ tax. . . rather it is a benefits package tax.

The people who won’t like it are the unions. There is still no need for a public option or a co op. 900 B over 10 years is still not ‘deficit neutral’. And it won’t fix the problem of Medicare insolvency that will have to be addressed within the next 10 years.

They can’t disguise the public option by calling it a co-op. They aren’t going to “win” support from the American people by talking about imposing new taxes.

You’d figure that they’d stop banging their heads against a wall when they reach the point of stitches – appears they aren’t that smart. The fact is – every move the Dems make on ObamaCare just pisses the American public off to no end. Yet – they seem to really, really want to get everyone as angry as they possibly can.

They won’t be able to find enough ACORN next year to rig the elections for them – I can tell you that. They’re moving to have Americans reject them at 80-90 percent rates.

If the Congressional and Presidential health plans are counted as “Cadillac” by Baucus, and the payment of the taxes for those plans fall upon their beneficiaries, then I’ll certainly consider supporting it.

Baucus should realize that things like CAT scans and MREs were, not too long ago, “Cadillac”, and the “Cadillac” people were the ones funding the development of same. Like everything else, the price fell as more equipment was produced so that we all now benefit. If he sets the taxation high enough, that type of flow-down will be stifled.

Of course, these people never truly consider the ecology of the processes they seek to change — like “Cash for Clunkers”, the supposedly benign modifications to an existing “food chain” will end up hurting rather than helping.

Not in my case, I happen to need the part where they will pay all expenses related to a MEDEVAC any where in the world. And it is also quite nice for my wife, who happens to come from a country with a hybrid socialized/privatized health care system, to be able to go to the Doc and just hand them the insurance card and be done with them. But that is only because I am not there to translate all the technical language for her.
Damn, maybe if I wasn’t taxed so much maybe I wouldn’t have to work overseas to make the extra money that supports the lifestyle that I want for my family. But I suppose I deserve to be punished for practicing free choice and sacrifice for the sake of my family. And for also donating over 15k to charity last year. Damn I am a greedy (but glorious!) basterd.

For those people that can afford “caddilac” insurance, good for you. They pay for it. They dont increase the cost of my healthcare, so why in the hell would I want them taxed? All this crap would serve to do is REDUCE the total amount of so called “resouces”, along with the total cost of healthcare, so what in the hell good is it. Another feel good POS suggestion. (They replace lost revenues by raising remaining rates)
Tax revenue goes down to fund Health Reform
Congress replaces lost revenue with some other tax)
But we will make it work somehow.

No reform can work to the benefit of the consumer without a substantial increase in the number of primary care physicians. Tax incentives to help people get coverage will only worsen the problem, as long as the supply of the right kind of doctors remain stagnant in the face of increased demand.

And for those who think that increased demand will create its own supply, they should take a look at the fact that case loads of primary care physicians are already close to or at capacity, so any increase of supply provided by the market should have occurred already. Problem is that the economic incentives to compel more med students to go into primary care just aren’t there.

Grrrrr leave health insurance alone. My parents pay a pretty penny for the “Cadillac plan” because they need it. They both have pretty serious health problems and it costs less for them to pay the premium then the bills at 80/20 would be.

These SOB’s – they won’t be happy until they kill off half the baby boomers and most of the Greatest Generation.

I’ve wondered how they can keep raising the cigarette tax to pay for S-CHIP. At some point, smokers either quit because it’s too expensive or they die of cancer or emphysema. Which costs a lot in health care, unless they just take a pain pill.

I think the Dems know that these targeted taxes won’t work in the long run, and eventually there will have to be some kind of general tax hike, Obama promise or no.

So they’ll trot out hard luck stories, and ask if the public wants to deny these poor souls medical care. They assume, unlike Bush41, Obama will be excused for breaking his no-tax hike pledge. Or he’ll wait until his second term to do it.

I think I saw one of those once, in a shabby neighborhood in south Chicago. It was up on blocks, and the wheels were gone. Had a hole where the radio used to be and the mirrors and steering wheel were missing.

Looked just like a car planned by the government. Everybody should have one.
