New Democratic plan: Delay public option until 2013?

It’s only Clyburn’s plan right now, but Clyburn’s number three in the House. And besides, they’re running out of alternatives.

The comeback for Democrats — if there is one — will begin in an all-important closed-door caucus meeting next week in the basement of the Capitol, where House Speaker Nancy Pelosi (D-Calif.) and her top lieutenants will try to undo the damage of the August recess and convince their wobbly members that a vote for health care reform will not cost them their jobs in 2010.

Leaders say their strategy is to convince members that nothing is set in stone and that they are more than open to negotiations. And they’re engaging in a softer sell, prioritizing health insurance reforms while pitching the public option as something that’s way, way down the road.

“We’re going to ask, ‘Where are you now? Is there something we need to add to get [you] to vote for this?’” said Rep. Chris Van Hollen (D-Md.), who as chairman of the Democratic Congressional Campaign Committee is charged with ensuring that the party’s most vulnerable members are reelected in 2010…

Clyburn, for his part, is advocating a “two step” approach in which the most widely supported health insurance reforms, like coverage for pre-existing conditions, go into effect immediately, while the public option is framed as a distant step — something that would go into effect in 2013, only after benchmarks and pilot programs are studied.

Clyburn has proposed setting up modest pilot programs for the public option in certain regions or states — an experimental way of seeing whether these health exchanges can actually work at the local level before they go nationwide.

Wasn’t Pelosi telling people just two weeks ago that she’ll never ever drop the public option from the House bill? Now, suddenly, she’s open to negotiations? The Blue Dogs must be dug in much deeper than I thought after those town halls. As for Clyburn’s “experimental” public option, what incentive do House progressives have to go along with that? If, as seems increasingly likely, the GOP’s going to pick up seats between now and 2013, delaying implementation of the program only makes it easier for Republicans to kill it in the crib later before it goes into full effect. To get liberals to accept it, Pelosi will have to assure them that the “experiment” will be so successful that the GOP will have no choice but to endorse it — while simultaneously assuring Blue Dogs that it won’t be successful and will end up being dropped, thereby making it safe to vote for now. The only certainty: If Clyburn’s plan is adopted, The One’s fortunes in 2012 will depend to no small extent on how well those pilot programs are playing out. Because unless they’re total disasters, you’d better believe he’s going to try to take them national.

All of that is assuming the Senate is willing to act first, of course; as Politico notes, House Democrats aren’t going to risk their necks in passing a bill until they know Reid can get something through. Which, absent reconciliation, he probably can’t. A little mood music for you while you ponder their dilemma.

step 1 – saddle the industry with additional regulations without the revenue-enhancing requirement of an individual mandate to purchase insurance. Add whatever other regulations you like since the p.o. hasn’t been implemented yet and won’t be subject to them as a result.
step 2 – wait. Complain vigorously about the cost increases that result from reforms.
step 3 – lift the regulations you don’t want the p.o. to operate under, introduce the p.o., subsidize the crap out of it and pick off whoever’s left.

AP, on the other thread about Zogby’s poll numbers, suggested that Obama was faced with only one likely choice–to push for the public option and regain the support of his left base. Are Nancy and Obama no longer on the same page?

Anyway, I have C-SPAN on in EST, and it’s showing an August 28 GOP townhall from Louisiana. It’s great. Orderly and with great questions and answers. Dump on Vitter if you will, but he’s leading a very effective townhall along with about four or five other members of Congress.

Again, the questions are great, and the answers are too. I wish independents and the Brooks branch of the GOP (or frummers, I say) were required to watch this.

I am confused.

HR 3200 page 116 says there will be a public health insurance option that begins in Y1. Y1 is identified as 2013.

So what do they mean “delay” the public plan until 2013?
I thought the HR 3200 as presently written says the public plan would start in 2013.

What am I missing?

AP, on the other thread about Zogby’s poll numbers, suggested that Obama was faced with only one likely choice–to push for the public option and regain the support of his left base. Are Nancy and Obama no longer on the same page?

This is a just a wonderful new twist on this story. It will send me to bed with a smile on my face.

I am confused.

HR 3200 page 116 says there will be a public health insurance option that begins in Y1. Y1 is identified as 2013.

So what do they mean “delay” the public plan until 2013?
I thought the HR 3200 as presently written says the public plan would start in 2013.

What am I missing?

Ted, she has 5 kids. She travels around and really has all the balls to take these thugs on, but she realizes, like most conservatives, that the Power is with those now and has to wait. Remember when your Dad told you – “wait until the time is right”?

She is keen, smart, and has the fate of our National Security bred into her psyche. She has the experience to make the right decisions and I for one would sleep MUCH better knowing she was in charge then any of these unvetted and inexperienced people now steering the ship. Progressivism = incrementalism. They are like the Borg, they will never, ever stop coming, therefore we must kill this bill in its totality now and only agree to work on a compromise that gets the government out of health care, including Medicare, Medicaid, and SCHIP and implements free market reforms. The Democrats may take half a loaf today but we all know they will be back for the other half later. A victory for the GOP in 2010 merely sets back the Progressive’s socialist agenda. It doesn’t stop it.

I say belay that order. Let Pelosi & Reid cram the public option down the Americans throat. No tort reform, stick those “death panel” provisions back in the bill & pass it. Come November 2010 they’ll lose so many seats in the lower house that Nancy will be gone & Boehner will be Speaker of the House. Obamacare dies before it has a chance to be implemented in 2013. Cap & Tax is torn to shreds soon after. Hopefully the things that the GOP did wrong before won’t be repeated. The POTUS will be put in lame duck status intil January 2013.

Yes, it is great. If there is one thing I find heartening about this whole episode is that with the most liberal POTUS in modern history and both Houses of Congrees dominated by the Rats…….they still can’t pass socialized medicine. If they can’t do this now, my dear friends, then they very likely never will in the foreseeable future. Now, that is HOPE.

Also, the way the RATs have shown their true colors here….disdain for the general public, hubris of the jaw-dropping strain, obviously welded to ethereal leftist political ideogy rather than the public…..I think they’ve made some true disbelievers out of some Indys and “moderate” Dems.
