Cap-and-trade will kill jobs, economy

posted at 4:35 pm on August 10, 2009 by Ed Morrissey

Barack Obama sold the Democratic cap-and-trade bill as a job-creation bill, but a new study by Heritage tells a much different story.  Rather than an effective means of boosting the American economy through the creation of a “green energy” industry, the plan will damage manufacturing, service, and agricultural sectors of the economy through massive cost burdens across all industries, as well as hike costs on American families for energy consumption.  In every year between now and 2035, America will lose jobs because of Waxman-Markey:

Implementing the Waxman-Markey legislation will be very costly, even given the rather optimistic assumptions about how effective it will be in reducing CO2 emissions and how accommodating the economy will be to the added energy costs. The Heritage Foundation’s dynamic analysis of these economic costs are summarized as follows (adjusted for inflation to 2009 dollars):

  • Cumulative gross domestic product (GDP) losses are $9.4 trillion between 2012 and 2035;
  • Single-year GDP losses reach $400 billion by 2025 and will ultimately exceed $700 billion;
  • Net job losses approach 1.9 million in 2012 and could approach 2.5 million by 2035. Manufacturing loses 1.4 million jobs in 2035;
  • The annual cost of emissions permits to energy users will be at least $100 billion by 2012 and could exceed $390 billion by 2035;
  • A typical family of four will pay, on average, an additional $829 each year for energy-based utility costs; and
  • Gasoline prices will rise by 58 percent ($1.38 more per gallon) and average household electric rates will increase by 90 percent.

This CDA analysis extends only to 2035, as this is the forecasting horizon for the macroeconomic model used to prepare these estimates. But it should be noted that the emissions reductions continue to tighten through 2050 and that model-based analysis by other groups whose models extend beyond 2035 shows increasing harm to the U.S. economy.

In addition to burdening households, the high energy prices weaken the production side of the economy. Contrary to the claims of an economic boost from “green” investment as firms undertake the changes to reduce emissions and increased employment as so-called green jobs are created to do this work, Waxman-Markey would be a significant net drain on GDP and employment.

In case you miss the point, Heritage has included this handy chart:

By the way, those are not cumulative job losses represented in this graph.  Those are job losses per year.

What about energy prices?  The first few years would show only a small growth in costs to consumers, as the producers work through the freebie emissions grants with which Congress sweetened Waxman-Markey.  After that — look out:

And how much would all of this damage to the American economy help cool the planet?  You’d need a precision thermometer to see it:

Climatologists estimate that Waxman-Markey’s impact on world temperature will be too small to even measure in the first several decades. The theoretical moderation of world temperature would be 0.05 degree centigrade by 2050. If CO2-emission levels meet the Waxman-Markey target of 17 percent of 2005 emissions by the year 2050, and if they are frozen at that level for the rest of the century, Waxman-Markey would still reduce the world temperature by only 0.2 degree Celsius by 2100.

Be sure to read it all, and keep those charts handy.  While we’re demanding answers from our elected representatives on ObamaCare this month, we should be showing these charts and figures and ask them why the hell they voted Waxman-Markey out of the House with almost no debate at all.

But why would jobs be lost? Surely no companies would go out of business and those that they project to stay in business would reduce profits and take losses rather than pursue layoffs, right?

Er … nice analysis, but the CAP part of the name pretty says all anyone needs to know, as capping CO2 output is tantamount to capping production. Just tell any athlete that his CO2 output is going to be capped and think about what that means.

As someone pointed out in an earlier thread on this topic, it is the Marxman-Whackey Bill.

Do we really need cap and trade to destroy the economy? It seems the President’s spending plans are already doing that, not to mention the health care debacle. Maybe somebody needs to clue the DNC in on the term “overkill”.

The left are self-haters. They are out to commit suicide. They don’t care about their children or anyone else’s. Most of them hate their fathers, which is what turned them into self-hating liberals to begin with. At full bloom, they are just nihilists.

It boggles the mind to think that a group of people could so lack the simple instinct of self-preservation.

keebs on August 10, 2009 at 5:07 PM

It is guilt run amok. Judeo-Christian culture uses guilt as the main control mechanism, as guilt is extremely powerful and is the mechanism that an individualistic society uses (as guilt is a very private and individual emotion – you can feel guilty even if no one in the world knows what you did, whereas shame is a public mechanism that requires others to know for it to have any effect). But, as there are kids who can’t watch horror movies without having nightmares for weeks on end, there are people who cannot handle normal guilt, and once exposed to it, these people’s imaginations take over and fill their psyches with illusory guilt that they cannot escape. This turns these people into self-haters. They usually lay the blame for this on their parents (fathers, generally) which sets them against all who remind them of themselves, their families, or their nation.

Individualistic socieites that use guilt will always have to contend with a decent percentage of self-haters, but the key is to never let them be taken seriously. Unfortunately, our society has gone soft and allowed these idiots to be treated as normal human beings. The result is the catastrophe that we see.

IT will KILL manufacturing of any kind. Companies are already looking out of the country to avoid the taxes that go along with it. This needs to be stopped.

workingforpigs on August 10, 2009 at 5:18 PM

My GOD. What on earth motivates these people (not a rhetorical question)?

Ideology. Let me explain:

Some people belief that what separates men is not character, life choices, or hard work. They believe that men are separated into different classes through some unjust mechanism. This mechanism can be race, poverty, intelligence, or some other factor over which they have no control.

Thus, those who see the universe this way seek to redress those inequities between men. They call this social justice. Social justice is about reducing the inequity between one man and another, regardless of the reason for such inequity. So, for example, if you are better off than some other person, it is not to your credit. You are better off because either you received an unfair advantage in life, or the other guy received an unfair disadvantage. Social justice will now seek to eliminate the difference in standard of living between you two. While they can not make you the same, they can make you live the same.

One way to do that is with taxation. The more you earn, they more you are penalized for earning more. The fact that you can earn more is a reflection, in their view, that you are unfairly advantaged over others. So you do not deserve to have a higher standard of living. Your money is then taxed at a higher rate, and then redistributed to those who earn less.

Affirmative Action is another example of social justice. If you belong to a race or gender, or any other subgroup of humanity, which has always had strong employment numbers, and you go up against someone from a different subgroup that has not, then that person, regardless of his own personal qualifications, will take precedence over you. You must pay to redress what they view as some historical wrong. So again, inequity is eliminated.

Unions are another example of social justice. Traditionally, the owners of a business, those with the capital to buy the machines and buildings, the capitalists, earned more money than those who do the actual work. Socialists see this as unfair. (Marx had a big beef with this) There is inequity in their universe. The way to redress this is to get the workers to gang up on the employer and demand, under threat of shutting down the company, more money. And while each individual worker will still make less than the owner, some of that inequity is removed. The rest of the inequity can be removed through taxation.

Another example is medical care. In the private insurance system, some people, who can afford it, can get better medical care than those who get medicaid or medicare for free. Social justice advocates don’t like that fact. Since they know that the elderly, or those who make very little, or the unemployed, can not afford to buy the level of care you enjoy with your plan, then the only way to redress the inequity is to bring you down to their level. If they can’t get your level of treatment, you will be forced to have theirs. As long as you are equal, social justice has been served.

This, in a nutshell, is what socialism is about. It is about removing inequity between citizens by bringing down all men to the lowest common denominator.

So, to answer your question, this is what is going on in their minds. They talk about this using guarded language and coded words and set in motion plans to bring America down this road as far as possible, until the next generation can carry it even further.

keep the change on August 10, 2009 at 5:19 PM

Resistance is futile.

Wisely spending billions of dollars on new technology, using the best and brightest minds available, focused on the problems we all face our government will see to it that new products are developed which will prevent this looming catastrophe.

Innovative ways to harness abundant solar and wind energy will permit the gradual phase out of failing, old fashioned ways of energy generation and distribution. Look at what was accomplished with the Chicago ‘Manhattan project’ in the 1940′s. Look at what NASA has done in all areas of scientific exploration, not just space. Much of our newest medical advances are directly traceable to NASA’s manned space exploration; never before has human physiology been so closely measured, monitored, investigated and tested.

Put aside your fear mongering. This fear of economic collapse, this fear of the future is just irrational. You have to learn to trust our government; a government of your neighbors, your friends, and people you will be working with everyday. All of us working together to make a better life for you and your children.

Set aside your anger. Work with us. Together we can all share in the abundance that will soon be ours.

Indeed, the ends justify the means and they will use polled language to mislead and obfuscate their true intentions. The best thing to do is make them admit they are marxist and then do everything you can to defeat them. There can be no rational debate with someone who has accepted marxist tenets.

Thank you for your thoughtful responses. The self-hatred theory seems more plausible to me, because it explains the absolute absence of self-preservation.

I understand the socialist model and I appreciate the post on it. But “removing inequity between citizens by bringing down all men to the lowest common denominator” seems like a goal set up by a group of people who don’t believe they will bear the brunt of it. I think THEY think they will be immune to the “rearrangement” of things.

Actually, not so much. Since world production depends on teh ability to export to the US, once the US economic engine seizes, the whole world economy is going to shut down. There will be economic contraction and massive layoffs all over the world. It is going to be so ugly that people have not even an inkling.

And the dollar will be destroyed, which will make world trade all but impossible, anyway.

When they kill the US economy – the economic engine of the world – they have no idea of the hell they are about to unleash on everyone.

Set aside your anger. Work with us. Together we can all share in the abundance that will soon be ours.

As overwhelming as all of Obozo’s tyrannical programs are, and with the current Health Care fight front and center, it would be understandable if this issue has faded somewhat with the American people. We can’t let that happen. It would be entirely predictable if POTUS,Pelosi and Reid got Cap & Tax rammed through this year while all of us mobsters are busy “terrorizing” congressmen over health care reform. Stay informed and alert! Top Of Mind Awareness is critical!

Good-bye union jobs. All overseas.

BadgerHawk on August 10, 2009 at 5:20 PM

And the unions are Obama’s biggest supporters – Obama is like a vampire.
Promise eternal life as he drains your blood. The unions are idiots for supporting the socialists. The socialists will drive business of-shore….
So what if you work at GM – no economy means no one is buying….
Suckers – reap what you sow….

Of course, the ruling class is exempt. It was that way during the revolution in Russia. It was that way in every communist nation. And in every heavily socialist nation today, there is an elite class – not of business owners, but of intellectuals and party apparatchiks. Obama and his minions would, in a socialist system, be those party apparatchiks with their dachas in the countryside.

We see this hypocrisy with wealthy liberals, and we see this hypocrisy with the liberal politicians who have chosen to not take part in the Peoples Healthcare System. They are the elites, the party apparatchiks. In Soviet Russia, the party bosses and their hangers-on got a level of care, not to mention food, that was at a much higher level than that of the People they claimed to be championing.

So, yes, in a socialist system, the rulers are not sacrificing anything of themselves. What they get out of it personally, is not only the intellectual satisfaction of removing inequity between citizens, but also the power that comes from placing 99.99% of the population on the same strata. The inequity between themselves and the citizenry, is for the purpose of maintaining power and control for the benefit of the working class itself, therefore there is no social injustice in that inequity.

Just tell any athlete that his CO2 output is going to be capped and think about what that means.

As someone pointed out in an earlier thread on this topic, it is the Marxman-Whackey Bill.

#1- Lets be generous and say the benefit is 0.2 degree centigrade. I bet that entire benefit would be achieved by one or two massive volcano eruptions, which will come in due time, as they always do, and best of all free of charge.

#2-The greatest number of job openings are currently in Washington DC, building the massive bureaucracy. Cap and Trade will create more bureaucracy so instead of complaining, I’m opening up a new business: RED TAPE Corp. All the new environemental paperwork you’ll need to buy and sell a home for just $500.

mperek on August 10, 2009 at 5:59 PM

The graph reflects the real world experience of Spain during 2003-8. A study by University of Madrid concluded 2.2 jobs were lost for every “green” job created.

Many of the green jobs to construct wind farms and the like came and went, there is no on-going construction work to fill the void once the programs are complete.

The higher cost of energy and efforts to choke off emissions drove businesses under outright or because the work relocated from Spain. There was no alternative employment in some trades, and exports fell because it cost more to do business in Spain than in other countries, so Spanish products cost more (why do you think the Chinese and Indians are so enthused about the US adopting Crap+Tax?).

Outside of the global warming hoax, there is the “green” jobs hoax. Both of these are being played to give socialists like Pelosi and Obama more control over industry, which translates to reelection funds and other “contributions” in exchange for favors the poltical class can sell. Just like the drug companies are helping to promote Obamacare as damage control.

Be mindful that Obama et. al. will not suffer a whit due to the mess they create. The suffering is for the shlubs to do, the clingy types.

So will ObamaCare, Porkulus, the coming tax increases (the ones not including Crap & Tax).

I think its safe to say that the Obamanistas are killing jobs and the economy.

The question is, why?
