		<description>If you ignore the amount of the federal stimulus and just look at the $176 million that Oregon is adding to it, they could pay 3236 people (the number of &quot;new jobs&quot; they say they created) over $18,000 a year for three years for doing nothing. So the money would be more useful if they just &lt;em&gt;gave&lt;/em&gt; it to people instead of what they&#039;re actually doing.</description>

I guarantee there will be lots of cases -- how well reported I can&#039;t guarantee -- where (1) federally-funded cop #10 keeps his job in year 4 but one or two of his peers&#039; positions are eliminated, or (2) where he is laid off but one of his workmates is assigned to that no-long-federally-fund &quot;position,&quot; or (3) where a city outright replaces a local-taxpayer-funded job with a federal-taxpayer-funded job even during the first three years, maybe with some sleight-of-hand.
