Wow: Senate group ready to strip public plan, employer mandate out of ObamaCare? Update: “Fannie Med”?

This is kind of like stripping the amnesty provisions out of comprehensive immigration reform. Once the venom’s been drained from the fangs, how much damage can it do?
No wonder the Kossacks are ready to revolt: “If the Senate Finance Committee drops the public option, the bill is worthless.”
[Senate sources] said any legislation that emerges from the talks is expected to provide for a nonprofit cooperative to sell insurance in competition with private industry, rather than giving the federal government a role in the marketplace. The White House and numerous Democrats in Congress have called for a government option to provide competition to private companies and hold down costs.
One of the senators involved in the talks, Olympia Snowe, R-Maine, confirmed that co-ops are the preferred approach. “The co-op is certainly one of the prominent options that is on the table,” Snowe told reporters after the group met Monday. “It’s safe to say that’ll probably remain in the final document.”
Officials also said a bipartisan compromise would not subject companies to a penalty if they declined to offer coverage to their workers. Instead, these businesses would be required to reimburse the government for part or all of any federal subsidies designed to help lower-income employees obtain insurance on their own.
Snowe said the idea is to discourage employers from dropping coverage because under the plan their workers could get government assistance to pay premiums. “We don’t want to undermine (employer coverage) or create a perverse incentive where employers potentially drop coverage because their employees can get subsidies,” she said.
Still in the bill: Provisions prohibiting insurance companies from denying coverage to any applicant, which will force healthy people to subsidize the less healthy via increased premiums. Ace is appropriately worried that Congress is simply too stupid and corrupt to hammer out a decent bill even with the killer parts of the program removed, but I think he’s kidding himself in expecting The One to sign off on a bill without a public plan. Granted, the political pressure to save face by passing something, anything, is enormous, and granted, whatever ends up on his desk will be watered down from Hopenchange’s utopian dreams. But is he really prepared to shaft the left on a government plan? If they desert him and then ObamaCare turns into the boondoggle we expect, who’ll be left to chant “yes we can”?
Update: If you’re wondering how we reached the point where Olympia Snowe is dictating terms to a filibuster-proof Democratic majority, let Kent Conrad explain. And if you believe Blue Dog Jim Cooper, Pelosi’s no better off than Conrad is.
Update: A spokesman from Jim DeMint’s office e-mails to say don’t be fooled — the co-ops will be almost as bad as a public plan, “dictating the terms of every health plan in America just like the government did in the mortgage industry, a Fannie Med, if you will.” He points to this admission from Reid a few weeks ago that there’ll be plenty of venom left in the fangs:
Senate Majority Leader Harry Reid, D-NY, told reporters Thursday that a system of nonprofit cooperatives could pass as a “public option,” or government-run health care, depending on how they are set up.
“We’re going to have some type of public option, call it ‘co-op’, call it what you want,” Reid said, adding that Democrats are working on “some verison of a co-op that may satisfy everyone.”
This is not likely to please the legions of liberal Democrats clamoring for a plan fully-setup and managed by the federal government…
The co-op plan, authored by Sen Kent Conrad, D-ND, is still being tinkered with, but, working with Sen Chuck Schumer, D-NY, and other Democrats, some changes have been agreed to — like a major infusion of federal dollars at the beginning and an initial governing board set up by the feds with federal involvement. One point of contention, however, has been how long government officials remain on the board. Conrad has contended that the board should eventually be run solely by participants. Schumer and others have sought a continued government presence, trying to create a quasi-public option.
It’ll be mighty interesting to watch the Democrats pitch this to the left as a de facto public plan while they’re pitching it to the right as anything but.

Only two simple things need to be done to reform health care and make it work. And, essentially, nothing needs to be done with the insurance industry – make these two changes and let the market take care of insurance.
Number one: remove the M.D. monopoly on provision of health services. To some extent this is already happening with PAs and nurse practitioners. It needs to expand. There is much in the field of medicine that can be done by people with less than MD credentials (especially RNs) – let them do it. Make sure there is full disclosure by everyone in the field as to just what their limitations are, but the added personnel in the field to provide competition for MDs would have a gigantic impact on the market.
Number two: reform the medical litigation mess by junking the “American system” of attorneys’ fees. Adopt the British system – loser pays winner’s fees. That’s all; no need to cap awards or limit judgments. It’s a bit much to explain all the details here, but suffice to say – no more frivolous suits because the losing plaintiff has to pay the doc’s attorney’s fees (and there are ways to guarantee that, so plaintiff’s bar doesn’t cheat). Also, docs’ insurers won’t try and wear down a deserving plaintiff, because they will have to pay plaintiff’s attorney. It makes frivolous litigation – on either side – a very risky undertaking. There’s a bit more to it, but that’s the general idea.
Make those two changes, and the market takes care of the rest.

I don’t understand why the GOP doesn’t get in Obama’s grill over tort reform. Indeed, one of the House proposals actually expands the ability of lawyers to bring qui tam actions against supposed wrongdoers. I’m all for fair compensation for damages cause, and I’m all for drumming quack doctors out of the corps. But it’s time to shut this industry down. The public hates lawyers; I’d think this would be easy to accomplish.

My daughter and son-in-law were out for a visit last month and he had a bout with altitude sickness. They gave him oxygen and he started feeling better. Because of lawyers the hospital ran a battery of tests for almost 5 hours. The doctor told my daughter that she was certain that altitude sickness was the problem but because of legal reasons they had to rule any and everything else out. They have insurance but the bill is going to be enormous because the hospital has to cover their a$$.

If that happens every one of the GOP potential nominees will have to issue a statement on their position on this. I can’t see Mitt, or Huck, or Sarah going for this.
That in itself – will cause a fracture in the GOP that will even extend to a fracture among the GOP Ayatollahs.
I actually WISH that would happen – because it would shake the GOP to the foundations and a revolutionary new GOP would be born. But it won’t happen. The GOP won’t support a public plan. The Blue Dogs won’t either. The Blue Dog Pacs are raking in the cash right now – and all because they are actively opposing Obama.
They aren’t going to halt the gravy train. Additionally – a lot of “pent up” shame in the Blue Dogs for being fairly conservative and yet belonging to a party that is full of radical Socialists. We’ve been calling them impotent wooses for years. They are going to stay in the drivers seat until they’re kicked out – not likely anytime soon.

Complex problems are complex because they have multiple variables that (can) change quickly.
Free-market solutions seem to be the only way to fix them.
I don’t know why this is tried more often because (for now) it’s the only thing we’ve found that actually works.
I consider it no shame to be a capitalist.
It’s good for nations. It allows for more personal freedom and is a good way to reinforce free thinkers, and free nations. It’s the only compatible economic system with a government that is self governed. You can’t have a free nation without a free economy.
It’s good for individuals. You sink or swim based on your own efforts. The person who writes your story is you. Anyone who thinks liberalism, socialism, or marxism leaves room for individual thought and choice should read up on the communist manifesto… or better, google ‘The Naked Communist’ by Cleon Skousen.
Heck, it’s even good for the environment because it allows for technological development of green technologies. It’s also the most efficient way of distributing a limited amount of resources. In fact, if you care about the earth, you should be a capitalist just for the above stated facts.

Yep; my wife had a small heart attack (no warning, no history, no predicators;)
Full course of defensive meds and tests – turned out she’s allergic to about 1/2 of what they gave her.
8 months of side effects, no real gain; but, the doctor didn’t have to worry about a suit based on not treating her according to the protocol.

Terry, a few years ago my husband and I were barely getting by. I stayed at home to take care of our kids. We did not get on medicaid, we did not ask anyone for help. Why can’t people get a job, and take care of themselves? I took my girl’s down to the church when they were offering flu shots. I am sorry, I have been there. There are options, my kids did receive the care they needed.

I had a similar experience. I have suffered from chronic sinusitis for years. I moved from one city to another, went to a doctor for fungal medicine to treat my condition.
He suggested an MRI to rule out the one-in-a-million chance that my headaches might be caused by a brain tumor.
I told him that I didn’t want the MRI.
He replied that my insurance would pay for the MRI.
I responded that I was well aware of that, but I knew what my problem was and I didn’t want to over-utilize the system by having an MRI. I told him to give me the prescription I needed and that I would write out and sign a waiver of liability to him for the MRI.
He was stunned.

No real gain???? The only reason they know it was a small heart attack was because they did a thorough work-up. I bet they were not so concerned with lawsuits as they were with giving your wife the best medical care possible. Any heart attack, no matter how small can cause life threatening conditions. Never, I repeat never, assume that because you have few or no risk factors and because the heart attack is “small” that it means the risk of death is minimal. Sometimes those events that occur without anticipation are the worst.

Terry, my husband and I have been very blessed in the last few years. We have never forgotten what it was like to not know how we were going to payday. We believe in helping those that help themselves, giving others an opportunity to climb out of the place that we remember so vividly. The problem I have is that I believe in charity, but I do not believe in armed robbery. If we choose to help the people in our community, fine. But, we should not be forced to spread our wealth around.

You’re right, of course, about the thorough workup part; my point was, that after they had done this, and after it was clear that the meds were causing allergic reactions (triggering heretofore undiscovered food allergies, robbing her body of the ability to bounce back from even common colds, etc.) they stuck to the course of “post-heart attack treatment,” (even while acknowleding that it was, in her case, harmful) because, “this is the way we need to treat this.”

You’re not helpless at all, but I think the point some are trying to make is that if there is lots of information to sift through online, and you have the capabilities as an aspiring journalist, and you also have a dire need for coverage of some kind or another, the last place you want to be is here asking for advice when you could be on Google or some other search engine combing through potential sources for insurance.

You’re welcome – I really don’t know that much about insurance but there is a very nice poster who frequents the board & tirelessly answers these questions.
Forgot to say – in addition to COBRA, HIPAA & policies to cover pre-existing there are also charities & clinics that will allow partial payment,delayed payment or no payment on treatment. You can also negotiate with your private physician and the service providers (MRI/labs etc) – people do it all the time.
Furthermore all Emergency rooms are BY LAW required to treat you. Yes, you will be billed by the hospital, but again you can usually work something out.
We are a generous and decent country. We value life and our fellow citizens. Health care is available to every man, woman and child in this country.
Everything in this bill is an insult to our decency. Instead of our government destroying us, it should be searching for our goodness & promoting it – or at least leaving it alone. This bill will kill the generosity of the folks who volunteer – it supplants the government as the giver.

Agreed. I don’t know your situation, Terry, but it seems that people, like small business owners and those that work for them and other hard working people struggle to get insurance, if they have preexisting conditions or they lost insurance after a claim, (happened to my family) are required to struggle to pay insurance or if they get sick, pay the hospital back on a payment plan. AND THEN THERE IS THE WELFARE RATS THAT SIT ON THEIR A$$ES AND MAKE BABIES ALL DAY, DON’T WORK, EAT GOVERNMENT CHEESE AND THEY GET MEDICAL COVERAGE AND THEN THERE ARE ILLEGAL ALIENS THAT COME AND ALSO SUCKLE OFF THE GOVERNMENT TEET AND THEY GET MEDICAL CARE……….
There needs to be some common sense here, to help hard working families with the money that we are paying chronic welfare users and baby factories and illegal aliens for their healthcare.

One thing’s for sure….after reading all of these compassionate comments I’ll move into my car before allowing my insurance to lapse.
You’ll hear no more bitching from me about paying $709/month, no siree.
I’ll just keep paying and paying through the nose because gawd forbid we remove P.E.C. cause that’s the slippery slope to socialism and gay marriage.
The problem is, most people don’t.
So it goes into collections and once again, people like me end up footing the bill with higher premiums.

back in my tiny ass catholic elementary school
we had teachers working hard for barely a dime
they got paid crap
why do it? because they LOVE it. it isn’t about the money
and now, the prevailing attitude is that you become a teacher for what you GET
