CIA memos on interrogation requested by Cheney finally released; Update: Cheney issues statement
posted at 10:13 pm on August 24, 2009 by Allahpundit
Remember those? We’ve finally got an answer — sort of. Confirmed: Intel obtained from detainee interrogations helped stop terror attacks. Unconfirmed: Whether any enhanced techniques were used in the interrogations that yielded that intel. Result: Inconclusive.
We need to see the unredacted memos. How about it, Barry?
The Department of Justice is compiling a list of documents, to release later this evening, related to a 2004 CIA Inspector General report on enhanced interrogation techniques that was released today. The two documents that Cheney requested will be part of that release, but were made public early by the CIA.
One of the CIA documents, entitled “Detainee Reporting Pivotal for the War Against al-Qaeda,” and written June 3, 2005, says “detainee reporting has become a crucial pillar of U.S. counterterrorism efforts, aiding intelligence and law enforcement operations to capture additional terrorists, helping to thwart terrorist plots, and advancing our analysis of the al-Qaeda target.”
The report is heavily redacted and, at times, it is unclear which detainees are being discussed. At no point does the report describe intelligence gained as result of enhanced interrogation techniques.
The report says intelligence from detainees has resulted in the thwarting of terror plans.
Carl Levin did warn us in May that the documents say nothing about enhanced interrogation, only interrogation generally. But according to Republican members, the House Intelligence Committee was told at a closed briefing as recently as June that EI did in fact yield valuable intel, a leak that drew criticism — but not contradiction — from Democrats on the committee. The GOP’s also sending around a memo tonight quoting other intel documents released by the inspector general today that claim EI was successful. You can read the whole thing at the Standard but here’s a money bit:
• After the use of the enhanced interrogation techniques on the bomber of the USS Cole, “al-Nashiri provided lead information on other terrorists during his first day of interrogation.” pages 35-36, para 76…
• “Results from the first al Qaeda HVT interrogated using the aforementioned enhanced techniques, Abu Zubayda, have been outstanding. . . . This has ultimately led to some instances of the US Government being able to neutralize Al Qaeda capabilities worldwide before there was an opportunity for those capabilities to engage in operations harmful to the United States.” CIA Business Plan discussing RDI program, page 13, March 7, 2003.
Exit question: What’s Cheney’s next move?
Update: Exit question asked, exit question answered. Do the memos prove as much as he’s suggesting here, though? “Clearly demonstrate”? The “bulk” of intelligence?
The documents released Monday clearly demonstrate that the individuals subjected to Enhanced Interrogation Techniques provided the bulk of intelligence we gained about al Qaeda. This intelligence saved lives and prevented terrorist attacks. These detainees also, according to the documents, played a role in nearly every capture of al Qaeda members and associates since 2002. The activities of the CIA in carrying out the policies of the Bush Administration were directly responsible for defeating all efforts by al Qaeda to launch further mass casualty attacks against the United States. The people involved deserve our gratitude. They do not deserve to be the targets of political investigations or prosecutions. President Obama’s decision to allow the Justice Department to investigate and possibly prosecute CIA personnel, and his decision to remove authority for interrogation from the CIA to the White House, serves as a reminder, if any were needed, of why so many Americans have doubts about this Administration’s ability to be responsible for our nation’s security.

Cindy Munford on August 24, 2009 at 10:21 PM
Next move for Cheney: get his daughter out and stump this relentlessly to trump Holder’s stupid move to prosecute CIA officers, as well as to somewhat backstop Panetta. If EI aided in obtaining actionable intelligence that through even second or third order benefits helped thwart attacks and planning, then EI helped save lives.
Exit question, would President Obama place more value on the tender human rights of those terrorists than the human rights of the children (like his) whom they had foreknowledge of plots to kill them?
Which is the greater moral dilemma? Trampling on the human rights of a detainee whose head contains knowledge that, if you don’t access it, would lead to harm of American children? Would one sleep better at night knowing that they preserved the human rights of one, versus allowing the human rights of 3,000 to be violated?

Quote from Jonathan Adler (Saturday, August 22, 2009):
“Let’s see now. Deficit projections are once again on the rise as Obama’s approval rating falls. Health-care reform is faltering, climate-change legislation is stalled, and David Axlerod is under fire for his conflicts of interest. Seems like a good time to change the subject. Contents of the CIA inspector general’s report on harsh interrogation methods have already leaked, so it won’t do the trick. If I were a betting man, I’d expect something else to drop Monday or Tuesday.”

What purpose do they server that the U.S. military does not?
Same thing with the Department of Homeland Security. It’s a bogus government office because they ran out of other names for new departments.
If Homeland Security is really in charge of defense, then what is the U.S. military for?

Sorry, allah, but anyone who claims to think that enhanced interrogation doesn’t yield better info, more quickly, and more trustworthy, than normal patsy-cake interrogation is just playing stupid. If you and I are given numbers to keep secret and I am plied with donuts and coffee and you are merely waterboarded, I guarantee you that you will spill the beans long before me. Everyone knows this. It’s almost part of our basic wiring to understand this. If we upped it to pulling your fingernails out, you’d spill before the first nail hit the ground, and if you knew we were checking out the info you’d be sure to get it right.
I find this whole discussion about the efficacy of enhanced interrogation to be an exercise in utter silliness and feigned ignorance.

PREPARE FOR LEFTIST TROLL INVASION.
Short answer for the non-interested:
a few months after 9/11, the cia caught this mofo in a safehouse in pakistan. we found out he was semi-connected (more than the typical pakistani convict), and roughed him up seriously to get some info.
guess what? he delivered.
he told us about KSM, khalid sheikh mohammad (the mastermind’ of 9/11, the guy who set up the richard reid shoe bombing, the guy who PERSONALLY CUT OFF DANIEL PEARL’S HEAD (wall street journal reporter), the guy who did bali, etc, etc, etc..) he told us all about KSM, his aliases, 9/11 plot, and from some of this info a few months later we nabbed KSM. a huge freaking fish.
Zubaydah talked about future plots on planes, in the NY subways, etc.
so it worked, right? “enhanced” stuff caught a big fish that kept killing westerners/americans even AFTER 9/11. totally worth playing metal music loud, right?
well, this ONE AUTHOR, suskind, of the “one percent doctrine” book fame, said that abu zubayda was “INSANE”, and so the Left LOOOOVES repeating this canard.
“oh we just tortured a crazy guy, we didnt get any info, he was insane”
nevermind this ‘insane’ thing is totally contradicted by OTHER terrorists. wouldnt their motivation be to say he WAS crazy?
be prepared hotair readers, the trolls will spew the same nonsense!

I saw an interview with Ron Paul on the front of his C4L website today with LRC.
They were talking about how the CIA has attempted over 60 government assassinations.
It’s amazing that people are surprised about all the crazed conspiracy theories out there when the CIA is constantly overthrowing governments are starting torture circuits (and scrubbing their books.)
There’s no reason to have a secret police, and it just gives an already out of control executive branch more power.

I’m not sure this helps President Obama though. Last time Cheney and Obama debated this I felt like Cheney was winning. Polls showed that they basically agreed with Cheney. Also. Cheney’s approval ratings ticked up a bit. So I’m not 100 percent sure this helps Obama at all.
terryannonline on August 24, 2009 at 10:36 PM
agree on homeland security in theory: the fbi should thwart domestic attacks, the cia/nsa should worry about international intelligence (and thereby help thrwart attacks by passing info along)
HOWEVER — i think the cia serves an incredibly important purpose
they have presence/agents virtually everywhere on the globe. now every now and then we lose contact (ie: clintons reliance on electronic instead of flesh and bones agents in the 90s, or our ‘loss’ of iraqi intel starting in 1998 until 2002 — one of the reasons for the iraq war, i might add, not knowing anything about iraq for 4 years and suddenly all we hear is “WMD!” in ’02 is pretty scary), but overall we have an incredible reach.
our guys, the guys we pay, the countries we work with… its amazing what we know and who we know about. i’d say israel’s guys are more densely assimilated in some places (the parallels of israeli ‘warning’ on 9/11 are pretty interesting — i say this as someone that hates ‘truthers’ with a passion, but one of the weird coincidences of that day was how much dirty pieces of intel israel managed to get– instant messages, a van full of israeli military looking guys recording the whole thing from the jersey shore with fishy id/visas, etc… not to drone on, i love israel as an ally, i just think they have more ‘penetration’ in some areas (and more local knowledge of middle eastern movements) than we do.
CIA = massively important
Homeland Security = not so much

Fighton03,
Well I would be in support of the CIA doing that…well to a degree. I don’t think they should violate the 4th amendment with illegal searches so maybe I don’t support them doing that.
But beyond that, the idea of legitimately exposing the Democrats as two-faced liars who do whatever the political winds of the money tell them is a pretty good idea.
The dems are political animals who poll test what they should do or at least most of them. That’s partially why Kerry;s campaign was so ineffective.
