US snubbing Poland for 70th anniversary of WWII?; Update: Former SecDef Perry attending?

In less than a week, Poland will commemorate the 70th anniversary of the beginning of World War II.  On September 1st, 1939, Germany launched a war that killed tens of millions of people after concocting a false provocation on the Polish border, with the Soviet Union invading from the other direction.  The Polish nation all but disappeared for several years, and for decades after the end of the war, Poland had to live with the war’s Iron Curtain legacy.  For many reasons, September 1st will be a day of somber reflection for Poland and eastern Europe.

Poland plans a remembrance ceremony in Gdansk, and the list of attendees makes this a high-profile diplomatic event, according to Polish broadcaster TVN News:

Poland will celebrate 70th Anniversary of the Outbreak of the WW2. Russian PM Vladimir Putin, German Chancellor Angela Merkel, Lithuanian PM Andrius Kubilius, Finish PM Matti Vanhanen, Latvian PM Valdis Dombrovskis, Dutch PM Jan Peter Balkenende, Czech PM Jan Fischer, Estonian PM Andrus Ansip, Serbian PM Mirko Cvetkovic, Hungarian PM Gordon Bajnaj and Albanian PM Sali Berisha and also President of the European Parliament Jerzy Buzek and President of the European Commission Jose Manuel Barroso confirmed his participation in the celebrations that shall take place on September 1st in Gdansk.

Events will start the day before with the special train the Solidarnosć Express visiting WW2 city battlegrounds. The ceremony proper begins at 4.45 in the morning, 70 years to the minute after the battleship Schleswig-Holstein opened fire on the Westerplatte base. The most important people will attending in this commemoration ceremony, also veterans who will pay tribute to the defenders of Polish coast. At 15.00 Putin, Merkel and other bigwigs will pay their respects to the victims of war. Then the musicians of the Baltic Philharmonic will perform Britten’s “War Requiem”.

A few nations appear to have been left off of the list – including France and the UK, which had guaranteed Poland’s security but failed to initiate military action against the Germans until the invasion of France. Also missing is any mention of a representative from the US, despite American efforts to build a robust alliance and friendship with the Poles since their liberation from Soviet domination.  Polonia News, a blog out of Poland with both English and Polish language versions, claims that the “snub” has Poles angry:

It is five days before the commemoration ceremony of the 70th anniversary, September 1st, of the outbreak of World War II in Poland and Washington has not yet announced who is going to represent the US administration.

Polish officials had been led to believe the US would be represented by Vice-President Joe Biden or Secretary of State Hillary Clinton. But Prime Minister Donald Tusk seems to have lost all hope that the Obama administration will be sending a high-level official to the ceremony. The ceremony will be attended by Chancellor Merkel, Prime Minister Putin and heads of 12 other states.

Many Polish officials are astonished and see it as a snub but don’t say it out loud. Here are some of comments voiced recently: “I would not attach a great importance to the fact that one country will not be represented by a member of the current administration.” “There is a very long way from Washington to Poland.”

In a later post, the authors claim that the snub will endanger US-Polish relations:

The commentators think that this may be Obama’s reaction to recent open letter from Eastern Europe, signed by former officials from that region, as well as critique of runaway spending in the face of huge budget deficit. Europe, specifically Eastern Europe, took different route and decided to cut spending. And it worked.

Polish politicians and commentators noticed that Hillary Clinton has spent 11 days in Africa, while Polish soldiers die or get wounded in Afghanistan, but can’t spare a day to show a face for this important day for Poles. Just last week Polish government decided to spend nearly 300 million dollars on equipment for troops in that country. In Poland it is a lot of money.

Major Polish newspapers ask what else Poland can do for America? How many more officers should die in Afghanistan? How many more F-16s should they buy? Do they, Obama and Clinton, understand that US is about to commit another blunder?

There is no mention at all in the US media about the anniversary ceremonies in Gdansk, and not much in the European media, either.  Any event that has that kind of guest list has to be a significant diplomatic event.  Yet, the website for US embassy in Warsaw doesn’t mention it.  It does have an entry noting the Congressional recognition of the invasion’s anniversary, but doesn’t mention any involvement in the anniversary’s remembrance in Gdansk, or that Poland will commemorate it at all.

It’s possible that the US, France, and UK simply weren’t invited, and that Poland wanted to make it an eastern European event, and that Polonia News has its information wrong.  It does seem odd that the Western allies are not sending any high-ranking representatives, though, especially since we have worked hard to keep Poland politically oriented Westward rather than Eastward.

I have sent several requests to the White House and one to the State Department asking for clarification. The State Department refused to answer the question, leaving me a message that the White House would have to address this. I called the White House twice and e-mailed three people in the administration over the last two days, and got nowhere; everyone seems to be on vacation.  When I hear from someone, I will update the post.

Update: According to Hot Air commenter Year of the Dingo, who’s living and posting in Poland (I checked the IP address), the US does have a representative … from the Clinton administration:

I happen to be living in Poland right now. One of the leading newspapers, Rzeczpospolita, is saying that William Perry will appear at Westerplatte at Gdansk. Polish commentators are saying, WTF?, he’s not even in any office.

I still remember watching the 60 anniversary of the Warsaw uprising back in 2004. The Polish people very much appreciated the appearance of Colin Powell at the ceremony.

Perry was last an official of the US in January 1997, more than twelve years ago.  If that’s the best effort that the Obama administration can make, small wonder the State Department refused to comment.

I visited Gdansk a couple of months ago during a cruise. I was moved by a visit to the Solidarity “Memorial to Killed Shipyard Workers”, and the obviously pro-American feelings of our young guide.

Maybe the new Administration just doesn’t care much about “New Europe.” Too many radical free-market ideas, etc.

If any of you are interested, there is an alternate history book called Hitler’s War where the Britain, France, and the Soviet Union declared war on Hitler when he wanted to seize Czechoslovakia. Instead of invading Poland, for now anyway, the Nazis allied with Poland due to the mutual Soviet threat and really seem to have Stalin on the defensive. Its a good thing Hitler wasn’t smart enough to do that in real life.

I was in Budapest, Hungary for the 20th anniversary of the fall of the Iron Curtain.

It was a great celebration and we were not there either.

My own .02 is that Poland deliberately snubbed the Brits and French. After all, when attacked, what did they do to help?
As for us, could be that we got invited, but given the “smart diplomacy” of this administration demonstrated so far, someone left the invite on their desk as they left for vacation.

I can certainly understand why France and Britain were not invited after they ignored their treaty with Poland. I do have a problem believing that the US was not invited, but no problem believing that this administration would snub such an event based upon its’ complete bungling of most foreign relations encounters.

Ed, your history book reads a little different than mine. My book says that England and France declared war when Germany invaded. With neither country having much of a plan, they assumed fighting would revert back to trench warfare like WW1. Of course, this led to Dunkirk.

If I were to guess why the 3 western powers are not there, I would suggest that they were simply not involved in fighting on Polish soil.

Obama saw to the demise of all alliance building with Poland specifically. Make note of that alongside your who has missile defense information with regards to enabling the Russians to harm Poland at least via manipulating the energy pipeline of natural gas as well as cyber warfare prior to military aggression as with Georgia.

If Obama had been invited, he and the press would have stupidly turned the entire event all about Obama. The Clintons authorized US military (repainted ensignias UN) to bomb Serbia and kill the Christians there.

Perhaps Poland does not think that America regards the Bush Doctrine that helped them, that they honored, as we ought with due respect. So long as we ridicule our own Constitutional Sovereignty, why would others respect us?

Long story short, there are no more honorable people than the Polish who have suffered from both Russian and German aggression over the past centuries. I’ll never forget the GOOD impact that Pope John Paul II had through his life on this earth. God bless Poland.

And God Bless America to respect our founding purpose, and to appreciate good friends, great and small.

Ladies and Gentlemen, you fail to understand our friends on the left. September 1st is an important day, and one that we must remember always. It’s Labor Day. That means that Democrats must pay homage to their base, Labor Unions, on Labor Day. The Polish Invasion and start of World War II may be important, and I’m sure that the Obama Administration would have sent an assistant deputy undersecretary of something or another however, all Democrats everywhere, will be busy bowing before the alter of Big Labor instead.

If only the darned Nazi’s had invaded Poland on September 3rd, we could certainly have someone there. Or if we had put our Labor Day on International Labor Day, no problem. However, this is merely a matter of recognizing the priorities, and the Democratic Priority, is pretending to care about the workers.

Ironically, maybe tragically, Poland is in an interesting spot, once again. The US is out-to-lunch, if not downright hostile (no missile defense), Germany is still hiding, France is France, England disappeared. So who is there to stand up to Russia? Only Poland,(with some help from smaller Czech Rep.) It’s a tricky situation for them, made much worse by the US.

The days of politics ending at the border are over. The case against Obama needs to be brought overseas. Germany and Poland/E Europe are prime locations to start. They’re not so impressed with our boy-King. I wonder if Palin could give a speech in Berlin like Obama did??

So who is there to stand up to Russia?
–Depends on the kind of incident with Poland (a nebulous cyberwarfare attack might not prompt much official response) and how seriously you take membership in NATO. I imagine the heavy hitters as well as the smaller signatories would react strongly to open aggression.

I don’t blame Poland. They were left hanging until the French were finally attacked. If it had stopped at Poland, would we have joined the fray? Maybe, maybe not. The Poles are good people with pride and dignity. They had the balls to stand up to the USSR before the wall came down, and succeeded. Maybe more Americans will understand the Poles’ feelings and support them as they’ve supported us in the war on terror. Oh, and I have no Polish blood. I just admire people have strong ideals and stick to them.

I think Georgia, Ukraine and Poland should be very concerned about the “heavy-hitters.” A strong reaction these days from the West could amount to nothing more than strongly worded letters to the UN, while behind the scenes, trade deals for weapons and such go on. Call me a cynic.

The Baltic states were victims of the Molotov-Ribbentrop pact as much as the Poles so it’s appropriate for them to be there. Hilter gave Stalin the green light to invade them as part of the non-agression treaty.
–Thanks for the response, Ted. The inclusion of the Baltic countries makes sense – what I’m wondering about is why more Vilnius countries besides the Balts and the Albanians aren’t attending, or why the Slovaks aren’t popping by, especially since they are also recent members of NATO.

The commentators think that this may be Obama’s reaction to recent open letter from Eastern Europe, signed by former officials from that region, as well as critique of runaway spending in the face of huge budget deficit. Europe, specifically Eastern Europe, took different route and decided to cut spending. And it worked.

No doubt something like that would cause Obama to dampen his Pampers and pout.

Ha ha, funny. No, the other William Perry, the one who was Sec. of Def. a decade ago.

Seriously, this is not a big controversy here. The Poles know their history and they know that the US wasn’t in the war yet. The story has more to do with Polish internal politics. The Polish Foreign Minister, Radek Sikorski, is supposed to be well connected in Washington. He’s married to Anne Applebaum of the Washington Post. According to rumors, the Obama people promised him that Poland would get a better deal for the missle defense system under his administration. So the Polish government needlessly dragged on the negotiation (until the Russian invasion of Georgia finally their hands). Now Poland is sort of screwed.
