Smoking gun: Memo proves secret deal denied by Obama and pharma?

It says the White House agreed to oppose any congressional efforts to use the government’s leverage to bargain for lower drug prices or import drugs from Canada — and also agreed not to pursue Medicare rebates or shift some drugs from Medicare Part B to Medicare Part D, which would cost Big Pharma billions in reduced reimbursements.
In exchange, the Pharmaceutical Researchers and Manufacturers Association (PhRMA) agreed to cut $80 billion in projected costs to taxpayers and senior citizens over ten years. Or, as the memo says: “Commitment of up to $80 billion, but not more than $80 billion.”
Representatives from both the White House and PhRMA, shown the outline, adamantly denied that it reflected reality. PhRMA senior vice president Ken Johnson said that the outline “is simply not accurate.” “This memo isn’t accurate and does not reflect the agreement with the drug companies,” said White House spokesman Reid Cherlin…
PhRMA’s Johnson cast doubts on the provenance of the outline. “The memo, as described, is simply not accurate,” he said in a statement. “Anyone could have written it. Unless it comes from our board of directors, it’s not worth the paper it’s written on. Clearly, someone is trying to short circuit our efforts to try and make health care reform a reality this year. That’s not going to happen. Too much is at stake for both patients and the U.S. economy. Our new ads supporting health care reform are starting this week, and we are redoubling our efforts to drive awareness of why this issue is so important to America’s future.”
Johnson added that “no outside lobbyists — not a single one — were ever involved in our discussions with the Senate Finance Committee or the White House so someone is blowing smoke.”
One memo produced by one lobbyist is an awfully thin reed on which to rest a charge like this, as any Rathergate veteran would remind you. The most transparent administration evah making secret promises to private industry not to push as hard as it might to control costs on its flagship policy measure? Why, it’s almost too good to check. Exit question for the economists among us: Why would the pharmaceutical business risk creating a monopsony among its consumer base by supporting a government program that could eventually lead to a single-payer system? Having only one client — especially a client with the power to regulate the price you can charge him — gives him an awful lot of leverage over you. Which is, er, a bad thing, isn’t it? Yet they’re ready to plunk down $150 million to advertise on behalf of it, on the word of a guy from Chicago that he won’t double-cross them and demand lower prices once the bill is safely passed and he has the power he wants. Good work, pharma.
Update: The obvious answer to the exit question, I guess, is that they get 47 million more people in need of medicine who suddenly have the wherewithal to pay for it. But even at that number, is giving up all that economic leverage worth it in the long run? Maybe they’ve concluded that whatever passes won’t be single-payer and won’t end up evolving into single-payer over time. If they have a reason to believe that given the competitive pressures that private insurers are going to face, I wish they’d speak up about it more.

I think they see Obama as he really is – not as an idealist but as an opportunist and a man willing to make deals. They may be seen as shooting themselves in the foot in the long run but they’re hoping to get in on the ground floor of the fascistic government we’ve got — nothing like locking in your ties to the government.

My guess is that it’s for the same reason that banks prostrated themselves in front of Obama: to avoid the pitchfork and torch wielding mobs that Obama exclaimed he would loose against them if they did not comply.

This isn’t even hard. Most regulation…starting from the Progressive Era…was SOUGHT BY BIG BUSINESS. Remember, business is NOT necessarily pro-market capitalism. OFTEN, it is quite the opposite, and readily seeks protection from market competition.
Models? Look at Fascist Italy and Nazi Germany. A form of capitalism…corporatism…existed very happily in the fascist systems, as they have in the US since the Wilson administration.
This is nothing new.

phRMA made this deal because their patents are running out and they don’t have too many more drugs coming down the pipeline. Their long term outlook isn’t that good anyway. Also, thanks to Dubya’s prescription drug plan the government already has its foot in the door for regulating their prices. They probably figured any deal they could get to boost their profits in the short term was the best of several bad options.

The answer to the exit question is only tough if you assume that both sides are honest and that there will be anything resembling a market.
Monopsony would be bad. A small group of ethically-challenged politicians or bureaucrats that you can ‘influence’ to set prices and shell out other peoples’ dough . . . not such a bad thing for a business with billions of dollars with which to influence.

The interesting thing is that not so long ago big Pharma was the bad guys, instead of the insurance companies. However, now all of a sudden they are Obama’s new best friends.
I smell a rat.
I think that they looked at the numbers the Democrats had in terms of seats and just assumed that they would get something through..and so the drug companies decided that if they could not beat them, they would join them.
BTW, my Senator Bayh is married to a lady whose family is very much into Lilly company. I am sure he will do whatever they tell him to do.
Monopsony is bad, but then again, the drug companies have something everyone wants. The government can not so easily run them out of business.

John Boehner was hightlighted with an article today on the HA front page about how he wasn’t going to accept Obama’s spin.
I started to read it and quit after it became apparent that Boehner was merely wondering why Obama let Pelosi make such a mess promoting HER healthcare bill.
Boehner can’t take Obama head-on and is afraid to even pin the healthcare bill on Obama, preferring to attack crazy Nan and wondering why Obama can’t reign her in.
This cowardice is Republican leadership??
On the other hand, Sarah puts Obama directly in her crosshairs, from Facebook, no less.
Sarah gives direct ownership of the bill, and specifically coins the term death panels, to hang around the neck of Obama himself, deftly and fearlessly handing Obama his a@@hat.

What I don’t like is that Pharma is taking out ads and trying to push ObamaCare. In the four possibilities scenario where does it say they have to commit millions in ads supporting OgabeCare? On the other hand, it makes you wonder if Pharma isn’t in the background sabotaging Obama. Who leaked this memo and why is it so close to the truth that Pharma has to say “it isn’t “accurate” instead of there is no deal. Between Palin winning on the “Death Panels” and the Whitehouse sending out e-mails, the timing of this revelation could not be more damaging. Someone is helping.

It’s more like 5-10 million after you remove illegal aliens and people that do not buy insurance that CAN afford it. I think there’s another category as well, forgot what it is, but that’ll leave only 5-10 mill at most.
These 5-10 mill can be squeezed into medicare or medicaid, whichever. Leave the rest of us the hell alone and go do tort reform, stop playing games to puff up prescription prices, and allow insurance groups across state lines. In other words, the gov’t should do what it’s actually SUPPOSED to do rather than try to stain this land pink.
The house I’m building now won’t be on the grid for electricity, water, or gas. Screw GE. They come on my property, they get shot.

Maybe PhRMA thought that the momentum of the Obama admin was going so strong that it was time to get on the same train. PhRMA may be one of the players that would benefit just by sheer volume if it was part of a single payer system.
Sounds like it could be lucrative.
But I sure wouldn’t want to hook up with Chicago politicians thinking that they’re going to play fair in the long run.
Let’s see what happens with PhRMA’S position after Obamacare becomes a trainwreck.

Lost from the train of thought: who approves drugs for prescription/sale in the US? Not that it’s efficient, although safe, but what pressure/delays could the FDA bring to bear on Big Pharma’s buy-in/not? Who is the Czar of the FDA? Who appointed the Czar and when? Does Big Pharma have a rep on the Super Duper Advisory Panel for the single payer oversight bureaucracy? Whatever happened to DB Cooper?

Isn’t it strange that most liberals probably wouldn’t even consider that letter to have any possibility of authenticity? They wouldn’t even entertain the possibility, and yet aren’t liberals the same people that without hesitation declared the so-called “Downing Street Memo” to be the lost gospel of the liberal bible? The real number, acording to Blue Cross in 2008 is 8.2Million.
Lets not scrap what is OK for 300+ Million for 8.2Million.
