Breaking: Blue Dogs win delay on ObamaCare vote; Update: Agreement on cuts, not on floor vote

Despite rumors floating around Capitol Hill earlier this morning, Democrats will not rescue Barack Obama’s credibility by getting him a floor vote on ObamaCare this week.  The Hill reports that Blue Dogs have successfully stalled the process until after the August recess as they try to win concessions in the bill’s composition:

The Blue Dogs and House leaders have struck a deal to guarantee that the House will not vote on a healthcare bill before August, a leading Blue Dog said on Wednesday.

In exchange for putting off a floor vote until after Labor Day, the Energy and Commerce Committee may be allowed to continue its markup of the healthcare bill this week even if an agreement has not been reached between Committee Chairman Henry Waxman (D-Calif.) and seven Energy and Commerce Committee Blue Dogs over the content of the bill.

Asked if House leaders had told Democrats that there will be no House vote on healthcare before Friday, Blue Dog Co-Chairwoman Stephanie Herseth Sandlin (D-S.D.) said, “I don’t think [leaders have] made public statements to that regard, but my understanding is that that would be part of an agreement, if they actually do move forward with an Energy and Commerce markup that there will be no vote on the House floor until after Labor Day.” …

“There has been no official announcement on floor timing, but at this point, the odds are that we will not likely vote before we adjourn for August,” a Democratic leadership aide said.

Earlier rumors had the Democrats attempting to arrange a show vote in order to give Obama a little face-saving send-off to everyone’s vacation.  Not only did Nancy Pelosi fail to get that much, Henry Waxman all but ran up the white flag on his bluff to bypass his own committee.  The only concession made by the Blue Dogs was to continue working with Waxman to change the bill — hardly a defeat for the Blue Dogs, who refused to buckle to Waxman’s demand to take it as is.

Now the House will return to their constituents and hear an earful from all sides of the health-care debate, but the ground has shifted considerably in the meantime.  The popularity of ObamaCare has plummeted as the costs have become more known, and so have Obama’s polling numbers.  Moderates will face more conservative constituents, but even more traditionally liberal districts are going to look at hundred of billions of dollars in increased deficits with some skepticism.

When Congress reconvenes, expect the moderates to have even more pull — and for the split between Democratic leadership and its rank-and-file to widen.

Update: Both Fox and CNN are reporting that Blue Dogs have agreed to ObamaCare proposals in the House in exchange for about $100 billion in cuts to the program in order to make it less fiscally destructive.  Both Fox and CNN are repeating that the bill will not get out to the House floor until the fall, however; the agreement is to get the bill out of the Energy and Commerce Committee by Friday, when the House adjourns for its August recess.

If they’re right, this is a tremendously stupid move by Democrats.  It gives the Republicans a fixed target for the next few weeks, with an ability to cite the actual legislation and pick it apart, while painting moderate Democrats as fools who haven’t bothered to read it.  Having no final version of the bill would have allowed Democrats to dodge questions about it.  This makes them stand on the bill for weeks without getting moved out of way.  Call it political target practice, practically akin to shooting ducks in a barrel, for the GOP.

While our American-style government has served us well for over 200 years, Obama and health care makes us appreciate the advantages of a European-style Parliamentary democracy:

Per my understanding of parliamentary goverment: Since health care is Bambi’s biggest priority, his failure to achieve it with a governing majority would, in effect if not in actuality, result in a “no confidence” vote for his government. New elections would have to be called within a year.

On the one hand, the Dems won’t have to defend details during the break. On the other hand, fence-sitting democrats will not have put their face on the line by voting for a bill. We can beat this version of health care but if will be back in some other form I expect. S-chip may expand and expand upward in age while medicare may drop in age until they meet in the middle.

This is a HUGE failure for Obama – even if it’s short lived. Reason being is that he declared the there would be a vote before 8/1. So, it’s pretty clear to all involved at this point that there is indeed a limit to Obama’s power and charisma. This is a huge setback for Obama because the only thing on his side was the speed at which they were trying to ram this through O’s personal pull – both of which seem to have hit a roadblock. I’ll take good news like that any day.

I have one, Patrick Murphy, who calls himself a Blue Dog but has voted with Pelosi 99% of the time and is up to his keister in the Murtha dirty-money machine. The only thing that might make him stick with the Blue Dogs on this is that he has thousands of pharmaceutical company employees in his district, two very large hospitals, and almost nobody who is actually uninsured. So far I can’t find any mention of his doing any townhalls during the recess – probably because he does not want to face the public about his Murtha dirty money connections.

I might run against the SOB myself if he votes for this bill.

We should be appreciative of the fact that the filthy liar in the White House has no ability to work the legislative process. Despite already passing an energy bill that costs billions, he thought he could simply go out there to staged town halls, talk to a few weepy cancer survivors with no health insurance and the votes would come his way.

In retrospect he should have worked with Pelosi and Reid on getting a bill drafted that was a reasonable approach to reform that was acceptable to moderates then the three of them would work together to draw the votes together. He should have never put a deadline on when he wanted the final bill because that created a due date that makes him look ineffective when it is not met. But most importantly, he should have done a better job at reading the American people’s reaction to all of this. Legislators are going to get an earful in the coming weeks. The teachable moment for the filthy liar is that personality and charisma are not effective substitutes for good old-fashioned legislating.

Last week I called and emailed my Senator, Amy Klobuchar(D), to ask if she planned to enlist herself and her family under OgabeCare if it were to pass.

I got a form letter thanking me for my email, and a staffer told me she would pass the question on to the senator. I expected nothing more so I can’t say I’m surprised.

Why would you be happy? I thought progressives hated the government’s assaults on Amendment IV.

For those who attend a townhall, one question needs to be asked of the Representative/Senator: Will you sponsor an amendment to the health care package that will require all officials and staff of all 3 branches of government, including you, to participate in the new health plan and to forego/give up all existing plans?

As an alternative or follow up: Will you commit to us today to join any new plan and/forego your current health coverage?

Now the House will return to their constituents and hear an earful from all sides of the health-care debate, but the ground has shifted considerably in the meantime. The popularity of ObamaCare has plummeted as the costs have become more known, and so have Obama’s polling numbers. Moderates will face more conservative constituents, but even more traditionally liberal districts are going to look at hundred of billions of dollars in increased deficits with some skepticism.

But how long until Obama – or someone from the Whitehouse – has a meeting with the Blue Dogs to explain things?

I just tried to call Joe Donnelly and got a recording that all lines were busy and I needed to leave a message. Then I got another recording that his mailbox was full and I couldn’t leave said message. I guess I will have to track him down in South Bend and get in his face. We attend the same parish, so maybe I can voice my opinion on Sunday morning before mass. Would I be so gauche? Hell yes!
