Great news: Cash for Clunkers might be out of money again already

Not necessarily a bad thing — assuming that all of the dealers’ claims are being processed in a timely, efficient manner.
Which, of course, they’re not.
Late Tuesday, the National Automobile Dealers Association in Washington, D.C., released a survey of its members that estimated they have submitted claims for nearly $3.3 billion. The Cash for Clunkers program is only authorized to spend $3 billion…
Congress is in recess until Sept. 7, and even if members were inclined to add more money, nothing would be decided until they return to Capitol Hill in three weeks…
More than 70 percent, or nearly $2.2 billion, in reimbursement claims have been submitted but not processed…
Dealers are supposed to be reimbursed within 10 days of the application being accepted, but that hasn’t happened because of high demand. The NHTSA is trying to triple the number of workers handling the claims.
What to do if you’re a dealer stuck in this boondoggle horror show? Why, opt out, naturally.
The Greater New York Automobile Dealers Association, which represents dealerships in the New York metro area, said about half its 425 members have left the program because they cannot afford to offer more rebates. They’re also worried about getting repaid…
Schienberg said the group’s dealers have been repaid for only about 2 percent of the clunkers deals they’ve made so far…
“But it’s in the hands of this enormous bureaucracy and regulatory agency,” he added. “If they don’t get out of their own way, this program is going to be a huge failure.”
Exit question: Any predictions on how far total claims will exceed total funds by the time Congress is back in session? Over/under is $2.5 billion.

One of the conservatives who used the program was Bill Frist. Traded in a 1991 Suburban for a 2009 Prius.
Don’t think he needed the handout, but I suspect he figured he’ll be paying at least $4500 more in taxes very soon, with his tax bracket. Guess it all evens out in the end.

It was reported on Fox News tonight that the Obama administration now has a staff of 1100 people in place to coordinate the disbursement of funds to the dealers. So months after the program is introduced, people are hired to manage the program.
Great. And the reason they weren’t ready and able from the get-go was, what?

I agree. Real Americans love cars. Real Americans (did I say real Americans?) don’t go around disabling perfectly good cars. Well, unless they’re used in a demolition derby. But then,, they are being used for something, like fun and prizes. What they are doing to these cars is akin to murder. They are taking perfectly good cars to the back lot and dumping poison down their throats. It is an assault. A violent assault and it is being done because the car is evil.
On another note,, I got a spyware alert on my PC but this site was the only thing I was on. I think I am getting paranoid. Anyone else here get a spy alert in the last few minutes?? Never happened before. Not blaming HA,, maybe a troll shooting cookies at us,,, feel the paranoia!

The current Canadian program — touted as a way to reduce air pollution and greenhouse gas emissions — is being run with the provinces, so incentives vary across the country. Incentives include discounts on public transit passes, bicycles, memberships in car-sharing programs or $300 cash. The retired vehicles are turned over to scrap yards to crush and recycle.

Also, for those who think that anyone believes this program is actually going to sell more cars for the year they are still projecting 2010 to only sell 11.5 million cars annually. That’s 958,333 cars per month on average. This program began at the end of July which saw 997,000 units sold in the month, and June’s numbers were around 800,000 (I can’t find my link to that number, but it was around there). That means that no one is really predicting any significant up tick annually. Also, annual auto sales in 2007 were 16.1 million (1.34 million per month) and 2008 the annual sales were 13.2 (1.1 million per month). That means no one is even predicting anything near a “recovery” in the auto industry. When all is said and done, we will be out 3 billion, and dealerships all across America will be closing, and people will wonder why.

No, I don’t collect cars or anything. If I could afford to, I would. I’ve got a new jeep. Got a Mazda 6 and an old Saab. I’ve had lots of Saabs and Volvos. My first car was a 61 Beetle. When I traded an old Saab 900 once(that I loved dearly) for a new Saab 93, I felt like I was trading a loyal girlfriend for a hooker in hot lipstick. I eventually fell in live with the hooker, though, but still miss that old girlfriend.

Say there are $5 billion in C4C claims submitted. Wouldn’t that be $5 billionish removed from the used car/parts industry if each car could be resold for approx the $3500 -$4500?
And we’ve read how this is the time of year that auto sales are traditionally higher. So the economic impact is debatable. I’m not saying C4C or the season is fully responsible for the sales figures, I think C4C just enhanced an existing sales phenomenon. Coincidence? Who knows, that would be giving the White House a LOT of credit forcasting such a thing…
My point, is with the taxpayers out at least $3 billion, and the used car industry out roughly $2-5 billion, when you put that $5-$8 billion+ up against the adjusted numbers from the dealer sales (how much additional money made vs if there was no C4C program), I think this one turns out to be a negative hit to the overall economy. Doesn’t that defeat the entire purpose? I know, I know, you can’t put a price on the environment, but we are talking “straight cash homie” and the majority of these cars are financed, meaning purchased with money that does not yet exist. We are trying to rebuild an economy, not accumlate more debt. And that is on the consumer, commercial, and gov’t levels.
Of course, this is all my opinion and I have no facts to back it up, but I’m sayin…

I have noticed frequently, that when I come to HA my PC’s CPU utilization goes to 100% and stays there. It brings the PC to its knees. If I close the HA tab, utilization goes back to normal.
It doesn’t happen at work as I am behind some serious commercial firewall and security stuff. Firewall at home too, but a $50 Linksys is no comparison to a $200,000 Fortigate with Deep Packet inspection.
I emailed HA asking WTF, never heard back.

A bad idea from the start.
1.) The rebates come out our tax money so we, are in effect, subsidizing purchases for others.
2.) Older, actual “clunkers,” weren’t eligible. So a lot of perfectly good cars were disabled-bad for used dealers and lower income buyers.
3.) Credit was still tight so the only people who qualified for loans were people who had plenty of loot, the result was a lot of folks traded up. Hardly the needy crowd that Barry was trying to help, and hardly the folks who need subsidized autos…
4. Toyota was the top model purchased, three out of the top four were Japanese cars, so our money was quickly shuttled out of our economy to benefit a strong competitor.
5.) The top American car was the Ford Fiesta, their lowest priced, smallest profit model.
6.) Ford took no bailout cash. So the two recipients of our money didn’t benefit very much from this program–taxpayer dollars just disappeared without creating benefits to taxpayers
7.) Federal bureacracy is withholding payments to dealers who work on a fast cash turnaround. If they can’t pay off their notes on time, no credit–out of business.
8.) The result is many dealers are dropping the program.
9.) Studies have shown very little “green” benefits from this debacle. In fact, when the “enviromental” cost of destroying and processing the used cars is figured in the equation, there are none at all. Especially when you consider the tiny fuel savings of the newer models.
How can this even come closed to being characterized as a “success?” Where are the benefits? Also, anyone do the math on this? I haven’t seen the figures anywhere…What is $3500 (average rebate) times 225,000 (amount of cars in first round)? Does that add up to 2 billion? My calcs come nowhere near that… Someone check my math, but I think we been OBAMBOOZLED again!

We have good friend who needed to get rid of a couple of cars so they gave us their 1997 Chevy Cavalier convertible in exchange for my husband finishing their basement bathroom. We really needed another car since my daughter just got her license. Now I have a car that gets 9 mpg more than my old car plus some help with the driving load (parents of teens will understand). As icing on the cake, it’s a cool car, something I’ve never really had.
Our friends got their share of C4C (someone deserving may as well) and turned in their true clunker, the Exploder that was on it’s last legs for a new VW Jetta. They were also smart enough not to get stuck with the dealer’s extra $4500 worth of “fees”. I wonder how many people were duped by that?
So a good outcome all the way around.

They’ve only “processed” 2%? Then they have no idea what’s in the mail/queue on the way to them. If they don’t shut the whole thing down right now before getting ahead of it; they’ll end up buried in paperwork and having to dole out billions they don’t have.
If they keep it to the end of the month as “planned”; I’d guess 8-12 billion in the hole.
Of course they’ll have no idea “when authorized funds are no longer available.”… so who knows how clever they’ll be.
If they shut it down now, they’re probably only .5 – 1.5 billion in the red… but they’re likely not smart enough to get ahead of this.

The NHTSA is hiring IRS employees to handle the paperwork backlog. A source told me that during his first day handling this task only 4 of 10 applications processed were compliant, which in his case is more like 60% not 6% which have to be resubmitted. Some won’t make it because they failed to meet mileage requirements.
Clearly these auto dealers are not illiterates. How mind-numbingly difficult did Big Barack’s Bureaucracy make this at their $52 million website (which crashed)?
How much more will it cost taxpayers just to process the thousands of applications?
How great will it be when the government is in charge of our health care and decides whether or not we are fully compliant?

1,100 jobs? has anyone done the math for that? sure, the messiah can claim his program has created 1,100 new jobs. bravo!!! but is this money budgeted in the cash for clunkers program? if not, are they being paid from cash for clunkers money? or is it just adding to the deficit spending william buffett strongly warned us in todays new york times?
let us say, that these 1,100 jobs aren’t that well paying. oh…they are on an average gov’t payscale of gs-3. i know next to nothing about what an entry-level job starts at for the gov’t (only time i collected a paycheck from uncle sam was when i was in the navy). i only say gs-3 because it isn’t gs-1, which to me would mean “high-school or ged.” gs-3 to me says, “some college.” gs-3 on a step 1 (i’m guessing “steps” are seniority/promotions?”) makes $20,911 a year. now the fun part…math!!!
$20,911 / 12 equals $1,742.58 per month per employee.
there are 1,100 employees.
$1,742.58 x 1,100 employees = $1,916,838 per month being paid to 1,100 cash for clunkers claims processor.
the rebate for trading in a car is $4,500.00.
$1,916,838 / $4,500 = 425,964 claims that maybe cannot be paid out per monthIF cash for clunkers ISpaying these (probably temporary) employees. of this is true, no wonder dealers aren’t being paid. it’s just a scam, to hire a thousand or so workers, to say that because of our program, we’ve CREATED 1,1OO new jobs!!
now maybe these temp jobs are on an hourly pay schedule, and it isn’t that much. nevertheless, i’m sure it adds up fast, and quite possibly taking money away from auto dealers.
if that is not the case, than relax!! it’s just adding a tiny itsy-bitsy to the deficit. what can go wrong?

The local ABC affiliate reported that some dealers in the greater LA area have opted not to offer this incentive due to the fact that they haven’t recd any govt reimbursement yet. So the question is where did all the money go?

As with any government program, the total costs will be a factor of ten greater than originally promised. 1 billion = 10 billion. This one will be no different.

i would also like to know, “what is the carbon footprint of the cash for clunkers program?” take for example the amount of energy needed to scrap a car. must be a lot.
to transport the car to the scrapper. must be a lot of carbon.
to manufacture new spare parts to replace the millions that went to the scrapper instead of to mechanics. must be a lot of carbon (electricity to power the spare parts plant, workers to get to and from spare parts plant).
melting down the scrap metal to be re-made into steel. that takes a lot of energy and makes a lot of carbon.
transporting a percentage of that steel (or scrap to be re-made into steel) to be re-manufactured in say china or india, because labor costs are far cheaper there than here. we know that takes a hell of a lot of energy AND pollutes like there is no tomorrow in these countries. yet they don’t have to worry about it, just us! that is a lot of carbon.
any chance the government is going to have to pay taxes on all of this carbon?

Now I have something else to point out to Obamacare supporters who think the government will cut out waste and run things more efficiently. Instead of car dealerships being suffocated, waiting for reimbursement, those would be doctor’s offices and hospitals that need money to buy supplies to continue operating.

How can the Cash for Clunkers program be out of money? I heard this morning, at least in the San Antonio market, no dealer has received a penny from the government yet and many dealerships are suspending their Cash for Clunkers program.

Basically, the program pulled Q4 sales into Q3, nothing more.
Well, that and not actually fulfilling its promises to pay out.

The difference is claims submitted vs. claims paid. Over $3 billion worth of clunkers have been turned in, the government just hasn’t gotten around to mailing the checks yet. So thus far, the program could more accurately be called “Hope & $change, for clunkers”.
So, like I said, imagine health care claims being handled with the same “efficiency”.

If you do the math 3500 to 4500 per clunker times the total cars sold it comes out to about 7.5 to 8.5 billion dollars.Total money in the program 3 billion.Were will the extra 4.5 to 5.5 billion come from? People we have NO MORE MONEY.

now that the white house is reported to be phasing out the cash for clunkers, i just can’t wait to see what wonderful promotions gov’t motors comes up with for the auto industry!!!
do you think gov’t motors will announce availability and start taking orders for a new car before the factory line has geared up for production?

I tried a little different approach to my back-of-the-napkin calculations. I was curious as to how efficiently the people doing the reimbursement paperwork were doing it. I made assumptions designed to be the most favorable to the govt (the total 3 billion, not the original 1 billion, the original number of employees reported to be working on this, I think it was around 200, etc.). What I came up with, after rounding up (again, in the govt’s favor) was that they were doing, on average, 3 reimbursements per day. Remember, this is assuming that only 2% of the total funds have been sent out.
So that’s it, 3 applications per day. So either the applications are hopelessly complicated and probably not worth the hassle from the dealership’s persepective in the first place, or these employees are hopelessly inefficient or dragging their feet so as to be employed the maximum amount of time.
If you add in the rejected claims, you come out to around 7 per day reviewed per employee. I saw this as less important, as it likely takes alot less time to find a reason to say no. Unless, of course, that’s part of their direction to begin with.
Finally, if the current total is now 1100 employees, and they are just as efficient as the previous crop, it will take them over 250 days to process the current claims. How did someone in the govt think it would only take 10 days to turn the paperwork around???

What a true success of the O’Bambi Administration:
No one, and I mean No One is getting reimbursed under this crappy program.
I don’t even think 2% so far is likely.
I was at my car dealer last weekend…a major Toyota franchise in the Philly area…who told me that at that point they were in the hole over $1 Million in “rebates” extended to clunker participants. The dealers front the rebates for Bambi through their own line of credit, and are saddled with the debt, and the interest (which is NEVER reimbursed) while the Clunker Czar sits on the $3 Billion allocated, paying no one.
Another success story.
I’m so glad they want to do everything for me.
