Breaking: Reid caves on August deadline for ObamaCare; Update: Pelosi retreats as well

posted at 1:55 pm on July 23, 2009 by Ed Morrissey

To no one’s great shock, Harry Reid announced this afternoon that the Democrats will not get a health-care reform bill to the floor of the Senate before the August recess.  This makes Pelosi’s claim from yesterday that she had the votes to pass ObamaCare look pretty suspect as well.  Coming on the heels of last night’s presidential presser, it leaves egg on the face of Barack Obama:

Senate Democratic leaders on Thursday abandoned plans for a vote on health care before Congress’ August recess, dealing a blow to President Barack Obama’s ambitious timetable to revamp the nation’s $2.4 trillion system of medical care.

Senate Majority Leader Harry Reid, D-Nev., delivered the official word on what had been expected for weeks, saying, “It’s better to have a product based on quality and thoughtfulness rather than try to jam something through.”

His words were a near-echo of Republicans who have criticized the rush to act on complex legislation that affects every American.

Reid told reporters the Senate Finance Committee will act on its portion of the bill before lawmakers’ monthlong break. Reid then will merge that bill with separate legislation passed by the Senate Health, Education, Labor and Pensions Committee earlier this month.

Obama has spent the last ten days trying to get momentum rebuilt to push a bill out of Congress in the next two weeks.  The prime-time press conference was intended to be the apex of that effort.  Instead of building support, however, it left people inside the Beltway unmoved, and Reid finally had to acknowledge what Republicans have argued all along: the issue is far too complex to resolve in a fortnight.

In doing so, Reid more or less pulled the rug out from under Obama and Pelosi at the same time.  Obama had told the nation that “the time for talk is through,” but Reid essentially told the nation that Obama was flat-out wrong and that more debate and discussion was absolutely necessary.  Reid now controls 60 votes in the Senate, so if Pelosi actually did have the votes to win on the floor for ObamaCare, Reid could have rushed the House version through the Senate and won, if the only problem was Republicans.  Neither of them have the votes now, and likely won’t have them after their members go home and get an earful from their constituents about spending, unemployment, and the deficit.

Now that both cap-and-trade and ObamaCare are off the docket until the fall, what will Congress do?

Update: Nancy Pelosi also backtracked today, although not quite as definitively as Reid:

House Speaker Nancy Pelosi (D-Calif.) said Thursday that the House can go home for its August recess without passing a massive overhaul.

Pelosi dismissed concerns expressed by many Democrats that a monthlong delay could give opponents more chances to rally opposition to the bill.

“I’m not afraid of August,” Pelosi said. “It’s a month.”

Translation: No, I don’t have the votes.  Alternatively, My caucus members told me to stuff it if I kept them in session in August.  I’d say — probably both.

Anyone listening to the Barry townhall? Good grief, the folks are screaming like he’s a rock star again. And in Ohio of all places.

The whole thing looks phoney.

Knucklehead on July 23, 2009 at 2:40 PM

Not unlike most states, I suppose, Ohio has a weird electoral map. Eighty-eight counties. His townhall is is in Cleveland (Cuyahoga County), which is Ohio’s bluest and most populated county. It has four other metro areas Akron, Toledo, Columbus, and Cincinnati: the first three trend blue, Cincinnati usually trends red (except this past November–ugh). So you have 80+ smaller and less populated counties voting to offset the vote tallies of these big areas. It was interesting to compare the 2004 map to the 2008 map.

Anyway, in Cleveland, Obama would be king.

By spring of next year, while Obama is still looking for an economic recovery, rank and file Ohioans will have had it with him. His freebie constituents will still line up for the Kool-Aid, but not the Reagan Democrats. A solid GOP candidate standing next to John Kasich (gubernatorial candidate) and Rob Portman (senatorial candidate) will look pretty good in many Ohio eyes.

You’re right. The only foreign front on the eastern hemisphere Obama would persist in targeting is Israel; but don’t forget he’s sticking his nose into Honduras closer to home. Without involving the military, he, Napolitano, the UN and WHO will make the swine flu scare promote massive vaccinations that will have a death toll. It’s been in the works to pave the way for his cursed authoritarian grip on life itself.

If this truly was about health care reform, they would start out small…obviously this is about government control.

What I would look at is how to expand the existing system of free clinics and public health departments, make them more efficient, etc.

As for insurance costs, I’m convinced that it has to do mostly with government regulations probably because the insurance companies worked in collusion with the Fed to limit competition so they could fix their prices.

What’s also strange is how picky doctors and hospitals are in what insurance plans they’ll accept. Why not all of them? So you could buy a plan from a company in California and use it where you live in New York. Life and auto insurance are like that, so why not health insurance?

What the government can do is examine exactly how hospitals and pharmaceutical companies come up with their pricing schemes? What they charge seems to be way out of line, and seems to be a case of “It costs this much because we say so. Don’t like it? Don’t get the procedure. Toodles!”

Dr. ZhivBlago on July 23, 2009 at 3:35 PM

Sounds reasonable until you understand that each company has its own forms it’s own demand for information and its scale of payment.
Standard forms would go a long way toward implimentation of such a system.

Payment is a little tougher beacause payment is often times based on premiums and plan descriptions. Standardizing those might also help but reduce choices.

That would make sense, standardizing forms. But again, it wouldn’t require LEGISLATION to accomplish. Stick all the medical professional organization heads in conference to figure out for themselves what would work, and then publicly present that for approval to policy holders. Competitive free market outperforms a socialized dictatorship.

I really think Pinnochio is out to destroy the wealth!
He said so to Joe the Plumber.

He managed to drive the stock market and 401 k’s to 1/2 their valu.

I was lucky and went to the Annuity, Life Insurance option before the fall. Now if he can bankrupt Insurance Companies he destroys a whole bunch more.

Question is how much of your Insurnace Companies business is healthcare ?
I want my money in Strong Companies with very little health and or Property Casualty business. Harder to force those Companies to their knees!

Clyburn is blowing smoke on Cavuto. He says people will get mad that they are on vacation. More like he doesn’t want anyone going home and their constituents assailing them to not vote for this crap legislation and that they will be tossed next fall if they do.

Amazingly the Democrats think spouting off 14,000 people are losing their health insurance every day will help their case. You know why this is happening? Because we are losing 14,000 jobs every day. Wasn’t the stimulus supposed to fix that?

“The close relationship between ENSO and global temperature, as described in the paper, leaves little room for any warming driven by human carbon dioxide emissions. The available data indicate that future global temperatures will continue to change primarily in response to ENSO cycling, volcanic activity and solar changes.”

“Our paper confirms what many scientists already know: which is that no scientific justification exists for emissions regulation, and that, irrespective of the severity of the cuts proposed, ETS (emission trading scheme) will exert no measurable effect on future climate.”

It was never about science. It’s about money and power and control.

Never seen such a batch of fools and buffoons!

How unfortunate for Israel. Obama will now have more time in August to keep yelling at Netanyahu to stop expanding the settlements for natural growth. And the premier will just smile and raise a finger.

I pray to God I’m proven wrong about this plan passing. I pray to God that I’m wrong about the spineless Pubs and they make a stand. I pray I pray I pray.

Even if this train is slowed, I still think that the Republicans will somehow figure out a way to betray the base and adopt a lesser version of whats being proposed. It will be just as damaging in the long run because it continues the march forward to socialism. The Republicans need to say NO on anything that resembles this evil healthcare coup.

A bit offtopic but Walstreetpro is back with another hilarious video. http://www.youtube.com/watch?v=ZaV2rNXtlXs

He says government should offer “universal” programs — such as universal health care, universal mortgage credits, universal college tuition, universal job training and even universal 401(k)s — that all “disproportionately affect people of color.”

UNIVERSAL LIAR!

President Urkel’s Socialist train to health care hell seems to have lost its brakes coming down Cahon Pass. Let’s hope it derails before it reaches a populated area, saving innocent lives.

Have the Emirs of Incumbistan even began their budget work for the next FY yet? Because if they haven’t, then 01 OCT looms very quickly after AUG and Congress will have other fish to fry… and the lovely stuff done so far with the ‘stimulus’ and TARP may make getting the budget together just a tad more difficult than in previous years.

Ahhh… Congress in action… or inaction… always gets the bills to pay by 01 OCT. Or its shutdown time. Try to push c’n’t and o-kare while the budget work goes on and you might just find a lot of bureaucrats not getting paid without a budget. Has the budget work gone swimmingly this year? Inquiring minds want to know.

It is a worthwhile national exercise to now conduct a thorough post-mortem examination of the now lifeless and cold plan that was Obamacare. It is stunningly arrogant and unsurprising that the president continued to defibrillate this patient after hearsing it to Cleveland after the comedy team of Reid and Pelosi stated that the patient perished in the back of their ambulance.

It is simply incomplete and utterly disingenuous to think that physician payments can simply be squeezed as well as a fantastical amount of “efficiency” in a system dealing with the most unique problems and situations that are the reality of healthcare.

Mr. Obama is no statistician, no health delivery planner, no pharmacist, no surgeon, no family practitioner, no therapist, and has utterly no grasp on health care systems—aside from that he’s a great healer.

Obamacare needs to be autopsied, in broad daylight and the stink should fill the halls of the White House and Congress. Every piece and fiber should be exposed for the disaster that almost was.

Obama really has no choice but to bomb some foreign country.

Watch out Honduras or Trinidad— any country that has no capacity to fight even a limp wristed whiny US president.

You are making an unsubstantiated assumption that Harry has gonads.

Now Drudge is reporting Pelosi will have a vote in the House before the recess… I am not surprised.

WWCD: “What Would Congress Do?”

Is that a rhetorical question, as in “Does Congress have anything worth doing other than destroying the lives of Americans?”

Gee. I don’t know.

They serve no other purpose that I know of.

Great caption to Reid/Pelosi photo!

Nope she won’t. the Hill is reporting a HOT and ACRIMONIOUS split today. Waxman lied to the blue dogs.

She knows she doesnt have the votes. But Rham wants to Cram it down our throats.

The crap and tax was a squeaker that will go nowhere and this will die painfully and slowly. Bozo’s latest poll numbers dropped under 50%.

Congress is now saying “Gosh! Maybe that WAS an iceberg!”
