The OMB-CBO throwdown

The White House went to war with the Congressional Budget Office after Friday’s announcement that the proposed changes to Barack Obama’s health-care plan to realize big cost savings would only recover $2 billion over 10 years, at best — about 0.2% of ObamaCare’s lowest projected cost.  Budget director Peter Orszag published a statement yesterday that accused the CBO of essentially lying in its analysis:

The Obama administration is touting a proposal to give a medical advisory council the power to help decide the scope of coverage that would be eligible for reimbursement under Medicare.

Administration officials say the proposed “Independent Medicare Advisory Council” would both improve health care quality and control costs. Some health care industry groups object to the proposal, saying such a council would not be qualified to make those judgments.

The CBO’s review of the proposal found that “the probability is high that no savings would be realized … but there is also a chance that substantial savings might be realized,” Elmendorf wrote.

“Looking beyond the 10-year-budget window, CBO expects that this proposal would generate larger but still modest savings on the same probabilistic basis.” …

White House Budget Director Peter Orszag said the CBO’s analysis — which it relayed to House Majority Leader Steny Hoyer on Saturday — could feed a perception of the office’s bias toward “exaggerating costs and underestimating savings.”

Obama called Elmendorf to the White House after the CBO director testified that the present House bill would add $239 billion to the deficit over the next ten years, creating a rift between moderate and liberal Democrats in the House and abruptly halting the effort in the Senate.  Obama denied that he intended to intimidate Elmendorf into providing more sympathetic numbers in subsequent analyses, but the White House got roundly criticized for inappropriately interfering with Congress’ independence in fiscal analysis.

Now, however, the White House has dispensed with the illusion of bullying and made it as overt as possible.  This makes the intent of the earlier meeting crystal clear.  They had hoped to intimidate Elmendorf in private, and since that didn’t work, they’re now doing it openly.

Nor is that the only instance of OMB overstepping its authority to interfere with the CBO.  Orszag unexpectedly showed up at an April scorekeeping meeting regarding the controversial IMF funding demanded by the White House, which Politico reported at the time:

It’s a nerdish skirmish easily dismissed, but the IMF money — totaling $108 billion — is important in today’s global economic crisis. And Peter Orszag, a former director of the Congressional Budget Office who now leads the Office of Management and Budget, has jumped in to an unprecedented degree, pressing his old CBO colleagues to change past practices and even attending a special meeting of the scorekeepers called on short notice two weeks ago.

“I don’t think I’ve ever seen an OMB director at a scorekeeper’s meeting,” said one longtime veteran of the budget process who attended. Orszag, who admits he skipped the same sort of meetings as CBO director, made light of the matter: “It was seen as this mystical thing, so I wanted to see what it was like in person,” he told POLITICO.

But House and Senate staff confirm that it was OMB that called the April 9 meeting, which came just hours before the White House was slated to submit an $83.4 billion supplemental spending request for ongoing military operations in Iraq and Afghanistan as well as new foreign aid. Orszag not only attended but also brought with him a representative from Treasury. And persons familiar with the meeting said the administration’s apparent hope was to get a favorable response, making it easier to include the IMF funds in the request later in the day.

Keith Hennessey says the OMB has gone on the warpath because the CBO has demolished the Obama argument about cost savings in its IMAC proposal:

With this letter CBO has killed the President’s IMAC proposal.  It almost certainly would have died even without CBO’s letter.  The proposal would have transferred an enormous amount of power from Congress to the Executive Branch.  Turf-conscious Congressional committee chairmen would have fought it to protect their power base.  Medicare provider interest groups (hospitals, doctors) were starting to lobby against it.  They prefer Congress making these decisions because they’re easier to lobby and influence. …

The death of IMAC is a black eye for the Administration and another step backward for the pending health care reform bills.  This result was both predictable and avoidable.

In a Hot Air exclusive, I contacted Chuck Blahous of the Hudson Institute, formerly the deputy director of George Bush’s National Economic Council about the open and aggressive attack on the CBO from Orszag and the White House.  Blahous finds it unseemly:

“It’s routine for OMB and CBO to have scoring differences. It’s also routine for the two agencies to separately acknowledge, explain and quantify them. What’s not routine is for each to overtly criticize the other. This is a bad road to go down in any case, but even more so because OMB probably has the glass house here. Institutionally, they’re just different; CBO is purely a referee, while OMB is part referee, part player because they’re part of the President’s policy development team. Moreover, OMB’s February budget presentation attracted a lot of justified criticism for its economic assumptions and for moving various deficit-expanding policies into the budget baseline. Furthermore, most of the claims about long-term cost savings from health care reform have been purely speculative, with no data from the actuaries to back them up. Still, I don’t expect CBO to hit back and to criticize OMB scoring, nor should they. Hopefully folks will walk back and cooler heads will prevail.”

Orszag has been an embarrassment as OMB director, and now he’s becoming dangerous to the separation of powers between the branches of government. Either Obama should put Orszag on a leash, or get rid of him immediately — and find a real budget director, not just a liberal-agenda hack.

Orszag has been an embarrassment as OMB director, and now he’s becoming dangerous to the separation of powers between the branches of government. Either Obama should put Orszag on a leash, or get rid of him immediately — and find a real budget director, not just a liberal-agenda hack.

Ed, you make it sound as if Orszag could be doing this on his own, and that the White House actually wants a non-hack in the position.

If Orszag stopped lying for the health care plan, chances are that would be the moment when Obama would start looking for a new OMB director.

Whats being lost in this whole silly thing?

Obama says creating a Board to oversee Medicare spending would help lower costs.

Problem is, there is already a board, MedPac, which oversse medicare costs and reimbursment rates.

So, just how does replacing one board, which works for Congress, with another Board under the Administration, lower costs?

This is an Administration POWER GRAB… it won’t lower costs at all except by limiting procedures.

Obama is still a dangerous oponent but I think the democrats know that they are vulnerable where he isnt as much.

Its simple Hubris. He has been able to get away with a lot of illegal things in his past that others would get crucified for.

Smoking, drug use, even allegations of selling drugs… not to mention his past mentors… possibly getting into Harvard et al as a Foreign student… campaign finances…

On and on, things which would have destroyed another politician has not touched him… he thinks he is Teflon and nothing will stick… this leads to an attitude much like Napoleons, where he believed he could do almost anything (hit after his 1809 campaign).

Its simple Hubris… and also NO ONE in his Washington echo chamber will tell him he is full of shiite…

The superior attitude this administration is taking is offensive. They may think that the numbers are difficult for the public to understand but the arrogance they portray and the rifts they are creating each and every day seem to be the newsworthy talk. This can’t be what they expected. And even if, the CBO does not want to have a beer with you Obama. They’re onto you.

Napoleon was almost always undefeated in his battles. Until he invaded Russia.

What happened is that his oponents learned a lession. They stopped going directly at Napoleon and learned to fight battles against his subordinates and beat them. They didnt need to beat napoleon directly until they wore down his army by beating it peice by piece.

The GOP can hurt Obama not by attacking him but by trashing Congress. Weaken his support and Obama will have to turn away from his campaign.

Ed is approaching this as if the Obama administration is rational and would consider doing the “right thing.”

That may be a noble attempt at journalistic fairness, but it’s denying reality. I see the merit in taking Ed’s approach, but I’m one of those who thinks that’s actually wrongheaded journalism. Obama is a political bully, has assembled an administration designed to violate the separation of powers, and has surrounded himself with corrupt people he can manipulate.

Giving advice that ignores the above makes the advice sound downright silly. It’s like saying, “Ahmajinedad should sit down calmly with a Jewish leader, discuss his grievances with the Jewish people and arrive at a compromise that is acceptable to both parties.”

Precisely. As much as some people on hear go on and on about Obama’s poll numbers, I’d have to think Pelosi (to name one) is viewed a lot more negatively. Tie Pelosi to lefties running as moderates in ’10 and sink that ship. Then in ’12, tie her and her bread around Obama’s neck.

Ed: Good analysis and thanks for getting some outside info via Mr. Blahous. This seems pretty unseemly and one thinks we need to keep an eye on the OMB closer. Some of their claims (exaggerated costs and underestimated savings) may be partially true; however, considering the road we’ve been down so far this year, folks are leery of allowing the White House any more power on this. They haven’t built the trust needed in order to give them the benefit of the doubt. Good post.

Close, but IMO Napoleons greatest strength, and later weakness, was his choice of subordinates, and where he placed them…

If Davout had been his Chief of Staff at Waterloo, instead of sitting in Paris… History probably would have been way different.

Obama downfall may very well stem from the same type of decisions, just much faster as he has shown no real genius of choosing subordinates. His STAFF is horrible… and the Czars corrupt. THAT is that attack that needs to be made… not so much at Congress, but use the Seperation of Powers in the Constitution to attack his Czars, and Staff, and THEIR decisions, as their decisions are directly overscene by Obama…

I think it would be far, far worse to have two bureaucrats hug in public and pretend that a mere $239 billion difference in judgment was meaningless.

When two professionals give a differing expert opinion, at least one of them is wrong, and it’s professionally necessary they explain the difference.

That would be one way to look at it, another would be to say they manuevering to assert control. I see nothing from the past that would demonstrate otherwise.

1) Obama controled elections in Illinois on his way up by getting contemporaries booted off the ballot in primary races. While not having any proof, being a Chicagoan, I would say That it was mightily convenient to have “sealed records” of his Rep adversaries come out of the Chicago court system. Leaving the Rep party to import Alan Keyes, possibll the farthest right candidate ever, to run in the of the furthest left districts in the nation. Thats control people.

2)Stripping Judd Greg of responsibility for the census, is just one of many examples of this administration releiving others control over vital operations and transferring them to the executive branch.

3) His ostensible appoint of “moderates” to cabinet positions was merely an act of window dressing. Case in point being Hillary to Sec. of state, then naming Special Envoys/Czars with over-riding policy setting responsibility to any hot-spot/important region on the globe. While toothless cabinet secretaries meaninglessly report to congress, Obama’s 33 Czars pull the real strings of power with the force of being the presidents direct representitve to implement his agenda.

Taken in the agregate to me this bespeaks anything but out of control, indeed scarily controling. Just ask Rick Wagoner!

Hawaii’s experiment with universal health care, failed experiment. First in the nation to attempt universal health care. To cover 3,500 children but parents dropped their private coverage and took advantage of taxpayer funded health care. It ended after 7 months.

The Congress will have hearings for decades about the liberal left and the Obama administration. America is on the brink of collapse due to the liberal tax & spend policies since 1929. The Republicans were able to stem the flow until now. Even with the spending of George Bush we were no where near collapse.
People argue that it was George Bush that got us here. No it was FDR, LBJ, Carter ideas that have got us here. It took an ultra-hard liberal like Obama to push it over the edge. Conservatives will have to fight harder when they get a foot in the door. The liberals must be evicted and sent packing.

Napoleon was almost always undefeated in his battles. Until he invaded Russia.

What happened is that his oponents learned a lession. They stopped going directly at Napoleon and learned to fight battles against his subordinates and beat them. They didnt need to beat napoleon directly until they wore down his army by beating it peice by piece.

Speaking of Czars the only one pushing back is Sen. Byrd, why every republican isn’t making a huge issue of the Czars is a big mistake. Obama is clearly appointing a shadow government and no one is fighting but a few bloggers.

Unemplyment numbers are much worse than they are reporting…

Contracting has dried up… and all of those previously self emplyed people do not count in their numbers…

Add in that the recession is now more than 6 months old, and those who run out of benefits no longer count in their numbers….

And I’d SWAG (scientific wild ass guess) that the real numbers are in the 14% to 16% range.

Yeah. I could maybe see him pulling a Johnson, but who’s his Robert Kennedy? Obama is what leftists democrats have been shooting for (image-wise) since JFK FDR. In fairness to Johnson though… he was the one that gave us the Great Society (not JFK).

I do think he has the potential to run again… and lose, but the opposition will have to come out with a proactive message.
