Fairness Doctrine Raises Its Ugly Head Under New FCC “Diversity Czar”

posted at 8:47 am on August 14, 2009 by Rovin

What’s a poor liberal progressive to do when the radio airwaves are dominated by conservative talk and they can’t seem to “get a word in”? Why not diversify it? After Dan Rather got hammered recently for suggesting the news media needs a public handout, now on the horizon is an FCC Diversity Czar calling for private broadcasting companies to fund public broadcasting companies their total operating cost. Matt Cover at CNSNEWS.COM files this report:

(CNSNews.com) – Mark Lloyd, newly appointed Chief Diversity Officer of the Federal Communications Commission, has called for making private broadcasting companies pay licensing fees equal to their total operating costs to allow public broadcasting outlets to spend the same on their operations as the private companies do. LINK

Lloyd not only wants the money to come from private companies, he is planning on regulating the content:

“Local public broadcasters and regional and national communications operations should be required to encourage and broadcast diverse views and programs,” wrote Lloyd. “These programs should include coverage of all local, state and federal government meetings, as well as daily news and public issues programming.  (see link above for complete story)

Pravda anyone?

Lloyd wrote a book back in 2006 that must have caught someone in the Obama administration’s eye titled Prologue to a Farce: Communications and Democracy in America, published by the University of Illinois Press. Matt Cover explains that “Lloyd wrote Prologue to a Farce while a senior fellow at the liberal Center for American Progress. In that capacity, he co-authored the 2007 report The Structural Imbalance of Political Talk Radio”

The report argued that large corporate broadcasting networks had driven liberals off the radio, and that diversity of ownership would increase diversity of broadcasting voices

Did you catch that?  These unfortunate liberals have been “driven” off the radio.  Why wait for the liberals to produce a fairness doctrine when you’ve got a Diversity Czar under the White House’s thumb?

Mark Lloyd, newly appointed Chief Diversity Officer of the Federal Communications Commission, has called for making private broadcasting companies pay licensing fees equal to their total operating costs to allow public broadcasting outlets to spend the same on their operations as the private companies do.

This would allow public stations to spend as much as their private competition combined. Say there are 10 private stations and 1 public station in a market. Under this plan the public station could spend as much as the 10 private stations combined.

cmsinaz on August 14, 2009 at 8:53 AM

Apparently they want to run private radio stations out of business too! Radio stations in this current economy are running thread bare and are barely scrapping by. All it would take would to have some half-assed tax like this to run them completely out of business and then we can have total government run media, just like they do in Europe and South America.

You apparently don’t know much about the FCC. They also control Satellite and the internet. If it goes through the air or over a telephone line, they control it.

Mommypundit on August 14, 2009 at 8:55 AM

This has it all. Redistribution from the private to the public sector through punishing success, government mandating content, and racially discriminatory mandates on ownership. All under one big umbrella of FCC unaccountability.

And this Czar probably still isn’t as bad as the “Green Jobs” commie or that eugenicist BO has appointed.

Big time overreaching. The Sleeping Giant is awake. Obama and company won’t like the reaction to this, either. You either have something worth listening to, or you will fail at radio. Libs don’t understand this. They think everyone should marvel at their intellect.

tsj017 on August 14, 2009 at 8:56 AM

Given the tight market in radio even before the economic downturn, as more and more people stop listening to music stations in favor of things like iPods, this would pretty much be like trying to get blood out of a stone not just for talk radio, but for the entire spectrum of radio formats.

As liberal as some of the leadership at radio station owners like CBS or Citadel are, it’s hard to see them sitting still for having what little funds they have confiscated so NPR can boost Garrison Keeler’s financial compensation or subsidize a non-commercial version of Air America (albeit saying “non-commercial” and “Air America” is redundant to begin with).

jon1979 on August 14, 2009 at 8:56 AM

They are already making headway with Beck!!

From Redstate…

http://www.redstate.com/erick/2009/08/13/obama-brownshirts-try-to-silence-glenn-beck/

Barack Obama’s brownshirts are after Glenn Beck.

We can’t let them win. If they win with Beck, they’ll be emboldened to go after even more people.

A while back, Glenn Beck called Barack Obama a “racist.” Given all the terrorists, thugs, and racists Barack Obama has chosen as close personal friends (see e.g. Rev. Wright), it’s not a stretch to say it.

In fact, Obama’s Green Jobs Czar, the convicted felon and [Editor's Note: I actually find this on blogs, but haven't found it on a real news site, so I'm striking] self-declared communist Van Jones, has direct ties to the organization that’s trying to shut down Glenn Beck. Jones’s group has hired a big Hollywood PR firm and they are pressuring Glenn’s advertisers to stop advertising. If not, they’ll lead a boycott.

We need to strike back and boycott these groups for ditching Beck. If they are going to fold so easily in the face of Obama brownshirts, we must push back. If not, who’ll be next?

Here’s the list of the groups that have boycotted Glenn Beck. Let them know you disagree. Let them know you will boycott them for kowtowing to Barack Obama’s worshippers, brownshirts, goons, and thugs.

Obama doubles down and takes more billions to stimulate nothing except his cronies.

Obama takes over GM and Banks.

Obama tries to kill our economy and slip a stealth tax on us with Cap & Tax.

Obama wants to take over our medical system to ration care while calling opponents Nazi’s, terrorists, racists, well dressed flaks, evil mongers and on and on. Plus he sends his goons out to beat people up.

Now they aim to silence our voices and information by government dictate.

This has only begun.

darwin on August 14, 2009 at 8:58 AM

Be of good cheer.

The vermin drove Sarah Palin out of the public eye on the mistaken theory that this would silence her voice in the public square.

No such luck, libs. She’s running the debate in exile. Poor Obama took a pretty significant smack-down by exposing the death-panel provision in the health care takeover bill.

The humiliated Democrat led senate was forced to renege yesterday. They admitted defeat and removed the death-panel provision from the bill yesterday.

Not bad for a girl who was driven out of the public square.

These clowns can’t silence anyone except in their dreams.

“…making private broadcasting companies pay licensing fees equal to their total operating costs…”

In other words, double the broadcasters’ operating costs, half of which will be a tax above and beyond other taxes and fees the companies already pay. An obvious attempt to drive private companies to bankruptcy so only PBS (meaning government) stations remain on the air.

I love that diversity thing!

That I understand as well, but tyranny has been attempted in the past. Wilson went thug on citizens. We survived. I’m not trying to belittle our situation, but I do know we are making progress in a seemingly impossible situation (all three houses under Dem control).

Things may get to a fever pitch in the future, but I don’t think we are close yet

Wow, I have to come dragging in to this? The have lost their minds if they start messing with Rush, Levin, and Hannity. Talk about an uprising. Someone kept me up too late last night.

TXMomof3 on August 14, 2009 at 9:20 AM

we’re not nearly at that point

blatantblue on August 14, 2009 at 9:02 AM
It may be closer than you think. Check out HR45.

BB, they need to know that they are up against citizens of the United States of America and not some fringe militia or bunch of yahoos.

The report argued that large corporate broadcasting networks had driven liberals off the radio, and that diversity of ownership would increase diversity of broadcasting voices

What?

Anyone that listens to conservative talk radio knows that liberals own the top and bottom of the hour.

I don’t want to own firearms again, but you’re all too right. After this topic, I’m considering calling my county sheriff’s office to find out what I need for approval of an application for a gun permit.

im confused (sorry its early — well not EARLY, just no coffee yet)

blatantblue on August 14, 2009 at 9:21 AM

You see the problem is, you people just don’t realize what you should be thinking. So, we here in the government are going to force you to fund us, to help us educate you on your intellectual shortcomings.

nice.

Simple economics. If anyone was actually listening to a liberal talk show, advertisers would pay. Good grief. I can’t believe we’re back on this!

Green Muse on August 14, 2009 at 9:22 AM

Ive said this before and I still believe it. The Fairness Doctrine will be a net positive for talk radio. The second it is implemented, Rush, Hannity, et al will just move exclusively to satellite/online. I personally never listen to the radio as it is. I listen to live streaming and podcasts.

Radio is 100 year old technology. Let the leftists have it.

Under this plan the public station could spend as much as the 10 private stations combined.

What?

That’s “Fair” isn’t it?
