Hoyer to constituents: “Read the bill”

posted at 3:36 pm on September 2, 2009 by Ed Morrissey

Steny Hoyer did what many of his colleagues refuse to do — meet his constituents in person.  According to reports from Politico and Jimmy Bise, Hoyer also holds his constituents to a higher standard than his Democratic colleagues use for themselves.  An exasperated Hoyer told ObamaCare opponents to “read the bill,” apparently without the staff and two lawyers Rep. John Dingell (D-MI) requires:

House Majority Leader Steny Hoyer’s town hall meeting in suburban Maryland Tuesday evening dissolved into chaos, with attendees at several points bringing the event to a complete halt. …

Hoyer reacted to the barbs calmly, explaining how proposals were being discussed and trying to assuage his constituents of their concerns.

But Hoyer at times seemed exasperated.

“Let me just say this,” Hoyer said. “Read the bill.”

“We have!” a few people yelled back.

Hoyer is scolding the wrong people.  He should be scolding elected officials whose job it is to read bills before voting on them … like Conyers, who scoffed at the notion:

Rep. Paul Hodes (D-NH) also says that’s not part of his job description:

Democratic Rep. Paul Hodes (NH-02) believes reading every bill in Congress “would slow down the business of Congress to a crawl and it would be hard to get done what needs to be done.”

Members of Congress who don’t read the bills they are voting on “is not necessarily the major problem with the way Congress functions,” he said. …

“Hodes said it’s not realistic to expect members of Congress to read every bill word-for-word, as Congress took more than 2,000 votes in the session that ended in December,” the paper reports.

This year, Hodes voted in support of President Barack Obama’s stimulus package and for so-called cap-and-trade legislation. Both measures were finalized late in the legislative process and rushed to a vote before any individual member could read the bills.

Reading bills is for the hoi polloi, not for the ruling class!

Hoyer also tried insisting that the bill would not cover illegal aliens.  Maybe Hoyer should start reading legislative analysis from the Congressional Research Service.  They have a much different take:

In its subsection on health insurance subsidies (known as “affordability credits”), HR 3200 does state, “Nothing in this subtitle shall allow Federal payments for affordability credits on behalf of individuals who are not lawfully present in the United States.” That would seem to solve the problem, but it’s more rhetoric than reality. The bill contains no verification requirement or enforcement process for citizenship or legal residency, as exists for other federal benefit programs. The only verification required for the subsidies pertains to family income. Beyond that, as the CRS report notes, everything is left in the hands of the Health Choices Commissioner.

House Democrats defeated all attempts in committee to add an enforcement mechanism that would require proof of citizenship or legal residency for those getting subsidies.

Hoyer could tell his constituents to read the CRS analysis themselves — except that Congress keeps those confidential.

Be sure to read Jimmy’s post to get the flavor of the event, and see Jimmy’s pictures of the prologue.

You can tighten the wording of the legislation to try and keep out illegals. But I live in California and can tell you that hospitals aren’t going to turn away Mexicans who show up with babies to deliver or any serious medical condition. As long as they’re in this country, US citizens will end up paying for their healthcare.

Funny, we (the People) wouldn’t have been able to take the esteemed Senators advice had they passed this travesty prior to August.

Perhaps. The problem is, Step #2 is immigration reform. After that passes, all aliens will be legal.

It’s still funny to see a Congressional town hall at Harvard Massachusetts filled with anti-reform conservatives. You have to wonder, where did these people come from!

The inestimable Mr. Van Hollen won’t face his constituency in person – the lousy piece of chicken excrement. He is holding a teleconference town hall. My spouse and I haven’t decided yet whether it will be worth participating. Just having to listen to the drivel of most of my “fellow” voters in this state may require extra large barf bags.

These so-called elites, the “ruling” class – Steny Hoyer, Chris Van Hollen, Barbara Mikulski, and the other senator whose name I can’t remember because he’s so junior, can all just take their so-called representation and …

If they can’t read the bill there obviously aren’t enough of them. Time to set the House at 1:30,000… surely out of 9,000 or so Representatives a FEW of them would read the bill and be able to comment on it intelligently.

Oh, no staff for that 9,000.

We already have more than that with Congresscritters and their staff, just on the per member part. Since I can’t vote on staff, get rid of them and give us more members. That would slow up legislation no end, of course… which is representative democracy in action… or inaction as the case may be. But SOMEONE would read the damned bills as that is their JOB.

ajacksonian on September 2, 2009 at 4:10 PM

What bill do you want us to read? The 9 trillion dollar debt one or the $20 trillion of debt, or the one that shows you spent $30,000 of my money this year or the one that shows over the next 10 years you will spend $400,000 of my money?

Now that is a Bill!

When did “confidential” ever prevent a Congressman or any political hack from leaking information?

Only when it’s critical that the public know. Never when it’s critical that the public not know.

Congressman Tanner (D-TN) held a telephone town hall monday evening (he said people were not able to travel to an actual town hall!), and he stated several times that “HR3200 isn’t actually a real bill; just peices from different committees”.

The telephone conference left no room for follow-up questions, but people I’ve talked to want to know why, if HR3200 isn’t a real bill, what/why was Obama, Pelosi & Reid trying to push so hard for a vote prior to August recess??!!

VOTE THESE BUMS OUT OF OFFICE!

These congress critters still don’t get it. Just heard on Hannity an interview with Tom Coburn. His ideas are good, but frankly he doesn’t get it either. None of them can seem to get beyond their own arrogance. I have not witnessed anything like this in my life time. Maybe never.
I don’t trust any of them to get this. The only thing they seem to get is being voted out of office. I guess they think we will forget. Not going to happen.

rockmom on September 2, 2009 at 5:15 PM

Ask not what your congressman has done for himself;

Ask what your congressman has done for America!

Steny. Steny. Steny.

We all see what you do for yourself and your Democrat cronies; padding your own wallets, payback for Union votes, & furthering your own political careers.

What have YOU done for the average American? Have you helped find JOBS for the 6 Million unemployed? Have you stood up to special interest groups? Have you called ACORN “Un-American” for being charged (17 states) for voter registration fraud?

Have you called on Pelosi to investigate Charles Rangel for tax evasion/fraud? Have you demanded to know what the Obama administration is doing with the private emails of U.S. citizens?

Steny Hoyer is a coward, in congressman’s clothing!

TN Mom on September 2, 2009 at 5:16 PM

I’d much rather have these idiots listen to constituents and opponents who’ve read the legislation, than to actually read it themselves.

Why? If they’re predisposed in favor of a bill, they’ll just read it through that prism, ignoring any black and white language to the contrary.

But far worse, and I’ve seen this first hand, when they actually read a bill, they just might want to add language to make the bill even worse or make it apply to people or situations the original bill never contemplated.

To demand they actually read this stuff is to assume you’re dealing with fair, honest, and open minded human beings, which unfortunately you are not.

Funny thing about that. I thought that in order to get business done you should at least know what that business is. Lordy! I hope he’s history in the 2010 elections–it’s hard to decide who is worse for NH–Shea-Porter or him.

I was there. Hoyer had been asked by the first person called if he’d had time to read the bill yet (he was on record as saying he’d not read the bill as of The One’s before recess deadline). Him saying “read the bill” was probably his one goal of the evening, having him on record telling us to read the bill instead of him being on record as not having read the bill (A comparison video would be awesome). The place erupted yelling that we had read the bill long before he did. Hoyer is such a jerk; he tried to filibuster the meeting with his stupid panel of “experts” and never directly answering a question until he was called on not answering the question. Thank heavens the audience was having none of it. Also, as I was standing in line there was some union lady standing in back of me (I was number 1150 in the hall) who was on the phone with all her union buddies saying how polite the crowd was and that it was obvious that it was at least 70/30 for the bill and that it would be like Ben Cardin’s townhall where they were all bused in and holding up signs for health care but that the news just wouldn’t report how everyone was for health care. WELL, her prediction was dead-on – except it was 70/30 AGAINST health care.
