Preview of tonight’s prime-time presser

Tonight’s prime-time press conference intends to give Barack Obama a chance to communicate directly to the American people about his flailing health-care reform efforts, which have stalled in Congress along with his cap-and-trade bill. As the New York Times reports, it also gives Obama a chance to claim credit for the economy. If that sounds out of touch, the Times doesn’t make it sound any better coming from Rahm Emanuel, emphasis mine:
On Wednesday, Mr. Obama will address the nation in a prime-time news conference. Rahm Emanuel, the White House chief of staff, said in an interview that the president intended to use it as a “six-month report card,” to talk about “how we rescued the economy from the worst recession” and the legislative agenda moving forward, including health care and energy legislation, which squeaked through the House and faces a tough road in the Senate.
That’s a poorly-written sentence. The energy bill squeaked through the House, but ObamaCare hasn’t yet come out of committee. The structure of that last sentence makes it sound as if both had passed in the lower chamber, when the limbo status of the health-care package is one of the reasons why Obama called this press conference.
Putting that aside, the idea that the economy has generated enough good news to claim any sort of credit seems ludicrous to everyone living outside the Beltway. Unemployment continues to rise, and even Obama himself said it would go into double digits this year. Last week, the number of seasonally-adjusted new claims for unemployment was 522,000, while the unadjusted number was 667,000, an increase of over 86,000 from the previous week. Retail sales were up last month, but most of the increase came only from a sharp rise in gas prices.
Does Barack Obama really plan to take credit for this? Does he think Americans feel “rescued” at this point? That claim will mark him as out of touch with the American electorate, while at the same time forcing him to take ownership of the economic crisis and eliminating the “inherited” defense. If Americans had already begun to distrust his acumen on economic policy, this will accelerate that trend mightily.
Update: Keith Hennessey has 20 Questions for tonight’s presser. Here are a couple of my favorites:
- You have said transparency is a top priority. Yet you are calling on Congress to pass a trillion-plus dollar spending bill before CBO has had time to estimate its full effects. In addition, your Administration is delaying release of the new economic projections and deficit estimates until after Congress votes on this massive new spending bill. Will you commit now that you will not ask Members of Congress to vote on this massive new spending commitment until your Administration has met its legal obligation to provide an updated economic forecast and deficit projection, and until CBO has provided Congress with transparent and complete analysis of the bill?
- In a February 2008 debate with then-Senator Clinton you opposed an individual mandate to buy health insurance. In that debate you said, “In some cases, there are people who are paying fines and still can’t afford it, so now they’re worse off than they were. They don’t have health insurance and they’re paying a fine. In order for you to force people to get health insurance, you’ve got to have a very harsh penalty.” Now you are supporting a bill that would force people to buy health insurance, and that CBO says would still result in eight million people not having health insurance and paying higher taxes. How do you explain to those eight million uninsured people why you now support the mandate and “very harsh penalty” they would have to face, and which you opposed during the campaign?
- The U.S. economy has lost 2.64 million jobs since you took office. The unemployment rate is 9.5% and rising. The good scenario is one in which the unemployment rate begins to decline early next year. The Vice President said your Administration misread the economy. You said you had incomplete information when proposing the stimulus. Yet you have said you would not change anything about the stimulus if you could. If the facts have changed, why doesn’t it make sense to change your policy?

As the prospects for passing health reform by the time Congress leaves for its August recess look bleaker, Democratic grumbling about President Obama is growing louder. One Democratic senator tells CNN congressional Democrats are “baffled,” and another senior Democratic source tells CNN members of the president’s own party are still “frustrated” that they’re not getting more specific direction from him on health care. “We appreciate the rhetoric and his willingness to ratchet up the pressure but what most Democrats on the Hill are looking for is for the president to weigh in and make decisions on outstanding issues. Instead of sending out his people and saying the president isn’t ruling anything out, members would like a little bit of clarity on what he would support – especially on how to pay for his health reform bill,” a senior Democratic congressional source tells CNN. The Democratic leadership had hoped the work going on behind closed doors for months could bear fruit in time for the president’s news conference Wednesday night. But multiple Democratic sources tell CNN that’s looking very unlikely, and one senior Democratic source tells CNN there is some frustration among Democratic leaders that Senate negotiators have, “repeatedly missed deadlines.”

Let me be clear: although Congress is still debating parts of the legislation we have achieved critical consensus on several key areas:
If you already have health insurance: reform will provide you with more security and stability. It will limit your own out of pocket costs and prevent your insurance company from dropping your coverage if you get too sick. You’ll also have affordable insurance options if you lose or change your job. And it will cover preventive care like check-ups and mammograms that save lives and money.
If you don’t have health insurance: you will finally have guaranteed access to quality, affordable health care, and you can choose the plan that best suits your family’s needs. And no insurance company will be allowed to deny you coverage because of a pre-existing medical condition.
Now, I realize that the last few miles of any race are the hardest to run, but we can’t stop now. There’s no dispute about it: we cannot control our long-term fiscal health as a nation without health insurance reform. American families and small businesses understand that the health insurance status quo is taking away those things that they value most about health care. The stability and security that comes with knowing that you can get the treatment you need, when you need it. Without reform, we are consigning our children to a future of skyrocketing premiums and crushing deficits.
We have to seize this opportunity and pass health insurance reform this year. You can help by forwarding this email to your family and friends and letting them know what’s at stake in this debate.

Below are the top five questions Sen. DeMint would like the president to address:
1. If the major provisions of the health care bills will not kick in until 2013, four years from now, why the rush to pass a thousand-page bill before the August recess, a bill you admit that you haven’t fully read yourself?
2. You have said your health care bill will cut costs and not increase the deficit. But, independent analysis by the non-partisan Congressional Budget Office contradicts both claims, saying it will raise costs and increase the deficit by $240 billion in the first ten years. What independent analysis will you provide that supports your claims and refutes CBO’s?
3. You have repeatedly said that your health care bill allows any American who likes their current employer-based plan to keep it. But the most comprehensive independent analysis available, by the Lewin Group, contradicts your claim and found your bill will force over 80 million Americans to lose their current coverage. Will you provide independent analysis to refute this study?
4. Your own record in the Senate reveals you spent years voting against nearly every reform to make health care more affordable and accessible, but this week you said that opponents of your plan are “content to perpetuate the status quo, [and] are, in fact, fighting reform on behalf of powerful special interests.” Which specific elected officials will you cite that have proposed to keep the status quo, and is that how you characterize the opposition of the 52 Blue Dog Democrats in the House and the moderate Democrats in the Senate?
5. Yes or no question: Will you guarantee pro-life Americans that, under your plan, they will not be forced to subsidize elective abortions?

Members Who Vote for Government-Run Health Care Should Enroll Themselves
I recently introduced a resolution urging Members of Congress who vote for government-run health care to automatically enroll themselves in the government-run plan.
Over the past few weeks, Members of Congress and the American people have come to know the details of the Administration’s proposed health care plan. Call it whatever you like, I believe this proposal is nothing more than government-run health care. As a physician, I am amazed at the number of bureaucrats in this House who are quick to claim a government-run health care plan is the reform this country needs. My resolution will offer Members of Congress an opportunity to put their money where their mouth is, and urge their colleagues who vote for legislation creating a government-run health care plan to lead by example and enroll themselves in the same public plan.
Under the current draft of the Democrat health care legislation, Members of Congress are curiously exempt from the government-run health care option, keeping their existing health plans and services on Capitol Hill. If Members of Congress believe so strongly that government-run health care is the best solution for hard working American families, I think it only fitting that Americans see them lead the way. Well okay, really it’s only the Democratic Congress and myself that have reached a critical consensus. It’s critical because it’s going to kill a few of you – but that’s for the common good. As far as consensus – we don’t need “you the chattering class” (this will we changed in the Constitution from the current “we the people) to agree to anything because after all – WE WON!

If they did that they would need to enroll their children in DC schools. Since that isn’t happening then enrolling in the public option would be hypocritical. So by not enrolling in the public plan they are adhering to their morals.

I heard a report that NBC asked the WH to push back the presser because it would have interfered with the “America’s Got Talent” program and the WH accomodated NBC. Anyone else hear that one?
Fox never asked (at least to my knowledge) the WH to push back pressers for “American Idol”; but even if they didn’t I doubt the WH would have treated them the same way.
