Has Obama run out of gas on health care?

posted at 10:30 am on September 5, 2009 by Ed Morrissey

With Barack Obama demanding yet more prime-time television attention this week with a joint address to Congress on health-care reform, one might have expected the President to use his weekly address to set the stage for the speech.  Instead, Obama delivered a proposal for retirement savings that seems practically designed to avoid controversy.   Has Obama’s health-care push run out of gas?

Among the changes are expanded access to 401k plans, small tax policy changes and a pledge to let workers convert vacation days into retirement savings.

The president framed the new policies as a response to the recession.

“I’ve heard from so many who’ve had to put off retirement, or come out of retirement, to make ends meet,” Obama said in his weekly address.

But the president also suggested that the recession should be a wake-up call to structurally change the American economy.

Even before the recession, Obama argued, Americans saved too little and borrowed too much.

If that’s true — and it is — then Obama himself has become part of the problem.  The FHA is about to get into deep, deep trouble over their low-cost loans to marginal borrowers as a means of blunting the deflation of the housing bubble.  The Cash for Clunkers program encouraged Americans to sink deeper into debt by ridding themselves of cars they fully owned in favor of big loans to buy new vehicles.  Obama is hardly alone in this, but he joins a series of Beltway scolds that wag their fingers at American personal debt while pushing programs favoring constituencies that rely on it.

Otherwise, Obama’s proposals seem almost timid.  No one will object to adjusting tax laws to allow for greater 401K participation, especially for using tax refunds to bolster savings accounts.  Automatic enrollment for small businesses will help them compete against larger corporations in the labor market.  Obama pushed for mandates on businesses to create retirement accounts for their employees, which will run into resistance in Congress, but pointedly did not include such mandates in his proposal.

Obama appears to want a way to ride out the end of summer without taking any more of a bruising.  Why else would Obama suddenly shift gears to a proposal that hardly needs a weekly address to sail through Congress?  He certainly doesn’t need grass-roots support for such a proposal.  Obama offered it in order to rebuild, in some small way, his credibility as a moderate who isn’t interested in government takeovers — just a few days before he faces the nation on the government overhaul of the private health-care industry.

My representative, John Kline (R-MN), stuck to the main topic in the Republican rebuttal:

Lawmakers should scrap the current healthcare bill and start over, Rep. John Kline (R-Minn.) said Saturday. …

“It’s not too late to start over,” Kline urged in the weekly Republican address. “It’s not too late to do better.”

And as Congress reconvenes from a month of town hall protests, Kline said Americans were right to be upset at the prospect of Democratic reform. …

“Democrats have crafted this legislation behind closed doors, creating a partisan blueprint that – at last count – clocked in at more than 1,000 pages. It’s complicated, it’s convoluted, and it’s quite simply not going to work,” he said.

Kline does a good job of hammering Democrats on both substance and process.  American voters have become suspicious of both, especially attempts by both Obama and Pelosi to jam such a huge undertaking through Congress in a few short days.  Tactically, this was a tremendous mistake, as it piqued curiosity and distrust about the bill and got people reading it.

Contrast that with Obama’s retreat from the subject today.  Five weeks ago, it was the most critical issue facing this country, and Obama argued that even a few day’s delay would be disastrous for the nation.  Today, it has become so unimportant that Obama decided to talk about retirement accounts instead.  That’s a huge climbdown from the end of July, and a big indication that the administration wants to extricate itself from the debacle in any way it can.

As I asked in another thread, who’s got the over/under on the nation snoozing through this one?

I’d say it’s 6-5 and pick ‘em that The Pantload-in-chief gets a huge pass from America (i.e., no one tunes in) and he shows up unprepared with the same old same old.

My special bet for the speech: in which paragraph will appear the “if you like your current doctor” comment.

Radicals don’t retreat. Their end game is slash and burn, destroy, destroy, destroy. Come on, now. He is never letting nationalized health care go. This is a guy who thinks he can dress up his real aims in fanciful rhetoric. Unfortunately, the emptiness of his rhetoric has become the narrative. Any walk back at all is pure theater. My God, do you really believe he’s going to throw in the towel?! Have you been paying attention to this man and his minders?! Have you?!

But…with a “trigger” that will place a gov’t option on us IF the meanie insurance companies don’t lower rates and cover more people. I don’t know if Obama has “run out of gas” on health care, but he has forever lost the opportunity to rally public support for a comprehensive medical overhaul on his terms. Pelosi and Reid may be able to ram through a bill containing the government option in covert guise, but there wil be a bloodbath in the 2010 elections if they do so.

It is “rich” that Obama wants to encourage savings as most reputable economists predict hyperinflation beginning in about two years. This will rob those who buy into Obama’s plan. He has put us hopelessly in debt, with hyperinflation or default being the only ways out. The former is the politically more expediant course and Obama has been distinguished by a singular lack of courage.

Hasn’t he (with Bush’s assistance) structually changed the economy enough by effectively taking over 2 of the Big 3 automakers and a chunk of the financial sector? Give it a rest already.

Automatic enrollment for small businesses will help them compete against larger corporations in the labor market.

Automatic enrollment in what? The employer Individual Retirement accounts that I’ve seen are run by the nice people at the local bank, carry a 6% sales load (commission to the nice person who made the sale), high management fees, and returns that come with a high beta.

How does it help small business to compete with the larger companies by saying ‘we have one too’.

The defined benefit plans of the 1950s are broke as are the companies that made the promise to pay them.

Meanwhile, on the health care front, the world is waiting to see the infamous head fake and ‘Obama pivot’.

Skandia Recluse on September 5, 2009 at 10:55 AM

My guess is Obama didn’t talk about his spectacular new Obamacare plan because — four days before the speech — there is no final decision on his spectacular new Obamacare plan.

Since the president has lived his life both wanting to be the leader yet avoiding conflict and having to make decisions that might anger any faction of his support groups, odds are the ideologues (keep some sort of public option obvious in V2.0 to be true to our goal of government run-health care) and the pragmatists (we’re never going to get it passed unless we at least say a public option is off the table, even if that’s just to hide our real intentions) are still at war over what Wednesday’s speech is going to look like.

Obama has not run out of money or clout on anything. He has
Not run out of funds, nor of special interests’ greed.

$30Billion of taxpayer Stimulus money is still at Obama’s disposal to spend as he pleases to spite America; but needn’t since he has megamillions (billions) of other people’s money via big-government big-business being spent on his behalf, on their own behalf, against the will of the people.

You can lose a year of your life following links at Wikipedia in a quest to nail down the meaning of socialism, communism, the Left and all their branches and sub-branches. At the end of your labors it’s like the joke about Hegel:

While on his deathbed his disciples gathered and beseeched him to name the disciple who came closest to understanding his teachings. Hegel lifted his head from the pillow and croaked, “There was one who understood a little.”

The disciples eagerly pressed closer to hear the name. Hegel whispered, “But even he didn’t understand.”

If you stick at it eventually it dawns that communism is not easily explained because it’s actually a branch of metaphysics. Then much of the past century’s madness is easily comprehensible. Basically, you can’t let a bunch of metaphysicians loose on the task of governing. Not if you don’t want to keep meeting the same thug in a cheap leather jacket holding a gun on you.

And this was understood when Obama first began his primary campaign. Touché on Dr. Diamond’s couch. Way to go, Pundita.

No chance, because the Nation is not going to be watching. I predict the ratings will be dismal. What Obama doesn’t realize, what he refuses to believe, is that his rhetorical gifts are not the be all and end all. People are simply tired of listening to him all of the time.

He’s lost the power the persuade by going to the pulpit too damn many times.

I also predict that his radio address signals a new strategy from the Obama camp. Bambi still receives a great amount of good will. A lot of the country still wants to like him although they disagree with his policies. He’ll take a page from the Bill Clinton book and start directing his energy to small issues. Look for major speeches on school uniforms, midnight basketball, and the importance of daily flossing.

Now that Obambi has to do something other than vote “present” he’s at a loss. He’s never lived in the real world. Socialism “works” in the ivory tower and at the corner coffee house but it doesn’t work in the real world. We must bear in mind that Obambi has never held a real private sector job and has no inkling where wealth comes from. We here know that all wealth comes from the private sector.

The government cannot produce wealth and property it can only confiscate it. Sadly, we are all along for the ride of Obambi’s journey of discovery.

Tough to make this one out. I agree it could very well be a “throw away” address for the holiday weekend were he was looking to find anything to talk about that didn’t revolve around the toxic HCR debate. But I don’t count the RATs or B.O. out on the health scam nearly yet. He’s got his address this week in which we believe he’s still going to press for something.

To this, does it not seem extremely clumsy to, after the debacle the House bill has become, to create a whole new plan out of the blue and introduce that into the debate? The two will get confused with one another, turning into the “Grand Health Care Monster,” that will only further ignite the opposition in the country to it. He’s going to have to repeatedly clarify what’s in “his” plan vs. what’s in the House Bill (after repeatedly referring to the House Bill over the last couple of months as “my plan”) creating a morass of confusion.

The only way a brand new plan could be introduced into this debate at this late date is……….for it to be radically different from anything we’ve seen so far. So clearly apart and seperate from the House Bill that a few sentences of talking points makes it glaringly obvious so. To do that, though, is a big problem for The One since it would have to completely rinse itself of things like “Public Option” and “triggers” and “health panels” which then leaves his key core far-left moonbats screeching in horror and protestation. If he simply wanders out Wednesday night and fronts a watered-down HR Bill then it makes little difference since the tenets of that Bill are being wholely rejected in the public right now and I don’t think it nets a bunch of new votes in Congress. That comes off as “my new plan is slightly less worse than the House plan that the public has soundly rejected.” That’s a Hell of a rallying cry to get the public behind you and it’s gets muddled.

All that being said this j@ckass has to sign something, anything, that he can even loosely and remotely refer to as health care reform soany combination of anything we’ve see thrown up against the wall that hints at passing is what he’ll ultimately support.

Exactly. The regulators of these insurance companies will be the same people who want them TO FAIL so they can sweep in and force nationalized health care. The so-called “trigger” should be fought harder than anything else in these bills because it nationalizes health care without members of Congress ever having to vote for nationalizing health care. It gives them full cover. It will be as if Sears were in charge of regulating how J.C. Penney can do business, and if J.C. Penney doesn’t do well Sears gets all of their customers. Hmmmm, wonder what Sears’s regulations would aim for…

Why is it that Prompterbama must always have a LIVE audience when he speaks?

This week he’ll give a speech at a High School in Arlington, VA that will be fed over the internet into classrooms. We all look forward to seeing the transcript on Monday. Let’s hope TOTUS is not on holiday, Tuesday.

Like Noonan, Steyn and Krauthammer have expressed, Obama is losing his Obamabots faster than ever.

Why can’t O just sit down in the Oval Office and look into a camera and talk to Americans, he should explain why we need healthcare reform, why he has so many self described Marxists, Socialists and Communists advising him, why the stimulus is not creating jobs like he promised, (when he urged us to support Porkulus or we would all die) and why a crappy cap and tax bill, which would raise energy rates at a time when Americans are having a tough time paying their rent and mortgages?

The above is a run-on sentence but good God, Obama is trying to force so much so fast and Americans have grown tired. Hell Americans are now scared! Why has this man surrounded himself with radicals and dividing the country further apart? He has some explaining to do and I think Americans would listen if he just sat in his office and talked to us and maybe told us the TRUTH! Having an audience applaud and cheer will only take away from his message which has become lost somewhere inside the beltway.

The goal is government knowledge and control of everything we do. This is best done via the upcoming mandatory health care system and enforced via the IRS and other agencies.

Obama and the Democrats are happy with the thought that Americans are tired of him trying to do so much – he is banking on the “enough, enough, we`re tired of this, lets give him something in health care so he will go away on this topic” weariness.

Just watch for it. He’ll say “we’ve listened, we’ve heard you” over and over again, which bears no resemblance to “we agree with you” but a lot of folks may think it does.

I believe celebrating the death of the Health Care scheme is a tad premature. I believe Obama is right now sitting at a conference table at Camp David in discussions with folk who are writing HIS version of legislation to be sprung on us next week. He will become far more dangerous when he begins to speak of a plan he knows, has read and wrote then he is lying about the existing House plan.

This will not go away until Congress is replaced wit ral Americans, if we can, next year.

I am no big fan of 401(k)s. They perpetuate the myth that your current employer is somehow responsible for your life outside of work. 401(k)s, IRAs, 529s, etc. should be abolished and replaced with a simple deduction of up to 20K a year can be saved tax free. Use the money for a house, college, retirement whatever. Just stop trying mold society.

If he continues to use those same old tired platitudes, the American people will officially tune him out forever.

And when pulls out the “let me be perfectly clear” crap, we will all know that he still doesn’t have a clue as to what he’s talking about.

WSJ floated it see here

And if they don’t reach agreement by Tuesday, what does Obie talk about? Is he creating his “own” version on the side in case this version doesn’t float in time for the big talk?

This is what I mean above, this entire thing is getting more convoluted and confusing with every new proposal and trial baloon that comes along. It could easily get mushed into one giant entity as far as the public is concerned.

Hey, good thing. Once Barry is stuck giving a 2 hour speech on what is, isn’t, might, was, will be, might, could be, and probably won’t be involved in “his” health care bill……..it is sunk.

I spoke with a banker the other day; representative of Chase. He told me that the next shoe that will drop is the Commercial Real Estate industry and that Bank of America is about to take a really huge hit. This will in turn cause creditors to pull back on credit card debt.

President Obama’s big speech to Congress is not about winning support from the American people. It is not about winning support from members of Congress. It is about winning back the support of the media with all the pomp and circumstance that comes with a speech to a joint session of Congress.

I’ve heard through the grapevine that the Obamites are considering REDUCING the actual amount of money eligible to be put into a retirement plan, in an effort to encourage people to spend more and “help” the economy. I wouldn’t put it past these nasty sons of bitch*s to speak out of both sides of their mouths. Imagine a gov’t encouraging people not to save, for the good of all. Phooey!

We need to be ready for Obama’s second push. During August it was mostly our team on the field, on offense, with no meaningful defense from the Obama team until they finally fielded a few of their radical, finger-biting-off supporters/goons. So we got a lot of good vibrations, mostly from ourselves, during August. We have no real evidence that what we have found so uplifting has had any effect on congress.
We did not see what Obama and his Rahm team was doing behind the scenes during August: What Chicago pressure and pork bribes being made. There is a real chance that Obama will come out with some program that he knows contains provisions that are enough to win over some of the on the fence senators and the bribees, and that he will cram it through again.
Because we do not know what is coming or how hard and fast it will be pushed, our challenge will be to keep up our energy, not be disheartened when the left makes its push, and be poised to act quickly.

GaltBlvnAtty on September 5, 2009 at 12:04 PM

At this point, there is nothing he could say that would interest me except “I resign”.

He wants to nationalize another sector, and will try whatever he and his advisors think might work.

If Snowe or any other GOP rep goes along with this, I will send money to whoever runs against her next time, and send her a message telling her so. (Hugh Hewitt started a campaign along those lines to support Harry Reid’s challenger in NV. Big response, check it out.) There is no way they could rewrite this bill that I would support. I wouldn’t trust any legislation this Congress comes up with. We are going to have to watch ~everything~ for sneaky riders and clauses.

jodetoad on September 5, 2009 at 12:09 PM

Ed, great analysis. Momentum stops; inertia begins. However, the Administration and its allies are sneaky. The President did much better when his policies were secret.

GaltBlvnAtty on September 5, 2009 at 12:04 PM

I think the energy is still strong on our side. September 12 will be big–very big. At least tens of thousands will be in DC, and many, many more at local Tea Parties.

The One thinks he can deflate the balloon by addressing congress and the nation a few days before the big event. The only thing that’s going to fall flat is his “new plan”.

He no longer enjoys the trust of the people. Wait and see.

IrishEi on September 5, 2009 at 12:23 PM

IrishEi: I hope you are correct. I was at the Sacramento beginning of the express, and it was inspirational. Lots of great people, all peaceful, with many legitimate concerns, and the accumulation of outrageous government acts had spurred them finally to come out and state their views.

GaltBlvnAtty on September 5, 2009 at 12:27 PM

He probably figures the less he talks about it the better. because people are really starting to listen. Im surprised he will televise his speech to congress. Wait no im not, his ego always overrides any common sense.

I agree that it’s way too early to take a victory lap! This bunch will do or say anything to succeed in destroying the American way of life! The Communist-in-chief has surrounded himself with dedicated radicals who want to destroy this country and redistribute it’s wealth to the poor oppressed minorities. Jones and Rev. Wright show us clearly what they think and are trying to do. Complete and total defeat is the only way to stop them! They must rooted out of any and all positions of authority over the rest of us or I fear we will be in prisons or worse in the next few years! It would seem to me that bankrupting this nation intentionally could be construed as Treason!

“… and a pledge to let workers convert vacation days into retirement savings ….”

WTF? Stay out of private contracts between employers and employees, please. If you want to increase the amount of retirement savings raise the maximum that can be contributed to a plan and quit micromanaging employment arrangements.

This is just another backdoor way for the government to weedle it’s way slowly into running businesses.

That’s my bet. At this point, Obama will say anything, do whatever it takes to get something on the books, a Trojan horse, that he can build on from here on out.

Because we do not know what is coming or how hard and fast it will be pushed, our challenge will be to keep up our energy, not be disheartened when the left makes its push, and be poised to act quickly.

That’s a huge climbdown from the end of July, and a big indication that the administration wants to extricate itself from the debacle in any way it can.

Yeah Ed one half of me hopes they champion humility and then strive to heal the wounds opened, while the other half prepares for the exact opposite.

I’m predicting some “sob story” letters from Mr. and Mrs. John Q. Public will be read by Der Leader on Wednesday; especially one from a senior citizen and perhaps one from a single parent or struggling couple. No doubt, these letters will be filled with praise for Barkey and desperate, unabashed pleas for help.

“Oh, please, please, Mr. President, help me. You are the only one who can save me. You are the only one who can fix the problems we face from the evil insurance companies.”

Also, I would not be at all surprised if Bambi’s advisors haven’t already lined up Obamabots with downtrodden faces to sit in the gallery, and Bambi will introduce them to the viewing public. The MSM will, of course, perform the obligatory camera shots of these people every so often, and we’ll see these folks hanging onto every word coming from Der Leader’s mouth, while they wildly clap and cheer for him. No doubt, at the end of his speech they’ll be shown weeping with joy because O-Blah-Blah is going to solve all their health care problems.

Scripted.
Predictable.
Phony.
Liar.
COLOSSAL FAIL!!!

Wish Genl Lee had burnt the place down 148 years ago and moved the capitol to indian territory. I suggest we make DC a living tourist spot and put all of congress up in base housing at an old Air Force base in North Dakota, keep em cool and focused and for darn sure they would want to be at home talking to the folks.
When TK kicked off the temp dropped and it rained in TEXAS, don’t dare hope that less czars will equal mo rain, less Reich?

Too much narsistic ego here to back down now,it is all about quick hits knowing that he and congress are in a lot of cases facing un employment themselves.A lot of it will go to court, states are broke, civil non compliance ( the 55 mph thing turned out to be a huge success),constant drumbeat of cronyism. Col.John Wm. Reed on September 6, 2009 at 6:40 AM

John is also my Congressman. All I’ve ever asked of all Congress is “You can help best by just staying out of the way.” In other words, Congressmen just honor their oath of office. Problem is that Republicans are thinking inside the same box, namely that they have a better unconstitutional idea.
As I’ve said before: the Democrats promise to break both my arms. The Republicans promise to only break one…for now, but will eventually will break the other one.

And on the state and local level?
Just asking.

Amendment X on September 6, 2009 at 12:21 PM

Contrast that with Obama’s retreat from the subject today. Five weeks ago, it was the most critical issue facing this country, and Obama argued that even a few day’s delay would be disastrous for the nation. Today, it has become so unimportant that Obama decided to talk about retirement accounts instead. That’s a huge climbdown from the end of July, and a big indication that the administration wants to extricate itself from the debacle in any way it can.

Yup. Just give him, and the democrats another 4 years, and there will be single payer option. It may take a little longer, but if lead to their devices, it will be our reality.

Saving more? How are we to save more, when cap, and trade is coming, and we owe a debt we can’t possibly begin to pay back? The interest alone is killing us.
