The drug producers are paying a huge amount to transport their products...some figures cite well over half of their would be profits are eaten up by pay-offs, losses due to seizures and having to skirt DEA, Coast Guard and other agencies trying to interdict them.

If legalized, there&#039;s a ton of &quot;legal&quot; money to be made by those who have the means to produce already.  Not going to be an easy market to break into unless you are already in it.</description>

I&#039;m no attorney, but that&#039;s what seems to be the clear inference from in the articles. Not that the House in its present configuration would go for it, but I thought others might want to see how the phrase has been interpreted.</description>
