Why unions are “Astroturfing” health-care town halls
posted at 2:18 pm on August 24, 2009 by Ed Morrissey
After enraged constituents started showing up at Congressional town-hall forums to oppose ObamaCare, the unions acted quickly to counterdemonstrate on behalf of the Democratic agenda item. In at least one case, union representatives used violence to intimidate and harrass ObamaCare opponents. The same union, which represents a large percentage of government workers and would be presumably immune from any health-care reform action, issued memos demanding volunteers to “drown out” opposition to ObamaCare. But why?
This report from the Detroit Free Press explains that the unions have a good reason — actually, ten billion good reasons:
Antilabor forces say it’s welfare for the UAW and Democrats’ union allies. Labor supporters say it falls short of what’s needed as tens of thousands of union members are pushed into early retirement as employers cut back health care coverage.
They’re both talking about a $10-billion provision tucked deep inside thousands of pages of health care overhaul bills that could help the UAW’s retiree health-care plan and other union-backed plans.
It would see the government — at least temporarily — pay 80 cents on the dollar to corporate and union insurance plans for claims between $15,000 and $90,000 for retirees age 55 to 64. …
Greg Mourad of the National Right to Work Committee called it “a shameless case of political payback,” saying Democrats and President Barack Obama are trying “to force the rest of us to pay billions to cover those unions’ health care.”
The money will be yet another bailout of Detroit, although the Obama administration and the Democrats have it flying under the radar, buried in HR3200:
Thanks to Detroit’s twin auto bankruptcies and other concessions, the UAW’s voluntary employee benefit association, or VEBA, had to take stock of unknown value for $24 billion in claims, while adding thousands of early retirees to its rolls.
Outside experts estimate the funds have about 30 cents in cash for every dollar of future claims, with no guarantee of what its stock assets will be worth. Lance Wallach, a New York-based VEBA expert, says if the funds “don’t get something, they’re out of business in 12 years.” …
Key provisions in House and Senate proposals set aside $10 billion to pay some claims for early retirees covered by employers and VEBAs, before other cost-saving measures kick in. Critics call it a union giveaway, but the union says the money would keep companies from further slashing coverage.
That’s explicitly a bailout. It comes on the heels of tens of billions of dollars committed to GM and Chrysler, as well as politically-motivated bankruptcies that violated the rights of senior creditors in favor of the unions. The unions have overcommitted and underresourced their health plans, and now Congress wants to surreptitiously bail them out from bankruptcy — all while making them more or less immune from the restrictions in the rest of the bill.
That $10,000,000,000 bailout certainly gives the unions a big incentive to crack heads and intimidate people into retreat on ObamaCare, doesn’t it? That’s the granddaddy of all Astroturfing efforts.
Update: My friend Warner Todd Huston wrote about this almost two weeks ago — be sure to read it.

The union thugs are too heavily invested in Obama.

Union thugs meet President Thug. Financial meltdown for American citizens ensues.
There was a time when such thievery resulted in indictments, trials and, if proven, guilty verdicts and prison sentences.
I suppose being Democrats ensures immunity.

The Presidency of Barack Hussein Obama is the greatest project ever undertaken by American labor. They own it from conception to execution. They resorted to everything from voter fraud to intimidation to outright bribery to make this project a reality. In the process they’ve lost what little remained of their impartiality and exposed themselves as the socialist front in the American polity.
They cannot allow it to fail, they’ve staked their entire political futures on it.

I knew there had to be a union payoff in there somewhere. I guess the real question is, will there be any law passed during this administration that doesn’t contain some sort of union payoff?

The catagory of the most inept administration evah is a tie between Buchannan and Carter. The catagory of most corrupt has always been, hands down, U.S. Grant.
Barry has decided he needs those trophies on his mantle. From the looks of it the voting will be unanimous.
Limerick on August 24, 2009 at 2:25 PM
To take the most kind interpretation, we might say that the UAW, among many others has been financially hurt by the GM and Chrysler leveraged bankruptcies. Now they are petitioning Congress for relief, as is their right. Congress could debate this issue on its merits, and if they really did that, passing this provision as one bill, I would not object on principle. But instead congressional leaders are slipping this payoff into a completely unrelated piece of legislation and hoping noone notices.
By this time we all know our congressmen don’t read the bills. It’s galling that they think noone else does, either.

There is no union large enough or powerful enough to stop Americans from stating the truth.
Through out the decades the unions have tried to intimidate, and bully Americans, and each time they have failed.
They will keep pushing, and bullying, to a point where they will cross the line, and all of America will react.
And when a union boss goes down, all around him come down…go ahead Union, make our day….

Believe it or not, this is probably the fiscally sound option. I’m sure that their first plan was to give the retirees no show govt jobs with a salary and benefits. Now they just pay the benefits.
The $10 billion saved by not giving no show jobs to the retirees pays for the $10 billion contribution to the healthcare plan, making all this deficit neutral.

My friends here at HotAir:
I submit to you that our domestic enemies of the Constitution–the statist liberals and The Won’s ilk–are looking forward to us slinking back into the shadows, back into our lives and back into our silence.
Please, resign yourselves to take a deep breath, and prep for the long fight. Sharpen your knife, repack your rucksack, put on some new socks and regroup. We’ve landed on the beach, knocked them back on their heels, now we need to go for the throat.
It is WWII, and the date is June 8th—plan your strategy, adjust your tactics, develop new weapons and whatever you do–attack, attack attack. Just as Patton said, “hold em by the nose and kick ‘em in the ass.”
There will come a Bastogne, there will come a Battle of the Bulge. We will have to conduct some rescues. We will have to fight through the winter. We will have to conduct resupply and training.
We will sleep in our foxholes, we will mend our uniforms and we will eat out of a can if we have to. The only way back to the US we know and love is by going right through the heart of the statist liberal agenda. We will dismantle it, we will crush it and we will become experts of it in order to identify it for generations to come.

Sorry, but the SEIU doesn’t give a rip about UAW retiree health care. It is a union of low-wage service workers, who are being mercilessly exploited by the SEIU leadership. What’s in ObamaCare for them is eventual single-payer government-run health care, forcing 2 million health care workers to join the SEIU.
This was the bargain made by Andy Stern in return for the SEIU providing shock troops to invade and steal the early Democratic caucuses for Barack Obama.

Ed:
I am the one who tipped your blogger friend about this provision in the bill. (I wrote you, too, several weeks ago.) For those interested, this refers to Page 65, Section 164. It’s called “REINSURANCE”, though that term is never defined…it quickly morphs into “reimbursement”.
The most disgusting thing is to recall the UAW president’s crocodile tears about the “deep concessions” his members made in the GM bankruptcy. President Obama then used those supposed concessions as a club with which to pummel GM bondholders and creditors. Now we find out there was a $10 Billion bailout waiting in the wings for the union.
There are several other aspects to consider:
1) There’s nothing in the provision to limit it to $10 Billion. It could easily go up from there.
2) The provision does not preclude funding public employee retiree health plans (like California)
3) The Freep article implies “assistance” could go to anyone who retires between 55 and 65 yrs old. I don’t think that’s right. Sec 164 clearly says the money will go to “health plans“, not individuals.
4) As many have said, this has NOTHING to do with health care. It’s a budget item….actually, a BAIL OUT. It should be stripped out of this bill and voted on separately (and then killed).
5) In a letter to AFL CIO members, John Sweeney said this is one of four non-negotiable key items on the union’s list of items to be in any health plan.
Taxpayers are already suspicious of the health plan.
Imagine their revulsion when they find out it contains sneaky political payoffs to unions. We have NO obligation to those early retirees. I DO NOT WANT my federal tax money going to pay for their platinum health plans….at AGE 55!

Wow. Great research.
I used to work for a subsidiary of GM. GM’s retiree health plan is indeed a Cadillac plan. Pays 100% of almost everything, with no co-pays, no deductibles, and no lifetime maximums. I heard of one couple who were both GM retirees and were costing the plan $50,000 a month in benefits. They go to the doctor once a month whether they need to or not, have dozens of prescriptions, are overweight and smoke.
GM has factories that have bars right next to them where workers run and get lit up and smoke a few cigarettes on their mandatory shift breaks. Until recently, they were allowed by contract to smoke on the assembly line. The number of retirees with preventable conditions like lung cancer, cirrhosis, diabetes, and heart disease is astronomical.
And yes, they can retire with full benefits and pension at age 55.
