Smoking gun: Memo proves secret deal denied by Obama and pharma?

Maybe Naked Emperor News was right. Maybe this really is the mother of all Obama lies. Thanks, HuffPo!

It says the White House agreed to oppose any congressional efforts to use the government’s leverage to bargain for lower drug prices or import drugs from Canada — and also agreed not to pursue Medicare rebates or shift some drugs from Medicare Part B to Medicare Part D, which would cost Big Pharma billions in reduced reimbursements.

In exchange, the Pharmaceutical Researchers and Manufacturers Association (PhRMA) agreed to cut $80 billion in projected costs to taxpayers and senior citizens over ten years. Or, as the memo says: “Commitment of up to $80 billion, but not more than $80 billion.”

Representatives from both the White House and PhRMA, shown the outline, adamantly denied that it reflected reality. PhRMA senior vice president Ken Johnson said that the outline “is simply not accurate.” “This memo isn’t accurate and does not reflect the agreement with the drug companies,” said White House spokesman Reid Cherlin…

PhRMA’s Johnson cast doubts on the provenance of the outline. “The memo, as described, is simply not accurate,” he said in a statement. “Anyone could have written it. Unless it comes from our board of directors, it’s not worth the paper it’s written on. Clearly, someone is trying to short circuit our efforts to try and make health care reform a reality this year. That’s not going to happen. Too much is at stake for both patients and the U.S. economy. Our new ads supporting health care reform are starting this week, and we are redoubling our efforts to drive awareness of why this issue is so important to America’s future.”

Johnson added that “no outside lobbyists — not a single one — were ever involved in our discussions with the Senate Finance Committee or the White House so someone is blowing smoke.”

One memo produced by one lobbyist is an awfully thin reed on which to rest a charge like this, as any Rathergate veteran would remind you. The most transparent administration evah making secret promises to private industry not to push as hard as it might to control costs on its flagship policy measure? Why, it’s almost too good to check. Exit question for the economists among us: Why would the pharmaceutical business risk creating a monopsony among its consumer base by supporting a government program that could eventually lead to a single-payer system? Having only one client — especially a client with the power to regulate the price you can charge him — gives him an awful lot of leverage over you. Which is, er, a bad thing, isn’t it? Yet they’re ready to plunk down $150 million to advertise on behalf of it, on the word of a guy from Chicago that he won’t double-cross them and demand lower prices once the bill is safely passed and he has the power he wants. Good work, pharma.

Update: The obvious answer to the exit question, I guess, is that they get 47 million more people in need of medicine who suddenly have the wherewithal to pay for it. But even at that number, is giving up all that economic leverage worth it in the long run? Maybe they’ve concluded that whatever passes won’t be single-payer and won’t end up evolving into single-payer over time. If they have a reason to believe that given the competitive pressures that private insurers are going to face, I wish they’d speak up about it more.

The thought the tea leaves said that single-payer was going to pass. That’s my best guess. But we have seen “smart” business men make dumb decisions before: defined benefit retirement plans, job banks, etc.

My guess is that it’s a form of the “prisoner’s dilemma”.

There are four possible outcomes for “Big Pharm” here… they give into the White House and ObamaCare passes, they do so and the bill fails, they give the White House the finger and the bill passes, and they give the White House the finger and the bill fails.

While there are four possible outcomes, the two that “Big Pharm” must go with are based on the assumption that ObamaCare passes. If they give in, they lose only $80 billion… if the White House keeps its end of the bargain. If they tell the White House where to go and then ObamaCare passes, they’ll be hit for a LOT more than $80 billion.

The government may be the only buyer under single payer, but think of the customer base! Even if it was regulated, think of all the drugs that could be adopted to be included in the plan.

Im betting the drug companies think that even with regulation on price, there will so many choices of product on the market and covered that they will actually make out in the end.

As far as Pharma goes. This 80BB deal is money in the bank for them. If its laid out what the worst case scenario is for the next 10 years, they will jump in it. Obama could have gotten double that out of them.

Americans subsidize socialized programs in Europe, Canada and elsewhere and low prices in China by paying premium prices for the drugs we develop. If I ran Medicare, I would insist on getting the lowest price available to any other country. This would make prices rise in China (they have enough money to buy all our bonds, they can afford to pay more), Switzerland, Sweden, France, (what they can’t afford to pay retail? Their socialized programs work, albeiet badly, only because we pay such a high premium. Spread the pain and we will get the gain.

If, say, the Bush White House had made a deal with any Big Corporate Lobbying Group to do X in exchange for Y dollars spent on pro-Bush agenda advertising, wouldn’t the media be hysterical?

What no one is talking about is, as the guv is responsible for your health they will have the right to insist on your acceptance of treatment. Think-the boy in Texas who he and his parents who refused chemo in favor other treatment, only to be forced by court oreder.

He waited and groomed Pinnochio and now we have Chicago Politics running this country and you wonder why Pharma is playin along?

The fact that PHARMA is dropping 150 million to sport adds countering criticism stinks to high heaven.

Why would the pharmaceutical business risk creating a monopsony among its consumer base by supporting a government program that could eventually lead to a single-payer system?

C’mon that’s not so hard. They figured that some bill was going to pass given Bambi’s popularity and the Dem majorities in the House and Senate. So they figured they might as well bargain for the best deal they could under the circumstances. I suspect at this point they’re starting to have second thoughts: above the necessity of the deal and the honesty of the White House to not toss them under the bus.

TN Mom, while I’m no fan of O’Reilly, he is really on the war path against GE. He has been for awhile, but lately he has been viral.He really wanted to seem “fair and balanced” in the hopes Obama would grant him an audience. Instead the White House has been on a vendetta against Fox and O’Reilly has really taken it personally. Fox in general has upped the volume regarding this White House. This is great news. Murdock has lotssssss of money.

BOR’s beef with GE is in regard to the possiblility that GE sold equip to Iran (used to kill our troops). I’m concerned about GE for different reasons:

Why did GE get $5 BILLION in TARP money?

Why is GE President (Jeff Imult) on Obama’s econ board and yet stands to gain tons of cash if the dems healthscare passes; GE will be in charge of our medical records, no? GE is spending Millions on ads (running on NBC, natch) supporting healthscare. GE owns NBC/MSNBC including the ‘news’ networks. If cap & trade passes, GE is set to put devices in each home to track our utility usage…

They are locked into the bill, as long as congress is “locked” in…they just add a little R & D, a little “cost of living” a little this, a little that…
