GM will lay off more workers after buyout falls short

posted at 4:55 pm on August 3, 2009 by Ed Morrissey

GM wanted 13,500 of its workers to voluntarily walk away from their jobs as part of its bankruptcy and restructuring.  It failed to get even half of that number to take the golden parachutes the automaker offered, which means that the auto company Barack Obama bought will have to lay off over 7500 people by the end of the year.  By 2012, that number will grow by another 9,000:

About 6,000 General Motors Co. blue-collar workers have taken the latest round of early retirement and buyout offers, but it fell short of the company’s goal, meaning more layoffs are likely.

GM has about 54,000 factory workers and wants to end the year with 40,500, a cut of about 13,500. Monday’s report means that about 7,500 too few workers took the offers, setting the stage for more layoffs.

The automaker announced in June and July that it would close 15 U.S. factories employing about 22,000 workers by end of 2012. …

Sixty-five percent of the workers took early retirement packages, while about 30 percent took buyouts, with the remainder taking incentives allowing them to retire before they are eligible, the company said. About 40 percent of the 6,000 were skilled trades workers, with the remainder coming from the production work force.

Considering the circumstances, the packages weren’t bad.  Production workers got $20,000 and a $25,000 car voucher to quit now; skilled workers got the voucher and $45,000.  Those with ten and twenty years of experience got bonuses up to $115,000 for the cash buyout.

GM considers this a success, and actually they may be right.  In this economy, it would be difficult to talk anyone out of a job, since prospects of replacing it seem pretty poor for the next several months.  Getting 6,000 people to do so is impressive, although they had a tough choice in front of them.  Either they take the bailout package now or risk winding up with nothing at all in a few months.

Politically, though, this is a problem for the administration.  At some point, “Government Motors” will begin layoffs, and the anger these furloughs generate will cause more and more problems for Democrats in Michigan and Washington.  After all, had the administration allowed for a normal bankruptcy, the result would have been the same for these workers, only it wouldn’t have cost taxpayers tens of billions of dollars to subsidize it.  The White House sold their “political bankruptcy” as a means to lessen the blow to line workers, but over 22,000 will get the axe anyway, in one manner or another, during Obama’s first term.

How are the workers faring at Ford these days?

liberal343 on August 3, 2009 at 4:58 PM

I agree. So why did the government spend like $40 billion bailing it out after it made bad business decisions? Maybe it’s a question you should bring up with our socialist president.

lorien1973 on August 3, 2009 at 5:17 PM

Since paying taxes is “patriotic” I would argue people who drive those evil, gas guzzling SUVs are more patriotic than people who drive gas sippers. SUVs use more gas by definition, so their owners pay more taxes when they fill up at the pump. Ergo, SUV owners are putting more tax revenue into gov’t hands to use for the “Common Good” than smug liberals who drive hybrids.

Oh, and on a related note: GM consistently sold almost as many vehicles as Toyota. Just like CA, GM’s problem wasn’t revenue related, but expenses. So much for the whole “nobody wants to buy SUVs or trucks anymore” talking point.

rockmom on August 3, 2009 at 5:55 PM

By the way, for our trolls on this thread, GM was not profitable in cars for the last 7 years, and it hasn’t been profitable in cars in North America for over 10 years. It was being propped up by sales in China and most of all by huge profits at GMAC. As little as 3 years ago, GM had $26 billion in cash on hand. It was NOT driven to bankruptcy because it made too many SUVs that people didn’t want to buy. It was driven to bankruptcy by a bad bet on subprime mortgage lending, and by a bad UAW contract that made it unable to compete on any car BUT the SUVs.

But go on with your little fantasy, sorry to interrupt with facts.

rockmom on August 3, 2009 at 6:00 PM

The meltdown of union jobs in Government Motors is a stark reminder of one important fact : artificially inflated wages expose a company to shattering blows from competition who do not have to adhere to those rates.

(1) I would agree that the pay scale at the big three American auto makers did play a big role in ushering the creation of a well heeled middle class with a superb standard of living. However, the amazing benefits should have clearly been curtailed ages back, for purely competitive reasons. I had a friend in school whose health insurance was fully paid for because his grandfather was a GM union employee. Obviously, something needed to give.

(2) While a lot of commenters on this site would rush to criticize these union jobs (and they would be absolutely right doing so), they tend to be extremely negative when *legal* immigration threatens to bring down wages in fields like IT. The moral of the story is: if a job can be done for less, it *will* eventually be, as long as we don’t resort to protectionism.

(3) This is more of my own philosophical take-away : Americans (including ones who comment on this site) tend to stick to their political ideals as long as it does not affect their personal interests. For conservatives, they want to :
(a) stand for independence of business from government intervention as long as their wages are not impacted by legal foreign labor
(b) are willing to defend banks paying bonuses even when they get billions as “bailout”
Liberals, on the other hand :
(a) envision an equal society as long as it does not impact their own life style
(b) rail against corporate injustice even while enjoying the benefits of an economic boom brought by the same corporations.

People just love the easier aspects of an ideology (materialism for conservatism or feel-good equality for liberalism) while avoiding the harder requirements that come with it (fiscal responsibility and continuous innovation required for free market capitalism or immense personal sacrifice needed for socialism).

As to how Ford’s doing? The Detroit Free-Press had a link back in March with a video tour of their newly-opened plant down in Brazil. Puts all their suppliers, final assembly, paint, etc under one highly-automated roof. The complex is as big as River Rouge, if not bigger – and had Michigan not been so hostile to doing business and production, we might’ve had those jobs here. You can bet the Brazillians are happy though. Good job, Granny! Now go take another “victory lap” trip around the state, or an international “please bring jobs to MI so we can unionize them and strangle your companies” junket.

Where did them good middle class union jobs go? Damned Republicans, Reagan and Bush sent them all to Mexico. I’ll be voting straight democrat ticket till I DIE. Democrats look out for us little guys. They have our best interests in their hearts.

daesleeper on August 3, 2009 at 5:22 PM

You realize that the Democrat controlled congress bailed out GM and GM spent $1 BILLION of the money on a plant in Brazil?

TN Mom on August 3, 2009 at 6:25 PM

Why are UAW workers exempt from Obama Care?

Jeff from WI on August 3, 2009 at 6:27 PM

Where did them good middle class union jobs go?

To non-union states.

mankai on August 3, 2009 at 6:29 PM

GM was an accident waiting to happen. SUV’s are not the future! Gas prices were not going to be $1 forever. GM should fail

liberal343 on August 3, 2009 at 4:58 PM

Unfortunately, not only Government Motors, but a great part of our entire economy is built around the idea of cheap, readily available gasoline to consumers.

It’s the worst use for crude oil and the sand is running out of the hourglass…GM is but an early example of the disaster we’re headed for.

Dark-Star on August 3, 2009 at 6:33 PM

The government was not running GM when they were making the SUV’s that no one would buy

liberal343 on August 3, 2009 at 5:21 PM

But, as you know, they took them over to “right the ship”, and now they are laying off and probably going to lose the company.
Meanwhile, the company that did not take the “hand-out” is recovering just fine.
As I said, you are beginning to realize where the fault is, the government program is failing, and the free enterprise company is succeeding.
Step by step you are beginning to learn.

You are correct. Bush and Reagan did sign NAFTA……or, or…oh no!… was that Clinton?

Johan Klaus on August 3, 2009 at 6:08 PM

Why yes, yes it was. Know the most delicious irony of it all? I’ve got some old campaign lit from 1992, the UAW put together a comic-book parodying Dr. Seuss to mock Bush the Elder. On the last page, it accused Bush of wanting to sign NAFTA, and promised that “Billiam” would never EVER do so. HA! How’d that endorsement go for you guys? In targeting Republicans, you’ve killed just about everyone’s job, “But like a poor marksman you just keep! Missing! The target!”

This is almost funny because it reminds me of the time,in 1976, when Jimmy C. told us about the lust he had in his heart. Memories….eewww.

redwhiteblue on August 3, 2009 at 6:35 PM

Well gosh, all these auto union workers can get a job at wally world. It seems they are caving into the unions.

Yeah, tell that to all the kids in the great school system that the dems have created…and we can see how well Mexico’s economy is doing since we sent all the jobs to them…they have higher unemployment then we do.
Better learn to read my friend, then hit the books.
When you do learn to read, you can become a Republican, until then we don’t want you…you’re too stupid.

Union is what destroyed GM. Unions is what is destroying America.

America WANTS trucks. THat’s why America’s #1 vehicle has been the F 150 for at least 20 years. Buy them now before they’re outlawed.

Jeff from WI on August 3, 2009 at 7:07 PM

What are the chances the administration will allow Government Motors to fail?

All they have to do is use the commerce clause to state that all cars sold in the US have to be built at plants that pay union wages.

At that point, they’ll have made all the rest of the auto companies just as uncompetitive as the UAW has already made GM.

BTW, one of the main reasons that the older guys aren’t taking the buyouts is that they only get a couple years of healthcare and then they’re off the plan for good. They spent 20-30 years working at GM with the promise that, when they retired, they’re health benefits would be covered. A couple hundred thousand is not going to convince most of them to leave a place they’ve worked most of their adult lives and try something new.
