Bush WH figures deny, express puzzlement over Ridge allegations

It didn’t take more than a few hours for key Bush administration officials to respond to allegations forthcoming from Tom Ridge’s memoirs that they had pressured him to raise terrorist threat levels for the 2004 re-election campaign.  Not only did they deny it in the strongest terms, some of them explained to Politico that the process was specifically designed to prevent that kind of political manipulation, and expressed puzzlement over how Ridge could have been “pressured” in a process that was deliberately passive to the NSC and President.  For that matter, a New York Times report seems to indicate that Ridge wasn’t entirely sure, either:

Top officials from the George W. Bush White House are disputing claims in former Homeland Security Secretary Tom Ridge’s coming book that they pressured him to adjust the terror threat level for political gain.

“We went over backwards repeatedly and with great discipline to make sure politics did not influence any national security and homeland security decisions,” former White House chief of staff Andy Card told POLITICO. “The clear instructions were to make sure politics never influenced anything.”

“I’m a little mystified,” former homeland security adviser Fran Townsend added in an interview. “Never in my experience did I see any political influence exerted on the cabinet secretary.” …

Townsend and Card also said that the process used to change the terror threat level made almost any claim of political influence impossible. Both said any change originated with DHS and was then referred to the National Security Council. The NSC then made a recommendation to the president which was then either agreed to or rejected.

So what did Ridge see that made him feel pressured?  Even Ridge seems unsure (emphases mine):

The most sensational assertion was the pre-election debate in 2004 about the threat level, first reported by U.S. News & World Report. Mr. Ridge writes that the bin Laden tape alone did not justify a change in the nation’s security posture but describes “a vigorous, some might say dramatic, discussion” on Oct. 30 to do so.

“There was absolutely no support for that position within our department. None,” he writes. “I wondered, ‘Is this about security or politics?’ Post-election analysis demonstrated a significant increase in the president’s approval rating in the days after the raising of the threat level.”

Mr. Ridge provides no evidence that politics motivated the discussion. Until now, he has denied politics played a role in threat levels. Asked by Eric Lichtblau of The New York Times if politics ever influenced decisions on threat warnings, he volunteered to take a lie-detector test. “Wire me up,” Mr. Ridge said, according to Mr. Lichtblau’s book, “Bush’s Law.” “Not a chance. Politics played no part.

I believe this is a process known better in Washington as “talking out of one’s ass,”  and I’m not referring to the Democratic Party mascot.  Perhaps Lichtblau should have taken Ridge up on his offer.  I’d also note that after this news broke across the media yesterday, the Times’ Book section report leaves this part of their report to the final three paragraphs.

But if this is all he has, it’s beyond thin, especially considering that analysts had determined earlier that Osama bin Laden’s tapes appeared to trigger major al-Qaeda operations in the past.  It would not have been at all unreasonable in 2004 to at least consider that pattern to still be operational, and to hike a threat levelfor a few days in response.  In fact, that’s exactly why we have the threat level system — to warn law enforcement of an increased possibility of attack.

As Michelle notes, either Ridge lied to Lichtblau (Bush’s Law was published in 2008, almost three years after Ridge left DHS) or he’s lying now.  It’s not difficult to guess that Ridge may have wanted to make a big splash for his book, and this kind of unsupported allegation — as the Times itself acknowledges — would help.  I’m sure it will sell big on the Left.

Update: An excerpt from another book quoting Ridge seems to negate this allegation, too:

“In spite of allegations of playing politics, as time went on, our office was more often than not the most reluctant to raise the threat level. Despite perception to the contrary, the White House couldn’t, as a matter of course, call us up and say, ‘Go to orange, Tom.’”

Um, wait … that’s a quote from Ridge’s book, found by Caleb Howe.  He also has this:

It is possible, at this point, that you find none of this very definitive. But that is OK, because Tom Ridge has a definitive statement for you. Earlier in the book, addressing the allegations that political pressure had been applied to raise threat levels, Ridge has this to say:

“Let me make it very clear. I was never directed to do so no matter how many analysts, pundits or critics say so.”

Maybe you should ask your publisher to read your book, Mr. Ridge.

It’s not difficult to guess that Ridge may have wanted to make a big splash for his book, and this kind of unsupported allegation — as the Times itself acknowledges — would help.

There is a third option: What Ridge says in the book is being mischaracterized. We’re not hearing Ridge speak, we’re hearing him paraphrased, presumably by the publisher. And without some sizzle, a Ridge book isn’t exactly going to fly off the shelves.

Don’t forget that in March 2004, Al Qaeda bombed a number of trains in Madrid, killing hundreds, in an effort to influence the outcome of Spain’s upcoming national election. And they got the electoral outcome they wanted, too.

So it wouldn’t surprise me in the least if there were discussions in the run-up to the American elections that same year about terrorist threat levels.

I go with my gut feelings on this. Bush didn’t parse his duties under the cloud of political gain. I never saw him do that, ever.

I don’t remember Ridge as someone I respected and I can’t remember the specific reasons, but I think the lacking motive in Ed’s first assessment can be as simple as Ed’s reevaluation here, which I think is correct. Ridge needs the money and wants to sell his book.

Disloyalty coupled with lying is very ungood. These sorts of acts bring out a nation’s conscience, and we are in a time when, by contrast, basic virtues will once again be recognized — there is a silver lining.

This is like going to a magic show and having the guy behind you whisper “it isn’t really magic.”

I don’t particularly care at this point and will never attempt to defend this. It doesn’t seem likely to sway any opinions on the Bush administration for either side.

What I find more troubling is the fact that collectivists and their voters are still hell bent on yielding more power to the federal government. The creation of the DHS was and still is a vast waste of resources (bureaucracy). It is precisely central planning bureaucracies that they crave.

For sake of argument, suppose we accept Ridge’s current premise. What we have is an expansion of power that may have been used for political longevity. Juxtapose that with what they seek to do now. They cannot argue against this on principal.

Ridge: He may have been asking me to give money to Haliburton and tell national secrets to Iran while lying about the WMD’s in Iraq. I was also pressured from revealing how he did 9/11 and stole both elections.

But nowhere in the reports does he indicate that.

Odd how vicious the piranhas are today. One line in a book, which doesn’t accuse anyone directly that suggests a government official had one time had doubts about the mix of politics and policy in one directive. Given the nature of government generally and his position specifically, he would have been a dolt not to wonder every now and again.

Remember that the Al-qaeda threat assessment (I believe it was the PDB) that had no specifics and was basically a rehash of intelligence gathered during the Clinton Administration is proof positive that Bush was warned about 9/11 and did nothing according to liberals.

So now we are to believe that the many threat assessments that we got before the 2004 elections were supposed to be ignored and the threat assessment should not have been raised:

for specific financial institutions in northern New Jersey, New York, and Washington, D.C., citing intelligence pointing to the possibility of a car or truck bomb attack, naming specific buildings as possible targets.[20][21]

July 7, 2005

August 12, 2005, for mass transit systems only. The DHS secretary announced the level after the 7 July 2005 London bombings despite the absence of “specific, credible information suggesting imminent attack” in the United States.[22]


August 10, 2006

present, for all domestic airline flights and all international flights to or from the United States, with the exception of flights from the United Kingdom to the United States. Flights from the United Kingdom to the United States had been under a severe alert, but were downgraded to a high alert on August 14, 2006.[19]

There appears to be ample reason to have raised the threat levels since al-qaeda is well known for attacks during elections to scare the population.

It is happening in Iraq and Afghanistan right now.

You can’t accuse Bush of doing nothing because of the PDB with outdated and non-specific intel then get your panties
twisted up because his administration elevated an alert based on many threats being received.

This is nothing more than a hook to sell a book.
Ridge and McClellan must be drinking buddies now.

Let’s look at the timeframe here. In the weeks leading up to the 2004 election, Ayman Zawahiri had released two audiotapes threatening to initiate attacks on America. There were good reasons to take these threats seriously. Remember the bombings in Spain in the days ahead of their election? Further, four days before the US elections, bin Laden also released an audio tape saying that the US could avoid another 9/11 if it stopped threatening Muslims. Well, if all these circumstances did not provide a Ridge a reason to elevate terrorist threat levels, then he was incompetent.

Publishers and agents try every way going to add spice to the product. With just a dry outline of his work, who’d want a book from Tom Ridge? Heck, who would want a book from most of us? Now, If we had some dirt on President Bush, Cheney or Palin…..STOP THE PRESSES!!!
