LA Unified School District chooses private-sector competition

One of the nation’s largest and most troubled school districts finally got desperate enough to try something new to rescue its schools: private-sector competition.  The Los Angeles Unified School District approved a plan to turn 250 of its schools to the private sector for management as charter schools, after winning a battle with the teachers union.  Union officials threatened to take the school district to court, while Mayor Antonio Villaraigosa practically dared them to try:

In a startling acknowledgment that the Los Angeles school system cannot improve enough schools on its own, the city Board of Education approved a plan Tuesday that could turn over 250 campuses — including 50 new multimillion-dollar facilities — to charter groups and other outside operators.

The plan, approved on a 6-1 vote, gives Supt. Ramon C. Cortines the power to recommend the best option to run some of the worst-performing schools in the city as well as the newest campuses. Board member Marguerite Poindexter LaMotte dissented. …

The action signals a historic turning point for the Los Angeles Unified School District, which has struggled for decades to boost student achievement. District officials and others have said their ability to achieve more than incremental progress is hindered by the powerful teachers union, whose contract makes it nearly impossible to fire ineffective tenured teachers. Union leaders blame a district bureaucracy that they say fails to include teachers in “top-down reforms.”

“The premise of the resolution is first and foremost to create choice and competition,” said board member Yolie Flores Aguilar, who brought the resolution, “and to really force and pressure the district to put forth a better educational plan.”

As a former Angeleno, I can say that this is both long overdue and absolutely stunning.  Los Angeles has been in control of liberal doctrinaires for decades, at the school district, city, and county levels.  Having the LAUSD adopt a platform of privatization and choice would be akin to California electing a Club for Growth conservative to statewide office.  If it wasn’t impossible, it certainly seemed like it.

However, everyone knows that this is a move borne of desperation.  The liberal-doctrinaire policies in LAUSD have long failed the students within the system, and the district has tried just about everything else within those paradigms.  The only option they rejected was the union’s proposal to turn control completely over to them, which got almost no support from a board clearly seeing the union as part of the problem, if not the biggest part of it.

The union says they’ll take LAUSD to court to block the plan.  Villaraigosa, no conservative stalwart, responded:

Shortly after the vote, Villaraigosa savored a political and policy victory at district headquarters in downtown L.A.

“We’re not going to be held hostage by a small group of people,” Villaraigosa said, referring to the teachers union and other opponents. “I’ll let you infer who I’m talking about.”

Villaraigosa wants to run for higher office, probably governor, at some point in time.  He can build some credibility as a moderate by taking on the teachers union at LAUSD, but the unions will not forget it when it comes to Democratic primaries.  He assumed considerable political risk in backing privatization, but saw it as the right thing to do.

Now we will see how choice and privatization works on a wide scale in one of the most underperforming districts in America.  The union wants to prevent it at all costs, because they know it succeeds everywhere it’s tried.

This could be an earthshaking development. Note the part about how the charters will NOT be required to unionize, which as a practical matter means they wont be. Everyone who groks anything about the cesspool of LA schools administration understands how the UTLA and their lib allies in LA city/county gubment have screwed up the school system in the first place…for decades.

This is pretty ginormous if followed up on and fully realized. It also sets up well as an issue in next years gubernatorial race between Meg Whitman and Jerry Brown: Whitman the champion of private sector reform vs. Jerry
the bought-and-sold-by-innercity-union-bosses-his-entire- career.

And no, Steve Poizner will not be the GOP nominee, any more than Gavin Newsome will defeat Brown.

Some of you, if you could, drive by Crenshaw HS, and see how horrible it looks.
They had huge budget, huge amount of money and they pissed it away on projects that were so foolish, if they were told to you you would say “impossible, no one would do that”.
Two high schools nearly cost one billion dollars, for just two schools.
The Belmont High school was a $400 million fiasco (for 2,400 kids). And it has something unique, that no other school has….A $17 million toxic gas mitigation system that costs $250,000 a year to operate.
Lord have Mercy…our friend Waters pushed heavily for this school, what a surprise. When it was stopped, what “card” did she play? Gee I wonder…

It was built on a “fault”, yes that is right an earthquake fault.
There were natural gases, much of L.A. has natural gas beneath the surface. Particularly around the LaBrea area, anyway, there are large gas deposits, the school sits on one of these pockets, and they built an underground parking facility for students…yeah I know, hard to believe…and too exhaust these toxic gases they had to build these “filters” and “air” conditioners (not coolers, which the do have, but to condition the air) for safety.
I would bet, if the accounting was really accurate, it would be nearly double what they say they built it for. I think it took abut 8 years to build….think of the resources sucked from the kids for this monstrosity…and this was one of two build similar.

I live in LA and don’t hold your breath, it may not be what it seems. There are several Mecha Charter schools in the LAUSD, one is in El Sereno. They tech a racist latino program and real kicker is that they are tax supported. This school is even supported by Mayor Tony Villar. Michelle and Allah and blog posts about them several years. I wish I could find them.

Also property taxes are increased in LA to pay for LAUSD.

So I my point is what type of charter schools we are going to get??? La Raza, Mecha, Altzan…

My read on this is that public money was used to construct 250 facilities, some “state of the art” multimillion dollar complexes–and then they were “turned over” to private interests. Are we missing something here? Politically connected “private” interests benefitting hugely from public tax investment and then hiding this corrupt largess under the guise of “conservative competition?” Why no curiosity about this?

When they were forced into English immersion, and huge cut-backs on bi-lingual (by voter mandate), reading scores, math scores shot up in the Hispanic demographics…so great that the unions finally had to admit that it was better, then went to court and got the rules changed and went back to bi-lingual…better to have more teachers and “worse” students, then fewer teachers and “better” students…and the Mexican community has been the one taking the brunt of the poor schools…now look at the name of the mayor, and guess where he is coming from…and look at who is voting and guess who he is worried about…follow the money, and follow the voters.

If they aren’t given the authority to toss the dead weight out (both students and teachers/administrators), they won’t be able to clean it up either. Bad school districts like this are simply victims of incompetent staff who are kept around, and violent, useless students who are allowed to stay. And there’s no magic formula to deal with either group except the old heave-ho — which union contracts typically will not allow.

Not by the public, but by the school board…it was stopped several times, but Waters and others pushed on.
The thing is they had other land, which is hard to come by in L.A. (hence the underground parking).

Not bad. I lived in Colton for 17 years and taught at Eisenhower H.S. next door to you. I was one of about 5 reliably conservative teachers out of 125 teachers at the school. They finally drove me out a couple years ago. Now I am enjoying the wide open spaces of North Eastern Arizona and don’t regret the move.

Actually it was an old oil field, owned by a Japanese company and they sold it to the school district “as is”, very controversial deal.
Methane gas, sulfur, old oil deposits, on a fault line, that area is full of oil deposits, and gas pockets near the surface.

Outstanding! It would also be great to privatize the IRS so they can aggressively make sure we all pay the taxes we owe (none of this “under the table” junk, non-reporting of tips, non-reporting of gifts and other “found money”), plus we can privatize the highway system and be charged a toll on every road we drive on, privatize the police departments and the CEOs would not be down with this warning ticket jazz, privatize the fire department so you would have to compensate them even if your house burns down, privatize national and state parks so they can charge a real price to enter, privatize museums/art galleries/historical sites and so on and charge Disney World admissions, privatize libraries and charge a fee for every day you have a book out…sounds wonderful!

Of course it is well known that private schools do genetic engineering and hire only the clones of the best teachers, because teachers’ unions only let the worst teachers get hired in public schools. Also, it’s high time that parents get charged for every bus mile, and every textbook and appropriate fees for lab equipment, etc. Another great thing is that parents should also have to start paying for their kid’s lunches what they would be charged by any restaurant chain…perhaps even more!

Ah, making money off of education! The colleges are doing such a wonderful job of that, let’s be sure to bilk the K-12 crowd as well…and of course, we all know that private concerns would never hire Libtards, would never inflate their reported test scores, would never hire incompetents (NO company would dare do that!)…

Those who have been preying upon the golden goose are maybe starting to figure out that they could kill it. The charter schools will startle, being staffed by new and low seniority teachers while the union schools are staffed with the incompetent and tenured who have accumulated over time.

As goes California, so goes the rest of the country. Keep hope alive.

Then again, how much control will charter schools be granted over curriculum?
